Since the implementa- tion of Section 49G of the Correctional Servic- es Act in July last year, the number of inmates in this category dropped from around 2 200 to 1 816, spokesperson Logan Maistry said. Correctional Services Minister Sibusiso Nde- bele said: "In our conti- nent, the number of RDs, or awaiting-trial detain- ees, is a major concern." Cabinet had approved the White Paper on Remand Detention in September, and this was later amended, consulted on, and signed into policy last month. "The white paper, in conjunction with the Correctional Mat- ters Amendment Act, seeks to improve the management of RDs in department of correc- tional services facilities. "The constitutional right of 'innocent until proven guilty' underpins the white paper," Ndebele said. "The White Paper recogn- ises the challenges associ- ated with persons in remand detention, although they have not been found guilty of any crime," he said. Editor’s NoteDear Reader:

Just a few more days until the 2014 democratic elections, a day on which most young people will be casting their vote foe the very first time. Home Affairs Minister Naledi Pandor, who is also a part of the JCPS cluster, said all Home Affairs offices throughout the coun-try will be open from 7am on Election Day, to enable people to collect their identity documents.According to Minister Pandor, there are 122 000 uncollected IDs and 23 000 uncollected smartcard IDs.Home Affairs has 117 mobile offices to provide extra capacity to process applications. All border posts will be open and function-ing on Election Day to allow South Africans to come home to vote.Correctional Services Minister Sibusiso Ndebele said all 155 000 inmates in 242 correctional facilities across the country are registered to vote. The IEC, working with the Department of Correctional Services, has made the necessary arrangements to ensure that inmates exercise their democratic right to vote.Special votes will take place on 5 and 6 May. The deadline for applications for special votes is 17 April 2014.The IEC says 25 390 150 voters are eligible to cast their votes come 7 May.

HigHligHts: campaigns aHead of tHe 2014 elections

Tilo Mokgopo

As we enter into the last three weeks before the

2014 general elections, dif-ferent politicians across the country have been hard at work mobilizing support for their respective politi-cal parties. Many political parties have intensified and escalated their marketing campaigns across all the dif-ferent media platforms to street poles and billboards. Expectedly, there has also been exchange of words amongst political leaders.

From the ANC CAmpSince the Nkandla upgrade debacle is the centre of at-tention and also carries a lot of weight in the 2014 general elections as social commentators and political

analysts allege, President Zuma has finally broken his silence into the matter. Zuma said he won’t pay for the upgrades he did not request. He was quotes as saying “I did not use the tax payers’ money. They put in windows that I don’t want. Then they turn around and say this fellow used the government’s money.”Meanwhile SACP heavy-weight, Blade Nzimande has reinforced the president’s sentiments. He said that “Zuma built his own house; he did not use the taxpayers’ money’s to build his house. Papers are the lies of a white man. We are not told the truth about Nkandla. It is be-ing used as a political tool.”

From the DA CAmp The Democratic Alliance

has dealt a major blow! The SABC has withdrawn the broadcast of the DA election ad. The advertise-ment, titled “ANC Ayisa-fani” takes swipe at police brutality and corruption among other issues and goes further to say the ANC un-der the leadership of Presi-dent Jacob Zuma is taking South Africa backward. The SABC has responded by saying the advertisement incites violence against the police services and that the DA can always submit an amended ad for broadcast. The DA’s spokes person Mmusi Maimane responded by saying “the unavoidable conclusion is that the SABC has bowed to pressure from the ANC to remove the com-mercial. We know that the ANC is worried about the hugely positive response that the advert has generated.”

From Cope CAmpMosiuoa Lekota, leader of Congress of the People, is said to be in hot water over allegations that he’s having an affair with a fel-low COPE caucus member who is in her early 30’s and that the two have a child together born in 2010. Highly placed sources who are said to be senior party of-ficials told City Press news-paper that the alleged affair has caused a lot of stir in the COPE camp. They allege that recently Lekota’s deci-

sions have been overshad-owed by the affair in an at-tempt to please his mistress. The 65 year old Lekota was not available for comment by the time of going to press despite repeated attempts by City Press to contact him. Lekota is married to his wife Cynthia and the two are blessed with three children.

From the eFF CAmpEconomic Freedom Fight-ers Commander in Chief, Julius Malema, who is por-trayed as “son of the people” has apologized to Mbeki’s mother for ill treating Thabo Mbeki in his tenure as the President of South Africa.

Malema, who was the Presi-dent of the ANCYL at the time of Mbeki’s removal from the presidential posi-tion said the youth were mislead and he has reiter-ated his apology for having played an active role in re-calling Mbeki and replac-ing him with “nothing”. Meanwhile a trust fund has been opened by some of the EFF members to help raise the R16 million Malema owes to SARS. This trust fund is open to all the mem-bers of public who may wish to make a contribution to-wards the course and plans to collect all the monies due to SARS by the end of April.

oscar pistorius trial to adjourn for two weeks

Irish Times

Oscar Pistorius rubs his eye in court in Pretoria.

Barry Roux, Pistorius’ law-

yer, has started to rebuild his case that the double-amputee track star’s fatal shooting of Reeva Steen-kamp was a tragic accident after the defence was left

reeling by the prosecution’s five-day cross examinationThe judge in the Oscar Pistorius murder trial has ruled that proceedings will adjourn for more than two weeks after tomorrow and resume on May 5th.Judge Thokozile Masipa said today that she was re-sponding to a request for a break from the chief pros-ecutor, which was sup-ported by the defence.Mr Pistorius’s trial started on March 3rd and Judge Masipa said the case had lasted longer than expected.Chief defence lawyer Barry Roux has said he will call between 14 and 17 wit-nesses. Forensic expert Roger Dixon, the third wit-ness called by the defence, was giving evidence today.Mr Pistorius was charged with premeditated mur-der for shooting girl-friend Reeva Steenkamp in his home last year.He says he shot her by mis-take, but the prosecution

says he killed her inten-tionally after an argument. The judge said she granted the break because a member of the prosecution team has to attend to another case.Judge Masipa also noted that the court record for the Pistorius trial is now al-most 2,000 pages long. The trial was initially scheduled to last just three weeks.“At the time, it was not envisioned that this tri-al would run this long,” Judge Masipa said. She also noted that much of the evidence is “technical” and given by expert witnesses. In his evidence, Mr Dixon, a former policeman, con-tradicted previous opinions given by a police expert and a pathologist on details of the wounds suffered by Ms Steenkamp when she was shot through the toilet door by the double-amputee athlete.Police captain Christiaan Mangena said Ms Steen-kamp was shot in the hip first, the second shot missed, and

then the last two shots hit the model in the arm and head.Mr Dixon disagreed with that order and said the first two shots hit Ms Steenkamp in the hip and arm in quick succession while she was close to the door, apparently backing Pistorius’s version that he shot in quick suc-cession fearing an intruder was coming out of the toi-let cubicle to attack him.Mr Dixon also said that Ms Steenkamp’s right arm may have been stretched out to-wards the handle of the door, suggesting she may have been in the process of open-ing the door. The defence was using the evidence to try to cast doubt on the prosecution’s case that Ms Steenkamp was hiding from Pistorius after a late-night fight and had locked herself in the cubicle to seek refuge.Chief prosecutor Gerrie Nel questioned whether Mr Dixon was qualified to analyse the circumstances of Ms Steenkamp’s death.

GAUTENG BUDGET 2014/15Gauteng is home to just under a quarter of South

Africa’s population and contributes 36 percent of the country’s Gross Domestic Product (GDP). Because of its central location, it is also a gateway to other prov-inces and the rest of the African continent in terms of movement of people and goods. Increased economic activity through the public and private sectors create opportunities for individuals to find shelter and make their livelihoods in this province. This is demonstrat-ed by year-on year increase in the number of learners seeking education spaces in our schools. According to the 2-13 Mid-year population estimates released by Statistics South Africa, Gauteng population has increased slightly from 12.4million to 12.7 million.

It is for this reason that the Gauteng Provincial Gov-ernment (GPG) continues to work on strategies that are aimed at yielding socio-economic benefits for all. Our response to addressing challenges such as unemploy-ment, poverty and inequality are central to our busi-ness. There are continued and concerted efforts to ac-celerate service delivery by implementing programmes and projects that leads to improved quality of life of our communities. These include food security, youth employment, Zivuseni, Bana Pele, Second-ary School Improvement Pro-gramme (SSIP) and Violence Against Women and Children (VAWAC) to name but a few.

As a way of demonstrating our continued commitment to improved social service delivery, Health, Educa-tion and Social Development account for the lion’s share of the 2014 Medium Term Expenditure Framework (MTEF) budget and lays the foundation for the improvement of education outcomes, pro-vide quality healthcare and building a hedge of pro-tection for our vulnerable and affected communities.

Gauteng is indeed a better place to live and will contin-ue to be as we direct our energies to live in and continue to be as we direct our energies to addressing challenges that confront us and sustain the momentum of deliver-ing quality services. The following sources determine the quality of services delivered to Gauteng citizens:• National Treasury (R85.608bn divided into

R68.673bn equitable Share and R16.935 Conditional Grants)

• Gauteng Provincial Government (R4.266bn)• Direct Charges (R69.63m)Over and above this, other sources of provin-cial revenue are Gambling and Taxes, Motor Vehicle Licenses, Hospital patient fees and other revenue streams. The conditional grants

are mostly used for the Comprehensive HIV and AIDS grant (15%), Further Education and

Training (4%), Education Infrastructure Grant (4%), National Treasury Services Grant (21%), Human

Settlement Development Grant (26%), National School Nu-trition Programme (4%), Public Transport Operations Grant (11%) and (15%) of the budget will be spent on Other.

With only a few weeks left until the 2014

democratic elections which state President Jacob Zuma has announced to be on the 7th of May, political parties

have been hard at work trying to win the votes of the South African society at large. Among other things, South Africa celebrates 20 years of a democratic state where even small businesses are able to significantly contrib-

ute to the national economic state. Speaking to the paper on behalf of the DA Alex-andra constituency was op-erations manager Bongani Nkomo, who spoke to us about part of their manifesto where the party identifies

small business needs and devises strategies which can help them partake in the na-tional economy in general. “The aim of this initiative is to ascertain small business challenges through asking them questions of the dif-ficulties they face on a day to day basis”, said Bongani. On the 10th of April, DA representatives visited Stsh-wetla informal settlement as part of their campaign for the Gauteng province, to conduct a survey of small business needs and identify what they need from govern-ment to help them overcome these challenges. The survey was partly based on the DA’s manifesto in terms of small businesses being given a platform in the national mar-ket and providing the nec-essary advisory structures and knowledge of how to pursue government tenders.

Small business owners Adelaid (preferred to only provide her name) and Thabo Tshabalala and a who runs a car wash busi-ness in Stshwetla, were the business-people who were approached by the DA rep-resentatives on the challeng-es their business encounter respectively on a day to day bases. “Like every business-man, I would like to see my business growing, gradually rendering my services to people who will pay good money to help my business create jobs for more people, I have never experienced any crime related issues however it would be helpful to know that my working equip-ment is safe at all times”, Tshabalala explained. Ad-elaid who sells fast-food also raised concerns about the lack of catering tenders from Gorvenment and that

she would use any help she can get about ways to win Government tenders. Sophie Mashele of the DA spoke to Thabo and Adelaid about the party’s intention to cater for small businesses and how they plan on imple-menting advisory structures for small businesses. “Most small business owners do not have the knowledge of how to apply and win gov-ernment tenders as they need to be broken down to be manageable by small businesses, and they also need to be educated about tax returns as this is essen-tial for any business. More importantly, South African citizens need to practice their democratic right and cast their vote for the party they believe will best keep their interests at heart”, Mashele said in conclusion.

From top athletes Caster Semenya, Lucas Sithole

and Cameron van der Burg, businessman Ray Ackerman to activists and struggle stal-warts Dawid Kruiper, Fran-

ces Baard and Father Sman-galiso Mkhatshwa these are some of the names on the long list of South Africans and eminent persons who are the recipients of presti-gious Presidential honours.Dr Cassius Lubisi, the chan-

cellor of the National Orders and Director-General in the Presidency, announced the list of recipients of National Or-ders – the highest honours in the land – to recognise those who have contributed to the advancement of the country.

Lubisi said that the awards also recognise the contribu-tions made by individuals to-wards building a non-racial, non sexist, democratic and prosperous South Africa, as envisaged in the Constitution.“National Orders are the highest awards that our coun-try bestows on its citizens and eminent foreign nation-als, who have contributed towards the advancement of democracy and who have made a significant impact on improving the lives of South Africans,” he said.Announcing the list, Lubisi said Semenya, 23, a mid-dle-distance runner and an Olympic silver medal-list, was recognised for her achievements while faced with trying times from local and world athletics bodies. She was awarded the bronze award for the Or-der of Ikhamanga, which

is given to South Africans who excel in the field of arts, culture, literature, mu-sic, journalism and sport.“For her outstanding contri-bution in the sporting field of middle-distance track running, her performance against all odds has made the country proud,” Lubisi said. While record-breaking Olym-pic medallist Van Der Burg, 25, was also recognised for his excellence in the breast-stroke – and was given a sil-ver Order of Ikhamanga – 27-year-old paralympian Lucas Sithole, who made a come-back from losing two legs and his right arm in 1998 to becoming the first African to win a Quad Grand Slam, was also given the same honour.“For bearing witness to re-silience; he pushes past his limitations to achieve the seemingly impossible and has made history in

the process,” Lubisi said.Businessman Ackerman was awarded the Order of the Boabab, which recog-nises those who contribute to community service, busi-ness and economy, science, medicine and technological innovation, for providing scholarships to young peo-ple and conducting socially responsible retail business.Kruiper, the late leader of the Khoisan people, was also awarded in the same category for his excellent contribution in raising awareness of the plight faced by the Khoisan community and successfully initiating the landrestitu-tion claim for his people.Kruiper, well known for his acting role in The Gods Must Be Crazy II, made headlines after hitch-hiking from the Ka-lahari to Cape Town in 2004 to speak to the then South Af-rican President Thabo Mbeki.

Kenneth Mashaba bacK on Generations setMokgopo Tilo

Generations will never be the same again!

This is because one of the highly regarded ac-tors, Kenneth Mashaba, played by seasoned Seputla Sebogodi, is said to be making his way back to Generations. News of villain Kenneth Mashaba returning back to Generations come at the same time as Nambitha Mpumlwana who plays business mogul Mawande Memela also making her way back to the soapie. Without divulging too much information, Generations issued a mini statement on their official facebook page about the possible re-turn of Kenneth Mashaba. “Could the King of Goons be back? “They all come and go but the King shall remain.

All hail King Kenneth Mashaba!...Well he seems to think otherwise…” Generations hinted out. Kenneth was last seen on our small screens in April 2011 following six full years on Generations after he made a grand debut with the then trophy wife, Dineo Masha-ba-Dikobe-Tlhaole-Dlomo.At the time of Kenneth’s exit from the soapie, Generations Head writer Chris Blomkamp was quot-ed in the media as saying:“Kenneth is such a well-loved character, it would be ‘suicide’ to get rid of him. So no coffins or shootings. The opportunity will always exist for him to return. What we can say is that Ken-neth may finally get what’s long been coming to him.”Seputla, equally, had only good things to say about his stay on Generations.

“I had a really wonderful working relationship with Mr Mfundi Vundla, whom I must thank profusely for allowing me to mes-merise with my character. When I told them what I wanted to do it wasn’t one of those ‘we will see you in court’ situations,” Tonight reported on 24 March 2011.Kenneth Mashaba’s charm to rescue a sinking boat?Over the past few months, concerned have been raised in the media about the soapie’s deteriorat-ing standard. Nambitha Mpumlwana is also set to return to the programme, the move that left crit-ics speculating that she was approached to come to the soapie’s rescue. It is still not known how the writers will introduce Mashaba back into the storyline.

seated in the heart of Kempton park (Ekurhule-ni), Gauteng in South Afri-ca. The JNB short code for the OR Tambo International Airport, have gone through some major changes since it was founded in 1952. Previously known as Jan Smuts Airport, so named after a famous politician at the time. In 1994 it was renamed as Johannesburg International Airport, then in November 2006 it was renamed again after Oli-ver Tambo, as the former president of the ANC. South Africa is listed as the most popular destina-tion in Africa. The busiest airport is the Oliver Tam-bo International Airport.During the 1980s, many countries refrained from trading with South Africa due to sanctions imposed on them. This was due to South Africa's stand on "apartheid" which re-sulted in many countries not flying to SA anymore.

Two planes were shot down when flying over Rhodesia (known as Zimbabwe now), which forced them to fly around Africa. It required the construction of a Air-bus to handle the distance that needed to be covered. The Boeing 747 was born as a result of this. Then, since 1994 when apart-heid were lifted, things changed for the better. Visitors that came to JNB airport recently were pleas-antly surprised to see how smoothly things are run at the airport. The recent de-velopments since 2010, as preparation for the FIFA World Cup, surely made a great impression on many visitors to the airport. The international termi-nal, constructed to house the all new Airbus A380, adding to that, the func-tionality of the upgraded shopping area, the overall neat and pleasing decor off the airport inner areas, not to mention the Gautrain Rapid Rail Link above the

terminal, all made their contribution to the smooth running of the newly renovated JNB Airport. Another project that is un-der way will cost in the region of R8 billion, to include its own interna-tional check-in facilities, shops and lounges. By 2015, the airport is ex-pected to reach a capac-ity for around 24 million passengers per annum. The runways are currently considered to be the lon-gest in the world at 3300 and 4400m respectivelyVisitors to the OR Tambo International Airport will be delighted to know that there are various ameni-ties available within short distance from the airport. Their accommodation needs are covered by plac-es like the Airport Grand Hotel that is a five minute drive away from the air-port, offering the business executives easy access to other major centers of Pre-toria and Johannesburg.

Living near the boogie down city of Detroit, the then-budding talent was exposed to that city’s rich musical history through its deep gospel tradition and booming Motown sound. “I feel a connection to all types of music,” Ta-mia says from her home in Florida. “From soul to country to gospel, as long as the song has a good story, I’m hooked.” Citing Phyllis Hyman and Chaka Khan as influences, Ta-

mia strives to bring fresh-ness to the soul arena. From her brilliant debut single You Put a Move on My Heart, produced by Quincy Jones in 1994, to her more recent song cycle, Tamia pos-sesses both a hypnotic charm and timeless voice. In her accomplished career, Tamia has col-laborated with a diverse roster of artists includ-ing Babyface, Barry White, Missy Elliott, Rodney “Darkchild” Jer-kins, Gladys Knight, Eric Benet and Gerald Levert; in 2003, she recorded the #4 Billboard Hot 100 Chart hit Into You with rapper Fabolous. With the release of her fifth studio album Beau-tiful Surprise, the singer aurally explores vari-ous genres of music, blending her special pas-sion with each style and making them her own. Having recruited two-time Grammy nominat-ed songwriter/producer Claude Kelly (Bruno Mars’Grenade and Kelly Clarkson’s My Life Would

Suck without You) as her co-executive producer on Beautiful Surprise, the two worked hard to create a project that is as diverse as it is soulful. Tamia will travel to South Africa with her band and perform hits from all her albums.

Labour Minister Mil-dred Oliphant will

next week lead a high-level South African del-egation to a special ses-sion of the African Union Labour and Social Affairs Commission (AULSAC) in Windhoek, Namibia. The conference, to be held on 23-25 April, seeks to shape and assess progress on the imple-mentation of the 2004 Ouagadougou Declara-tion and Plan of Action on Employment Promotion and Poverty Alleviation. The special session will be held under the theme: “Employment, Poverty Eradication and Inclu-sive development”.The upcoming special session follows the 9th Ordinary Session of the AU Labour and Social Affairs Com-mission held in Addis

Ababa, Ethiopia in 2013.The three-day conference will also reflect on how to build consensus on the future challenges of la-bour markets and policy perspective at all levels. It will also adopt the revised policy framework for the next decade on labour, employment and social protection and discuss modalities for prepara-tion of the extraordinary session Summit to be held in Ouagadougou, Burkina Faso in September 2014.The session will also pro-vide a platform for Labour Ministers or diplomats invested with full power designated by the Mem-ber State to draw different school of thoughts in rela-tion to human capital de-velopment, job creation, social protection and in-clusive development as

these issues will form part of the discussion on defining the Post 2015 Development Agenda.According to the organis-ers, since employment is necessary for poverty al-leviation, it is deemed im-portant that African States begin to take stock and in-crease the pace of growth process as well as invest-ment in social services such as health, social pro-tection, integration of the informal economy, pro-ductivity etc.A number of side-events on specific themes such as Labour Migration, Youth and Women Empowerment and Social Protection will be organised in partner-ship with United Nations agencies on 22 April. INAUGURAL JOHN ROBBIE INVITATIONAL GOLF DAY

Team UD Trucks took first place at the inaugural John

Robbie Invitational in support of Crime Line, which was held at the Country Club Johannes-burg in Woodmead on Thursday. 94.7 Highveld Stereo’s, Darren Simpson and Skynet’s teams came in second and third respectively. Daniel Slabbert of the South African Disabled Golf Asso-ciation (SADGA) was near-est to the pin, while Henk Ro-ets of team Minopex received the prize for the longest drive. Crime Line is an anonymous crime tip-off service which was launched in 2007 as a tool for members of the public to blow

the whistle on crime. The pro-ceeds of the golf day will go to-wards the recently established Crime Line Foundation Trust in a bid to continue and broaden the efforts of the tip-off service in curbing crime in South Africa. Talk Radio 702 breakfast host, John Robbie, an avid supporter of Crime Line, gave his name to the golf day, which will now be an annual event on the CSI calendar. John also led his own team on the course, which included Sam-sung Vice-President, George Ferreira and golf pro, Nico van Rensburg. Hilarity ensued as Simpson tweeted that he sent a tip-off to Crime Line’s 32211

SMS number which read: “Dear Crime Line. I would like to report a crime. I have solid evi-dence that John Robbie is cheat-ing in his Golf Day. Please resolve this before 5pm today. Place of Crime is Country Club Johannes-burg,” he texted tongue-in-cheek. Head of Crime Line, Yusuf Abramjee, responded to the tweet and assured Simpson that his claims would be investigated. National Police Commissioner, General Riah Phiyega attended the prize-giving ceremony, following an amazing day of golf and fine weather, to pledge her support in strengthening the partnership be-tween the South African Police

Service (SAPS) and Crime Line. She thanked the business com-munity for their generous sup-port of the golf day, saying that “safety and security is not just a policing issue, it is a soci-etal issue and concerns us all.” During the prize-giving DSTV an-nounced that it would donate R1-million in airtime for Crime Line, while Ministry of Illusion in turn pledged that it would assist with the production of a TV advert. Abramjee in turn called on members of the public to con-tinue sending tip-offs to Crime Line and its partner Crime Stop. “If you see something, say something. Send your anony-

mous tip-offs to 32211 or call Crime Stop on 08600 10111. You can also submit tip-offs on-line at www.crimeline.co.za.” Abramjee also announced that registration for the much an-ticipated Crime Stoppers In-ternational (CSI) Conference will open on the 23rd of April. “The CSI conference is coming to the African continent, and indeed South Africa, for the first time. We can assure you that it is going to be the biggest and best confer-ence in the history of CSI. Let’s all come together to showcase our country and to find sustain-able solutions to our collective efforts to curb crime,” he added.
