The Human Resource Officer is responsible for planning, implementing, and evaluating employee relations and human resources policies, programs, and practices. Specific Tasks

1. Liaison with Management (ICAP, CHMTs and SCHMTs) on staff in supported facilities

Main Activities - Planning and Coordinating the annual staff performance

evaluations/appraisals - Custodian of the Staffing Database for ICAP-MOH employees - Liaison with the ICAP Training Coordinator for training/staff development

opportunities - Coordinating with Technical program heads for new staff orientations - Linkage between ICAP, Sub counties and the County office Staff transfers - To provide key information during Human Resource Audits.

2. Monitor staff performance and attendance activities.

Main Activities - Development and execution of the HR Department workplan for facility spot

checking/supervision. - Investigate and understand causes for staff absences. - Recommend solutions to resolve chronic attendance difficulties. - Provide basic counseling to staff that have performance related obstacles.

This is done with consultation with in charges and SCHMT members concerned.

3. Coordinate staff recruitment and selection process in order to ensure

a timely organized and comprehensive procedure is used to hire staff.

Main Activities - Prepare notices and advertisements for vacant staff positions. - Shortlist applicants for interviews - Schedule and organize interviews - Participate in applicant interviews - Prepare, develop and implement procedures and policies on staff recruitment - Inform both successful and unsuccessful applicants - Drafting Contract renewal and termination letters

4. Provide information and assistance to staff and their supervisors on

human resource and work related issues.

Main Activities - Implement government human resources plan and personnel management

policies and procedures that govern civil servants - Provide advice and assistance to staff and management on pay and benefits
