WHAT IS THE PMER FRAMEWORK?

The PMER Framework is designed to

measure progress made towards the attainment of NFMCP goal and related outcomes

In a nutshell, the PMER Framework will guide data collection, analysis, reporting, use and feedback on activities or programmes and the extent to which they contribute to sustainable transformation of the forestry sector .

INDICATORS AND DATA SOURCES

• The framework contains a robust set of indicators both quantitative and qualitative.

• Impact – Total of 3 KPIs;

• Outcomes – One or two KPIs per outcome, with a total of 13 outcomes a total of 20

KPIs;

• Outputs – One KPI per output, with for the 58 outputs a total of 58 KPIs.

“Results-based M&E systems should be considered a work in progress. Continuous attention, resources, and political

commitment are needed to ensure the viability and sustainability of these systems. Building the cultural shift

necessary to move an organization toward a results orientation takes time, commitment, and political will.”

• Increase the demand for data: “The value of statistics lies not in their production,

but in their use.” The outputs produced must be valuable, credible and trustworthy

otherwise the M&E serves no useful purpose

• Clear roles and responsibilities must be established: The organizations/partners

and people who will be in charge of collecting, analyzing, and reporting performance

information must be clearly defined.

• Build capacity to support effective data collection, monitoring and reporting

• Stakeholder Management- Effective coordination among agencies involved in M&E

essential

• Feedback: Reinforce a feedback mechanism to ensure utilization of results of the

M&E systems. Ensuring that M&E data is credible, timely and high-quality.

• Participation: The M&E system should ensure the full involvement of key

stakeholders. Without such broad engagement, there is a risk that an M&E system

will remain on paper and its results will not be utilized by stakeholders.
