USA 100 Years," the area was "scornedby the early settlers" to later become "athriving industrial municipality bisectedby the major highways Routes 72 and10" and Interstate 84.

The Great Plain, as the area wasknown, originally was a lake, with its flatsandy soil a remnant of millions of yearsago, said Town Historian Ruth S.Hummel, who also serves as town natu-ralist. Today it is known as the "cross-roads of Connecticut," because of itshighways, airport, railroad and historiccanal.

From 1828 to 1848, the oldFarmington Canal, which also was calledthe Northampton Canal because it oper-ated from Northampton, Mass. to NewHaven, was largely responsible for put-ting Plainville on the map, Hummel said.The canal was replaced by a thriving rail-road crossroads that was established inthe late 1840s. For a while, the so-calledCanal Line Railroad competed with thecanal. Eventually, the improved trans-portation technology put the manmadewaterway out of business. A room dedi-cated to the history of the old canal islocated in the Plainville Historic Centerat 29 Pierce St. In the room are artifactsof the canal days, artwork of the canal's

packet boats, and a diorama of whatdowntown Plainville looked like whenthe canal was the primary way of movingpeople, supplies, manufactured goodsand farm produce up and down the areato New Haven.

Plainville was incorporated as atown by the General Assembly in 1869,after many years of lobbying by localresidents, business interests and officials.Originally, it was proposed the new townbe named Welch, according to "TheHistory of Plainville" by Henry Castle.However, the name never stuck. A bigcelebration, held on July 21, 1869, fol-lowed the action taken by the GeneralAssembly and Plainville was born.

An article published in the July 23,1869, edition of "The Daily Lever" ofNew Haven, described the local fanfareand celebration after the town becameofficial. "The incorporation of the townseems to have invigorated the people andalready a number of buildings and exten-sions have been erected," the article said.

"So rejoiced were the people thattheir petition had been granted by the

assembly that it was resolved to cele-brate the event, and an informal meetingwas held two weeks ago to initiate theproceedings," according to the report."The day was opened with a salute of100 guns from a section of the NewBritain battery of six-pounders, whichwas concluded by firing a few shots onthe line of the new into the old town." Animmense procession or parade also washeld, with the number in the parade esti-mated to be "about 1,000 persons."Civic, church organizations, bands andresidents participated.

Plainville, an area of 9.5 squaremiles located in between New Britain,Bristol and Farmington, is made up ofmany people, churches, businesses andorganizations.

The center of town grew from busi-nesses that were established along thecanal and the railroad lines. In the 1890s,there were four trolley lines in Plainville- one to Unionville, another to Bristol, athird to New Britain and still another toSouthington. The Unionville trolley went

out of business early on, but the threeremaining lines met in Plainville center,at an area called "the terminal." By theearly to mid-1930s, trolley patronagesuffered. The Southington line ended in1931, with Bristol following in 1935 andthe last trolley to New Britain operatinguntil 1936.

One of Plainville's most famous res-idents was Gov. John H. Trumbull, whowas elected Connecticut's chief execu-tive in 1924 and served until 1931.Known as "the Flying Governor,"Trumbull had an interest in aviation, wasa pilot and flew his plane in and out oftown for many years, often landing in afield near where Plainville High Schoolstands today.Trumbull lived in an elegant mansion onFarmington Avenue. The home was builtin 1914 and was demolished in the1970s, after plans fell through to reno-vate it to become the new Town Hall.The former governor died May 21, 1961.He is buried in West Cemetery.

The Plainville Fire Department datesback to 1885, when officials authorizedthe "first constitution and by-laws of the

(fire) company approved by the commis-sioners March 25, 1885," according tothe centennial book. The department waslocated at the Town Hall on Pierce Street,in the building that today houses the his-torical society. It subsequently moved toWhiting Street, in the building that todayis the home of the Parks and RecreationDepartment offices. In the late 1980s, anew state-of-the-art fire station opened at77 W. Main St.

The Police Department dates back toApril 1872, when "a committee of threeempowered to hire a night watch to pro-tect the lives and property of the inhabi-tants of Plainville against incendiariesand burglars met," according to the cen-tennial book. For many years, the policestation was located in a building at thecorner of Stillwell Drive and East Street.When the new Municipal Center openedin 1973, the department was housed inthe bottom floor of that building beforethe current station opened on Neal Courta few years ago.

Plainville High School, located atRobert Holcomb Way, opened in 1955.From 1926 until the new high school

opened, it was located in alarge brick building that todayis the Plainville BusinessCenter. When the new PHSwas dedicated, the East Streetsite served as Plainville JuniorHigh School.

Two of the oldest schoolbuildings in Plainville includethe old Broad Street School,which dates back to 1874, andthe original part of LindenStreet School, which was builtin 1929-30.

The Plainville Police Department is afull-service police department consisting of42 full-time employees. The functional unitsof the department include administrative,patrol, criminal investigation, traffic, recordsand youth services. In addition to traditionalpatrol functions, the department also hasbicycle patrols and an all-terrain vehiclepatrol covering the more remote areas oftown.

The Drug Abuse Resistance Educationprogram is given to all fifth grade elementaryschool children by the department's twoDARE officers. The senior dispatcher does a911 awareness training for all elementary stu-dents. The department maintains a closeinteraction with all of the public schools,offering safety education and, particularly forhigh school students, special programs onalcohol abuse and driver safety.

Because police personnel are the onlyrepresentatives of municipal governmentavailable seven days a week, 24 hours a day,the department handles a wide variety of callsfor service which are non-criminal in nature.Calls for information or non-traditional helpare always welcome, and the staff is well-trained on what community resources areavailable to those in need of special service.

Paderewski Park Wading Pool - Thewading pool at Paderewski Park, off CookeStreet, opens on June 22. Hours are 10 a.m. tonoon and 1 to 4 p.m. weekdays, and 12:30 to5 p.m. weekends.

Hamlin Pond - Hamlin Pond, animpoundment of the Quinnipiac River, islocated off Woodford Avenue. There's accessfor boating and fishing.

Norton Park - Off South WashingtonStreet, the park totals about 80 acres and isnamed for the Norton family, which donatedmost of the site in 1928. Facilities includethree softball fields, five soccer fields, twobasketball courts, two tennis courts, a sandvolleyball court, playground, outdoor pool,picnic area and restrooms. There is also a onemile walking track around the facility. Arestored section of the historic FarmingtonCanal is inside the park.

Paderewski Park - Off Cooke Street,the 37-acre park was once a sand pit and later

a church camp for New Britain orphans.Plainville acquired the site, including the 16-acre pond, from the Daughters of theImmaculate Conception in 1966. The park isnamed for Ignace Paderewski, the Polishpatriot and pianist-composer. Facilities: aLittle League baseball facility, one softballfields, a multi-use field, a basketball court,two tennis courts, picnic area, restrooms.There's access for boating and pond fishing.

Trumbull Park - At the end of LinsleyDrive, the 18-acre park is the home of thePlainville Little League. Facilities: WilliamA. Gnazzo Field, Robert K. LaBranche Field,Denis and Ruth Thompson Field, TintySports Complex, and an all purpose field,playground, restrooms. There is also a 3/4-mile walking track around the facility.

Tomasso Nature Park - Off GrangerLane. The 11-acre park includes 4 acres ofwetlands. Visitors can observe varieties ofanimals, birds and fish. Walking trails provideample views of native flora. Access is avail-able through pedestrian gates from dawn todusk from March 15 through Nov. 15.Individuals with special needs or groupsshould call the Recreation Department at(860) 747-6022 to make special arrange-ments.

the hub for activities, programs and servicesfor individuals over the age of 60 and theirfamily members. The Plainville Senior Centerhas been selected by the North Central AreaAgency on Aging as a "designated focalpoint" in the North Central Connecticut'sAging Services Network. Both a planning and a regulatory body, thePlanning and Zoning Commission inPlainville has many responsibilities. As thelead land use agency in Plainville, theCommission must decide upon the mostdesirable use of land for recreational, com-mercial and industrial purposes. Acting in theplanning role, the Commission reviews allproposed municipal improvements and isempowered to establish, change and adminis-ter regulations for the subdivision and re-sub-division of land. Acting under zoning author-ity, the Commission is responsible for theestablishment and administration of theTown's zoning regulations. The Commissionhears and decides upon petitions for changes

in the zoning regulations, conducts hearingson and decides upon requests for specialexceptions and site plan reviews. In 2009, thePlanning and Zoning Commission offered thecommunity a vision for the future by adopt-ing a new Plan of Conservation andDevelopment, a "soup to nuts" guide for landuse authorities, citizens and developers. Theplan reviews current trends in housing, eco-nomic development, community facilities,conservation and open space including natu-ral, historic and cultural resources. TheCommission is already hard at work imple-menting the 2009 Plan by undertaking a com-prehensive reformatting of their outdatedzoning regulations. During the process, theyare also reviewing alternative low impactdevelopment techniques that can help reducestorm water impacts and improve water qual-ity.

Inland Wetlands and WatercoursesCommission - The primary purpose of theInland Wetlands and WatercoursesCommission is the protection, preservationand maintenance of Plainville's wetlands andwatercourses. The Commission establisheswetland regulations and boundaries, anddecides upon petitions for changes to the reg-

ulations. The Commission also issues permitsfor activities within designated wetlands andenforces the Inland Wetland Regulations ofthe Town of Plainville. By State law, no landuse application with the potential to impactwetlands and watercourses may be decidedupon by the Planning and ZoningCommission unless it first receives a permitfrom the Inland Wetlands and WatercoursesCommission.

Economic Development Agency - TheEconomic Development Agency is responsi-ble for the promotion and development of theeconomic resources of the Town of Plainville.In addition, the Agency makes recommenda-tions for expenditures from the EconomicDevelopment Fund, an account establishedby the Town Council to help attract new busi-nesses and to encourage the expansion ofexisting businesses within Plainville. TheAgency sets policy and makes recommenda-tions regarding other economic incentive pro-grams such as tax abatements and revolvingloan programs. The Agency recently commis-sioned a Business Survey. Responses fromthe survey were used to develop recommen-dations that are part of an ongoing reviewprocess by the Agency including policyrevisions for tax abatement and loan pro-grams, which were implemented early in2010.

Aquifer Protection Agency - TheAquifer Protection Agency was recentlyformed for the express purpose of protect-ing Plainville's underground drinking watersources. Required by State law, Plainville'snewly adopted Aquifer ProtectionRegulations restrict certain types of busi-nesses from locating in areas where poten-tial pollutants could harm undergrounddrinking water supplies. Known as aquifers,these vast underground water resourceswere once thought to be safe from activitieson the ground. We now know that this is notthe case. In Plainville's Aquifer ProtectionAreas, new uses such as gas stations, autorepair facilities, dry cleaners and more areprohibited. Those that currently exist mayremain so long as they register with theAgency and utilize "best management prac-tices" to reduce the likelihood of pollution.

As part of ourreading incentive, "Doggone It, I LoveTo Read," a representative from Fidelcospoke at a school-wide celebration andmore than $1,300 was collected for thatorganization which provides guide dogsto blind individuals. The Wheeler com-munity supported Relay for Life with amini-relay in April and sent $750 to theAmerican Cancer Society. StudentCouncil sponsored a "crazy hair " dayand raised $300 for the people of Haitiafter the earthquake. The PTO is anactive organization and sponsorsfundraisers for field trips to the CTScience Center or the Pequot Museum,monthly family fun nights including theMay Fair, the school yearbook, and a stu-dent publishing center. Collect buttons? Enjoy a nice walk?Bird watcher? Tree hugger?

A walk through Tomasso Nature Parkfulfills all of these interests. The park islocated on the left at the end of GrangerLane behind the Plainville Roadwaygarages and animal shelter.

Show up on Thursday mornings at 9a.m. and tour the park with Ruth Hummeland Sue Holcomb. If you have a mobilityproblem you can join Ruth in the "GreenTurtle" golf cart. Don't worry, I'm a gooddriver.

Tours run an hour or over dependingon your interest and there is a lot to see.

This spring, a pair of huge muteswans dominates the natural marsh pondand blue and green heron are usually seenin the first pond. In the fall, commonegrets stop in for a rest on their migrationroute; geese and ducks abound.

Two observation bridges offer won-derful views of the water and the creaturesdwelling there.

Many types of song birds live here:mockingbirds, cardinals, chickadees,goldfinch, red winged blackbirds, and cat-birds, among others. It is not unusual tosee red-tailed hawk cruising over the area.

A true cacophony of bird songsdelights the ear, especially from thebridges.

At the start of the trails there is akiosk, which identifies the kinds of sightsyou may enjoy as you walk.

The town crew has been cutting brushand has opened wonderful vistas to allareas of the ponds. Lots of oriental bam-boo and bittersweet were cut. Both areinvasive growths which have no value atall and which crowd out good plants.

And did I mention pins, buttons? Anattractive green and white button reading"I visited the Tomasso Nature Park inPlainville, CT" rewards your visit. Thereis also a new brochure available.

The pins were funded by thePlainville Conservation Commission,since the nature park has no fundingexcept from friends.

We are for-tunate to have a Board of Educationcommitted to providing all Plainville stu-dents with the skills, knowledge, andresources necessary to succeed in theworld today and in the future. Weacknowledge the diligence and dedica-tion of our administrators, faculty andstaff members who foster a collectivefocus on student achievement, continu-ous improvement, and what's best forstudents. As a school district, we recog-nize the value of community and aregrateful for the many partnerships wehave formed with parents, businesses,and members of the greater community.We continue our efforts to enhance com-munication with stakeholders and seekopportunities for collaboration. We wel-come volunteers and community partnersinto our classrooms and school build-ings, and model good citizenship throughthe many philanthropic projects and ini-tiatives supported by students and staffdistrict-wide.

Since the Plainville Fire Companywas started on Jan. 12, 1885, from ameeting of concerned citizens, its mis-sion has never changed: to protect thelives and property of the citizens ofPlainville. Although technology haschanged during the past 125 years fromhorse-drawn fire wagons and buckets ofwater to aerial platform trucks flowing2,000 gallons of water per minute, thededication and love for communityremains the same.

The all-volunteer company startedwith 30 members - 12 of whom quit thefirst year - and has grown to a full rosterof 70 firefighters. Only 10 chief officershave led the department during its histo-ry: Joseph H. Edmund, Minton A.Norton, Edward P. Prior, William J.Foran, Joseph H. Fletcher, Clifford A.Sturgeon, Howard A. Swanson, Joseph

C. Watkins, David W. Laurie andRaymond Swanson, the current chief andson of Howard A. Swanson, a formerchief.

In its infancy, company membershad very little training. Today, firefight-ers have to complete a mandatory 260hours of training to be certified by thestate of Connecticut, as well as perform950 man-hours of additional trainingeach year. The company has six certi-fied state instructors, two of whomteach at the Connecticut Fire Academy,five emergency medical technicians,two paramedics and four fire inspec-tors, according to the 125th anniversarycommemorative book.

Service is a tradition for many localfamilies, with two or even three genera-tions having been in the company.Three generation families includeVillardi, Bailey, Nielson, Moschini,Posadas and Moore. "It's hard not to getinvolved, many people have beenbrought up in it," said Alyn Kall, compa-ny secretary. "It's a brotherhood."

Company members, all of whom livein Plainville, said they are proud to servethe community and are proud of whatthey do. Many residents may not realize,they said, that they serve the communityin other ways besides fighting fires,assisting at accident scenes, or reportingto chemical spills and lockouts. Theysupport Plainville High School studentsthrough annual scholarships, provideeducation with the fire marshal to schoolchildren, and support the PlainvilleCommunity Food Pantry and twoPlainville Athletic League teams. Firechaplains, the Rev. Dr. James Caron, ofFaith Bible Church, and the Rev. ElvinClayton, of A.M.E. Zion Church, are onhand for counseling and connect peoplewith services. "They are a big part ofwhat we do," Swanson said.

In the company's history, two menhave died in the line of duty: Herbert R.Ewald and Dominick M. Moschini Sr.However, each Memorial Day, a wreath

is laid outside the firehouse, located at 77W. Main St., in memory of all former firecompany members who have died.When on duty, the members look out forone another, they said. The company hasa motto, "If anyone comes on duty, makesure they come home," Swanson said.

Events to mark the 125th anniver-sary included a parade on June 12, atwhich Ewald and Moschini were hon-ored. On June 13, Old Tymers Day washeld, which attracted firefighters pastand present. The annual Hot AirBalloon Festival and Car Show isplanned for Friday, Aug. 27 throughSunday, Aug. 29, and there will be theFiremen's Ball on Nov. 20. The firecompany has commemorative items forsale including a soft-covered bookdetailing the history, a mug with thelogo and a special T-shirt.
