GROWTHConveniently located just 15 minutes north of Austin, Pflugerville, Texas, is a vibrant community in Travis County experiencing significant growth. The city covers more than 23 square miles and provides easy access to major roadways SH 130, SH 45, and I-35, which provides the connectivity structure needed to support the new businesses, subdivisions, and developments taking place in Pflugerville. Expansion of cultural, entertainment, and recreational opportunities over the past decade provide Pflugerville’s 60,500 residents with diverse shopping options, an excellent school district, and a family-friendly community. The extraterritorial jurisdiction encompasses an additional 44 square miles and includes approximately 18,000 people.

Pflugerville is named in honor of the Pfluger family, who arrived in the area in 1849. The City was incorporated in 1965. While a relatively young municipal government, Pflugerville continues to develop quickly. A key goal and challenge is to strategically continue to embrace growth while working diligently to maintain the community’s unique small town feel.

A business-friendly climate for new businesses makes Pflugerville an ideal location for entrepreneurs. A 270% population growth since 2000 (with 22.5% growth since 2010) and an influx of large employers have given the City a tremendous economic boost and contributed to its low unemployment rate (2.8%). The area’s major employers include Intech, Flextronics, Avant Technologies, Cortec, Austin Foam Plastics, Advanced Integration Technologies, Air Craft Incorporated, FedEx, and Community Impact.

In 2018, retail expansion will continue as Costco and Living Spaces Fulfillment Center will open in Pflugerville. Additionally, a concerted community-wide effort led to the City’s first full service hospital in Pflugerville, Baylor Scott and White Medical Center, set to open in 2018.

THE COMMUNITY Pflugerville is a community with a rich, diverse, and inclusive environment, and the City’s qualities have been recognized and honored with several awards and accolades. In 2016, Pflugerville was ranked the 12th Best Place to Live for Small Families by Money Magazine. The City has earned Scenic City recognition from Scenic Texas because of its model standards for design and development standards, beautiful trails, and continuous efforts to diversify the urban forest and streetscapes that wind through the City. In 2016 the City was named the 37th Safest City in Texas by Backgroundcheck.org and also received an Award of Excellence from Keep Texas Beautiful.

The area offers a wide array of recreational amenities boasting 33 public parks and over 45 miles of hike and bike trails and access to the shores of the 180-acre Lake Pflugerville.

The City is served by Pflugerville Independent School District (PfISD), a fast growing district in northeast Travis County that serves 25,400 students in 21 elementary schools, six middle schools, four high schools, and two alternative schools. Founded in 1902, PfISD has a rich tradition of excellence that continues today through a strong vision for the future. The district is widely recognized for its quality education, and, despite exponential growth and shifts in demographics, the district has maintained the tight-knit, small-town feel the community is known for by fostering supportive relationships.

Those seeking higher education have many options in the area. There are 16 colleges within 50 miles of the City, including the University of Texas at Austin, Austin Community College, St. Edwards University, Southwestern University, Texas State University Round Rock, Texas A&M University Round Rock, and East Williamson County Higher Education Center.

The median taxable residential home value in Pflugerville is $224,485 and the median family income is $87,996.

GOVERNANCE & ORGANIZATIONPflugerville operates under a Home Rule Charter with a Council-Mayor form of government. The City Council is comprised of a Mayor and six Council members elected at-large on a non-partisan basis for staggered, three year terms. The City Council, as policy makers, appoints a City Manager to manage the day-to-day operations. The City Manager has authority over all officers and employees of the City, with the exception of the City Attorney and the Municipal Court Judge, who are appointed by the City Council.

The City Manager effectively administers the affairs of the City in accordance with City Council vision and federal and state laws in all matters regarding the City’s utilities, finance, human resources, public works, planning, engineering, building, police, parks & recreation, and library with over 370 FTE and an operating budget of $64 million and over $50 million of on-going capital projects. Fire and emergency medical services are provided to residents by our community partner Travis County Emergency Services District #2.

The City’s bond ratings are AA from S&P Global and Aa1 from Moody’s Investor Service. The City has received many awards for governance, including the Certificate of Achievement for Excellence in Financial Reporting, the Distinguished Budget Presentation Award, the Popular Annual Financial Reporting Award, a Communications National Savvy Award, Silver Spur, and Award of Excellence from the City-County Communications and Marketing Association (3CMA).

ISSUES & CHALLENGESThe new City Manager will be tasked with strategic planning and vision. The City Council is seeking a successful candidate with experience in multi-year strategic planning.

Working through strategic planning efforts, the new City Manager will communicate the vision to the staff, guiding them in the development of detailed work plans. The City Manager will motivate staff to achieve strategic objectives through their work plans and to improve the efficiency and productivity of internal operations to ensure the City’s ability to continue to provide cost-effective, high quality services to citizens as it grows.

The City has many capital improvement projects currently underway, including major street construction, expansion of the wastewater treatment plant, and additional parks projects. The City Council is seeking candidates who have extensive experience with major capital improvement projects, and a successful record of completing projects on time and within the budget.

The City Manager works closely with the Pflugerville Community Development Corporation, a Type B corporation, to attract compatible economic development to the City. The City Council considers economic development a high priority, and will look for candidates with extensive economic development experience. The City Manager also works closely with the Reinvestment Zone No. 1, and the City Council will expect strategic direction for utilizing this alternative financing vehicle.

The City has contracts with developers and numerous agreements with a variety of utility and other special districts. The City Council will expect the new City Manager to review these contracts to ensure that all parties are complying with their provisions to protect the City’s interests. As the City continues its growth, additional negotiations will be required and the City Council will expect the City Manager to take the lead in these negotiations.

IDEAL CANDIDATEThe next Pflugerville City Manager will be a strong, inclusive, results-driven servant leader with a charismatic personality and exceptional interpersonal skills who can diplomatically challenge the status quo or take measured risks to advance the City’s interest. A mature, thoughtful, empathetic, disciplined, ethical, transparent, inclusive, steadfastly strategic, and results-driven municipal manager who inspires and motivates others by example, the ideal candidate will also exhibit highly developed problem solving, technical, project management, and organizational development skills. To be truly successful, the incoming City Manager must have the ability to unite the organization with a shared sense of purpose, promote teamwork, fully articulate expectations, delegate responsibility with clarity, and create a culture of accountability.

Pflugerville’s new City Manager will skillfully guide the City Council through the decision-making process, being politically savvy but rarely political. The ideal candidate will communicate directly and frankly, but always positively and respectfully. Gaining an understanding of the City Council’s preferred method of receiving information and fully informing its members in the most appropriate and timely manner will be important. Creating a close, positive, trusting, productive and lasting relationship with all members of the City Council will be essential.

The selected candidate’s broad knowledge of numerous municipal finance methodologies, proven budget skills, sound business acumen, and relentless pursuit of long-term financial sustainability will ensure that the City never fails to meet its financial responsibilities or obligations.The person selected should have the knowledge, skills, and ability to guide the City Council in cost management strategies, financial policy alternatives, creative public financing strategies, and public-private financing opportunities.

The City seeks a highly strategic, visionary thinker with planning, development, redevelopment, and economic development skills. Building a close working relationship with Pflugerville and the surrounding area business community and ensuring that City policies, as well as personnel, are business friendly will be on-going priorities. Ideally, the person selected will be a highly effective negotiator and mediator who is able to build consensus and forge strategic partnerships, internally as well as externally.

It will be important for the new City Manager to be highly visible and active in the community, professionally as well as socially. An outgoing people person who passionately embraces Pflugerville’s small-town culture and genuinely supports its traditions will be successful.

EDUCATION & EXPERIENCEThe City Manager position is an exciting opportunity for a strong leader with managerial courage, political acumen, and an ethical vision. The top candidate will have significant experience in local government, economic development and growth, and will meet the following criteria:

a. Bachelor’s degree in public administration, business administration, or related field from an accredited college or university. A master’s degree is preferred.

b. 7-10 years of progressively responsible supervisory and management experience in municipal government administration is preferred. At least five years of experience as a City Manager, Assistant City Manager, or senior government administrator is required. Additionally, candidates living outside of the City of Pflugerville city limits must be willing to establish residency within 180 days of appointment to the position (City Charter requirement). The selected candidate must pass a comprehensive background investigation and drug test.

COMPENSATION & BENEFITSThe City of Pflugerville offers a competitive salary commensurate with qualifications and experience. The position also includes employer paid healthcare, dental, vision, and life insurance. The City has ten paid holidays per year with 24 hours of personal holiday leave, along with sick and vacation time.

The City participates in the Texas Municipal Retirement System (TMRS) at an employee deposit rate of 7% with a City match of 2:1 and five year vesting. The City also offers additional retirement options through ICMA Retirement Corporation (ICMA-RC).
