An injury is preventing Sidney’s Dan Dan-iels from going to France this summer to participate in the 2015 World Masters Ath-letics championships — but he says he’ll be ready next year.

Daniels, 86, is among a small group of people set to be inducted into Athletics Canada’s Hall of Fame in July. He’s listed as a builder, having served on the national sport organization’s board of directors from 2000 to 2012. He was also the “inspiration and driving force behind the creation of the Athletics Canada Hall of Fame in 2010.” Daniels also represented Athletics Canada at the international level with the IAAF Mas-ters Committee and served as head of the Canadian track and field delegation at world championships, Pan Am Games and Para-lympic Games between 2001 and 2008.

Daniels is still very much active in sport and has been involved with the Peninsula Track and Field Club since moving to Sid-ney in 1990.

He recently suffered a spinal compres-sion fracture and is forced to miss the world championships in France this year. He said he’ll get back on track to be ready for a decathlon championship event next year in Vancouver.

Daniels said he was very pleased to learn of the Athletics Canada honour.

“It’s taken some time to sink in,” Dan-iels said from home this week. “I’m going through all of the emotions you would expect.”

OTTAWA — Fed-eral Green Party leader and MP for Saanich-Gulf Islands Elizabeth May has confirmed she will be a part of the lead-ership debates in advance of this fall’s federal election.

In a statement Wednesday, April 15, May said she is grateful that “the consortium [of national broadcasters] has confirmed Green Party inclusion well ahead of a writ drop.”

“I never really doubted that having won my seat and now having two Green Members of Parliament, with proven strength across Can-ada, the Greens could be excluded.”

May was excluded from the debates in 2011, as the Greens did not have a sitting MP. May did participate in the 2008 debates after a sitting MP crossed the floor to become a Green Party member. — News staff

After having “conversations with both staff and members of the community,” Central Saanich councillor Niall Pal-tiel asked his colleagues at Monday’s meeting to recon-sider and rescind his motion of April 7 to ask staff to exam-ine a five-per-cent reduction to core services.

“Holistically, it doesn’t make sense to look at core services without looking at special projects at the same time, and the motion that was cre-ated did not address that,” he said. “I would rather vote it down, and then make a more informed motion going for-ward.”

Paltiel also noted that “we want to make sure we make informed decisions, based on the best information possible, and I don’t know that this tall order to staff is going to pro-

vide that information.” Coun. Carl Jensen sup-

ported Paltiel, while still stressing that a core services review would be beneficial for the District.

“In order to do this prop-erly, I’m willing to take a step back and take another look at this,” said Jensen. “I think in order to do it effectively, it needs to take more time. I just don’t want us to do it haphaz-ardly in the effort of trying to make a legislative time.”

Paltiel’s initial request was introduced at a commit-tee meeting and had not yet been ratified by council. The motion — to ask staff to pre-pare reports examining a one-, two- and five-per-cent reduc-tion of core services — was rescinded April 13 with Coun. Alicia Cormier and Coun. Zeb King in opposition.

Paltiel then introduced a motion to ask staff to prepare a report to reduce the overall

property tax rate from six to approximately four per cent, looking at both core services and special projects for poten-tial reductions.

The difference between the two motions is approxi-mately $1.3 million: a five-per-cent reduction of core services across each depart-ment would amount to about $1.6 million; a two-per-cent reduction in the property tax rate being proposed for 2015

would be roughly $268,000 in savings.

The District currently spends about $18 million per year in core services.

Council approved Paltiel’s new motion, with Mayor Ryan Windsor’s amendment that reserve contributions be exempt from any cuts.

Cormier and King again opposed the decision.

“I think we’re overlooking an opportunity to look more closely at core services,” said Cormier.

“It’s a poor way to go about it, but given the shortage of time, I think this is probably the most likely approach to be successful,” countered Coun. Chris Graham.

Central Saanich has been significantly challenged in their budget process due to financial staff being on leave and a delayed start.

Sidney council stopped short of approving the cre-ation of an economic develop-ment commission this week, yet clearly wants to make it happen.

On Monday, April 13, Sid-ney’s select committee on economic development rec-ommended three options for the Town to pursue, to cre-ate a local economic devel-opment function within the municipality.

The committee, formed out of the 2014 Mayor’s Task Force on Downtown Revitalization, was tasked with determining what an economic develop-ment function — sparking the attraction of new business — might look like, with a focus on the downtown core, West Sidney and the Harbour Road marine industrial area.

Speaking for the commit-tee, Brian Losie said the idea is to help Sidney maintain and increase its competitive edge. They recommended three options: A — hire someone

to work out of town hall spe-cifically on economic develop-ment; B — create a council-appointed commission that would make recommenda-tions to council, or; C — open a fully-staffed economic devel-opment office.

Clearly favouring option B as a compromise solution, council voted to “find merit in the idea.” They also set staff to the job of preparing terms of reference for the commis-sion and to explore volunteer recruitment options.

The vote did not create a

commission outright, but most councillors expressed interest in seeing it a reality.

“I feel the commission is the way to go,” said Coun. Erin Bremner, who was council’s liaison on the committee. “It will be a follow through on the committee’s work.”

Losie agreed, saying there would be a lot of benefits out of a commission made up of people from local business and industry.

While he’s at home, recover-ing from injury, Daniels is able to keep busy.

He’s a semi-professional singer, a tenor he said, and has also conducted various choirs and orchestras.

Outside of athletics, Daniels tries to give something back to his community.

In May 2014, Daniels invited another singer to Sidney and they hosted a fundraising con-cert for a former athlete who developed Multiple Sclerosis. That concert raised $12,000.

“It seemed an appropriate way to help,” he said.

His athletic background has certainly helped him with the singing.

“Clearly, it enables me to hit the high notes,” he laughed.

Daniels also enjoys tap danc-ing with Marjorie, but that too is on hiatus until he heals. He said his wife suggested he take up knitting to help pass the time.

The induction ceremony takes place in Toronto July 24,

in conjunction with the Pan Am Games-themed alumni gala. At that time, he and all inductees

A new association of area residents met with Town of Sidney officials this week and were, for the most part, sat-isfied that the amount of heavy metal con-tamination in the sedi-ment of the pond is not immediately harmful.

Mike van der Linden, the Town’s manager of environmental ser-vices, says a consul-tant’s report into the contamination shows the sediment is OK for residential use — with some big caveats.

Van der Linden said he does not recom-mend anyone use the water in their gardens and suggests people keep their kids and pets away.

“There’s no real health concern,” he said.

Asked further about the health impacts, Councillor Peter Wain-wright said their con-sultant report indicated

that the term “residen-tial use” in this case includes toddlers play-ing in the water and even eating the dirt. He said it’s not an immedi-ate health concern.

The Town of Sidney is taking on the leader-ship role in planning for the cleanup of the pond sediment, following a Peninsula Streams Soci-ety study — started in 2013 — that showed heavy metal contami-nants in the pond’s sed-iment.

That was backed up by the Town’s own con-sultant who looked into the contamination in January of this year.

Ian Bruce of Penin-sula Streams said those studies simply confirm what he and others — including past munici-pal councils and Town employees — have known for more than 15 years.

“Since 1998, the Capi-tal Regional District’s own testing showed contamination and shared those results with the Town,” Bruce said. “I’m just con-

cerned that nothing has ever really happened.”

Wainwright, who said he was on the Peninsu-la’s water committee in ‘98, agreed people knew of the problem back then. Nothing happened, he contin-ued, until studies were

done to find out where it was coming from. He said the Town has been working with the Victo-ria Airport Authority, which has done its own on-site remediation project on its portion of Reay Creek.

That relationship is

ongoing, Wainwright noted, as the issue is multi-jurisdictional between North Saa-nich, VAA, Transport Canada and Sidney.

The Government of Canada is taking liberty with my freedom of speech when they make public announcements that Canadians sup-port their decision to extend their war against ICIS.

This is one Canadian who does not support the Conservative’s For-eign Policy.

I see that there are people who want Sidney to adopt the meaning-less ‘environmental right’ to clean air and water and to consume safe food.

Do we not have any responsibili-ties any more? Is it not our respon-

What is B.C.’s grand treaty plan?

Re: Treaty trouble has deep roots (B.C. Views, March 31).

No one would disagree that the B.C. treaty process hasn’t been as successful as hoped. Indeed, there are also many First Nations who think it is the wrong process of rec-onciliation altogether.

However, that doesn’t excuse Premier Christy Clark’s recent deci-sion to blindside B.C.’s treaty part-ners by refusing to appoint George Abbott as head of the B.C. Treaty Commission.

Although it might be comforting to think that Premier Clark’s reck-less behaviour was done in consul-tation with the federal government, there is simply no evidence to sug-gest that.

If the B.C. Liberal government has a grand plan for reinventing the treaty process, they aren’t sharing it with any of their constitutional partners.

B.C.’s approach to reconcilia-tion needs to be re-energized so that First Nations, resource work-ers and those seeking to bring new investment to B.C. can have cer-tainty. This means not only fixing the treaty process, but doing more work to find a way forward with First Nations who have chosen a different path. That means working together, not going it alone.

Contaminated site for sore eyes

Residents are right to be skeptical about any cleanup of Reay Creek pond, no matter who might be overseeing the operation.

But while it’s easy to lay blame, people who live along the creek and next to the pond are moving beyond their frustration, to their credit, with an eye on reaching a solution.

It has taken more than 15 years to reach a point where probably the largest concentration of heavy metal contaminants — the sediment in Reay Creek pond — is about to be addressed. Many of the people involved in this case, from conservationists to local politicians, have known there was contamination since testing done in 1998. That knowledge is likely to go back even further for some people, as the area has been used as an industrial site for decades, since the airport was first built in the 1930s.

The Victoria Airport Authority spent a lot of time and money to remediate the portion of the creek that flows through their property and by all accounts is willing to play a role in further cleanup. While they must be credited for taking responsibility where they can, it must be pointed out that the airport land is still industrial — a fact clearly illustrated in a spill of chemicals at Viking Air last month. In some respects, then, the issue may persist for decades more.

Sidney is publicly stepping up as the leader in this effort, as the pond itself is on their side of Canora Road. Their challenge will be to get the airport authority, District of North Saanich and the previous land owners, Transport Canada, to all come to the table.

If anything is to be accomplished, those parties will have to sit down and come to some sort of agreement. Residents are right when they say Sidney should not wait but take the bull by the horns and make the overtures on their own. Work co-operatively, yes, but take that leadership role to a higher level.

Cleaning up the area will cost a lot more than the $40,000 allocated in Sidney’s budget this year, so it’s unlikely the Town will go on its own as a result. The expense, in the end, may push any action back a year or two and Sidney is clear in saying so.

Yet, by putting themselves out there in the lead role, Sidney will have to expect residents will be there, waiting, while the pond remains a contaminated site in need of help.

Traditionally, bonds and bond funds in an investment portfolio have been considered reliable

moderators of market risk. Is that still the case?

Over the past 60 or so years, stock markets enjoyed a dozen long stretches of Bull markets and a similar number of shorter-duration Bear markets. Inves-tors could always rely on their bond holdings to temper volatility in equities — especially during negative markets.

Why were bonds so reliable in mod-erating the effect of stock market declines? This stemmed from the fact that bond values always move in the reverse direction to interest rates. When rates rise, bond value decline. When inter-est rates decrease, bond values increase.

Historically, a Bear equity market occurred because an economy was either entering reces-sion, or already in one. In response, the Central Bank moved to reduce interest rates, thus creating a stimulative effect on the economy. This slowed the economy’s decline, eventually reversing itself when interest rates dropped sufficiently. As rates fell, investors holding bond products with assured coupon interest higher than market, would see their bonds rise in value. That increase in bond values would offset at least a portion of the decline in equity holdings.

Since this moderating effect of bonds proved itself over many decades, investors were often advised to hold bonds or bond funds in their port-folios. The only real question was how to appor-tion holdings between equities and bond holdings. Of course, when market rates increased, bond val-ues declined, and investor gains in equity invest-ments again were moderated, but in this case equity gains were partly offset. This was consid-ered a worthwhile price to pay for the protection of overall portfolio values when equity markets declined. Investors could sleep easier knowing their portfolio value would always decrease by a smaller percentage than a periodic decline in equity markets.

Unfortunately, this historical moderating effect of bond holdings on portfolios can no longer be considered a sure thing.

In past decades, Central Banks always had the option of increasing or decreasing rates. However those rates were always at significant levels — often between four and seven per cent.

Today, Central Banks in every developed nation,

including Canada, have cut interest rates to near zero. Hence, the predominant direction of future rates can only be upward.

When interest rates do increase, as they will, bond values will decline. Look-ing forward, the traditional safety net offered by bond holdings has been sub-stantially eliminated.

Does this mean investors should avoid bond holdings altogether? Not really, but they must be aware that the level of risk moderation they previously enjoyed is now much reduced. If an investor holds individual bonds rather than bond funds,

he will receive the coupon interest payments and, if the issuer of the bond stays in business, as the bonds reach their maturity date, receive the origi-nal issue value (usually $100 per bond). However, this will not have protected the bond during its term from value-fluctuations in response to inter-est rate changes. Despite this positive outcome at maturity, holding individual bonds severely limits the degree of diversification — and hence safety — that is available with much more diversified bond funds. On the other hand, since bond funds, unlike individual bonds, have no maturity date, no guaranteed payout value is available.

So what are today’s options for the Fixed Income component of a portfolio? Holding Cash or Money Market funds would generate virtually zero income, nor provide an opportunity for appre-ciation. GICs would fare a bit better but, with low yields and no capital appreciation, fail to match inflation. Individual bonds would fare better but represent higher risk due to limited diversification.

A credible option might be a one to five-year, low-cost, laddered Exchange-Traded (ETF) Cor-porate Bond Fund. This would produce around three per cent in annual yield, with limited down-ward pressure on capital values as interest rates increase. A solution could also include a carefully-selected Laddered Preferred Share Fund.

With most fixed income investments no lon-ger delivering the automatic hedge against falling equity values, it becomes even more important to exercise great care in the choices made, both within the fixed income, as well as in the equity components of one’s portfolio.

LANGFORD — A suspect who is being described as a violent prolific offender was appre-hended in Highlands on Tues-day.

West Shore RCMP, respond-ing to a call of a stolen 1996 green Jeep Cherokee, were led on a chase and search Tuesday morning, which became after-

noon before it was all over.The vehicle was reported sto-

len from a residence in High-lands and was spotted in Lang-ford. When police attempted to intercept, the suspect led them in a pursuit, at which point Saan-ich, Central Saanich and Sidney/North Saanich RCMP were called in to help locate the vehicle and

suspect, which they did with the help of a police dog.

The suspect was subdued and apprehended on Ross Durrance Road in Highlands after a fight with a Sidney RCMP officer.

He was in possession of a loaded handgun at the time of his arrest and is being held in custody until appearing in court.

ety of art and variety of talent,” says show co-ordinator Donna Jean. “We’ve got internationally known artists as well as emerg-ing artists. If you’re a member of (the society), you can show your work.” That inclusivity lends itself to a nurturing envi-ronment, she adds.

And a fun environment too, says returning artist Kit McDon-ald.

“It’s exciting, because it’s such a beautiful show. It’s fun just being there and talking to people and hearing their com-ments,” she says. “There’s an energy about the whole thing; it’s a very positive and happy atmosphere.”

McDonald has expressed her artistic talents with a number of mediums over the years since she first joined up with SPAC in the mid-1970s. Watercolour, pot-tery, mixed media, and more recently, pure acrylic paintings - her contribution to the art show next weekend.

“I went on a road trip this win-ter,” she says. “I normally work in collage and mixed media, but I got really excited to paint with just acrylic.”

Several of her newer pieces have been inspired by “mist that comes off the snow when the sun comes out,” says McDonald.

Ian Sherwood and Coco Love Alcorn are bringing their unique blend of folk, pop and soul to the Charlie White next month, a concert that’s sure to be as much fun for the duo as it is for the audi-ence.

First meeting in 2007 when Sherwood opened for Alcorn in Halifax, the pair quickly hit it off.

“We immedi-ately started touring together,” said Sher-wood. “Eventually it became a melded set, and it very organically became the ‘Ian and Coco’ show, rather than each of us individually.”

Melding Sherwood’s award-winning folksy stylings with Alcorn’s smooth, soulful vocals, the duo took their com-bined wealth of musical experience and talents and unearthed a sound that audiences loved.

Winning Best Male Artist at the 2012 International Acous-tic Music Awards and Contemporary Singer of the Year at the 2013 Canadian Folk Music Awards, Sherwood has proven his mettle in the folk world.

Alcorn has a hand-ful of nominations from the East Coast Music Awards and Nova Sco-tia Music Awards,

including Female Album of the Year, Jazz Album of the Year and Songwriter of the Year.

And with a band’s worth of instruments between them, the sound is certainly never stale.

“She dabbles in trum-pet, and I play saxo-phone,” said Sherwood. “There’s a big sound for just two people.”

The duo use that full-ness of sound to make sure every show they perform is exactly what their audience wants.

“We share our sense of humour as well, so there’s a lot of laughter onstage. We do a pro-fessional show, but we like it to be very loose,” he said.

“The audience is really important to us, so when we do a show, we really want to make sure the audience is having a good time,” said Sherwood.

Good times are sure to be had all around, as Sherwood and Alcorn only get to play together a few times a year due to their packed schedules.

“This will be the first show that we’ve done in about a half a year, so we’re very excited,” said Sherwood. “It’s a ton of fun.”

“I never realized how much colour there is in a winter landscape. It was just really inspiring.”

“When you’re driving, you can’t stop and take pictures,” she says with a laugh. “So I just tried to capture what was left in my mind’s eye.”

Rarely painting from pictures, McDonald tries instead to grasp what it is about a scene that cap-tures her attention, and adding a dash of her own impressions and artistic license, transfers it to the canvas.

She’s looking forward to entering the pieces into SPAC’s annual show, in part to glean inspiration from her fellow artists.

“I think it’s stimulating, in terms of the creative

juices, and it’s always great to hear what the public think about things too. You can get a sense if some-thing is really working.”

Fellow artist Janet Remmer agrees.

“It’s a great opportunity to dis-play your work and have other people look at it or buy it. It gives you a lift to know your work is being looked at, and just to be part of the community with what you’re doing.”

A painter — and member of SPAC — for more than 40 years, Rem-mer started experimenting with pottery several years ago and fell in love.

“I like working physically. I’m a gardener for one thing. I’m always digging around and I like work-ing with my hands,” she says. “I’ve just enjoyed starting from scratch. It’s all hand-built, not on the wheel.”

“It’s East Indian hand wedge pottery. It’s a totally different method than putting one coil on top of the next.”

Her pieces are “a little unusual” in that they’re more sculptural than your average floral vase or vessel, and can run quite large — upward of two feet high in some cases.

Remmer will have roughly 10 pieces at the show, one of more than 200 artists who will be featuring their work.

She adds that the society itself is unique in that anyone can join.

“It’s for artists of any calibre, whether they’re just starting or they’re professionals. Getting into art was a way of keeping my sanity when I was raising young children,” she says, laughing, “and then having a group that was so welcoming and encouraging, that was just amazing.”

To help support the show and sale, SPAC is still looking for patrons until April 22, says Jean. With a donation of $125, patrons are granted an early look at the artworks at an evening gala April 24. Patrons, plus a guest, can enjoy wine and appetiz-ers while browsing and can receive up to $100 off if they purchase a piece of art that night.

The show runs 10 a.m. to 6 p.m. on Saturday, April 25 and 10 a.m. to 4:30 p.m. on Sunday, April 26 at the Mary Winspear Centre, 2243 Beacon Ave-nue in Sidney. Admission is $4, valid for both days.

Family wagon with sporty genesCompact crossovers are perfect for moving families around in comfort and confidence, especial-ly when equipped with all wheel drive (AWD).With so many new entries coming into the market, challenging the established frontrunners like the Honda CR-V, Toyota RAV4 and Ford Escape, each manufac-turer needs an angle. Mazda’s approach with the 2016 CX-5 is a sporty attitude and upscale amenities. Mazda has taken the original CX-5, which first arrived in 2013 and has given it more features, a new front design but kept the same “Zoom-Zoom” attitude.LooksThe Mazda CX-5 is not as big as the CR-V or Nissan Rouge but larger than the VW Tiguan or Hyundai Tucson. It is small enough to make city manoeuvering easy but large enough for an average family. The updates to the exterior for 2016 include a new, more bold front grille, reworked front bumper and on the top GT (seen here), LED headlights, fog lights and taillights. The GT also gets great looking 19-inch wheels, and the lower trim levels are fitted with 17-inch wheels.InsideWhat sets the CX-5 apart from much of the

competition is a class-above dash and interior. Most of the products in this class come fitted with hard, cheap-feeling dashboards and utilitarian feeling switches and dials. Mazda has invested heavily in the interior, producing a soft touch dash, smooth and sophisticated looking and feeling switchgear, all making the cabin more upscale. On the base model, buyers must invest in the $1,900 convenience package to get essential items like Bluetooth, radio controls on the steering wheel and the new HMI centre control unit that interacts with the 7-inch centre screen. This brings the price to $26,795, placing it right in the middle of the compact market. The middle

$29,249 GS trim will be the volume seller, thanks to a bigger engine and a new height adjustable passenger seat, two USB connectors in the centre console, and blind spot moni-toring system. The top $34,895 GT trim (seen here) adds automatic climate control, standard navigation, 19-inch wheels and leather interior. Unfortunately, none of the CX-5 models come with a power tailgate. DriveMazda has stuck with the 155hp 2.0L direct injection engine and a manual transmission in

the base model. This combo is only available with front wheel drive (FWD). If the base en-gine is paired with the all wheel drive (AWD) system, then the buyer needs to choose the 6-speed automatic. The middle GS and top GT trim come with the more powerful 184hp 2.5L 4-cylinder. The GS can be equipped with FWD or AWD and all GT models come standard with AWD. What sets this apart from the competition is the handling and dynamic feel Mazda bakes into its products. The CX-5 can be thrown into corners with true confidence but the suspension is never jarring. The GS and GT also come standard with a sport setting for the transmission that is too aggressive for daily use. The base setting works the best and when more power is needed, I tended to flick the transmission to manual mode for a more precise experience.

Verdict It might not be the least expensive vehicle in this hot compact crossover segment but due to a conventional 6-speed automatic and class above amenities, it’s certainly in the running as a segment leader.

Los Angeles/Palm Springs, CA – For 2015, Dodge introduces a new breed of Journey. One that has more visual appeal, lots of power and a few features to keep your drive exciting, even when it isn’t.Enter the Crossroad AWD edition. It’s clad in a Redline exterior pearl paint, and sparkles under the Californian sun or any sun for that matter.Thanks to distinctive front and rear fascias with Platinum Chrome accents, Platinum Chrome side sills, Platinum Chrome roof rails, dark-tinted head-lamps and tail lamps, and unique 19-inch Hyper Black aluminum wheels, it tends to garner looks from all passersby.This particular Journey is a much better looking vehicle than I had anticipated and I’m impressed with how it has evolved since its introduction in 2009. But it’s not just looks alone that make this crossover one of the best selling products in the Dodge lineup, and one that has earned numerous accolades.Inside, a visually stimulating cabin also welcomes the driver and passengers.First off, leather seats with sport mesh inserts come standard. Then you have Liquid Graphite appliques, a 213.4mm (8.4-inch) Uconnect touchscreen and a power driver’s seat and passenger fold flat seat with in-seat storage.The in-seat storage is a feature I found exceptionally handy, particularly when I wanted to tuck away some miscella-neous items I purchased along the road.

Or I wanted to keep my snacks out of the sun when driving hours on end in California!Along the undulating SoCal roads, it was quite handy to have the 3.6L, Pentastar V6 engine under its hood for that extra bit of power I used climbing hills. It comes with a healthy helping of 283 horsepower and 260 lb-ft of torque and is matched with a six-speed automatic transmission that shifts with ease and smoothness.Additionally, the Crossroad version has a

temperate nature and one that is pleas-ant to drive for long hauls. It absorbs road imperfections without jarring the passengers inside.The only snag comes when you want to accelerate quickly to pass someone. There’s a generous helping of torque steer so make sure you give yourself enough room in the lane to accommo-date for it. Yes, it’s an all-wheel drive, so it’s not, by nature, prone to this type of action, but this particular vehicle was.Despite its size, it doesn’t feel like a

chore to manouevre. Especially when navigat-ing through the In-n-Out Burger drive-thru for a pre road trip delicacy. Though there were only three people in the cabin of the Journey at any given time, there is room for up to seven people.Furthermore, the third and second row fold down easily to load or unload larger ticket items, such as a road bike I had rented while in the Palm Springs area. When it comes to cargo space, behind the second row seats, you have a gener-ous 1,000L, and behind the third row – when they are up – there’s 300L.Ingress and egress is also a strong feature of the Journey. Despite its SUV DNA, the seats aren’t so high off the ground that it requires passengers, both young and young at heart, to hoist themselves up and in.And I can’t forget to mention just how great it is to work with the Uconnect infotainment system. Entering in a des-tination into the navigation is probably the most intuitive and user-friendly in the industry. The 8.4-inch screen is large and therefore doesn’t require me to take my eyes off the road for longer than necessary.Music through the speakers – via

the SiriusXM stations or my playlists – kept me grooving even in rush hour traffic. With the count-less kilometres logged on this Dodge, it wasn’t too hard to find much joy in this new Journey.In fact, it was quite a treat.

“The only thing Sid-ney is guilty of,” Wain-wright said, “is bad communications. The Town has been work-ing through the CRD process on this issue.”

Sidney’s Chief Administrative Officer Randy Humble said criticism of the lack of action over the years is fair, noting the Town is ready to take action now.

“We are hearing resi-dents’ concerns and frustrations ... from past to present ... and that’s fair game,” Hum-ble said. “All we can offer is an assurance of the Town’s commit-ment.”

The municipality has set aside $40,000 in its budget this year to plan for the pond sediment cleanup and to design

upgrades or removal of the dam that created the pond. Any actual work won’t take place until 2016 at the earli-est, said Wainwright — and that will depend further on the willing-ness of the stakehold-ers to put up a portion of the cost, or on the availability of grant money.

“It’s a complex issue due to the multi-jurisdictional nature,” added Humble, noting that while they could not offer any guaran-tees on work timelines, “this issue has become a high priority for coun-cil.”

Residents along Reay Creek asked about the impact of the con-tamination on wildlife, as well as the issue of storm water flow levels, erosion and property

values. Some were criti-cal of the lack of action over the years but most agreed what the Town is doing now is positive — as long as there’s actual follow through.

Residents’ associa-tion spokesperson Bill

Collins said what has become clear in the group’s three meetings so far, is a significant amount of dissatisfac-tion with past councils — but also a positive attitude looking ahead.

“They’ve known there is a problem, but nothing has been done,” he said, add-ing the group hopes to communicate with the Town in this process and hold their feet to the fire.

“It’s our voice, our words, that (council-lors) need to hear.”

“We can give the right group of people the lee-way and then turn them loose,” Wainwright said.

“Tonight, we’ll just be getting this started,” said Mayor Steve Price, adding he sees a commission as a fluid organization that will report to council.

Sidney has $75,000 in its economic develo-ment budget for 2015. A staff report indicates that money could be used to help establish a commis-sion, participate in regional initiatives and external requests or act on specific contracts.

The first time you meet Bob Grainger it can be intimidating. The retired Black Press

newspaper executive is an imposing presence.

But ask anyone who has worked with Grainger and they’ll say you couldn’t meet a nicer guy.

“He definitely has a game face that is rough and tough, but he cares more about people and newspapers than any-one,” says longtime friend and co-worker

Mark Warner, who has known Grainger for 22 years.

To Grainger, it’s always been about the people and “doing a good job.”

So, it shouldn’t be surprising that Grainger will be honoured with the prestigious Eric Dunning Award for Ded-ication and Service to the Community News-paper Industry, when the B.C. and Yukon Community Newspa-per Association meets for its annual conven-tion at the end of April.

From hardware sales-man to being the right-hand man of Black Press founder David Black – Grainger’s 33 years in the newspa-per business has been colourful.

It began in 1976 when Black was the owner and publisher of the Williams Lake Tribune and was in need of a sales manager for his growing newspaper.

the Interior of B.C.In 2000, Black Press

had expanded greatly taking in most of B.C. and Washington State, not to mention Hawaii, and Grainger took on more responsibilities by becoming president of the Prairie Group as well as Cariboo Press.

He was named chief operating officer in 2002 and moved to Victoria from Williams Lake to work alongside Black.

“David trusted me explicitly,” Grainger said. “We were very good friends. We did all the good things together and all the bad things together. I loved his family and they loved me.”

Black said Grainger was a quick study and an asset to the com-pany.

“I’m not surprised he stayed around for so long. I was always able to give him new chal-lenges, and he got the job done,” Black said.

“He was a lot of fun to be around, too.”

Grainger always remained committed to his community, and expected the same from his newspaper staff.

For him it started with the minor sports his kids were involved with – hockey and football –  and soon morphed into other areas such as service clubs, community boards and organi-zations like the Wil-liams Lake Stampede and Juvenile Diabetes Research Foundation.

When he came to Greater Victoria, Grainger became the honourary chairman of JDRF and raised thou-sands of dollars for the charity.

“I want to leave this world with some con-fidence that I helped change some people lives and I think I did that,” Grainger says.

Warner, who nomi-nated Grainger for the award, says his former boss was a mentor to many people and orga-nizations.

“Bob is wonderful. Staff and community residents know him as a forthright leader and an honest man with an engaging personality,” Warner says.

For Grainger, it was all in a day’s work.

Since his retirement, he’s played it low-key. He does a little fishing, hunting, golfing and has had more time to devote to his wood-working hobby.

One thing he does miss about working, though, is the people.

“I miss people amaz-ingly. It was the best ride. It was the best thing in my life,” he says.

The first time you meet Bob Grainger it can be intimidating. The retired Black Press

newspaper executive is an imposing presence.

But ask anyone who has worked with Grainger and they’ll say you couldn’t meet a nicer guy.

“He definitely has a game face that is rough and tough, but he cares more about people and newspapers than any-one,” says longtime friend and co-worker

Mark Warner, who has known Grainger for 22 years.

To Grainger, it’s always been about the people and “doing a good job.”

So, it shouldn’t be surprising that Grainger will be honoured with the prestigious Eric Dunning Award for Ded-ication and Service to the Community News-paper Industry, when the B.C. and Yukon Community Newspa-per Association meets for its annual conven-tion at the end of April.

The Raincoast Con-servation Foundation is hosting an entertain-ment-laced evening of Salish Sea inspired scientific talks next week, with Saanich-Gulf Islands MP Elizabeth May giving the key note presentation on how to protect the Salish Sea, southern resident killer whales and all of B.C.’s coastal waters.

Raincoast biologist Misty MacDuffee will open the evening after a welcome from Adam Olsen from the Tsartlip First Nation. She will address current threats to the ecosystem, in particular those relat-ing to the killer whale population.

The evening will offer up “a really interesting and in-depth presenta-tion about the ecologi-cal values of the Salish Sea and what it means to the region,” said Chris Genovali, execu-tive director of the Raincoast Conserva-tion Foundation. “And a good overview of the Kinder Morgan trans-mountain proposal and the threats it poses.”

In addition to the talks, the foundation is also screening Directly Affected, a short docu-mentary about the pro-posed pipeline.

“It’s been a very unfortunate situation, in that there was an attempt to fast track this project and its approval, and in doing so it’s created even more controversy,” said Genovali.

He explained there have been no oral tes-timonies accepted, no cross examinations allowed of expert inter-veners on either side, and a “severely trun-cated process.”

The film is the Foundation’s effort to address some of those issues.

Ultimately, it’s about “having a frank con-versation about the challenges that the Sal-ish Sea is facing in the coming years,” said Genovali.

“Celebrating the Salish Sea” begins at 6 p.m. at the Charlie

White Theatre at the Mary Winspear Cen-tre with a reception to meet the scientists, view non-governmental organization displays and visit the bar. Pre-

sentations and musical entertainment begin at 7 p.m. Elizabeth May will be taking questions after her presentation.

Anne (Annie) Harris passed away peacefully in her sleep, just three months short of her one hundredth birthday. Anne was born in Birkenhead, England to Richard and Elizabeth Fletcher, the youngest of their eight children. She married Charles in 1940 and they immigrated to Canada in 1949. Anne was predeceased by her loving husband in 1986. Anne is sadly missed by her two daughters: Janet (John Irving) and Linda (Kent Cavaghan); grand-sons: Nick (Meg), Matthew (Lindsay), and Gibson; great grandchildren: Max, Selah, Willem, and Elliott; and many dear friends and rela-tives. Anne was a devoted wife and mother, a talented knit-ter, seamstress, and homemaker. She was also a hard work-ing volunteer in her community and a successful business woman in the various sales and management positions she held. Anne was an outgoing person who cared for and sup-ported neighbors and friends. She was a lifetime member of the Order of the Eastern Star. Th e family extends our sin-cere appreciation for the care and love mom received from Esther Webb at Armstrong's Abbeyfi eld and the wonderful staff at Pleasant Valley Manor. John Charles Mackelson , age 50, died tragically on Thursday April 9th 2015, following a motor cycling accident in North Saan-ich, BC.

Born May 8th 1964, in Selkirk, Manitoba, and moved to Sidney, Vancouver Island with his parents as a child, John was known and loved by all those who knew him, and whose lives he touched. John was a French trained chef, who worked for the last 20+ years with Thrifty foods at their Thrifty Food Kitchens on Keating, Sidney store and had recently moved to the Saanichton store in Feb 2015. John not only touched the hearts of his fellow employees, but his customers as well. His positive attitude was what everyone loved so much about him, and how he would do anything to help anyone in times of need.

He will be fondly remembered by many, for his volunteer work each Christmas preparing and serving at the Peninsula Christmas dinner; for his love of the great outdoors - mountain biking, hiking and swimming; for cheering on his Detroit Red Wings, and most of all his dogs – for Mario and Murphy.

John leaves behind heartbroken family in the US (Jeff, Britt, Ty-ler, Lora, Rick and Yulia), and in Winnipeg – Eileen. Most of all he leaves behind his true soul-mate, best friend and biggest fan - his wife Claire.

A private service was held for family and close friends on Wednesday April 15th. A celebration of life is being planned for the end of June/early July 2015, to which friends and community will be invited.

As a legacy of John’s volunteer work with Peninsula Christmas day lunch, his family would appreciate donations, in lieu of fl owers, to help support the Christmas lunch. Please deliver all donations to the Sidney Thrifty Foods store.

What’s billed as “Victoria’s largest building, renova-tion and decor show,” the 2015 Victoria Home Expo will be taking over the buildings and arenas of West Shore Parks and Recreation in Colwood this week-end.

Some of the features of this year’s event will be the furniture and mattresses to try before you buy, closet and personal organizers to help you control your clutter, cutlery and cookware to restock your kitchen and even food items to find cooking inspiration from.

Combine those with the expert advice on hand from experts in everything from home decor to kitchen and bathroom renovations, painting to floor-ing to window coverings, and visitors to the show are sure to find something they can use or ideas for projects to undertake in their own homes.

It’s also free admission this year to take in the almost 300 exhibits, booths and demonstrations.

After the turnout at the Victoria Early Spring Home Renovation and Decor Show – held Feb. 27 to March 1 in Saanich – which was free for the first time this year, organizers have decided to continue that trend and make the Home Expo a free event for visitors, as well.

Be sure to get your “show passport” to get stamped at vendors around the event to be entered to win a $1,000 gift card from Capital Iron.

The hours of the show are Friday from 1 to 9 p.m., Saturday from 9:30 a.m. to 5:30 p.m. and Sunday from 10 a.m. to 4 p.m.

It’s exciting enough to be preparing to play in a world-class tournament, but two members of Canada’s inter-national women’s sevens rugby program have been thrilled by the level of sup-port they’ve seen in and around their adoptive home-town.

Scrum half Elissa Alarie and centre/wing Paige Far-ries, who are roommates in Colwood, get stopped regu-larly by well-wishers when they’re out wearing their national team gear.

“Anywhere from Langford, Colwood, View Royal and Victoria, it’s amazing,” Far-ries says. “If you’re wearing the Rugby Canada emblem, people will stop you and con-gratulate you for how your team did, or even how the men’s team is doing or the women’s 15s are doing. It’s a really incredible culture around here; people don’t need to ever have played rugby to be a supporter of the game.”

As the Canadian squad gets ready to host 11 of the world’s top teams for this weekend’s Canada Womens Sevens event at Langford’s

Westhills Stadium, the play-ers can feel the excitement building, both within their ranks and in the community, Alarie says.

“We get to train at great facilities like PISE and at the (Rugby Centre of Excellence in Langford), and so people see us a lot around town,” she says. “They’re often ask-ing, ‘when can we see you play?’ And we’re always say-ing ‘well, we kind of play internationally, elsewhere.’ Now for the first time it’s nice to actually say we play coming up this weekend, so get your tickets. People are really excited to see us play, finally.”

The tournament kicks off Saturday, April 18 with an 11 a.m. match between France and China. With these fast

and furious matches over in 20 minutes, fans won’t have

long to wait to see Canada’s first game, a 12:50 p.m. show-down with Russia.

Pool play happens all day Saturday, with the playoff quarter-finals set for Sunday starting at 10 a.m.

Alarie, a native of Trois-Rivières, Que., was among 12 players selected by head coach John Tait to play in the Langford tournament.

Farries was in the lineup for the recent Hong Kong Sev-ens tournament but won’t be on the pitch this weekend. Nonetheless, she and oth-

ers not chosen remain very much part of Tait’s roster puzzle for upcoming events on the IRB Women’s World Series.

The Canadian women’s team has been consis-tent through the first three rounds of the series, working its way into a tie with Austra-lia for second place overall. The top four finishers auto-matically qualify for the 2016 Rio Olympics, when sevens rugby makes it debut.
