Required Elements for Managing Performance:Performance Management Policies

• All ASU administrative, service professional and classified staff must receive an annual performance evaluation

• The evaluation must include an assessment of performance against university core expectations, a narrative that describes performance for the prior 12 months, performance goals and a development plan for the upcoming 12 months

• Every employee must receive an overall rating based on a 5 point rating scale

• Individuals who supervise employees are accountable for understanding and implementing the program

• The Office of Human Resources is accountable for maintaining performance management tools and guidelines and for providing training and consultation on their use

• Core expectations– Both Staff and Management have seven core expectations– Employee performance must be rated against every core expectation

• Five-point rating scaleThe ratings are defined on the form, and are labeled as follows:

1. Fails to meet performance expectations2. Inconsistently fulfills performance expectations3. Performance expectations fulfilled4. Frequently exceeds performance expectations5. Consistently exceeds performance expectations

• Supervisor comments– Document factors pertinent to the rating– Provide examples as appropriate– Examples are required for a rating of 1 or 5

• Performance Summary– A brief narrative (or bullet points) that summarizes an employee’s

performance, accomplishments and/or deficiencies for the performance period of the evaluation. This summary should include a discussion of performance as it relates to job responsibilities specific to the employee’s position.

• Overall Rating– Leader must consider both the ratings from the core expectations

section as well as the individual’s performance against job standards (performance summary section)

• Rating Definitions– Full definitions for the 1 – 5 ratings are found on page 2 of the template

• Performance Goals– A brief summary (or bullet points) that summarizes an employee’s

performance goals for the upcoming 12 month performance period. Goals can take the form of completion of projects or the attainment of defined work standards.

• Development Plan– Include recommended areas of continued professional development or

required areas of performance improvement for the employee for the upcoming 12 month performance period. It should include objectives, corresponding activities or behaviors, measurements, and time frames for completion.

• Employee Comments and Signature– The employee can comment on the evaluation, the job, resources, or

general comments as they so choose– Both the employee and leader need to sign the evaluation

The Performance Development Plan (PDP) is an employee development tool that should be designed as a collaborative effort between the employee and supervisor. It should be based on the strengths and opportunities noted in the performance evaluation, as well as career goals the employee has discussed with their supervisor. Objectives tied to the performance evaluation strengths and opportunities should be completed within the same timeframe as the evaluation period. All ASU staff are encouraged to complete a development plan.

Where do you see yourself short term? – Employee identifies the role, position, or focus of their work as they see

themselves in 1 – 2 years– Leader uses this information to help identify appropriate developmental

activities for the upcoming performance year that will assist in building skills and competencies in the near future

• Where do you see yourself long term?– Employee identifies the role, position, or focus of their work as they see

themselves in 3 – 5 years– Leader uses this information to help identify appropriate developmental

activities for the upcoming performance year that will assist in building the necessary skills and competencies for longer term goals

• Objective– A brief statement that identifies a short-term, measurable step within a

designated period of time that is moving toward achieving the longer-term goal

• Purpose/Reason for identifying the objective – How this objective is tied to the identified individual goal or to

departmental goals– How this objective will support any projects or initiatives identified in the

performance goals section of the performance evaluation template– How this objective will help to minimize any potential gaps in performance

• Timeline– When the objective should be achieved– Stated as one date or in milestones with sub-dates

• How will I achieve this objective?– The specific activities the employee will engage in toward completing this

objective– Examples include: training, participating on a project team, working on a

new assignment

Leadership Responsibilities

After the performance discussion:

• Ensure you do the following with the completed performance evaluation: • Send original, signed evaluation to OHR for filing• Retain copy for department file• Provide the employee a copy

• Record discussion and outcomes

• Ensure employees have time to take advantage of developmental opportunities and minimize barriers to employee achievement

• Continue to hold one-to-one “touch base” sessions with the employee

• Contact your HR Partner with questions regarding this process

• Observe and document performance throughout the year

• Hold one-to-ones throughout the year to ensure regular feedback

• Spend a sufficient amount of time preparing the performance evaluation and conducting the discussion
