The purpose of this statewide WZTC QA Evaluation form is to establish a consistent statewide WZTC QA program that evaluates the requirements of the Federal Highway Administration and PennDOT WZTC guidelines on all construction, maintenance, permit, utility, and municipal operations. Subsequently, BOMO will use the evaluations and results to identify, improve, and enhance existing policies, and provide improved training. Outreach was a significant part of developing, evaluating, and finalizing the WZTC QA Evaluation form. To complete this process, BOMO took multiple steps during this effort to ensure proper vetting. This Strike-off Letter (SOL) is effective March 1, 2018 and replaces all previous Work Zone Traffic Control (WZTC) Quality Assurance (QA) forms and establishes a new statewide WZTC QA Evaluation form (M-7002) (Attached) for all personnel that conduct evaluations. The purpose of this statewide WZTC QA Evaluation form is to establish a consistent statewide WZTC QA program that evaluates the requirements of the Federal Highway Administration and PennDOT WZTC guidelines on all construction, maintenance, permit, utility, and municipal operations. Subsequently, BOMO will use the evaluations and results to identify, improve, and enhance existing policies, and provide improved training. 494-18-03 February 15, 2018 Page 2 Training on the new WZTC QA Evaluation form is critical when attempting to establish a statewide program that will evaluate the WZTC on all operations. In addition to the new statewide WZTC QA Evaluation form (M-7002), BOMO will provide the following:

• WZTC QA Evaluation form reference guide (Attachment A) is intended to assist the evaluator with conducting a WZTC Evaluation.

• WZTC QA Evaluation form user guide (Attachment B) to provide the evaluator with an overview of the WZTC QA Evaluation form.

• Continued integration of the WZTC QA Evaluation form into the curriculum at all training courses (Assistant Highway Maintenance Manager’s Academy, Foreman’s Academy, etc.) to allow WZTC personnel to become familiar with the evaluation process.

• Training and guidance, as requested, to the personnel that conduct WZTC QA Evaluations in the BOMO QA Section, District and County Offices.

The WZTC QA Evaluation Form, Reference Guide, and User Guide will be located on the Temporary Traffic Control Portal at: http://www.dot.state.pa.us/Portal%20Information/Traffic%20Signal%20Portal/TTC.html Furthermore, in an ongoing effort to enhance the WZTC QA Evaluation process, BOMO is working with the Information Technology Division to develop an automated WZTC QA Evaluation form, a mobile phone/tablet application, and a database to track all formal evaluations. OPERATIONAL REQUIREMENTS

1. Is there a TTC Plan present on the operation?

1. Temporary Traffic Control (TTC) Plan - A Custom TTC Plan, Publication 213 (or applicable pages from Publication 213), or Manual on Uniform Traffic Control Devices (MUTCD)(or applicable pages from MUTCD).

2. Prime Contractor - Main project contractor. 3. WZTC Contractor - Subcontractor overseeing the WZTC on the project. 4. WZTC Evaluator - Individual conducting the QA Evaluation. 5. PATA - Pennsylvania Typical Application found in Publication 213. 6. TA - Typical Application found in the MUTCD. 7. Custom TTC Plan - A site-specific plan that may not meet the requirements of Publication 213 or the MUTCD. Requires approval from

the Department's District Traffic Unit. 8. Custom TTC Plans and all modifications to the Custom TTC Plan are required to have approval from the Department's District Traffic

Unit. 9. Multiple PATAs may be combined to create a modified PATA. A modified PATA must meet the requirements of Publication 213. If the

modified PATA does not meet the requirements, a Custom TTC Plan is required. 10. Multiple TAs may be combined to create a modified TA. A modified TA must meet the requirements of the MUTCD. If the modified TA

does not meet the requirements, a Custom TTC Plan is required. 11. Modifications to a PATA or TA shall comply with standards and have justification (e.g. PATA places a sign in the middle of a driveway). 12. Variations in distances on the Custom TTC Plan, PATA, or TA shall be allowed when measured in the field. This is due to inaccuracies

with distance measuring equipment. 13. Scoring for Section II and Section III refers to the percentage of devices that meet the expectations of the statement. 14. The training for personnel performing flagging duties shall be verified within 1 hour of request. 15. AU Questions=Major Deviation. Non-AU Questions=Minor Deviation. 16. All WZTC deficiencies documented during the evaluation shall be corrected as follows:

Major Deviation: Immediately (Unless verifying flagger training) Minor Deviation: Time frames specified in Publication 408, Section 901.3(t).

17. If the QA Evaluation result is an automatic unsatisfactory (AU), complete the evaluation to obtain an overall score. For the purposes of scoring: AU=0.

Attachment A: WZTC QA Evaluation Form Reference Guide The purpose of the WZTC QA Evaluation form reference guide is to assist the evaluator with conducting a WZTC Evaluation. The following gives details to a specific question and/or a Department publication where supporting documentation can be found. Operational Requirements

1. Temporary Traffic Control (TTC) Plan includes all documentation required to install temporary traffic control. (e.g. Having entire Publication 213 or only necessary pages from Publication 213 would satisfy this condition if utilizing a PATA)

2. Asking if the appropriate PATA series is being utilized (e.g. If the operations is mobile, is a mobile PATA being utilized). Not asking for a specific PATA.

3. A custom plan is a site-specific plan that may not meet the requirements of Publication 213 or the MUTCD. The custom plan needs approval from the District Traffic Unit (e.g. signature, email, etc.)

4. Temporary traffic control devices must be found in Publication 35 (Bulletin 15), approved by BOMO, or the District Traffic Unit.
