A little bit of Dr. Who landed in Sidney this week.
A full-size replica TARDIS — a time machine from the popular British sci-fi
television show Dr. Who — was unveiled at Holy Cow Communication Design on Tuesday.
“We’ve been watching the film crews shuttle around David Tennant during the production of Gracepoint,” explained Ken Coward from Holy Cow.
“Because Tennant was the tenth Doc-tor on the show and he’s here in Sidney now we had the idea to construct the TARDIS in hopes that he may come up and see us,” he laughed.

Parkland Secondary won’t be receiving planned seismic upgrades anytime soon after the province has asked school districts across the province to use reserve funds to cover earthquake-related upgrade projects.
School District 63 was well on its way to exe-cuting the planned $2 million seismic upgrades for the secondary school as well as a $700,000 upgrade at Cordova Bay Elementary when the change in funding policy pertaining to school seis-
mic upgrades in B.C. came down from the Ministry of Education.
“We’d done all our engineering and design, we were about to go to tender for both projects and we were planning on starting the upgrades next month,” said District 63’s Board Chair, Wayne Hunter.
“We had pre-approval and I had already signed the contract with the Ministry and sent it to them for their approval when they came back to us saying the policy had changed and that we’d have to pay for the upgrades from our capital to supplement.”

“If they had said this six months or a year ago, we would have been able to re-asses the plans.”

Hunter added the school district always aims to add needed upgrades to the schools at the same time as the construc-
tion is done for seis-mic upgrades because it keeps costs lower than treating them as two separate projects. With the change in policy, the school dis-trict would have to use
reserve funds to pay for half of the total cost of the work.
“They told us we wouldn’t be able to do both projects, to for-get one project and throw all the money
at the other but that’s impossible. We haven’t talked to anyone, not the parents, the staff or the students. We can’t just choose one project over the other without consultation.
We need time to adjust and make new plans and then present those plans to the community instead of just making a decision,” said Hunter, who added that the district is disappointed with the way the situ-ation was handled by the Ministry.
“If they had said this six months or a year ago, we would have been able to re-asses the plans. But to spring it on us in a phone call, that’s why the boards are so upset. Right now we’re floundering
because we don’t know where the next cost elimination is going to be.”
Hunter said seismic upgrades are at the top of priority list for the board, who voted April 16 to develop a new five year capital plan for the district and engage in consultation with the Ministry of Education, with the B.C. School Trustees’ Association (BCSTA) and with other education partners.
“At this point, the school boards need more certainty. They
are very much opposed to the Ministry’s think-ing at the moment but we need to work together,” said Hunter.
The Board of Edu-cation also requested that the BCSTA and other Boards of Edu-cation demand that a task force representing co-governance mem-bers be appointed to construct a provincial policy outlying seismic project funding for the next eight to 10 years.

“Because David Ten-nant is a doctor on the show and because we work with so many great doctors though the Saanich Penin-sula Hospital Founda-tion which is a client of ours, we thought it would be a good way to raise funds for the Foundation,” said Cow-ard.

Multicoloured leafy greens, red currants or hazelnuts, Carolyn Her-riot encourages residents to get foodie on their gardens.
A featured speaker at Victoria's largest building, renovation and décor show, Herriot will delve into edible gardening during the Home Expo at West Shore Parks and Recre-ation April 25 to 27.
“My focus for right now is a lot of people are expressing interest in growing more food in their gardens. We’re seeing a switch from growing ornamentals to growing edibles,” said the three-time author. “You don’t have to rip your garden out, you can
just introduce plants you can eat.” Her books take a journey through
the garden in much the way her pre-sentations will: A Year on the Garden Path – a 52-week Organic Gardening Guide, The Zero Mile Diet – A Year-round Guide to Growing Organic Food, and a companion book, The Zero-Mile Diet Cookbook – Seasonal Recipes for Delicious Homegrown Food. Her first talk Saturday, April 26 runs from 1:30 to 2:15 p.m. with the second from 3:15 to 4 p.m. at the Home Expo.
The 29th annual Victoria Spring Home Expo runs April 25 to 27 in the three rinks at West Shore Parks and Recreation, 1767 Island Hwy. in Colwood.

What wonders abound
Steven HeywoodNews staff
No longer are proposed changes to the District of North Saanich’s Regional Context State-ment (RCS) being described as ‘significant’.
Council’s majority resurrected a motion on April 14 to order that the word ‘signifi-cant’ be dropped from an online description of a proposed amend-ment to the RCS. Coun-cillor Ted Daly had actually dropped his motion to strike the word on April 7. Coun. Craig Mearns brought it back at council’s spe-cial meeting a week later.
Neither Mearns nor Daly spoke to the motion, but Coun. Dun-stan Browne said its use was “an emotive response” by Mayor Alice Finall to the pro-posed amendment.
“I don’t want to see that word on our web-site,” he said. “Use ‘important’ if you want.”
Browne added he was not interested in dictionary meanings of the word.
Finall has admitted writing the post and having staff upload it to
the District’s home page weeks ago. Apart from her describing the proposed official community plan changes as ‘significant’, the council had no other concerns about it.
Back on April 7, Daly said he had asked Finall informally to change her wording after he saw the post but she refused. He said
he consulted staff’s report on council’s debate on the issue and said the word ‘significant’ was not used and said Finall’s choice of word did not reflect the will of the majority.
Finall said the word, and its dictionary def-initions, are not the ones she wanted to use — such as ‘radi-cal’ or ‘substantial’ — to describe the changes.
“I felt the word was accurate, not opin-ion,” she said. “Coun-cillor Daly’s response to this is, too, his own opinion.”
Finall and her sup-porters — Coun. Celia Stock and Elsie McMurphy —
appeared aghast at the debate.“I find these attempts to bully
the mayor demean you, Council-lor Daly,” said McMurphy, add-
ing it’s not up to a single coun-cillor to dictate what another member of council is able to express on the District’s web-site. She repeated her distaste over this matter at the April 14 meeting.
The April 7 debate eventually became a test of wills between Finall and Daly, with the mayor asking Daly to withdraw his motion and Daly asking her to drop the word. After Stock called for some kind of consen-sus on wording, Daly withdrew his motion, yet continued to ask Finall to drop the word.
Council’s majority got the final word, however, and in a 4-3 vote had ‘significant’ dropped from the web post.

The real fussNorth Saanich is pro-
posing an amendment (a change) to its Regional Context Statement (RCS) with the Capital Regional District (CRD).
The amendments would facilitate residential intensi-fication and urbanization in two areas of the commu-nity (McTavish Road and Tsehum Harbour/McDonald Park Road). The amend-ments would change the District’s official community plan and requires approval from the CRD via the RCS.

With the benefit of time and life experi-ence, most adults can remember at least one grade school teacher who stood out among the rest and impacted their life for the better.
Mine were in the field of music (thank you, Keith Fra-ser) and phys-ed (like-wise, Ed Ashmore), men who laid the groundwork for lifelong interests in both areas.
In our Great Teach-ers series, offered with partners Staples and Thrifty Foods, we encourage readers to nominate their favou-rite teachers for spe-cial recognition. Today
we’ve asked commu-nity leaders to share experiences with edu-cators from their past.
We hope their stories prompt you to think about teachers from
your past.
Tania Miller, music director, Victoria Sym-phony Orches-tra – I grew up in a farming c o m m u n i t y (Foam Lake, Sask.). In high
school I had a social studies teacher named Ian Cooper who had an incredible passion for people and history. He had a big impact on me for the way he taught us about being a member of society and passionately fol-lowing our dreams. He also started a band and taught everybody how
to play guitar. There was that side of him that embraced the arts, which appealed to me, but he taught us to be passionate in a variety of different ways. I think the profound thing that he did was he made us want to be the best we could be.
Guy Dauncey, Vic-toria author, sustain-able futurist – “I was at a boarding school in
England (from age 13 to 18), and the music mas-ter there, his name was Tony Brown, was by far the greatest inspi-ration to me. Not only did he give us the great-est musical education, on Friday evenings he would invite us over for tea and talk philoso-phy with us. He would ask things like, ‘Do we have free will?’ and however we would answer, he’d proceed to point out precisely why the opposite was true. The lesson was, you’ve got to think things out for your-selves. We didn’t have any other classes that went remotely near (talking about) philos-ophy or the big ques-tions of life, and the
realization that the big questions of life don’t have black and white answers.”
Lillian Szpak, City of Langford council-lor – I was an Air Force brat and we moved around every two to
three years. My Grade 7 teacher at RCAF Cen-tralia (Ontario) was Mr. Heim-rich. He encour-aged me to write creatively. He treated me like an adult, as if I
had something to say that could affect oth-ers. He really shaped me that way. He was very candid and would share his own experi-ence and joke about what was going on at home, so he was real to me. Teachers in my era were authoritative, but he was so different.
Frank Leonard, Saa-nich Mayor – I attended
nine schools in my 12 school years. I often didn’t get involved in school activities since I hardly knew any-one. However, my senior high school years at Mount View High on Carey Road in Saanich were terrific and I attribute that to principal Don Smyth and vice-principal Ken Brown. They ‘recruited’ me into student coun-cil, refereeing the student/teacher soc-cer game, reading the morning announce-ments and run-ning the Miss Mount View pageant. I loved being active, yet it was the support of Don and Ken that made it hap-pen.
Adam Olsen, interim B.C. Green Party leader – I was only ever in one of his classes, Grade 11 math at Stel-
ly’s, but the example set by Peter Mason has always resonated with me. I remember him saying, ‘One year I’m going to take a class of students to Mount Everest’ and I remem-ber it reverberated through the school.
I remember he came back and said ‘I’m going to build a climbing wall,’ and he was one of the people responsible for the development of Boulders Climbing Gym, which continues to have a huge impact
on our com-munity and on our kids in Central Saan-ich. It’s always had a very, very signifi-cant impact on me.
It’s about setting a goal, no mat-ter how impossible it may seem to be, then going out and getting it.
It’s a great analogy for life.

PENINSULA NEWS REVIEW - Friday, April 25, 2014 www.vicnews.com • A5
This is the second of two columns addressing what I see as the greatest threat to the B.C. environment in our lifetime.
The Alberta oil industry’s Northern Gateway plan is to export bitumen to Asia via tank-ers from the B.C. coast. Under no circumstances should we allow that to happen. A bitu-men spill at sea could destroy our coast-line, together with the fish and wildlife that depend on it, for hundreds of years.
My first column discussed the light oil spill by the Exxon Valdez and the terrible toll it took on the Alaskan habitat and fishery. It also gave proof that a bitumen spill would be far worse. A bitumen spill would be almost completely unrecover-able because it would sink and stay on the bottom of our seabed.
The solution that is best for Canada is to build a refinery in Kitimat. I am pro-moting and backing this solution. It will convert the bitumen to very light fuels that would float and evaporate if ever spilled. There are other enor-mous benefits:
• There will be a major reduction in greenhouse gases. We will use new cutting-edge Canadian tech-nology in our refinery. It will be so clean that in combination with oilsands extraction there will be less CO2 than in the huge conventional oilfields and refineries of Iraq and Nigeria. In other words the Kitimat refinery will neutralize the extra green-house gases generated in Canada’s oilsands. This refinery will be built in Asia if not in Kitimat and if so it will emit double the CO2 of our new design. This is the reason that Andrew Weaver of the B.C. Green Party is in favour of a Canadian refinery.
• An Asian refinery will also generate 100 train cars a day of very dirty coke (much fouler than B.C. coal) which will be subsequently burnt in the atmosphere to create power. The Kitimat refinery will not result in the production of any coke. As we all live on one planet, it is far better for the global environment to build this refinery in Canada.
• Construction of the refinery will create 6,000 jobs in B.C. for five years. Operations at the refin-ery will result in more permanent jobs than any project has ever created in B.C. with approxi-mately 3,000 direct jobs. These will be highly paid permanent jobs. These jobs will be available for the life of the refinery which should be in excess of 50 years. In addition there will be thousands of other jobs created in spinoff local petrochemical companies and in indirect employment through-out the province.
• The Canadian and Provincial governments, local regional districts and municipalities, and many First Nations, will share in billions of new tax dollars each year.
Unfortunately our Canadian oil companies are not interested in building a new major refinery. They are focused on extraction which is more profitable than refining. One of them challenged me to spearhead the refinery myself, so I am doing that. We have a solid business plan and as a con-sequence Chinese banks and other institutions are
prepared to lend us most of the funds required to build the greenest and most efficient refinery in the world. We are currently moving ahead with engineering design and environmental work.
We will also build a safe pipeline from Alberta to the refinery, with the active participation of First Nations. Modern pipelines can be built and
operated safely. Leak data is available for everyone to see on Canadian and U.S. government websites and it proves recently constructed pipelines are not leaking. Furthermore some of the best pipelining companies in the world are based in Canada.
In addition we will build a fleet of new tankers, powered by LNG rather than Bunker C oil, to transport the refined products to Asia. This way we know the tankers will be state-of-the-art and as safe as possible. The fleet will be owned by a company based in B.C. so it cannot
shirk its legal liability if there ever is a spill at sea.Let me be up front about my biases. I am for
creating thousands of good permanent jobs in B.C. I am for creating billions of new tax dollars for government coffers. I am for reducing the planet’s greenhouse gas emissions. I am for building an oil pipeline that will never leak. I am for building a modern tanker fleet that carries only refined fuels that float and evaporate if spilled. I am against shipping bitumen in tankers.
If you agree that we should not put bitumen in tankers please contact your local MP and say so. The Canadian government makes a decision on Northern Gateway next month.

Last weekend I had the pleasure of attending the Association of Van-couver Island and Coastal Commu-nities convention, as a Life Member of that organization.
One of the highlights for me was the re-election as President of Mayor Larry Cross, by acclamation. The Chairman of the Nominating Committee in proclaiming the accla-mation also paid tribute to the work and dedication of Mayor Cross.
In addition to the usual duties of the Mayor’s office, he is offering leadership for all coastal communi-ties in many matters, including the current concerns in dealing with B.C. Ferries.
Sidney can indeed be proud to have such an ambassador for the Town, who garners the respect of his peers in this fashion. Thank you Mayor Cross.

Please play fair Thank you for your editorial, on
Taking a bigger picture, dated April 16, 2014.
In my eyes our mayor and council, work constantly for the betterment of our town. So yes, I was taken back by the posturing of late, by some community members.
Direction of traffic on Beacon Ave. — the community was recently asked to vote on this issue and the majority voted to keep it as is. Shouldn’t the debate on traffic
direction for Beacon Ave. be over, now that we’ve taken a democratic vote?
This is Sidney — please play fair.Lillian Vincent

What to do about horses? I share Mark Johansson’s concern
about horses that seem to have little or no grazing and stand in the same small enclosure, year upon year. I have been saddened by two such horses on a property that lies adjacent to West Saanich Road in North Saanich and I have no idea how I can find out if they are indeed being cared for better than I think they are.
In no way do they appear neglected but what should we do? Any suggestions?
Kaye MainsBrentwood Bay
People love their horses A property owner does not get
a tax credit for having a horse on their property. Horses are very expensive to purchase and to keep. Most people have them because they love and ride them.
Horses are quite content if they have good food, fresh water and shelter from rain and the hot sun. Don’t pity them because they stand in the same place staring into space.
They are probably sleeping with their eyes open as it is a part of
their fright and flight instinct from ancient times.
Maybe the horses Mr. Johansson are worried about are retired.
Jean KennedyCentral Saanich
Shop local - again I’ve read a lot of different view
points lately about business in Sidney and the point keeps getting missed. The businesses need a place to rent and do business. The landlords need renters to keep their business open and the town needs all those tax dollars. It’s a simpatico relationship but there needs to be balance. If any one facet becomes unbalanced, the whole relationship crumbles. And you end up with a ghost town.
What could Sidney feasibly do? We could have the town lower businesses taxes. We could have the landlords actually charge a fair rate. What can we do? We all can start shopping again. If residents spent one per cent more per month in Sidney, we could save Sidney.
Stop driving away to shop somewhere else. In the end, you’ll have spent more than if you’d made the five-minute trip up to Sidney.

Mayor Cross is a leader on the coast
A significant dilemmaP
etty battles between municipal councillors in North Saanich continued this month when they fought over the use of a single word on their website in relation to a policy change description.
A recent vote to remove that word assumes most voters in North Saanich are fools and in fact insults both the supporters and opponents of what is clearly a council majority that goes to great lengths to back each other up in their fights with the mayor and her supporters.
Is this a significant issue in North Saanich? Councillors think so. In fact, it was the word ‘significant’ they chose to strike from a description of a proposed amendment to the District’s Regional Context Statement.
Never mind that the councillors on both sides of the table agree that the change to the RCS is important, of consequence and noteworthy — each part of the Oxford Canadian Dictionary of Current English’s definition of the word, ‘significant’. And never mind that most people in North Saanich have little knowledge of just what the RCS does (in this case the RCS change is to have the Capital Regional District allow more housing in the community that is of a higher density than it’s used to).
Councillors Ted Daly, Craig Mearns, Conny McBride and Dunstan Browne wanted ‘significant’ gone because they said its use by Mayor Alice Finall on the webpage was “an emotive response” to changes she opposes. The rest of the online statement was fine, they said.
Why a majority of council that has pushed through its changes to development in the community is threatened by a single word — and an apt one in this case — is mystifying. If nothing else, the debate over this was a significant waste of time.
Daly pretty well conceded that point when he withdrew his motion on this two weeks ago. Then, on April 14, Mearns raised it again and the majority supported it. Had it not advanced so far, could we have seen McBride or Browne raise it again at another meeting?
In an election year, voters in North Saanich may not be able to expect any greater discourse between political opponents currently on council.
That is a shame and if candidates this fall cannot come up with other issues of community significance, it will drive people away from the polls. And that in itself is a significant concern, for North Saanich could end up with another bickering council — this time for four years instead of three.

PENINSULA NEWS REVIEW - Friday, April 25, 2014 www.vicnews.com • A7
Few investors are knowledge-able about their portfolios’ ongoing performance, rela-
tive to meaningful and comparable benchmarks. Better investment houses do provide statements with such pertinent performance information. Unfortunately, they are a minority.
Statements should routinely include information on the inves-tor’s total return, not only year-to-date, but also for the past 12 months, for five years and since date of inception of the portfolio. Such information will allow at least broad compari-sons against relevant index performance, thus giv-ing the investor a good reference point for assess-ing the relative performance of his or her invest-ments.
An example: If today you have a Non-Registered portfolio which, for tax reasons, is invested pri-marily in Canadian equities, it is useful to compare your portfolio performance to that of the broad TSX Index. As of February 28, 2014, the TSX Index had delivered the following total annual invest-ment returns: 1 year – 14.34%; 3 years - 3.18%; 5 years - 15.14%; 10 years – 7.73%.
How did your portfolio compare, particularly over longer time frames like five and 10 year peri-ods? Clearly, this is a useful comparison, helping an investor relax in the knowledge that he or she is on the right track – or alternately, suggesting that perhaps adjusting the current investing strategy might be appropriate.
If the financial house holding your investments does not provide a statement which includes both
the shorter and longer-term total annual perfor-mance of your various portfolios, call your advi-sor at least annually and ask him to provide it. The information is easily avail-able at the simple click of his computer mouse. In fact, it makes one wonder why such information is not routinely supplied by all financial houses.
Many investors, leaving the details to their advisor, are happy to see
their portfolio values tracking upward over time. Seemingly, they do not miss having the specific performance information that allows meaningful assessment of their portfolio performance against comparable benchmarks.
Little do they realize that by being able to make such comparisons over longer-term time frames, investors can better judge the actual performance of their portfolio against broader market returns.
You, the investor, are paying fees to your invest-ment house, whether in the form of trading com-missions, advisor fees, or fund management expense ratios. You have the right to expect peri-odic and meaningful performance data on each of your portfolios. If you do not routinely receive it, request it, at least once annually.

For Nelson Homes, building a pre-fabricated home works in the best interests of the environment as much as it does the customer.
Nelson Homes’ building philosophy begins with the simple concept of using a renewable resource: wood. Waste-prevention measures are in place at the company’s factory, where employees work in a toxic- and substance-free environment.
Throughout the building process, all culled materials are sorted and reintroduced into the production cycle when feasible, and because of Nelson Homes’ pre-manufactured components, your jobsite will stay clean and efficient. There is minimal site waste to clean up, which results in less material going to landfills.
The company’s designers are skilled at incorporating green concepts into the design of homes. You can go green in countless places around your home, including your walls, insulation, window treatments, sidings and foundations. You can even consider alternative ways to power your home, via solar panels and other applications.
The Nelson Homes panelized walls offer a complete framing system, built with top-grade Canadian kiln-dried lumber. The panels come in pre-built sections, and have framed-in window and door openings, and sheathing applied. This ensures quick framing time, lower labour cost and less material waste.
Other advantages in this pre-fab process include:
• Components that are factory-built using state-of-the-art technology to ensure accuracy
• Components that are numbered and cross-referenced for quick assembly at your site
• Delivery to your building site within weeks of ordering
• The ability to be your own builder• The ability to build green
Roof trusses, wall panels and stairs are manufactured in factories, keeping the lumber from the elements of nature. This
means straighter components due to less warping, twisting and swelling. With straighter walls you’ll have fewer problems with nail pops, ceiling cracks or corner cracks. Your windows, and doors will fit properly, requiring fewer repairs and adjustments later on.
In addition, less labour is required to erect the structure; independent research studies show a reduction of as much as 60 per cent of framing time. Your home will be to lock-up stage quickly, reducing the chance of weather delays and theft.
Manufacturing adheres to strict building codes, components are thoroughly inspected at every stage. Specialized computer equipment ensures precision-built components.
What is Included:• Floor System – joists or trusses, beam,
teleposts and fir plywood sub-floor• Roof System – trusses, gables, ladders,
OSB sheathing, hardware, roof vents, soffit, fascia and shingles
• Wall Panels are built in sections for both exterior and interior. Ready for wiring, walls come complete with framed window and door openings, and OSB sheathing applied. House wrap (an air barrier) is also included in the package.
• Vinyl windows • Exterior doors• Vinyl siding and trim kit• Insulation – fibreglass wall insulation, and
polythelene vapour barrier.• Drywall – aqua board, tape, corner bead,
joint cement• Interior finish includes stairs, doors and
jambs, locksets, casing, shelving, and hardware. Interior wood turned railings may be included.

PENINSULA NEWS REVIEW - Friday, April 25, 2014 www.vicnews.com • A17
New Golf family offers quality at the right priceThe new seventh generation VW Golf arrives later this spring with a 2015 model designation.I have already had a chance to drive three examples of the new edition in Europe so I can offer you a sneak peek at what this very popular VW has going for it before it arrives here. The all-new car might look like the previous Golf but it is built on a platform that is shared across the VW group and represents a massive investment for the German manufacturer. This new platform, called MQB, enables the engineers to build all kinds of new products, be they bigger, smaller, wider or taller. What went into the design of the Golf represents a big step forward for Volkswagen as the latest model is 100kg lighter than the outgoing car but it is bigger, stiffer and safer than before. LooksIt could be argued that the new Golf looks too much like the older model but interacting with this new product quickly displays a level of refinement and finish that might be found in an upmarket Audi product. (This MQB platform is shared with the all-new Audi A3). Starting at $18,995, the base Golf is priced right in the heart of the compact market but this car sports a fully independent suspension, direct injection turbocharged engine and more power than much of the competition, at 170hp. The Golf GTI is my personal favourite due to the bad-boy looks, bigger wheels and improved engine and suspension. It starts at $27,995. The hot-hatch Golf R will arrive about a year after
the Golf and GTI and will come in at roughly the same price as the last R, right around $40,000 but fully loaded.InsideThe upside to having a slightly bigger platform is interior space and the cabin of the latest Golf does feel bigger, especially side-to-side. The centre console is wider and the dash is fitted with all-new switches and dials. Once again, the feel and look is almost Audi quality. Having a chance to drive the base car all the way up to the Golf R showed just how good the base car is. The only difference is the sportier seats
and splashier trim on the more expensive cars, but the overall design is the same from car to car and all exemplify the simple, yet elegant approach VW takes with all its interiors. DriveGone is the old 2.5-litre. 5-cylinder, replaced by an all-new 1.8-litre turbocharged 4-cylinder base engine. This engine too produces 170 but is more efficient, responsive and features state of the art technology. In the compact set, this kind of technology is unheard of at the roughly $19,000 asking price. Taking it up a notch is the legendary Golf GTI, now with 210hp from a new 2.0-litre turbocharged 4-cylinder. I had a shot driving this last year in Austria and I can say without question, this combination is fantastic. The Golf R is the ultimate Golf with roughly 300hp and an all wheel drive system. The same system is used in the all-new Audi S3 but this car comes fully loaded and will be roughly $4,000 less than the starting price of
the S3. A smart shopper might want to wait for the R over the S.
Verdict
This new Golf family is set to take on some very established players in the compact segment. With a hatchback design, this car has always been a more practical design than sedans like the Honda Civic or Toyota Corolla. With superb road manners, advanced engines and German engineering, the starting price looks like a winner. A big reason for this is the Golf is assembled in Mexico and these cars come into Canada without duty, (Thanks NAFTA) so VW added more content and kept the price low. The good news for diesel lovers is that the TDI en-gine will be available right out of the gate and now represents about 50 percent of Golf sales. This engine too has been modified to make it as fuel efficient as possible. All told, the Golf is more polished car than much of the competition and offers a trim level and price for all types of buyers, from basic to flat-out performance.
The LowdownPower: 1.8L turbo with 170hp, 2.0L turbo with 210hp, 2.0L turbo with 300hp and 2.0L diesel.Fill-up: Not available yet. Sticker price: $18,995-$40,000

Imports provide most sizzle in New YorkThere was more sizzle in my New York steak dinner than on the show floor at the Big Apple’s international auto show.It seems the Big Four shot their lightning bolts at the preceding Detroit and Los Angeles auto extravaganzas and left it to the import manufacturers to dazzle here.Nissan did not disappoint with the unveiling of a classy looking crossover in the shape of the all-wheel drive 2015 Nissan Murano. The mid-size model first showed up in 2002 and this new model marks the birth of the third-gener-ation. The Nissan-named V-Motion nose and boomerang-shaped tail lights ensure it makes an impression on the observer, coming and going, and distinguishes itself from its rivals.Inside, up to five passen-gers can expect more of a luxury ride than they might have enjoyed in the outgoing version – heated and cooled front seats will impress those upfront. The trend in this segment to include huge sunroofs continues here.Under the hood, Nissan stays with the trusty 3.5-li-
tre six-cylinder powerplant matched to a continuously variable transmission. Expect to see the Murano in the showrooms at the tail end of the year. Before moving on, the Nissan Sport Sedan Concept should be mentioned as it offers a clue to what the new Maxima might resem-ble. And boy, is it a looker despite the horrible orange colour of the show car! It too features a panoramic roof stretching almost from the windshield to the rear window. A production mod-el version is expected later in the year, which suggests the L.A. show might benefit from that timetable.Any new Toyota Camry is an instant hit, especially in North America where it’s been the best selling car
for 12 years. Despite that, the Japanese manufacturer launched an all-new 2015 model, just three years after introducing a redesign. It incorporates design touches now appearing in sibling models, including a deeper grille that more resembles an upmarket Lexus. Interior materials are upgraded and a large central display matches the design trend of its compet-itors. Two trims are added; a sporty XSE with some luxury touches and a Hybrid SE. Toyota sticks with its 2.5-litre, four-cylinder, and 3.5-litre, six-cylinder engines plus its Hybrid Synergy Drive.Hyundai would like to put a serious dent in the Toyota Camry success story with its own mid-size sedan – the redesigned Sonata. It’s likely the introduction of a sharp looking Sonata in 2011 helped prompt Toyota into taking a serious look at upping the ante in the Camry. Other compet-itors have also risen to the challenge. Now the seventh-generation, newly styled, sharper looking 2015 Sonata raises the bar again with improved ride and handling plus advanced driver assistance and safety
equipment. Unlike the Camry, the Sonata stays with purely four-cylinder engines. Stan-dard is a 2.4-litre power
plant and a turbocharged 2.0 is an option. The one domestic man-ufacturer that did show up with something more
exciting than the rest was Jeep, which introduced the compact Renegade. It is the iconic brand’s first foray into the small SUV segment. Its funky looks and fuel efficiency should make it an urban dweller hit but it also boasts best-in-class off-road capability, which may just bring in buyers from the growing outdoor adventure seekers. Two engine choices: a
2.4-litre Tigershark engine with MultiAir2 paired to the segment’s first nine-speed automatic transmission, or a 1.4-litre MultiAir Turbo engine with six-speed man-ual transmission.Prices for all of the above closer to launch when pencils have been sharp-ened and each figure out how they can undercut competitors.

PENINSULA NEWS REVIEW - Friday, April 25, 2014 www.vicnews.com • A23
Safe on two wheels Like education, the motorcycle gear you wear is vital to your safety. Just ask someone who has had a spill. Here’s an example. A colleague of mine caught gravel around a bend while riding in the States. She hit the guardrail then passed out. She was then airlifted to hospital where she suffered a minor concus-sion, and a few bruises and scrapes. Even the doctors were amazed at her condition. It was said to her that her gear likely saved her life. She was wearing leathers, gloves, protective boots, and a helmet. Granted, not everyone is as lucky, but you get my point. Those who have experi-enced an accident weren’t thinking, “Gee, I really wish I wore my shorts and flip flops.”When I ride, I’m in full garb. Depending on what type of riding I’m taking on that day, I’ll dress appropriately. I’m an advocate of riding gear. All of it. Helmet: The government in British Columbia only enforces one piece of safety equipment when riding on the road. That’s a helmet. If you’re not going to invest any money in anything else, protect your noggin. I’m not suggesting buying the most expensive and fanciest lid out there because most of us don’t have thousands of dollars for a carbon fibre helmet. Make sure it fits properly. Local motorcycle shops generally have trained staff in fitting helmets. They’re supposed to fit snugly. I’ve been told that even the cheapest helmet that fits perfectly will do more for you than an expensive one that’s just not right for you.You only have one head. Use it and protect it.Jackets: There are a couple of common materials used in jackets: leather and textile. There are more, but the two listed are quite prominent. Each have their own benefits. Textile jackets tend to be more breathable, while leather has been said to be better protection. You can argue each case. Some jackets come with armor (added protection in the back, elbows, and shoulders.) Some don’t. I suggest armor only because it protects you that much more. However, there are accessories you can purchase if your jacket you choose doesn’t come with it built in. Pants: Leather, textile and
Kevlar jeans are common riding pants. Kevlar jeans are getting better and better as more research and development is conducted. I say, if you’re going for the “cool” look, spend a little more for the added protection. Boots: Not everyone will want heavily reinforced boots. That’s fine. But if you’re going to ride, get leather footwear that at least covers your ankle-bone.What’s great about the in-dustry now is the availabil-ity of cool riding shoes that have reinforced heels and ankle protection. You can look good and be protect-ed. Bonus.Gloves: There are a few styles of gloves. There are ones that cover just your hands/fingers and ones called gauntlet gloves that cover past your wrists. Some gloves also have re-inforced points with carbon fibre to prevent further damage. Like with a helmet, and the rest of your gear, get gloves that fit you, like, a glove. Too much room can cause blisters. Too little
room cuts off circulation.Off-Road: If you’re an adventure-touring rider – or would like to be – textile is the way to go. This mate-rial is much better for the changing weather you’ll encounter on the road less travelled. It’s breathable and generally has a few layers. So you can take them off or put them on when needed.Dirt Biking: Just because you fall in dirt doesn’t mean it can’t hurt. Wearing elbow and knee pads are recommended. A lot of dirt riders will also add a chest protector/breastplate, gloves, boots and goggles. Along with their helmet.Accessories: If you want added peace of mind, that’s available, too. I ride with a back protector with built-in kidney protectors that I put on under my jacket. I look like a Ninja Turtle, but I don’t care. A full chest protector is also available. These are the basics to getting started. Bottom line, you won’t regret being fully suited on the road.

“I’d knocked off 200,000 km. Hopefully, she’s too naïve to notice”
I surprised my family with a trip to Hawaii. They didn’t have a clue how I paid for it. But they thought I was the best dad in the world. While we were away, I bought a car on eBay. It had over 350,000 km on it. No one will want to buy this piece of junk, I thought.Unless. I could just lower the mileage on it a little bit. And it won’t hurt anybody, right? One problem – I had no idea how to change an odometer*. But as it turns out, it’s much easier than I’d expected. With an odometer tool, I changed the reading to 164,500 km. Still a lot, but less than half the real clicks. My ad: “Minivan – old but in great condition! Only 164,500kms - it sat in my garage for the last 5 years. Must sell. If you’re looking for an older, but reliable and safe vehicle, call my cell and we’ll negotiate.”Looking back, I realized I’d knocked almost 200,000 km off the vehicle. But I shined it up and put some newer used tires on it so they wouldn’t give away its true condition. Will this get me in trouble? I wondered. I wasn’t doing anything wrong, really – this just gives me a chance to make some more money on the vehicle. I got a phone call from a young single mom who could only afford an older vehicle. We decided to meet at her son’s school. As I was showing her the car, I noticed the carpet, the door handles and the pedals kind of gave away its true condition. Hopefully she’s too naïve to notice, I thought.
Forty minutes later, our exchange was complete. I probably made an extra $2,000 because of the odometer! If I’d only done this to all the other cars I sold!Suddenly, my mind began processing the implications. That minivan was pretty much at the end of its life. That young mom is expecting the vehicle to last her for a few more years. At best, I see it lasting one more.Parts will start failing, calling for expensive repairs. I’m certain she doesn’t have the money for that. All I’m hoping is that it doesn’t break down on the highway. Maybe there was a reason I never did it before. Maybe, just maybe, I had a conscience up until now.
*Odometer: The law allows an odometer to be replaced when broken, but the repair must be recorded and the true mileage needs to be disclosed. CarProof and ICBC vehicle history reports can reveal more about how far a vehicle has really traveled. Even AirCare, where available, can help. And Walt is wrong; altering an odometer is a crime.
Confessions of a Curber
Camping is fun and most of us have done it at one time or another. Of course, it can be miserable without
a decent tent that is easy to set up and keeps you dry and comfortable. One of the hottest products
on the market today is a “truck tent.” Napier Enter-prises developed it and it makes sense for those peo-
ple that like to go camping, but do not like to sleep on the ground. The truck tent is exactly as it sounds: a
tent for your truck. This tent sits in the open bed of your truck with the tent poles (which are like regular tent poles that collapse with a quick pull) designed to fit in the stake pockets of your box rail. The tent also comes with a fly for the rain and an aw-ning off the back to cover climbing in and out. And they have tents available for just about any truck. The cost is around $289, depending on the truck. Invest in an air mattress or you will be sporting a set of marks on your back resembling the ribs in the truck’s bed. Don’t ask me how I know. SUV owners should espe-cially like the tents that are designed with them in mind. These tents feature a docking collar that fits around the back of your sport-ute so your vehicle is inside your tent. When you need your vehicle, you just remove the collar and zip it up, $379. For hunters there
is a camouflage version fea-turing the Mossy Oak break up design. Just be careful sticking your head out the back in the early morning. The newest tent to their product line is the Back-roadz truck tent. This value priced tent line fits most pickups and sleeps two comfortably. Easy setup utilizing shock-corded fiber-glass poles and five-foot-five-inches of head room. It comes with a rain fly
and storm flap in the door section to provide privacy and protection. This model is $199. The SUV/minivan tent has a universal sleeve that fits snug around any vehicle with a nine-by-nine foot footprint that can sleep four to six people and over seven feet of headroom. There are three large mesh windows providing plenty of ventilation and the bath-tub style floor keeps things dry. Carrying bag included for $269.The interesting thing about this line up is with every purchase a tree will be planted through the partnership with trees for the future.Order the strap protectors for $24.99. They will save the finish on the side of your truck and prevent scratches as the wind moves the tent. There are many combina-tions available so look them up at napierenterprises.com.

Next month, Beacon Community Services is celebrating 32 years of providing employment services to residents of the Peninsula, not to mention two years of operating the Employ-ment Program of B.C. out of their Sidney office.
On Friday, May 2, BCS will open their doors to everyone so the public can come in and find out more about what the organization can do for its clients.
“A lot of people know we offer things like home and hous-ing support but they don’t know we offer employment services,” explained BCS Employ-ment Services Director, Alice Van Blokland.
“We want to let the public know about our employment services and what we can offer to our clients.”
Van Blokland esti-mates that since April of 2012, BCS’ employ-ment service has helped over 1,300 cli-ents through the Work B.C. program.
“That works out to roughly 50 new clients a month which is great but there is always room to grow,” she said, adding that the Sidney office serves clients from the Gulf Islands, Sidney, North and Central Saanich.
BCS’ employment services, she contin-
ued, see people from all walks of life use them.
“Whether it’s parents directing their chil-dren to their first jobs, seniors returning to the workforce, single moth-ers or mothers return-ing to work, immi-grants looking for work, we have resources for everyone,” she explained.
The open house, which takes place Fri-day, May 2 will fea-ture games, popcorn, refreshments, free mini-workshops, prizes and music. In addition, local employers who have hired BCS’ clients in the past will be showcased.
“It will be a fun day where people will be able to find out all
about what BCS has to offer,” said Van Blok-land.
For more information visit beaconcs.ca or call 250-656-0134.
The BCS office in Sid-ney is located at 9860 Third St. just past the intersection of James White Boulevard.

PENINSULA NEWS REVIEW - Friday, April 25, 2014 www.vicnews.com • A31
Natalie NorthNews staff
On a bright April afternoon, Shel Suzuki and Brooklyn the bulldog soak in the sun on the deck of their Fisherman’s Wharf float home.
A harbour taxi packed with pas-sengers cruises by and just up the dock, tourists hold up iPads and cameras to take a piece of this scene home.
Inside Suzuki’s kitchen, a two-man work crew is in the final stages of installing the kitchen cabinets back around the hot water heater – that unexpectedly gave out earlier in the day – because today they learned that the cabinets were actually built around the tank. Just another exam-ple of how float home life, particu-larly life in Suzuki’s ultra compact, 347 square-foot floating “hobbit house” is just like life on land, with a twist.
“It’s like any other home,” Suzuki says. “It’s just maintenance. But you can’t find people who’ve worked on float homes before, so this is their first time working on a really small space.”
Suzuki was drawn to the close community following a 2010 visit to Victoria, when along with friends, they spotted the float home, which happened to be for sale, and posed for a photo in front of it. Suzuki was living in Winnipeg at the time and was taken by the copper-roofed float home, dubbed Ziggaratus by previ-ous owners.
“Within two months I bought the place and moved out here – with-out seeing the inside at all. It was just a gut feeling. I saw the front and thought: ‘I think I could live here.’”
Suzuki’s story is a common one
among the 33-home community. One Edmonton import made a deal to purchase his home from the park-ing lot when he learned it was up for sale during a visit to Victoria. Before Suzuki would experience the warm-weather joys that generally attract new residents to the lifestyle: kayak-ing off the deck and riding the water taxi downtown with Brooklyn – they had to experience a winter on the water without adequate weather-proofing.
“Because I came in January and didn’t know what the weather was like, I didn’t have a fireplace. I had single pane windows that weren’t great. I had doors that didn’t fit. It was a very cold winter – so cold I had to sleep with a pillow case on my head.”
The following month came a tsu-nami warning from the earthquake in Japan. The float homes were evacuated within five minutes in the middle of the night. Last Febru-
ary, a homeowner to the community couldn’t sleep through the sound of their wind chimes, and when he got out of bed to silence the noise, he spotted his neighbour’s home floating towards the Inner Harbour, secured by just one rope.
Eventually, the residents woke up, heeded the advice to stay inside, and with the help of several neigh-bours, secured the home once more.
Suzuki simply laughs at the few close calls they’ve been through and reiterates the need to check and tighten lines regularly. Maintenance costs, such as regular upkeep of the float on which the home is built, are in line with those of living on land. The cost of moorage, paid by square-footage, of the base is comparable to strata fees for condo owners.
Guy Crozier, president elect of the Victoria Real Estate Board sold float homes at Westbay Marine Village in Esquimalt when the community launched in the early 2000s.
The homes have always had a romantic appeal, the Sleepless in Seattle effect, Crozier says.
“A lot of float homes, you can park your car in a covered parking lot, walk down the dock to your float home and jump on your pad-dle board or in your canoe and go out right from your back door. I think that’s a pretty cool thing to have.”
Since Fisherman’s Wharf isn’t gated like Westbay, residents are in constant contact with tourists drawn to the lifestyle.
“Sometimes in the summer, we’ll leave chalk out here and people will write where they’re from. You’ll come home and see a hundred dif-ferent places in the world,” Suzuki says. “Advice I give people, that if you want to live down here and it’s your gut to live down here, then you should do it.”

DID YOU KNOW? | The Greater Victoria Harbour Authority owns Fisherman’s Wharf and supplies utilities.
Float into an easy coastal lifestyle Work with someone experienced – “Buyers
need to do their due diligence,” Crozier says. Ensure your realtor has
experience with the intricacies of oat homes, and are willing to exploit
that, he says.
Understand the lease – Float homes
can be more expensive than a house – without the security of land – so understanding the terms of the lease, and avoiding high costs of relocation is
a top consideration.
Inspect the oat – Just as prospective buyers on land shouldn’t overlook a home’s foundation, a prudent shopper should
investigate what lies below the waterline by contacting a oatation
expert to assess the home, in addition to a standard
building inspector.
