Issues addressed:– Transport addressed by 60% of energy related projects – Energy use addressed by 85% – Energy efficiency addressed by 70%– Renewable energy addressed by 55%

networking, research, development of tools and methods, pilot and demonstration projects, strategy development, political activities, preparation for further investments…
– 85% of projects include pilot/demonstration elements (material investments though small compared to total budget)

Preliminary results
Difficulties: Projects are not finished yet: results and impacts
not fully predictable Projects as a first step for future implementation –
bigger outcome is often dependent on follow-up activities
Projects might be one of several contributors to change at macro level
Tangible project outcome partly difficult to measure – would the effort be justifiable?
No data which can be aggregated in a meaningful way to measure the programme’s outcome in the field of energy
Findings

Outcomes: have more of a qualitative character and can be linked to some of the targets
