Sanparks spokesperson Merle Collins says they have received numerous com- plaints about traffic congestion along Signal Hill Road on full moon nights, which have been reported to the traffic authorities. “It has an obvious negative impact on oth- er road users, especially emergency vehi- cles. It also impacts on tour bus companies and the general public as vehicles are unable to pass the area because of double parking,” she explains. Cape Town Community Police Forum chairperson Nicola Jowell explains that more people and cars in any area means the challenge of policing is also increased. “The increased volume make the area more attractive to would-be criminals as there is more opportunities for them. So the criminal element could increase along with the number of people who are enjoying a very unique evening on the mountain,” she says. “Policing is further complicated in that there can regularly be access issues as the roads are congested getting onto and off the mountain. Illegal parking makes the flow of traffic slower. So in many cases the response of police vehicles, ambulances, fire engines, etc. can be significantly impacted.” Richard Bosman, City of Cape Town exec- utive director for safety and security, says parking along Signal Hill Road has been known to be problematic, especially when the weather is good or when there are events that attract people to the area. “Although this is Sanparks land, the City’s traffic service has responded to com- plaints in the past and also conducts ad hoc patrols in the area to try and minimise the congestion and ensure the free flow of traf- fic. Congestion has the potential to not only raise tempers and create backlogs, but is al- so potentially dangerous to road users as well as any emergency services that may be required to pass through,” he says. Unfortunately, illegal parking and other traffic violations are commonplace across the city and traffic officers carry out enforce- ment operations in as many areas as possi- ble. Please do not park illegally,allow emergency vehicles to access thearea and to make sure that wherever youpark you are not obstructing the road-way so that a large vehicle such as a fireengine would struggle to get through,”she says.

Scenic run helpsfeed a childIn a call for Cape Town to unite against

hunger in schools the Peninsula SchoolFeeding Association (PSFA) has announcedits 47th annual Blisters for Bread charityfamily fun walk.

The fun walk will take place at the GreenPoint Cricket Club on Sunday 23 August.

This event, established in 1968 with themain purpose of raising funds to feed hun-gry schoolchildren, has become one of thehighlights on the Cape Town events calen-dar.

The fun walk route will start at the CapeTown stadium, loop along the Promenadeand end with its usual fun, food and festivi-ties at the Green Point Cricket Club.

The mandate of PSFA’s Blisters for Breadthis year is not only to mobilise people towalk or pledge donations towards feedinghungry schoolchildren, but to also raiseawareness about the benefits of school feed-ing overall.

According to the PSFA, research showsthat by providing much-needed mealsstrain on families to provide additional nu-tritious food is reduced. Eating at school isshown to increase the nutritional status ofyoung children and school feeding helps im-prove school attendance, cognitive abili-ties, concentration and marks. It is shownto decrease drop-out rates.

Studies show in certain cases girls haveto help with household chores and carework. School feeding takes some stress fromthe household and allows them to stay in

school.The report further states that by feeding

children and keeping them in school, it im-proves the chances of them entering the ter-tiary educational system which in turn bol-sters the job market and strengthens oureconomy.

By nurturing children though schoolfeeding, it not only helps to build childrenfrom a physiological point of view, but it al-so helps to build them up in life emotionallyand psychologically.

The entry fee for Blisters for Bread is R50,which will feed 25 hungry schoolchildrenfor an entire day.

Entries are now open and are limited to12 000 walkers.

Here are some of the people that the Peninsula School Feeding Association will be profilingin this year’s Blisters for Bread fun walk campaign, where the aim is also to raise awarenessabout the overall benefits of school feeding. People came from all of corners of Cape Townto participate in the Association’s recent charity photoshoot, including Top Billing presenterJade Hubner and American jazz singer Titilayo Adedokun.

Thirty-one years ago, a group of friendsnoticed that after fasting during themonth of Ramadaan, their neighbours,whom they saw and spoke to every day,did not have food on the day of Eid al-Fitr.

When they saw this need in the commu-nity, they decided the following year, onthe eve of Eid al-Fitr in 1984, to cook twopots of food for their neighbours.

This grew into the organisation Nakhli-stan, which has become a beacon of hopefor the needy in the Western Cape. Theyouth of the ’80s, who saw their parentsgive to Nakhlistan, are now as adults giv-ing to Nakhlistan too.

“Nakhlistan” is a Persian word thatmeans “an oasis”. Just like an oasis pro-vides sustenance in the desert, the orga-nisation helps the less fortunate throughsoup kitchens, feeding schemes, rama-daan fitrah parcels, Iftaar (breaking of

the fast) to the underprivileged, monthlynecessities distributed to needy familiesand the Eid al-Fitr feeding scheme.

165 potsOn Eid al-Fitr last year over 85 000

cooked meals were given directly to un-derprivileged people. This year, Nakhlis-tan aims to cook 165 pots of akni to feedover 80 000 on the day of Eid al-Fitr, whichthis year, depending on the sighting of themoon, falls on Mandela Day.

This feat requires four tons of meat andtwo tons of potatoes alone. Each pot costsalmost R3000 and will feed more than 350people.

Rules for burialget ink on paperThe City of Cape Town plans to set down

rules for burial in municipal cemeterieswith specific religious bodies as a way ofregulating the current unofficial practices.In order to formalise the long-standing in-

formal agreements between theMuslim Ju-dicial Council (MJC), the Jewish Cemeter-ies Maintenance Board (CTJCMB) and theUnited Chevra Kadisha (UCK), the City in-tends signing a 20-year legal agreement toensure that the responsibilities of the vari-ous partners are clearly understood.Through these agreements, the City will

formally grant rights to use and managethose sections of the properties which con-tain allocated burial allotments for the dif-ferent communities.The agreements are intended to regular-

ise the activities of the MJC, the CTJCMBand the UCK. These religious groups havea common requirement to bury on the sameday as death, which has resulted in thesecommunities playing a more active role inproviding for services and extended work-ing hours, in addition to that which themu-nicipality is able to offer.

Furthermore, these agreements will alsoenable the City parks department to exer-cise contractual rights and obligations im-posed on these organisations, explains Be-linda Walker, mayoral committee memberfor community services and special pro-jects.“We respect the religious and cultural be-

liefs of our communities and will do every-thing we can, in our capacity, to accommo-date them. In addition, we want to ensurethat their loved ones go to their final restingplace with dignity and respect,” she says.The granting of rights for theMJC relates

to the cemeteries in Atlantis, Delft, Khaye-litsha, Kleinvlei, Klip, Maitland, Modder-dam, Muizenberg, Wallacedene and Wel-moed.The granting of rights for the CTJCMB

and the UCK relates to the Maitland, Muiz-enberg, Pinelands and Strand cemeteries.“The City has taken great strides in mak-

ing more space-efficient burial and inter-ment options available, while upholding re-spect for cultural and religious diversity asa priority,” Walker says.

In an effort to ward off the cold this winter,motoring enthusiasts in the city and wardcouncillor Suzette Little have teamed up fora blanket run in July.Together with Little, TPDZ Photography

will launch the event on Saturday 25 Julyat Athlone Stadium. Hundreds of cars areexpected to roll through the gateswith blan-ket donations.One of the teammembers, Gustav Serfon-

tein, says the initiative was made possiblebecause theCity “finally acknowledges thatthe motoring fraternity is not only aboutspeed and sound”.“But [we are] also about sharing and car-

ing for the community. This is going to beabig event andwewant it to be as successfulas possible,” Serfontein says.Asked why they agreed to team up with

the City for the blanket run, Serfontein

speaks about the need to keep people warm.“Athlone in itself has many shelters, but

the one thing they lack is the ability to keepall these people warm. Our target is to get500 blanket donations on the day,” he says.He adds he expects to see more than 800

amotion in 2013 to request themanagementof the site by a contractor.He says the market, which dates to the

1600s and is the second oldest in Cape Town,was mismanaged under previous adminis-tration, with allegations of corruption.Bryant says the square is falling short of

its full potential. He suggests the City takeon the role of themiddleman toavoid exploi-tation of traders.“The new plan would likely see the con-

tractor being paid directly by the City on alease basis. Many of the difficulties in thepast emanated from issues between traderand contractor regarding payments.”

He adds that traders are not excludedfrom tendering.However, traders expressed mixed feel-

ings over a private contract, saying previ-ous management by a private contractorended in disaster and the entrepreneursprefer the venue to be run by a body com-prised of traders (“Traders’ power strug-gle”, People’s Post, 3 September 2013).Greenmarket Square is worth an estimat-

ed R13m and can handle about 150 stalls,while St George’s is valued at over R18mand can accommodate just under 50 stalls.The report to subcouncil referenced a

Central City Improvement District study in2013 which found that “private sector in-vestment in the inner city has soared overthe past 15 years; yet public space manage-ment has lagged behind”.“Public spaces currently suffer from dis-

joined, not optimally coordinated and frag-mented approaches to management and op-erations,” the report says.Garreth Bloor, mayoral committee mem-

ber for tourism, events and economic devel-opment, says once the recommendation forpublic participation has been approved bythe council, a public participation processwill take place, probably in August.

The Baxter Dance Festival is now callingfor applications for this year’s line-up.Following the success of the 10th anni-

versary of the annual Baxter Dance Festi-val last year, the organisers are now call-ing for entries from dance studios,schools, companies, groups and independ-ent dance makers, as well as proposalsfrom choreographers.The Dance Festival will take place from

8 to 17 October.The main programme will consist of in-

vited and commissioned works, as well aswork by established professional choreog-raphers and companies.The off-main programme on 10 October

will showcase work by up-and-comingchoreographers (including student work)while the fringe programme the next Sat-urday will include work by youth groups,

dance schools, school groups, traditionaldance groups and others.The running time for each dance work

is 10 minutes for the main programme, 5minutes for the off-main programme and3 minutes for the fringe programme – forsolos, duets or trios. The limit for quartetsor bigger ensembles is 20 minutes (main),10 (off-main) and 7 (fringe).The Baxter Theatre Centre will provide

start with a record number of 530riders participating in the firstrace of the season this past week-end at Meerendal Wine Estate inDurbanville.According to league coordinator

Meurant Botha, of Amarider, thestrong contingent of primaryschool riders was a good indicatorthat mountain bike riding is gain-ing great support as a sport ofchoice.“We are delighted with such a

strong start to the season as ourrecord number of entries last yearwas 470 riders. Judging from thelevel of riding showed by the highschool participants, we’re mostdefinitely in for a very exciting sea-son leading up to the national fi-nals in October,” says Botha.Botha further states that it is es-

pecially good to seemore girls com-peting and that more schools arebeing represented as the SpurschoolsMTB league is particularlyaimed at school teams.The youth women (15-16 years)

category was won by Allison Mor-ton of Westerford High School, fol-lowed by Petra Lategan of Bloem-hof in secondplace andCarlaSteyn
