Chair Barnes called the meeting to order at 7:10pm.
1. Those in attendance: Councilmembers Barnes and Harris, Public Works Director Lim, and Administrative Specialist Howald.
2. The Minutes from the October 13, 2020, approved.
3. New Business –Public Works Director Lim discussed a Pierce County Flood Control Zone Grant for Urban Flooding Improvement. The City submitted an application for a grant to the Pierce County Flood Zone District for stormwater improvement funding in 2021. Two of the13 projects in the Historic Village area were approved for grant funding and will improve the existing catch basin storm system. The City will fund 1 project at $100K to accompany the grant. Mr. Lim anticipates the project will be completed between March and October 2021. Director Lim recommended and Councilmembers agreed to move forward to the next Council Meeting for approval of an Inter Local Agreement and onto Council for formal approval.
4. Discussion Items Director Lim recommended canceling the December meeting as there will be no items to present. Discussion led to tentatively scheduling a December meeting pending the incoming Director of Community Development, Barbara Kincaid’s schedule. Director Lim provided a series of dates for the upcoming widening project of the DuPont-Steilacoom Road.

This project will include grinding and overlaying the existing asphalt travel lanes and bike
lane/shoulders between Interstate 5 Exit 118 and McNeil Street to a depth of 2-inches. The
grinding will extend 50-feet beyond intersection with McNeil Street. The grinding
operations will require the traffic signal detection loops to be removed and replaced.
Sidewalk curb ramps not in compliance with current ADA standards will be removed and
replaced to meet current ADA standards. Pedestrian push buttons will be relocated to be
compliant with current ADA standards as well. All pavement markings will be reinstalled to the
current roadway configurations.
2021 Water
Replacement Chlorine Delivery
System at Hoffman Hill $50,245 Water Fund NA NA
Late award in 2020 and will spill over into 2021. Existing System was early generation of MIOX
branded onsite generation. The unit has failed and replacement parts are no longer filled. Will
need to replace with new model. Existing supply lines, and containment tanks are still usable.
Will just need to replace the unit itself and associated small water pumps. Food grade salt (NaCl)
in water (H2O) is electrified and the chemical process creates low concentration sodium
hypochlorite and injected into the water. With this failed system staff is able to provide chlorine
by 55 gallon drums of concentrated sodium hypochlorite (12% concentrated bleach), and then
injected into the water.
This new system can be expanded in
the future.

The entire project is for stormwater catchbasin improvements in the Historic Village. The full
project is 13 smaller projects that sums up to $1.1M. The $277.2K represents 3 of 13 projects in
the listing. The grant source has $2M available across Pierce County. There is a $1M cap for a
single agency. Project will need to be shovel ready and complete by 12/31/2021.
2021 Stormwater City Wide Catchbasin Cleaning $167,000

This project consists of all aspects of cleaning, pumping, hauling, and disposing of the City’s
drainage structure waste, to include catch basins, oil/water separators, and water quality vaults.
The City has over 1,600 catch basins, 11 oil/water seperators, and 2 water quality vaults. Most
of the work is vaccuum removal of stormwater inside the catch basin and water jetting the
structure to remove any debris so that City staff can inspect these structures. Inspection of the
structures every 2 years is a permit requirement.
2021 Road and Street
DuPont Steilacoom RD
Improvements: Construction Phase $3,900,000 WSDOT $3,900,000
DuPont Steilacoom Road to expand from one lane in each direction to two lanes in each
direction. This 1 mile of road is between Wharf RD / JBLM Integrity Gate to the future I-5 Exit
119 connection which is a round about. This roundabout is near Pendleton RD. This project will
complete design in 2020 for $650K. The construction will be from April to October of 2021.
Advertisement December 2020. Construction award will be January 2021. WSDOT funds will be
used on this project via a reimbursement.

A Resolution of DuPont, Washington Authorizing the Mayor or City Administrator
to Award an Amendment with Gray and Osborne.
WHEREAS, the City has an existing contract for engineering services with Gray and Osborne, who provides services as the City Engineer; and WHEREAS, the City is planning for new water treatment plants using granulated activated carbon at the Bell Hill and Hoffman Hill water facilities; and WHEREAS, the City initiated a pilot study in 2020, modeling the performance of the granulated activated carbon to develop future design parameters; and WHEREAS, November 2020, the City applied for the Dept. of Health, Drinking Water State Revolving Fund Construction Loan ($6M), to build the new treatment plants; and WHEREAS, the next step is to use the performance data collected from the pilot study and design the new treatment plants; and WHEREAS, Gray and Osborne will provide design, permitting, and contract award services, on this project not to exceed $380,000.
NOW, THEREFORE, BE IT RESOLVED: 1) The City of DuPont does hereby agree to authorize the Mayor or City Administrator to award a contract amendment with Gray and Osborne to provide engineering services for new treatments plants at Bell Hill and Hoffman Hill water facilities.
2) The Mayor or City Administrator is authorized to monitor, change or otherwise modify the contract amendment within the limits of their spending authority. ADOPTED by the governing body of the City of DuPont Washington on this day of February, 2021.

AMENDMENT NO. 77
Whereas, the City of DuPont, hereinafter called the “City” and Gray & Osborne, Inc.,
consulting Engineers, Seattle, Washington hereinafter called the “Engineer” entered an
agreement on September 12, 1995, for general engineering services.
Whereas, the City hereby engages the Engineer and the Engineer agrees to furnish the
City engineering services related to the construction of the PFAS Treatment Project.
ARTICLE 2
CHARACTER & EXTENT OF ENGINEERING SERVICES
Under this amendment, the Engineer will provide engineering services to provide design
engineering and construction management and observation services for the PFAS
Treatment Project.
PROJECT OVERVIEW
The City of DuPont has detected Per and polyfluoroalkyl substances in water produced
from their Bell Hill and Hoffman Hill wells. The City would like to provide treatment for
these compounds through activated carbon adsorption. To this end, the City is pursuing
funding through the Drinking Water State Revolving Fund to design and construct
treatment facilities for the Hoffman Hill and Bell Hill wells. The City would like to
construct two carbon treatment facilities, one located at the Hoffman Hill Reservoir site
(to treat water from Hoffman Hill Well 1 and Well 2) and the other located at the Bell
Hill Reservoir site (to treat water from Bell Hill Well 1, Well 2, and Well 3). Gray &
Osborne proposes to provide the following engineering services to assist the City of
DuPont with completion of this project.
Task 1 – Provide Project Management
Provide project management services during the design engineering phase of the project.
This task will include coordinating and managing the schedule and budget for the project
team. The City will be provided with budget updates on a monthly basis. This task will
also include coordination with the City, regulatory agencies, and funding agencies.
Task 2 – Complete Topographic Survey
Complete a site topographic survey of the project area at the Hoffman Hill Reservoir site
and the Bell Hill Reservoir site. This task includes coordination of utility locates and
identification of existing utilities and above ground facilities and features in the project
area.

Task 3 – Prepare Plans, Specifications, and Cost Estimates
Complete civil, structural, electrical, and mechanical engineering design of the Junction
Well Improvement Project. This task includes completing the engineering analysis and
calculations necessary to complete the design. As part of preliminary design, a
geotechnical assessment will be completed at each site. This task also includes
preparation of detailed plans, specifications, and cost estimates to adequately describe the
work for a public works contractor. Gray & Osborne will provide the following services
to complete this task.
A. Prepare 50 Percent Submittal
Prepare 50 percent plans, specifications, and construction cost estimates
for the PFAS Treatment Project. Plans and specifications will be suitable
for public works bid. Specifications will be prepared in CSI format.
50 percent plans, specifications, and cost estimates will be submitted to
the City for review and comment. Gray & Osborne will meet with the
City to review any comments.
B. Prepare 90 Percent Submittal
Prepare 90 percent plans, specifications, and construction cost estimates
for the PFAS Treatment Project. Plans and specifications will be suitable
for public works bid. Specifications will be prepared in CSI format.
90 percent plans, specifications, and cost estimates will be submitted to
the City for review and comment. Gray & Osborne will meet with the
City to review any comments.
C. Prepare Final Submittal
Prepare final plans, specifications, and construction cost estimates for the
Junction Well Improvement Project. Plans and specifications will be
suitable for public works bid. Specifications will be prepared in CSI
format. Final plans, specifications, and cost estimates will be submitted to
the Washington State Department of Health for regulatory and funding
approval.
Task 4 – Prepare Permit Applications
Coordinate with the various permitting agencies and prepare the required permit
applications for the project. Anticipated permit applications include the following:
• Department of Health Project Approval
• City of DuPont Land Use Permit
• City of DuPont Building Permit
• City of DuPont Grading Permit

• SEPA Checklist
Complete cultural resource assessment as required by DWSRF.
Task 5 – Provide Bid and Award Services
Provide bid and award services for the project. Services will include:
A. Hosting the bid documents on Gray & Osborne’s web-based plan center.
A list of plan holders will be maintained.
B. Response to contractor inquiries and preparation of addenda as necessary.
C. Conducting a pre-bid walkthrough with prospective contractors.
D. Review of bids, preparation of bid tabulation, and preparation of an award
recommendation letter.
Task 6 – Complete QA/QC Review
Conduct Quality Assurance/Quality Control reviews of the 50 percent submittal,
90 percent submittal, and final submittal for the PFAS Treatment Project.
Task 7 – Attend Meetings and Site Visits
Attend meetings with City staff during development of the plans and specifications to
discuss project issues and review draft deliverables. Complete site visits to verify site
conditions.

COMPENSATION
It is mutually agreed that the City will compensate the Engineer for services furnished
based on the cost reimbursement method. The total cost of these services, as described
herein, shall not exceed $380,000 as referenced on the attached Exhibit “A.”

A Resolution of DuPont, Washington Authorizing the Mayor or City Administrator

WHEREAS, the City has an existing contract for engineering services with Gray and Osborne, who provides services as the City Engineer; and
WHEREAS, Gray and Osborne, completed a study for improving the existing stormwater system in the Historic Village (2018) to mitigate the existing urban flooding experienced during the winter; and
WHEREAS, on November 24, 2020, the City of DuPont and Pierce County Flood Control Zone District, wishing to cooperate, entered into an agreement for an urban flooding improvement grant of $170,300; and
WHEREAS, the grant provides funds for two projects and the City will fund a third project at $106,900 using Stormwater Utility funds, with the intent that the City will gain economies of scale when contracting for this work as a whole in 2021; and
WHEREAS, the Gray and Osborne will provide design, contract award services, inspection and construction management on this project not to exceed $54,400.
NOW, THEREFORE, BE IT RESOLVED:
1) The City of DuPont does hereby agree to authorize the Mayor or City Administrator to awarda contract amendment with Gray and Osborne to provide engineering services forimprovements to the Historic Village Stormwater.

AMENDMENT NO. 76

ARTICLE 2
CHARACTER & EXTENT OF ENGINEERING SERVICES
Under this amendment, the Engineer will provide engineering services to provide design
engineering and construction management and observation services for the Historic
Village Stormwater Improvements 2021 Project.
PROJECT UNDERSTANDING
This Project consists of preparation of plans and specifications and construction
management for several projects included in the 2018 Draft Historic Village Stormwater
Management Plan including; CIP Project 1, cleaning and/or repair of existing catch
basins and dry wells, rehabilitation of an existing outfall pipe and installation of new
catch basins and infiltration facilities at 14 locations; CIP Project 3, install new
pre-settling structure and infiltration trench; and, CIP Project 5, install new pre-settling
basin and infiltration trench. All work will take place within City right-of-way. The
need for temporary construction easements from private property owners is not
anticipated.
The City plans to have the engineering design and construction completed in 2021.
The project is funded in part by the Pierce County Flood Control District Grant Program
and the City.
DESIGN SERVICES
Task 1 –Project Management
A. Provide overall project management and ensure delivery of the Project.
B. Procure and maintain sufficient staff resources to dedicate to the Project.

Task 2 – Survey and Mapping
A. Perform survey on Barksdale Avenue east of Haskell Street (CIP 1),
Barksdale Avenue between Forcite Street and Santa Cruz Avenue (CIP 3)
and Barksdale Avenue east of Santa Cruz Avenue (CIP 5) to include the
project extents within City rights-of-way and nearest intersections in
sufficient detail to support adequate design.
B. Tie the topographic survey to City Standard vertical datum and horizontal
datum.
Task 3 – Permitting and Approval Process
A. Prepare and submit documentation to meet City permit requirements,
including grading and civil construction permits.
B. Since the project consists of pipe less than 12-inch diameter and
associated facilities, it appears to be exempt from SEPA.
C. Since the Project will disturb less than one acre, it appears to be exempt
from Washington State Department of Ecology Stormwater Construction
Permit Requirements.
Task 4 – Preliminary Design
A. Coordinate with utility providers.
B. Prepare preliminary drawings, specifications, and engineer’s estimated
construction cost for use in reviews with the City of development of the
project bid documents.
C. Prepare full-size preliminary construction plans, to include plan and
profile sheets at a scale of 1"=20' plan view and 1"=5' vertical scale.
D. Prepare typical cross sections, special details, location and vicinity maps
legend, title sheet, etc. Utilize City and Department of Ecology standards
where applicable.
E. Prepare preliminary specifications in CSI format, to include proposal,
contract, bonding documents, technical specifications and other required
and related documents (e.g., permits). The 2020 WSDOT Standard
Specification will be referenced.

F. Perform quantity takeoff and prepare preliminary-level construction cost
estimate.
G. Conduct a 90-percent Quality Assurance/Quality Control (QA/QC)
meeting, concentrating on critical path items, to include, but not be
specifically limited to, schedule, budget, permitting, utility coordination
and project construction sequence.
H. Submit 90 percent PS&E package to City for comment and incorporate
comments into final bid package.
Task 5 – Final Design and Bid Documents
A. Prepare final design and bid documents (100%) of Plans, Specifications
and Estimated Cost (PS&E) suitable for bidding, award, and construction
of the Project.
B. Prepare final construction plans, to include title page, legend, vicinity and
location maps, plan and profile sheets, sections, and details.
C. Prepare final specifications in CSI format, to include proposal, contract,
bonding documents, technical specifications and other required and related
documents (e.g., permits). The 2020 WSDOT Standard Specification will
be referenced.
D. Prepare final quantity takeoffs and develop final engineer’s estimated
construction cost.
E. Conduct a final QA/QC meeting of the project, concentrating on items
such as construction schedule, construction budget, and constructability.
F. Prepare bid documents and incorporate all relevant review comments and
revise plans and specifications accordingly.
Task 6 – Bid and Award Services
A. Prepare Invitation to Bid and distribute to contractor on the MRSC Small
Works Roster.
B. Upload pdf version of bid documents to the Gray & Osborne website’s
Bid Document Distribution System.
C. Answer bid inquiries during bid phase. Provide design document
interpretation.

D. Prepare any bid addenda as may be required. Upload pdf version of any

G. Check references of responsible, qualified low bidder
H. Prepare and distribute bid summary to all bidders and the City.
I. Prepare and transmit Engineer’s “Letter of Recommendation of Award” to
the City.
CONSTRUCTION MANAGEMENT
Task 7 – Construction Contract Administration
A. Schedule and Record Job Meeting: Coordinate and conduct a
preconstruction conference to establish administrative procedures for the
project. Prepare and distribute minutes of the preconstruction meeting.
B. Construction Schedule: Review and comment on the contractor’s
construction schedule. Monitor the contractor’s progress in relation to the
schedule. Keep the parties advised on the time limit as it relates to the
performance schedule.
C. Monthly Progress Estimates: Review contractor’s monthly progress
payment requests.
D. Project Closeout: Assist the City in obtaining from the contractor bonds,
warranties, and as-built drawings. Prepare certificate of Completion of
Public Works Project.
Task 8 – Office Engineering
A. Review Submittals: Review material submittals for compliance with
design intent and general conformity to the Contract drawings and
specifications.
B. Review “Or Equal” Products: Review proposals from the contractor to
substitute an “or equal” product for a specified product based on design
intent and general conformity to the Contract drawings and specifications.

C. Clarify Design Intent: Respond to the contractor’s questions and provide
interpretation of the Contract specifications and drawings, which address
and clarify design intent. Prepare supplementary sketches to clarify
conditions. Maintain records of telephone meetings concerning design
intent.
D. Evaluate Change Orders: Estimate the added or reduced cost of changes
during construction to be used in negotiation of Contract change orders.
Provide engineering design for change orders as directed by the City.
Evaluate the impact of change orders on the construction schedule and
recommend eligible time extensions.
E. Provide office support for field activities.
Task 9 – Construction Monitoring
A. Provide inspection for the duration of the project. The resident inspector
will keep track of daily quantities, maintain diary, review and recommend
payment request, prepare and maintain field set of record drawings,
provide general paperwork, and communicate directly to the project
manager. The fee proposal assumes 20 working days of inspection, at
half-time.
B. Conduct Final Inspections: Assist City in conducting substantial
completion inspections, issue punchlists, review compliance and
recommend acceptance by the City.

COMPENSATION
It is mutually agreed that the City will compensate the Engineer for services furnished
based on the cost reimbursement method. The total cost of these services, as described
herein, shall not exceed $54,400 as referenced on the attached Exhibit “A.”

CITY OF DuPONT
WASHINGTON RESOLUTION NO. __________
A Resolution of DuPont, Washington Authorizing the Mayor or City Administrator
to Award an Amendment with Gray and Osborne.
WHEREAS, the City has an existing contract with Gray and Osborne, who provides services as the City Engineer; and WHEREAS, the City of DuPont will execute a $10 million revenue bond to fund the construction of three major capital projects of a new Public Works Facility, a new Automatic (Water) Meter Reading System and the recoating of the 3 million gallons Hoffman Hill Water Reservoir; and WHEREAS, the present contract with our City Engineer Consultant to provide design, inspection and construction engineering is not to exceed $1,436,838 for the new Public Works Facility; and WHEREAS, through design, land use permitting, utility permitting, and response to bidders, there was additional work and time that exceeded the original scope and fees, and this work cost is $137,780, in addition to the present contract fees; and
WHEREAS, the updated total fees for design, inspection and construction engineering for this project will then be $1,574,618, with the approval of this resolution; and
WHEREAS, the additional design work includes more time for permitting buffer, electrical and sewer adjustments to the site design; more time for adjusting the interior of the building with fixed equipment; and more time in response to bidders questions, leading to adjustments to the specifications; and WHEREAS, the revenue bond will fund this amendment.
NOW, THEREFORE, BE IT RESOLVED: 1) The City of DuPont does hereby agree to authorize the Mayor or City Administrator to award a contract amendment with Gray and Osborne providing for additional design services for the new Public Works Facility.
2) The Mayor or City Administrator is authorized to monitor, change or otherwise modify the contract amendment within the limits of their spending authority. ADOPTED by the governing body of the City of DuPont Washington on this day of February, 2021.

CONTRACT FOR
PROFESSIONAL ENGINEERING SERVICES
AMENDMENT NO. 75
Whereas, the City of DuPont, hereinafter called the “City,” and Gray & Osborne, Inc.,
Consulting Engineers, Seattle, Washington hereinafter called the “Engineer” entered an
agreement on September 12, 1995, for general engineering services.
Whereas, the City hereby engages the Engineer and the Engineer agrees to furnish the
City additional engineering services related to the design of the Public Works Facility
Project.
ARTICLE 2
CHARACTER & EXTENT OF ENGINEERING SERVICES
Under this amendment, the Engineer will provide engineering and architect services to
complete additional services as for the design of the Public Works Facility Project.
PROJECT UNDERSTANDING
The proposed Public Works Facility Project includes two sites, with the North Site to the
northwest of the existing Public Safety Building and the South Site on the south side of
Civic Drive to the east of the existing stormwater pond. During final design and
preparation of bid documents, additional design engineering services were required to
accommodate revised project elements.
DESIGN SERVICES
The original design contract (Amendment No. 66) included Tasks 1 through 8 as follows:
• Task 1 – Project Management
• Task 2 – Permitting and Approval Process
• Task 3 – Utility Coordination
• Task 4 – Preliminary Design (50 Percent Submittal)
• Task 5 – Final Design (90 Percent and 100 Percent Submittals)
• Task 6 – Additional Architectural Services
• Task 7 – QA/QC
• Task 8 – Meet with City Staff
Additional design services (Amendment No. 74) included Tasks 9 through 12 as follows:
• Task 9 – Land Use Permitting for North Site
• Task 10 – Land Use Permitting for South Site

The following additional tasks are included as additional services:
Task 13 – Site and Utilities Revisions for North Site
A. Revise site plans along parking stalls to north of Public Safety Building
along the Sequalitchew Creek buffer. Site plans include block walls,
gravel path, grading and revised parking stalls. Plans incorporate land use
permitting requirements associated with disturbance of the buffer.
B. Revise electrical plans for main power to the north site. Coordinate with
Puget Sound Energy (PSE) for main power along the south side of Civic
Drive and along the easement road to the west of the Public Safety
Building. Coordinate with PSE for siting and sizing of handholes, pad
mounted transformer, CT enclosure and power metering facilities.
C. Revise sanitary sewer based on review comments from Pierce County
Utilities.
Task 14 – Main Building Revisions on North Site
A. Revise Main Building for incorporation and floor space layout revisions
on first floor to accommodate actual selected equipment, shelving, and
workspace revisions. Revise structural, mechanical and electrical plans
and specifications associated with building floor and wall revisions and
actual equipment.
B. Revise Main Building for incorporation of elevator. Revise structural,
mechanical and electrical plans and specifications associated with elevator
pit, equipment, hydraulics, power, and sump requirements.
C. Revise furniture and fixtures information based on actual equipment
selections.
Task 15 – Vehicle Storage Building Revisions on North Site
A. Revise Vehicle Storage Building based on room layouts in enclosed
spaces and clearance for design vehicle in vehicle storage areas. Revise
mechanical, plumbing and structural plans based on westerly property line
requirements.
B. Revise sanitary sewer based on review comments from Pierce County
Utilities.

Task 16 – Building and Utilities Revisions for South Site
A. Revise Decant/Vehicle Wash/Deicing Structure on South Site to comply
with City Planning Department code interpretation of required building

and design features. Following City Planning Department approval of
sketches and renderings, prepare revised architectural and structural plans.
Prepare revised structural calculations corresponding to revised building
plans.
B. Revise utilities based on revised building and review comments from
Pierce County Utilities.
Task 17 – Final Bid Documents
A. Prepare Final Bid Documents to include addressing bidder inquiries.
B. Prepare addenda to include revised plans and specifications for civil,
mechanical, structural and electrical disciplines.
