PROPERTY PROFILE
Domaine De St Laurent is anything but a rose-tinted archetype…it’s the real deal. Nestled between quiet
country lanes and larger-than-life scenery, this proud, picturesque property is home to an astonishing eleven acres
of tranquil gardens and grounds brimming with woody plants, wild fl owers, lilies and mature specimen trees.
Ornate, majestic cast-iron gates instinctively welcome guests to the property’s impressive surrounds and from the moment you step inside, you’ll discover a luxurious interior that is every bit as enticing as the exterior facade. Every inch of this family-orientated home has been fi nished to an exceptionally high standard, with meticulous attention to detail. Impressive picture-perfect windows make the most of the exquisite garden views, whilst tasteful oak fl ooring, contemporary fi ttings and a series of classic fi xtures lend themselves to the style-conscious homebuyer.
The heart of the home and possibly the star of Domaine De St Laurent’s show is the Artisan handcrafted kitchen. The natural stone fl ooring (with the added luxury of under fl oor heating) further emanates the property’s homely vibe, whilst the polished granite worktops, Mercury cooker and Italian marble fi replace add a touch of class. One thing’s for certain, every inch of this space has been designed to perfection with family living in mind. It’s also the perfect place to entertain guests, especially at the height of the summer when BBQ season is in full swing, when the French doors leading out onto the
17
patio are seldom closed. Asides from friends and family, the patio is also open to an eclectic bunch of visitors, including wild pheasant, red squirrels and a plethora of birds. All in all, Domaine De St Laurent boasts six sizable bedrooms, all of which feature high-end limestone ensuites and views spanning as far as the eye can see. The master bedroom is a lavish affair, boasting a marble-embellished bathroom and dressing room fit for a fashionista, whilst one of the guest bedroom suites enjoys its own private lounge. Other noteworthy rooms include the study, home to what is undoubtedly the largest ‘walk in’ safe in Jersey, an outlook of the indoor tropical garden, and a large concealed cellar. Unalike your average chiller or run-of-the-mill rack – this décor dream (one for the wine connoisseur) is the perfect place to store a multitude of fine wines, delightful spirits and bold beverages. Another of Domaine De St Laurent’s fine features is a beautiful stained glass window, situated on the stairwell to the first floor. Every time the light changes, a series of vivid dancing colours ignite, whilst the private lounge and balcony boast stunning vistas as far as the eye can see. This country Estate also houses a bright and elegantly styled drawing room with French doors leading out onto the sun-drenched terrace, which runs along the full length of the property – the perfect place to relax and unwind after a long, hard day – all whilst admiring the scenic surroundings. In need of more relaxation, simply head over to the spa-worthy leisure complex, complete with sauna and changing room facilities – more suited to a luxury hotel
than a residential property. From here you’ll discover direct access to the gardens, where you’ll find yourself surrounded by a sea of rhododendrons and magnificent trees. Once amongst the flora and fauna, you’d be forgiven for thinking you’re miles away from civilisation, in the midst of a magical woodland – when in fact, you’re just a short hop from an array of island amenities, including a handful of local schools, St Helier’s main hub and the airport.
Alongside the many walnut, cherry blossom, oak and cedar trees, you’ll discover a maze of pathways, lavish lawned areas, a large patio (ideal for summer gatherings and alfresco events) and a hard surface tennis court complete with state-of-the-art LED floodlights. In addition to this, there are three grassy meadows, the highest of which showcases the island’s exceptional, ever-changing vista – and a perfect spot in which to while away the hours on a balmy summer’s evening.
The heart of the home and possibly the star of Domaine De St Laurent’s show is the Artisan handcrafted kitchen. The natural stone flooring (with the added luxury of under floor heating) further emanates the property’s homely vibe, whilst the polished granite worktops, Mercury cooker and Italian marble fireplace add a touch of class
18
The sweeping driveway leads to a set of stables and an old sand school that would prove easy to reinstate. For the less equestrian-minded, there’s scope to fashion these various outer buildings into additional garage space, a studio apartment or contemporary office suite. With its luxurious living quarters, homely vibe and enchanted grounds – This picture-perfect property will make a fine family home and an elegantly styled, country estate. Tranquil surroundings and a genuine homely charm make Domaine De St Laurent the perfect property for families with a passion for outdoor pursuits and country comforts.

2015 marks the 50th anniversary of the introduction of a comprehensive planning and building law here in Jersey. So what exactly does this entail and has it been a success? I catch up with Michael Stein, Director at MS Planning to learn more about what he believes to be a groundbreaking improvement.
Aside from proving an excellent tool to protect the countryside and coastline from excessive development, a new appeals system (that will make it easier for Islanders to challenge planning decisions) has been introduced in this anniversary year. This radical overhaul allows islanders to contest decisions made by the Planning Department, Planning Applications Panel or Environment Minister and which, at long last, will result in proper checks and balances being in place. ‘The most exciting new development is the introduction of a new planning appeals system, which will be a much fairer and less costly process for applicants who wish to challenge refusals and other grievances, and they will now have a much improved chance of winning appeals by using planning professionals and without having to go to the Royal Court’.
In the past, when islanders have wanted to challenge a planning decision - either because they objected to a project’s approval
or were against its refusal – they had to go through the Royal Court, which meant embarking on a costly, complex and lengthy journey, and required the engagement of lawyers. On top of this, winning appeals was rare, especially as the fi nal decision was based on a test of reasonableness which was very di cult to prove against. With this in mind, few people were willing to challenge refusals, meaning many questionable decisions went unchallenged. This new appeals system is the result of both hard work and a good relationship between States departments. Environment Minister Steve Luce is delighted about the introduction of this law as it now allows for a truly accessible and transparent appeals system.
This is the fi rst of many initiatives – all of which have been designed to help Islanders become more engaged with decisions about planning and building in the community. Other proposals include o ering islanders access to a 3D programme that will enable them to virtually ‘fl y’ around the island, viewing various building plans, allowing them an insight into how certain planning proposals will a ect our surroundings. Other events to take place in the coming months will include free public drop-in centres for planning and building advice, improved energy performance targets, a Town and Country Planning Association climate change event and social media question sessions to name but a few. Since 1965, the planning law has allowed our island’s idyllic coastline, countryside and heritage to stay intact. Despite this, there’s always room for improvement, which is what the 50 years of planning and building anniversary is all about. The Planning Department propose to use this occasion to fi nd out more about what islanders want to see take place in the next 50 years and use this information to make this happen!
WORDS Tamarin Marriott-Wilkinson
‘As the Jersey Planning Law celebrates its 50th Birthday, I would say its legacy is a remarkable success in light of the development pressures it has faced during these years of signifi cant growth, and it is testament to this Law that Jersey’s coastline and countryside, and it’s heritage assets, have remained largely intact, unlike numerous other jurisdictions which have been largely spoiled in the face of similar development pressures.’

Just like your car and home insurance you hope that you never need to make a claim on your life cover, but need it in place to provide so that you and your loved ones would remain fi nancially secure in the event of a death.
The Evolution of Life Insurance
BASE RATE COUNTDOWNNo movement this month on base rates and no real indication that a rate rise is in the pipeline. Several lenders have taken the opportunity to release even lower fi xed and tracker rates and we must be at the lowest point in the mortgage rate cycle – so grab a rate you’re not likely to see again for some time!
BEST MORTGAGE INTEREST RATES*
60% LTV discount 0.99%65% LTV tracker 1.29%60% LTV 2 year fi xed 1.29%75% LTV 3 year fi xed 2.74%85% LTV 5 year fi xed 3.49%90% LTV 5 year fi xed 3.99%100% LTV 5 year fi xed 5.49%
FIXED RATE OR TRACKER RATE?
Now this really is a subject for debate! Your decision, taken in conjunction with your professional mortgage adviser, will depend very much on a number of matters, such as: your appetite for risk, your career and salary position and whether you see yourselves moving home again within the short term. During the past two years we have been recommending that borrowers should consider locking in to a fi xed rate. For those borrowers on increasing incomes, and with mortgages of 60% of property value or less, then with the prospect of rates remaining low in the medium term, a tracker or a discounted rate could be a good choice for the next two or three years.
JERSEY MARKETActivity in the property market, mortgage enquiries and applications are all up substantially year on year. We anticipate transactions back to 2007 levels by the end of the fi rst quarter.
What is really positive is that prices are marginally lower than in 2007/2008, (despite some statistics suggesting price rises!) and wages have started to improve, so better value can be obtained. The gap between incomes and prices is perhaps the closest it’s been for 10 years. Of course with the continuing low mortgage rates, a ordability is much better than it was back in 2008.
The local economy seems to be surging forward. Construction companies in particular are reporting full order books. Whilst demand for property has increased and mortgages are available at low rates, there is still a surplus stock of property in the Island, so we wouldn’t expect prices to start rising until this stock has been absorbed.

In the past, when the plan expired with no benefi ts payable, the premiums were lost, but at least you were still alive!
There is now a new breed of life cover that aims to provide ongoing benefi ts for the policyholder and often their families too.
Currently free of charge, these additional fringe benefi ts can include access to specialist
medical practitioners worldwide, free 24 hour medical helplines and even medical treatments and therapies.
This now makes the importance of arranging life cover even greater, for you and your family.

Relocating to Jersey continues to be a fi rm favourite amongst those looking to relocate from the UK or to be in close proximity to Europe.
As an independent, low tax jurisdiction which ranks as one of the top o shore fi nance centres in the world, Jersey is somewhere that not only works for an individual’s wealth but also works for lifestyle reasons too.
It is a beautiful and secure island where traditional values sit at the very heart of everyday life, whilst at the same time o ering an ideal base for international businesses and individuals.
Tax and wealth For high net worth individuals, there is a preferential tax rate available - 20% is placed on the fi rst £625,000 of annual worldwide income and 1% on all income over and above that amount. Annual tax yield must be a minimum of £125,000. Jersey has no Capital Gains or Inheritance taxes, corporate tax is 0% and Jersey's Goods and Services tax is 5%.
Ogier's High Value Residency Team can assist with the legal and regulatory aspects of your relocation to Jersey, the acquisition of your property, estate planning and, if required, the set up of related businesses in Jersey.
High Value Residency Our High Value Residency Team has a leading reputation. We are responsive, professional and discreet and are well known for our fi rst class service.
Housing laws govern and restrict who can purchase or rent property, however high net worth individuals can obtain residency permission under the high value residency regime.
An application providing information about an individual’s background and references will be required, alongside a demonstration of his or her ability to pay at least £125k of tax per year.
In assessing applications, the authorities will also consider the wider economic and social benefi ts including business and social background, likely business activities in Jersey, and other non-economic factors from which the Island may benefi t.
Ogier advises both domestic and international clients on buying and selling residential property in Jersey and provide a range of services relating to the purchase and ownership of Jersey property assets.
Our wider services include advising on relocations to Jersey and high value residency applications in conjunction with trusted tax advisers, co-ordinating surveyors, architects, site and property fi nding professionals as well as private banks to provide a seamless and personal service to our high net worth clients.
Many of our clients invest in developing and/or renovating their Jersey homes and we assist in the negotiation and appointment of designers, architects and other professionals, as well as guiding them through the complexities of obtaining the necessary permits in Jersey.
Where properties are to be leased in the interim, we also advise on issues surrounding short-term rental agreements in conjunction with Population O ce consents.
Our client base includes international clients relocating to Jersey, locally based clients buying and selling family homes and investment properties, clients with international property interests and high value residential developers and funders.
Many wealthy or high profi le clients are particularly concerned about privacy issues, and we ensure their anonymity is protected at all times.

PEACEFUL PLACESPerched on a cushion like a Zen master basking in quietude, you fi nd solace in your inner sanctum. The premise is simple – no TV’s or devices, no harsh lighting and ample space to stretch out and relax.
Many homeowners are leaving their cares behind in a specially designed meditation room. These can take the place of a spare bedroom or medium sized storage area, and incorporate elements such as groupings of candles, piped in nature sounds from your wired-in speaker system, books on natural healing and scattered cushions.
There are many inexpensive touches to create your inner space. Find your centre with subtle décor, redecorating with soothing greens and neutrals and allowing natural light to fl ood in through a veiled window. Bed down the fl oors with bamboo mats and buy in small tabletop water fountains for background ambience.
Think big - you could bring in a padded massage table along with scented lights and dimmer lights in the ceiling to create the right mood. You will want a professional to wire in the electrics, as a stray elbow in the dark could cause hours of needless physiotherapy.
If you plan to use your meditation room for yoga you will need wall-to-wall mats and good ventilation for workouts, so you might want to install an air conditioning unit or simply circulate fresh air. If you really want to unwind you could install an indoor hot tub complete with in-built speakers and up-lighters for atmosphere.
Working with an interior designer you can bring in Japanese elements to help with symmetry and give the room ‘omoshiroi’. They will help with colour scheme, layout and inspiration to create an oriental style tea-room.
Before you embark on your spiritual odyssey, be mindful and consult the experts to install electrics, plumbing and build work. Look no further than the JeCC members list for the skills to plan and design the perfect chill out zone.
Refresh mind, body and soul in your meditation room, but don’t enlighten your friends or they will come knocking!

THE ASSOCIATIONNews from the Jersey Estate Agents’ Association
WORDS Shelagh Marett & John QuemardJoint presidents, Jersey Estate Agents’ Association
CASH BUYER – YES OR NO?
The Jersey Estate Agents’ Association is committed to raising the standards in estate agency in Jersey. For reliable information please see our list of members on this page or visit our website at www.jeaa.co.uk
One of the most contentious issues when selling a property is whether the purchaser is a cash buyer or not. If this issue is not picked up at an early stage, a sale can take longer than expected or even be lost!
This is generally due to miscommunication or a misunderstanding and can be easily resolved by gaining the correct information from the outset.
A buyer is only a cash buyer if he / she has real cash assets (funds) available at the time of completion. This would include a buyer who has secured an “in principal” notifi cation from a mortgage lender.
Other types of buyer might include:
A buyer re-mortgaging a property to purchase another property – who would only become a cash buyer once the transaction had been completed and equity released;
A buyer awaiting a divorce settlement – who would only become a cash buyer once the divorce had been completed and funds released;
A buyer with a property to sell and a potential purchaser in place – who would only become a cash buyer once the property had been sold and funds released. Sadly it can be the case that a purchaser pulls out at the last minute.
It is therefore vital that all parties concerned are fully aware of all the facts from the outset, such as what the fi nancial position of the potential purchaser is and the subsequent timescale for achieving cash buyer status.
Armed with all this information the property transaction can proceed through the necessary channels and result in success for all concerned.
The JEAA continues to provide valuable services to property buyers and sellers, landlords and tenants, and our member fi rms are there to assist you through the process from start to fi nish with our professional approach and our adherence to our Code of Practice.
