To the Residents of Pennsylvania:

In Pennsylvania, the commitment to progress and accountability re-mains firm and will only continue to grow stronger. The long-termgoals for the Commonwealth’s transportation system are of utmostimportance to the Pennsylvania Department of Transportation, andthis third annual report on achievements attests to this commitment.Throughout this document you will find evidence of putting our plansinto action as stated in the statewide and corridor objectives ofPennPlan Moves!, the Pennsylvania Long Range Transportation Plan,2000 to 2025.

A key component of PennPlan Moves! is making PENNDOT responsibleto Pennsylvanians for PennPlan’s implementation. This third year ofreporting on progress allows us to chart our progress and clearly showwhether we are on track, or lagging behind our stated goals. Thetrends, statistics and progress highlighted in this document show thatwhile we are achieving our goals in a number of areas, there is stillmuch work that remains to be done.

While we continue to make progress in areas such as pavement ridequality, implementation of Intelligent Transportation Systems, and useof innovative financing tools for transportation projects, we have fallenbehind our ambitous targets in areas such as rail freight capacity andclearances, resource allocation for maintenance programs andprojects, and encouraging alternatives to single occupant vehicle use.More can and must be done to integrate the movement of people andgoods among the Commonwealth’s many forms of transportation.

The positive feedback we have recieved on previous editions of thispublication has been encouraging, and we are glad to serve as anexample to departments of transportation and agencies around theworld. Nevertheless, we could not report on this progress withoutthe input of our planning partners. Together, we recommit ourselvesto achieveing PennPlan’s objectives. We ask for your continued in-volvement to help further enhance our transportation system.

The arrival of the Rendell administration provides an ideal opportu-nity to reflect on the progress of the past three years, as well as anopportunity to build upon these efforts to continually strengthen theCommonwealth’s transportation stystem. We will be looking at theobjectives for which we did not meet our targets to see where wecould better deploy our resources. Your involvement in this process isstrongly encouraged so that Pennsylvania’s long-range transportationplanning goals can become a reality.

2 Introduction

This is the third annual report of progress toward objectives of thePennsylvania Statewide Long Range Transportation Plan, PennPlanMoves!, or simply, PennPlan, published in January 2000. This Reportof Achievements 2002 highlights the progress made towards achievingPennPlan’s statewide and corridor objectives. While many of the iden-tified targets and goals were attained, there are also some objectivesfor which the Pennsylvania Department of Transportation (PENNDOT)did not fully achieve the stated targets. By identifying where theDepartment’s efforts fell short of its targets, we can better under-stand what work needs to be done.

PENNDOT published the long-range transportation plan to anticipateand shape a response to the Commonwealth’s need for transportationfacilities and services through 2025. PennPlan serves as the planningframework for highways, transit facilities, passenger and freight rail-roads, air and water ports, and bicycle and pedestrian trails, and theirinter-relationship. In the Report of Achievements the Department re-ports back to the people of Pennsylvania on how much progress hasbeen made toward the long-term goals that are articulated in PennPlan.

Three attributes distinguish PennPlan from the many transportationplans developed over the years in Pennsylvania and other states:

• Its ten statewide goals reflect findings from a comprehensiveprogram of public involvement

• As a result of much consultation with metropolitan planningorganizations, rural planning organizations, and county plan-ning commissions, PennPlan identifies objectives at both thecorridor and Commonwealth levels that focus development ofthe transportation system on the ten statewide goals.

• PennPlan’s 30 statewide objectives are accompanied by waysto measure their attainment, as well as target dates for theirimplementation.

The matrix at right shows the relationship between the statewide goalsand the themes for transportation system development that emergedfrom PennPlan’s public involvement program. The public input themesform the acronym MOVES that characterizes PennPlan. The goals andthemes represent PennPlan’s long range vision.

PENNDOT has made itself accountable for the timely execution ofPennPlan. The plan says exactly what we intend to do and when weintend to do it. In the spirit of accountability, we offer this report onthe third-year progress toward PennPlan’s 25-year vision.

STATEWIDE ACHIEVEMENTS 2002The first section of this report presents the progress on each state-wide objective, with the objective, its performance measures andtargets listed in tabular format. Symbols (as shown in the legend onthe facing page) provide a quick snapshot as to whether the objectivewas attained or the degree to which it was off course. The statewideobjectives apply across the Commonwealth, as in the objective topromote telecommuting as an alternative to traditional work travel.

This third year of publication allows for the tracking of trends overthe span of the achievements reports. Where appropriate, graphicsclearly show PENNDOT’s targets and the actual achievements from2000 through 2002.

Some of the targets call for progress in prescribed near-term and longer-term timeframes, while other targets must be met annually for the25-year life of the plan. In the first scenario, an example of an objec-tive with several incremental milestones is the objective to increaseurban and rural transit systems’ ridership. This objective has targetsto increase ridership by certain percentages by 2003, 2010 and 2020.

An example of an objective with an annual target is promotingtelecommuting as an alternative to traditional work travel. The tar-get is to increase the percentage of Pennsylvanians working at homeone or more days a week from the year 2000 measurement of 18 per-cent.

Corridor Achievements 2002Progress toward objectives in the 28 corridors of statewide signifi-cance is presented in a table along with a map of each corridor. Whileperformance measures and targets are not associated with these ob-jectives because of their great number and variety, there was no scar-city of activity toward their achievement. Furthermore, most corridor objectives are specific to a point that residents can easily gaugewhether the achievements listed truly represent progress.

While many different types of achievement have been documented ineach corridor, only achievements that will have a major impact onmovement of people and goods are reported as progress toward corri-dor objectives. Significant, local road projects, such as bridge replace-ments, are not reported here.

For example, one of the objectives in The Rivers of Steel Corridor is to“Provide better access to the Port of Erie and the Port of Pittsburgh.”A major achievement that impacts the movement of people and goodsfor this objective can be stated as: “Construction on the I-79/Turn-pike Connector in Cranberry Township, Butler County was begun.Scheduled completion is late 2003.”

AdjustmentsThe conclusion of PennPlan notes that the plan “is designed to em-brace change” and that “course corrections will be made when publicinput and other factors dictate them.” In the spirit of this guidance,the 2000 and 2001 performance measures and targets gauged progresstoward the more immediate goals set forth in the Commonwealth’s2000 strategic transportation plan, Moving Pennsylvania Forward: ATransportation Strategy. Year 2002 was no exception to the dynamicnature of transportation planning — more realistic or immediate tar-gets were incorporated for four of the statewide objectives.

In 2002, the first adjustment reflects opportunities in congestion man-agement. A new target was set for 2003 to update the concept ofoperations for a Harrisburg regional traffic management center tohave statewide incident and emergency management capabilities.Regional ITS architecture is also to be developed for the Harrisburgregion.

For the Commonwealth’s rail corridors it was also necessary to delaythe target date to achieve 100 percent doublestack clearance in stra-tegic rail corridors from July 31, 2003 to the end of 2007. Anotherrail-related target change related to the goal of eliminating at-gradecrossings in the Keystone Corridor. The original target date was De-cember 31, 2003. While significant work is progressing toward thisobjective, the elimination of at-grade crossings is not expected to befully completed until the end of 2005. Regarding passenger rail, thetarget of refurbishing all stations on the Keystone Corridor was de-layed from the end of 2004 to the end of 2005. Progress was madewith the projects for the Harrisburg, Lancaster and Elizabethtownstations, but the Harrisburg International Airport Station location waschanged, and redesign work will delay the schedule for completion.

PennPlan’s ability to adjust to new information demonstrates theplan’s flexibility. These changes help promote the Plan’seffectiveness.

The Prognosis:Progress, with Potential for ImprovementThe trends depicted in all three years’ achievement reports clearlyshow how projects and programs underway across the state are help-ing to fulfill the long range vision articulated in PennPlan. Demon-strating such a connection was one of the central ideas behind the re-engineering of Pennsylvania’s transportation planning and program-ming process that resulted in PennPlan. As you read through thisdocument, you will see how projects have progressed in specific cor-ridors as well as how steps have been taken towards the achievementof statewide objectives. A review of Achievements 2002 reveals awide range of progress toward the objectives.

In the corridors, you will find reports on progress for many projectsthat involve widening and new construction of roadways, operation ofnew intelligent transportation systems (ITS), and installation of addi-tional safety devices. Significant work continues in all 28 major cor-ridors, but much remains to be done, particularly in non-roadway re-lated areas.

This third year of reporting continues to demonstrate our commit-ment to involve and inform the public in the evolution and develop-ment of our transportation system. We have learned that some of ourtargets were too optimistic, and we will look this year to establishmore realistic targets, and obtain the information for areas where wewere not able to do adequate reporting this year.

TRANSPORTATION CORRIDORSOF STATEWIDE SIGNIFICANCEWhile the previous section of Report of Achievements 2002 pre-sents progress toward PennPlan’s 30 objectives for developmentof the transportation system across the Commonwealth, thissection presents progress toward objectives established in eachof 28 corridors of statewide significance.

We defined such corridors as collections of interconnected andinteracting transportation facilities that move people and goodsbetween regions of the Commonwealth and between the Com-monwealth and other states. For example, the corridors thatconnect Pittsburgh and Philadelphia consist of not just the Penn-sylvania Turnpike. Rather, they include US 30, US 22/322, Amtrakservices, freight rail lines, international airports, water ports,transit systems, and other facilities, all moving people and goodseast and west.

The objectives for each corridor of statewide significance werebased in the long range planning carried out by metropolitanplanning organizations, rural planning organizations, county plan-ning commissions, and other agencies that develop regional andlocal transportation plans. The corridor objectives were devel-oped with our partners in a way that provides for continuityamong their plans, offers solutions in cases where regional orinterstate plans conflict, and is consistent with statewide ob-jectives.

The adoption of PennPlan and the development of annualachievement reports on progress toward PennPlan’s objectivessignal Pennsylvania’s determination to remain an innovator intransportation planning. We have seen over the past threeyears that we continue to move forward, but have experiencedboth anticipated and unexpected challenges along the way.PennPlan acknowledges that conflicts will arise in setting priori-ties and allocating resources. The plan is designed to embracechange by honoring what citizens want most from their trans-portation system. Course corrections will be made, as evi-denced in this report, when public input and other factors dic-tate.

We will continue to look to metropolitan planning organizations,rural planning organizations, county planning commissions, otherorganizations, and the public to collaborate with us in this part-nership towards implementing and monitoring long-range trans-portation planning goals. PennPlan sets the tone for transpor-tation planning at the statewide and corridor levels, and comple-ments, not supplants, local and regional decision-making.

The traveling public may think of PENNDOT in terms of high-ways and roads, but we are also about rail, ports, aviation, andpublic transportation, as well as the linkages among thesemodes. Our progress needs to reflect this diversity, and it will,in the spirit of providing safe, seamless, and sustainable move-ment of people and goods as part of PennPlan’s 25-year vision.

Conclusion GlossaryAgility—A strategy that enables organizations to adaptquickly to change. The most common application atPENNDOT is the trading of highway maintenance servicesbetween PENNDOT and local governments.

Customer Service Index—A measure of customer satis-faction with PENNDOT services that is based on customersurveys.

Doublestack—The result of placing two shipping contain-ers on one rail car. It necessitates greater clearancesabove bridges, through tunnels and under obstructions.

Intelligent Transportation Systems (ITS)—Technologi-cal innovations that facilitate the movement of peopleand goods.

Intermodal—A description of a transportation facility thatprovides for connection to another form of transporta-tion. Intermodal facilities may include airports, train sta-tions, ports, truck/rail terminals, etc.

International Roughness Index (IRI)—A measure of road-way surfaces. The higher the number, the rougher(bumpier) the surface. A roadway that measures 100 orless is considered to have smooth pavement. 2001 NHSmedian roadway measurement was 98.

Jug Handle—An at-grade ramp constructed at or betweenintersections to enable drivers to make indirect left turnsor U-turns.

National Highway System (NHS)—The network of high-ways designated by the U.S. Congress as most importantto the national economy and defense. The NHS includesthe interstate highway system.
