ABOUT THE AIRPORT
The Northern Colorado Regional Airport (FNL) is a Class 1, Federal Aviation Administration,
Federal Aviation Regulations (FAR) Part 139 Certificated Airport and is categorized as a primary
commercial service non-hub airport. FNL maintains a FAR Aircraft Rescue and Fire Fighting (ARFF)
Index “B” status. The airport’s elevation is 5,016’ Mean Sea Level and has two operational
runways. Runway 15/33 is the primary runway and is 8,500’ in length and 100’ in width. There is
also a crosswind runway, 06/24 that is 2,273’ in length and 40’ in width.
Located approximately 55 miles north of Denver and near Loveland and Fort Collins, it is one of
only fourteen federally certified commercial airports in the state of Colorado. The airport is
governed by the Northern Colorado Regional Airport Commission which consists of a seven-
person panel; two members from the City of Loveland Council, two members from the City of Fort
Collins Council and staff, and three citizens.
In addition to general aviation operations, vacation charters are offered at the airport and the
airport is also home to three flight training schools, two fixed-wing and one helicopter school. The
airport has seen both scheduled passenger and scheduled charter service in the past, but none
since the departure of Allegiant Air in 2012. Approximately 94,000 operations per year occur and
there are 245 based aircraft at the airport.
The airport is in the process of getting a “first-in-the-nation” FAA-supported remote air-traffic
control tower that positions the airport for future growth. This is cutting edge technology as the
air traffic controllers will be working at a remote facility, utilizing an integrated video and radar
system to manage air traffic for the airport. New hangars as well as a new master plan are
currently under development. In addition, Aims Community College is locating its flight operations
and aircraft maintenance to the airport. FNL’s mission is to provide a fiscally sustainable airport
to the region with facilities that meet the highest FAA standards for safety and efficiency while
ensuring the long-term ability of the airport to serve Northern Colorado as a transportation hub
and a global gateway for commerce.
The airport is very well maintained and operated by the airport staff and support services from
the cities of Loveland and Fort Collins.

With all the exciting changes occurring at the airport, it is more critical than ever to ensure that
the airport has the appropriate number of staff and skillsets in order to support current as well as
future operational needs.
EXECUTIVE SUMMARY
The Colorado Regional Airport (FNL) has developed a 2018 Strategic Plan that includes several
goals and objectives within the areas of innovation, organizational excellence, fiscal sustainability,
economic development, and regional collaboration.
One of the task activities in the organizational excellence goal is to ensure that the airport has
adequate staff for both the current and future needs of the airport operation. In order to
understand what those staffing needs are, it was necessary for the airport to conduct a
comprehensive staffing analysis.
The review included a site visit by ADK Consulting and Executive Search Senior Vice
President/Chief Human Resources Officer Gale LaRoche, Ph.D., J.D., SHRM-SCP and Senior Project
Manager Rod Dinger, A.A.E. Dr. LaRoche has extensive experience in all areas of human resources
management and workforce planning.
Mr. Dinger is a retired airport executive with extensive experience in airport management. Over
the three-day visit, they participated in meetings with all staff members. In addition, Dr. LaRoche
met with Ms. Julia Holland, Director of Human Resources for the City of Loveland. Many of those
meetings were conducted one-on-one so the staff member felt comfortable talking freely. ADK
would like to thank the FNL staff and the City of Loveland staff for their cooperation,
professionalism, and access.
ADK reviewed the current organization staffing and gained an understand the functions and roles
of those who are current employees of the airport as well as the type of support services the
airport receives from the cities of Loveland and Fort Collins, Colorado.

In the course of this study, ADK has completed the following:
• An analysis and determination of the composition and skill sets of the workforce that will
be required to strategically position the airport to achieve its current and future business
objectives. This was achieved by gaining an understanding the daily airport operations
and activities.
• Conducted a current skills inventory to determine employee’s skills and abilities as well
as their future career interests.
• Performed an analysis of regular and retirement turnover.
• Conducted a gap analysis between the current operational activity and the operational
activity that will take place in the future state of the airport.
• Created a recruiting and training strategy to be employed to address the gap between
current and future state of the airport.
METHODOLOGY
We have selected U.S. airports of enplanement and total operations sizes that mirror the goals of
FNL’s growth of commercial service to ensure external market compensation competitiveness.
The data collected is displayed in the report primarily in bar charts and pareto charts. These
different types of analyses assist in reviewing the data in various ways to ensure a thorough review
of the information.
A focus on the role and current activities, as garnered from each staff member, was the
foundation for this study. The formal job descriptions were reviewed and are contained as part of
this report.

FNL HISTORICAL ENPLANEMENTS
In previous years, FNL had experienced higher enplanements due to the fact that Allegiant Air
provided commercial air service at the airport. In 2012, Allegiant Air discontinued scheduled
charter passenger air service from FNL and enplanement rates dropped dramatically in 2013. It
was identified, by Allegiant Air officials, that the reason for discontinuing the service was due to
Allegiant Air pilots citing safety concerns regarding FNL being a non-towered airport coupled with
its location within the complex Denver area air space. In order to address this issue and to assist
in attracting the return of scheduled passenger service to the airport, Mr. Licon began to work
with the Colorado Division of Aeronautics, Searidge Technologies, William E. Pane and Associates,
the National Air Traffic Controllers Association, and the Federal Aviation Administration to install
a remote tower at the airport. The project is titled “The Colorado Remote Tower Project” and the

One of the stated goals listed in the FNL’s 2018 Strategic Plan is to “secure full and sustainable

STAFFING – DUTIES & RESPONSIBILITIES
The current duties and responsibilities of the airport staff are listed below.
Airport Director
The Airport Director is responsible for the safe and efficient daily operation, planning,
development and maintenance of the Fort Collins/Loveland Municipal Airport. The primary duties
of this position are to comply with all rules, regulations and policies affecting the Airport and
Airport personnel, as issued by the Cities of Fort Collins and Loveland, TSA, and the FAA.
Responsibilities may include, but are not limited to:
• Develop and monitor annual operating and capital improvement budgets.
• Participate in the negotiation of tenant and use agreements.
• Formulate and enforce Airport rules and regulations.
• Monitor Airport personnel, methods, procedures and facilities to improve Airport
efficiency.
• Maintain the physical condition of the Airport facilities and ground equipment.
• Provide for all aspects of Airport security.
• Maintain a readiness to handle emergencies.
• Establish an effective noise abatement program.
• Liaison activities, as appropriate, with County, State and Federal agencies.
• Supervise Airport staff
• Apply for and pursue grants to aid in the development of capital improvement program.
In addition, the Airport Director will be part of the management team of the two cities, and as
such is expected to conduct Airport operations in a like manner as other City departments.
Airport Operations Maintenance Supervisor
The Airport Operations Maintenance Supervisor performs various duties to ensure the general
safety regulatory requirements of the airport are met. The Supervisor ensures that the airport is
operated in accordance with FAA Part 139 requirements and TSA regulations. The majority of this
role’s time is spent supervising the maintenance and operations staff. The Supervisor must be
available on a year-round twenty-four (24) hour on-call basis. The Supervisor must continually

monitor airport activities and respond to any airport emergencies. Responsibilities may include,
but are not limited to:
• Supervises, coaches, disciplines, and sets work schedules for operations and maintenance
staff.
• Trains operations and maintenance staff in Part 139 and TSA regulations. Experienced
and knowledgeable in FAA Part 139 Regulations and TSA Regulations.
• Assists with implementing and updating the Airport’s Security Plan.
• Distributes assignments for staff and ensures the airport is in conformance with local,
state and federal requirements.
• Ensures that the airport’s property, buildings, runways, taxiways, ramp areas, equipment
(tractors, mowers, snow removal equipment, mowing equipment) are kept repaired and
in good safe operating conditions.
• Issues NOTAMS. Commands snow removal operations and operates snow removal
equipment as necessary.
• Monitors and updates the Airport Storm Water Management Plan and other EPA
regulatory requirements.
• Assists with implementing and updating the Airport’s Emergency Plan.
• Ensures the airport compliant with the Airport Certification Manual and prepares updates
to other plans or programs associated with the manual and or airport certification.
• Manages the airport access control system and access control program.
• Implements TSA regulatory requirements for the safety and security of the Airport.
• Communicates effectively with airport tenants and the general public.
Airport Operations & Maintenance Technician
The Airport Operations & Maintenance Technician duties include performing general airfield
maintenance to ensure the operational safety of the airport 365 days per year, 24 hours per day.
This includes the maintenance of the airfield facilities and aircraft operational areas to ensure
safety in accordance with Federal Aviation Administration (FAA) Code of Federal Regulations Part
139 and to ensure that airport security is maintained in accordance with Transportation Security
Administration (TSA) Regulation 1542. Responsibilities may include, but are not limited to:

• With supervisory oversight, performs airport patrols and daily inspections and other
functions associated with airport operations, which assures the airport’s compliance with
federal, state, and local regulations.
• Conducts and assists with the repair and maintenance of airport equipment, hangars,
buildings, and grounds.
• Is on twenty- four (24) hour on-call events such as snow removal during winter months,
including weekends and holidays.
• Performs general operations and assists with the maintenance of all airport vehicles and
equipment, including tractors, mowers, snowplows and dump trucks.
• Conducts job duties safely within an airport environment where aircraft operations occur.
Maintains the airfield and facilities in compliance with the Airport Certification Manual
and all federal, state, and local regulations.
• After required training is done, assists the Airport Security Coordinator (ASC) in
maintaining the airport’s compliance with TSA Part 1542 Security Regulations and the
Airport Security Plan (ASP).
• At the direction of the Airport Director and/or the Airport Operations and Maintenance
Supervisor issues NOTAMS and performs other duties as assigned.
Executive Assistant
The Executive Assistant supports the needs of the airport by fulfilling administrative,
organizational, and operational responsibilities for the Airport Director and the Airport
Operations and Maintenance Supervisor. Responsibilities may include, but are not limited to:
• Answers phone inquiries from the public and other city departments.
• Assists with federal and state grant administration.
• Composes and edits written correspondence, coordinates meetings, and explain policies
and procedures to customers and staff.
• Coordinates the submittal of City Council and Northern Colorado Regional Airport
Commission information with the Airport Director and the cities.
• Coordinates marketing and public information management including electronic
communication resources.
• Develops and maintains computer skills proficient in utilizing the internet/intranet,
spreadsheets, databases, and word processing software.

outreach.
• Assists with Airport Safety Management system.
• Performs research, generates reports, and distributes information.

• Maintains and organizes airport security badging and processing.
• Prepares information and presentations for public meetings.
• Prepares and maintains department policy and procedure manuals.

• Promotes effective administrative procedures for the department.
Business Development Specialist
Under the direction of the Airport Director, the Business Development Specialist is responsible to
plan, develop, implement, and administer business development initiatives and planning
strategies that align with policies outlined by the airport’s adopted Strategic Plan and Master Plan.
The role utilizes an entrepreneurial approach, collaborative leadership style, and effective
analytical skills to perform these functions in addition to fostering relationships with leadership
and staff from the two cities and other organizations within the region. The primary objectives of
this position will be to initiate, and lead activities related to airport planning and development,
enhancing revenue generation and diversification, act as a primary point of contact for private
development plan submittals, and assist with capital project planning and management activities.
Responsibilities may include, but are not limited to:
• Preparing requests for proposals, recommends selection for external professional
services, reviews work scopes, writes contracts, directs the work of consulting partners,
assists with cost estimation, and submits progress reports to management.
• Establishes and oversees processes for marketing, negotiating, and recommending award
for business development opportunities for airport owned property, and land adjacent
that could request airport access.
• Prospects new development and businesses interested in establishing a presence at the
airport by researching various resources for potential businesses, creating proposals, and
conducting presentations to prospective tenants.

• Champions, cultivates, and oversees the airport’s “customer first” organizational
approach for customer service on a daily basis.
• Coordinates the negotiation of new business opportunities with current and prospective
tenants of the airport including specific terms and conditions, development plans,
investment, and financing.
• Coordinates the engagement of industry specialists to analyze opportunities and market
them to prospective airport users.
• Represents the airport at networking, business events, and industry trade shows. Initiates
and maintains strong and productive client relationship management strategies and
tactics to ensure opportunities for investment in the airport.
• Effectively interfaces with other airport staff and policymakers in the research and
analysis required to support development opportunities and associated marketing
materials.
• Oversees real estate, property management, and associated planning functions of the
airport.
• Coordinate with internal and external development partners to develop long term
strategies for infrastructure in and around the airport including the City of Loveland’s
Development Services department, Public Works department, Power division, the Fort
Collins- Loveland Water and South Fort Collins Sanitation Districts, Excel Energy, and
Communications network providers.
• Supports compatible land use surrounding the airport by actively participating in land use
proposals and planning updates by area municipalities including the Cities of Loveland,
Fort Collins, and Larimer County.
Intern II
This program is intended to provide a student/intern an all-around introduction to professional
airport management and operations at a public use general aviation/commercial service airport.
At the end of the internship period, the intern is intended to be able to demonstrate adequate
knowledge of airport management and operations.
The duties of the Intern II will be directly related to the management and operation of the Airport
and will involve both inside and outside work. Work duties will generally include airport

management functions, airfield operations, airport maintenance activities (including operation of
maintenance equipment), airport finance and budgeting, marketing and promotions, aircraft
rescue and firefighting, and special projects. While the intern will work directly for the Airport
Operations Maintenance Supervisor, he/she may routinely work under the supervision of other
airport staff members. In addition, the Intern II will be trained in the compliance, inspection and
record keeping of the Airport FAR 139 Certification Manual (ACM), Airport Security Plan (ASP),
Airport Wildlife Management Plan and Storm Water Management Plan.

STAFF SKILLSET ANALYSIS & RECOMMENDATIONS
The following recommendations were developed after a review of the current job descriptions
as well as interviewing each staff member.
The staff of FNL have demonstrated that they are fully committed to the success of the
airport and that they are, and have been willing, to do whatever it takes to further the airport’s
interests and are enthusiastic about the opportunity to grow their careers within the
airport. Their dedication and teamwork is a credit to the airport and a confirmation that the
airport is flourishing under the leadership of Mr. Licon.

PROPOSED STAFFING CHANGES DISCUSSION
In benchmarking airports with enplanement levels that are the eventual goal of FNL - 20,315 to
96,201 enplanements, the average number of staff in order to support that growth is
approximately fourteen (14). FNL currently has a headcount of five (5), with a vacant Airport
Operations - Maintenance Technician position and an Intern position for a total of six (6)
budgeted headcount, not including the Intern position, as it is a state-sponsored program.
It is clear from our interviews with staff as well as the results of our benchmarking, that the current
staff number and composition will not carry FNL to its future desired state of supporting increased
commercial traffic. We learned that almost every staff member is engaged in not only repairing
and maintaining equipment, but also manning the equipment when there is a snow emergency.
In light of this information, we propose the following changes.
The staffing recommendations encompass a three-phase implementation. The first step to
making these recommendations are to review the current organization structure, interview FNL
incumbent employees, and to benchmark comparator airports and their staffing structure and
size.
Current State: The first organization chart displayed in this report is the current airport structure,
which consists of an Airport Director, an Executive Assistant, a Business Development Manager,
an Airport Operations - Maintenance Supervisor, and two Airport Operations - Maintenance
Technician positions. One of the Airport Operations - Maintenance Technician positions is
currently vacant.
Phase I: This phase is considered the airport's "minimal staffing" level. Based on our discussions
with the staff as well as the benchmarking that we conducted, FNL is currently not at a minimum
staffing level. Our recommendations are to hire an Assistant Airport Director (duties are as
outlined in the proposed job description contained in the Appendix) to assist the Airport Director
and to prepare the airport for future growth. The recommended salary grade for this position is
Salary Grade EOS - $80,200 - $128,400. A recent compensation study conducted by ADK places
the average of this type of role for a small airport at $121,272 and the median salary at $110,906.
This person should be hired before Mr. Mack retires to assure a transfer of knowledge while Mr.

Mack is still on staff, which may be for several years yet. We also recommend that Mr. Mack be
promoted to an Airport Operations & Maintenance Manager position to better reflect the scope
of his current duties, experience, and responsibilities. The recommended salary grade for this
position is Salary Grade No. E05 - $80,200 - $128,400 around the middle-lower end of the range.
In a recent compensation studies of small airports conducted by ADK, the average salary for this
position is $94,217.00 and the median wage is $89,703.00. The other recommendation is to
immediately fill the Airport Operations & Maintenance Technician vacancy.
As recommendations for positions below the Airport Director have been discussed, it should be
noted that the ADK study for small airports returned a salary average for an Airport Director at
$171,637 with a median salary of $174,636.
Phase II: Phase II is implemented when FNL gains air service back from Allegiant Airlines. At this
point, it would be the only commercial service supported by the airport. The Assistant Airport
Director would already be in place from the Phase I enactment and the Airport Operations –
Airfield Technician vacancy would have been filled during Phase I.
Phase II would include the creation of an Airport Operations and Maintenance Manager, which
we recommend be filled by an internal staff member, Francis Robbins. This role should also be
classified as Salary Grade No. E03 - $61,800 - $95,800 but at the lower end of the range. In a
recent compensation study of small airports conducted by ADK, the average salary for this
position is $67,161 and the median wage is $68,500.1 A shift in the maintenance and operations
structure is also recommended, as follows. The current two Airport Operations – Airfield
Technician positions will remain in place, with a dedicated focus on airfield operations only (as
shown in the proposed job descriptions contained in the Appendix). The addition of two more
technicians, Airport Operations – Facilities & Fleet Technician (job description duties are
contained in the Appendix), are recommended in this phase. These positions will focus on
maintaining the facilities and fleet equipment. The salary level for these positions should remain
as they are in the current salary schedule.

Phase III: Phase III is to be considered when the airport gains additional commercial service airline
service. Recommendations for additional staffing in Phase III consist of a Finance &
Administration Manager (new job description is contained in the Appendix) primary duties would
be to oversee the budget and deal with finance issue and tasks. The position would also take over
the day-to-day requirements for FAA and State grants. This would be inclusive of grant creating
and administration. The position could also administer to a future Passenger Facility Charge (PFC)
program as well as any Small Community Air Service Development Grants that FNL may receive.
The Finance & Administration Manager should be in a Salary Grade No. E03 $61,800 - $95,800.
The ADK salary study for small airports average salary for this role is $77,733 and a median salary
of $75,513.
Also, an addition of three Emergency Services staff members who will be available to the airport
on a 24x7 basis is proposed. These positions will be a hybrid fire/police role (as described in the
job description contained in the Appendix). These positions should be placed in the Fire Engineer
classification for the City of Loveland.
Additional Staffing Considerations
Add seasonal employees to assist for snow events or other out-of-the ordinary operational
events. Explore and possibly recruit candidates from the FBOs, local building contractors, airlines,
City of Loveland and/or City of Fort Collins. If necessary, in order to recruit candidates, consider
establishing a policy that provides a guaranteed minimum number of hours per week whether or
not the seasonal employee is called in for a snow event.
• Work with the Loveland Fire Rescue Authority to explore the potential of a Fire Engineer
assisting the airport with daily inspections for weekends and holidays.
• Contract for janitorial services.
• Contract with a professional air service development consultant.

This staffing plan will carry the airport to approximately the year 2025. By that time, the remote
tower will have been operational for five years and additional staffing needs will depend on the
amount of traffic generated by additional air service up to that point. The proposed plan will
assist in freeing up the Airport Director and the Business Development Manager to focus on
growth activities, instead of manning/repairing equipment. In this future state organization, the
Intern should fill in for the Executive Assistant if there is an absence, or a temporary service should
be utilized (or perhaps someone from the administrative area in the City of Loveland be brought
in on a temporary basis).
The Assistant Airport Director role will be a true second-in-command position for the Airport
Director, including the ability to effectively attend outside airport commission, city, and other
community meetings. This person should be able to step into the role of Airport Director
whenever necessary.
The addition of the two technical positions will support the operations of the airport, including
equipment repair, maintenance, and operation of equipment. The Airport Operations &
Maintenance Manager will be responsible for those positions as well as leading daily airfield
inspections. We propose that the Manager position will also be responsible for staff training
activities, as it relates to airfield operations. A current Airport Operations & Maintenance
Technician position is vacant, and we believe that Mr. Anderson should be considered for that
role.

PROPOSED RECRUITING AND TALENT DEVELOPMENT STRATEGY
Employee Development: We recommend implementing a performance management system that
is directly tied to the achievement of airport goals and objectives, the employee’s development,
in addition to current job performance evaluation, that is in use and is very effective. We would
propose integrating the current performance management into this system as “Dimension 2.” We
have attached a presentation in the appendix as well as draft forms for the airport to use in order
to tie employee performance to the achievement of airport goals and objectives. The added
benefit of this proposed program is that it also focuses on employee development as an
achievement. The benefits of implementing a program that includes employee development are
numerous and include:
• Uncovering hidden employee talents
• Satisfaction on the employee’s part that the airport is willing to invest in the development
of their employees
• Increased skills and knowledge
• Better ability to gauge the level of the employee’s talents and any gaps that may exist
• Learning is used to improve performance
• Bringing new ideas to the airport for improvement
• Recognizing potential and readiness for employee promotion
• Implementing a “learning culture” into the airport
• Display of genuine interest in an employee’s career development, which results in loyalty
to the airport

• Ensure that your website (both the City and the Airport’s) website are linked to recruiting
websites, these job boards have utilities to assist employers in linking their information.

PROPOSED OPERATIONAL, CAPITAL, ADMINISTRATIVE AND GENERAL BUSINESS PRACTICES RECOMMENDATIONS
It is obvious that the safety and security of the airport is high priority with staff. There is a strong
and positive culture in place now. Safety issues and compliance topics are dealt with immediately
and in an appropriate manner. The staff should be commended for this track record. We
understand that some of the following recommendations may be very costly and therefore would
need to be phased in over time and with the collaboration of the Cities of Loveland and Fort
Collins, the State of Colorado Aeronautics and the FAA.
1. Elimination of the Crosswind Runway 06-24 - Reconfigure the crosswind runway to a
dedicated taxiway for use by the business park operators. The runway is commonly used
as a taxiway and then on a limited basis, as a runway. There are geometry and safety
issues with the current configuration. The existing configuration and practices could
cause confusion and has serious safety ramifications. This option will enhance safety,
save on overall maintenance costs and will make airport geometry more consistent with
FAA guidance. The elimination of the crosswind runway should occur regardless of
whether the parallel runway moves forward.
2. Widening Runway 15/33 from 100’ to 150’ – Widening the runway to a more standard

3. Enhanced Security Fencing - Securing the access between the airport operations area
and the business park should occur. The current configuration, although improved from
past practices, has the potential to be a significant issue for Transportation Security
Administration (TSA) compliance and the Airport Security Plan (ASP). This
recommendation is to improve fencing and to install an automatic electronic gate that
would be operated by authorized aircraft pilots via a remote-control unit.
4. Increase Daily Inspections to Seven Days a Week – With the return of schedule
passenger service to FNL, the FAA Part 139 Inspector will require an amendment to your
Airport Certification Manual (ACM) that will require a daily inspection of the airfield. The
incorporation of the staffing recommendations contained in this document will ensure

that there will be enough staff to perform this duty. As an alternative, FNL should
consider training Loveland Fire Rescue Authority Fire Engineers in performing the daily
inspections on days when FNL staff are not scheduled, including weekends and holidays.
5. Expanding the Secure Ramp Area – This area is not large enough to have concurrent
passenger operations. Currently, only one large aircraft can operate in the secure area.
With the addition of commercial air service, there will be instances in the future where
two aircraft could be on the ground simultaneously and need access to the terminal
building.
6. Expand the Passenger Terminal Building – The current facility has served the airport and
community well but was intended to be temporary. The facility has size limitations.
Consideration should be made to temporarily expand the existing facility, perhaps with
mobile units, with longer term plans to replace the existing building with a permanent
facility.
7. Parallel Runway – In addition to the recommendation to eliminate the existing
crosswind runway, a replacement parallel runway should be considered.
8. Prepare for Rental Car Concessions – With the return of scheduled passenger service, a
need for rental car services should be considered.
9. Change the Model for Paid Parking – The existing parking management should be re-
engineered. The current process is for customers to place the parking payment in a lock
box. Cash control and parking enforcement is currently managed by the limited FNL
staff. FNL should consider entering into a concessionaire contract with a national parking
lot operator. Typically, these types of agreements contain an arrangement to split the
profits (percentage varies) between the operator and the airport. The airport benefits
by not having to produce the initial capital outlay and would not have responsibility to
manage the day to day operations, including revenue monitoring and enforcement. We
believe this would be the best process for FNL to manage parking when commercial air
service returns.

10. Improve Collaboration with City of Loveland (COL) for Administrative Services – While
there are strong relationships with the City of Loveland’s administrative services,
including the procurement and human resources functions, there are some frustrations
with certain COL internal services, such as finance. We suggest building stronger
relationships with those entities including ensuring a mutual understanding of each
entities’ required processes. In addition, the City of Loveland should consider allowing
key staff members of FNL increased access to financial systems.
11. Rehabilitate or Reconstruct Vehicle Parking Area in Front of Terminal Building – The
existing parking lot needs attention and has exceeded it useful life. Plans should be made
to make repairs and upgrades to the parking lot.
12. Training – Provide an adequate budget for continued technical and leadership
development of FNL employees.

13. Through-The-Fence (TTF) Agreement – Explore an enhanced agreement for business
park operators for a user fee for airfield access. We understand that the original
agreements may exist with a grandfather provision for current operators, but efforts to
implement an enhanced agreement should be considered.
14. Security Fence/Gate Modification by ARFF Building – Reposition the security fence and
gate access to provide the ARFF/Snow Removal Equipment (SRE) building have direct
airfield access. In the event of an aircraft incident or accident, the ARFF truck must exit
the building and then wait for the electronic gate to open. In the event of power loss,
the ARFF vehicle would need to final alternate access, drive over the gate or FNL
personnel would need to manually open it. None of these options should be acceptable.
15. Remote Tower Education – Communicate and educate key airline personnel about the
value and benefits of this program. Reaching out personally to meet with the Chief Pilot
at Allegiant may be helpful.
16. Air Service Enhancement Efforts – We suggest FNL consider contracting with an Air
Service Consultant to assist with a leakage study, top markets for your catchment area,
creation of an incentive program, assistance with airline head quarter meetings and
community education.
17. Explore the possibility of creating an Airport Authority or Special District for FNL – The
creation of an airport authority governance structure for the airport should be
considered. An airport authority would provide a specific focus on the management of
the airport to enhance services and facilities in support of the safe, orderly, expeditious,
and economic operation of the airport. The implementation of an airport authority
structure would ensure that meetings and processes connected to the airport are more
efficient and focused solely on the operation of the airport.

GENERAL PURPOSE: This program is intended to provide a student/intern an all-around introduction to professional airport management and operations at a public use general aviation/commercial service airport. At the end of the internship period, the intern is intended to be able to demonstrate adequate knowledge of airport management and operations.
ESSENTIAL JOB FUNCTIONS: The duties will be directly related to the management and operation of the Airport and will involve both inside and outside work. Work duties will generally include airport management functions, airfield operations, airport maintenance activities (including operation of maintenance equipment), airport finance and budgeting, marketing and promotions, aircraft rescue and firefighting, and special projects.
