3. Consideration of Compliance Verification Assessment report with

regard to continuance of recognition of MBBS degree granted by Maharashtra University of Health Sciences, Nashik in respect of students being trained at Jawahar Medical Foundation’ Annasaheb Chudaman Patil Memorial Medical College, Dhule. Read: the matter with regard to consideration of Compliance Verification

Assessment report with regard to continuance of recognition of MBBS degree granted by Maharashtra University of Health Sciences, Nashik in respect of students being trained at Jawahar Medical Foundation’ Annasaheb Chudaman Patil Memorial Medical College, Dhule.

The Executive Committee of the Council considered the compliance verification assessment report (14th July, 2015) along with previous assessment reports (24th September, 2014) and noted the following:- 1. Deficiency of teaching faculty is 22.05 % as detailed in the report. 2. Shortage of Resident Doctors is 23.80% as per regulation 3. OPD: In Ophthalmology OPD, same room is shown as dark room as well as

dressing room and also as keratometry room. One room in O.G. OPD is shown as Family Welfare clinic but there is nothing to show that it is functional. There is no proper furniture and no record is available. Deficiency remains as it is.

4. Total number of Major operations for the whole hospital on day of assessment is 10 – 4 for Orthopaedics & 6 for Ophthalmology. There is no list for General Surgery & O.G. put up on day of assessment. Deficiency remains as it is.

5. Average daily Cytopathological workload is 5-6/day. Workload on day of assessment is NIL. Register for Cytopathology is not maintained date wise. Deficiency remains as it is.

6. Central Library: Capacity of reading rooms for students is 178 against requirement of 200. Capacity of Reading Room for PG/Residents is only 16 which is inadequate.

7. Residential Quarters: NIL quarters are available for non-teaching staff in the campus.

8. NIL Normal Delivery or Caesarean Section is recorded on day of assessment.

9. Radiodiagnosis Department: Only 4 static X-ray machines are available against requirement of 5 as per Regulations. Only 3 mobile X-ray machines are available against requirement of 6.

10. Bed occupancy in major disciplines of Surgery, O.G., Paediatrics & Orthopaedics is 35 %.

11. Radiological investigative workload on the day prior to day of assessment was (a) Plain X-rays: 57 which is inadequate.

12. Other deficiencies as pointed out in the inspection report.

In view of the above, the Executive Committee of the Council decided not to recommend continuance of recognition of MBBS degree granted by Maharashtra University of Health Sciences, Nashik in respect of students being trained at Jawahar Medical Foundation’ Annasaheb Chudaman Patil Memorial Medical College, Dhule and further decided that the institute be asked to submit the compliance after rectification of the above deficiencies within one month. The Committee further decided to apply clause 8(3)(1)(c) of Establishment of Medical College Regulation (Amendment),2010(Part II), dated 16th April, 2010 which reads as under:- 8(3)(1)….. (c) Colleges which are already recognized for award of MBBS degree

and/or running postgraduate courses

If it is observed during any regular inspection of the institute that the deficiency of teaching faculty and/or Residents is more than 10% and/or bed occupancy is <80%, such an institute will not be considered for processing applications for postgraduate courses in the Academic year and will be issued show cause notices as to why the recommendation for withdrawal of recognition of the courses run by that institute should not be made for undergraduate and postgraduate courses which are recognized u/s 11(2) of the IMC Act,1956 alongwith direction of stoppage of admissions in permitted postgraduate courses.” In view of above, it was decided not to consider the Institute for processing

applications for postgraduate courses in the current Academic year (2015-16) and to issue show cause notice as to why the recommendation for withdrawal of recognition of the courses run by the institute should not be made for undergraduate and postgraduate courses which are recognized u/s 11(2) of the IMC Act,1956 alongwith direction of stoppage of admissions in permitted postgraduate courses.

The Executive Committee of the Council further decided to intimate the Postgraduate Section of application of clause 8(3)(1)(c) for this Institute for information and further necessary action.

4. Continuance of recognition of MBBS degree granted by Dr. NTR

University of Health Sciences, Vijayawada in respect of students being trained at Konaseema Institute of Medical Sciences & Research Foundation, Amalapuram.

granted by Dr. NTR University of Health Sciences, Vijayawada in respect of students being trained at Konaseema Institute of Medical Sciences & Research Foundation, Amalapuram.

The Executive Committee of the Council considered the assessment report (10th and 11th July, 2015) and noted the following:-

1. Students’ Hostels: Available capacity is 550 against requirement of 565 as per Regulations.

2. Nurses’ Hostel: Accommodation available is for 45 Nurses against requirement of 53 as per Regulations.

3. Wards: Distance between 2 beds is < 1.5 m. Pantry is not available in any ward. Doctors’ duty room is not available in some wards.

4. O.T. register is not properly maintained. 5. ICUs: There were only 2 patients in ICCU on day of assessment. 6. Physiology Department: Space of Demonstration Room is inadequate.

Audiovisual aids are not available. 7. RHTC: Cold chain equipment is inadequate. Record maintenance is very

poor. 8. Capacity of Examination Hall cum Auditorium is 500 against requirement of

750. 9. Other deficiencies as pointed out in the inspection report.

In view of above, the Executive Committee of the Council decided not to

recommend continuance of recognition of MBBS degree granted by Dr. NTR University of Health Sciences, Vijayawada in respect of students being trained at Konaseema Institute of Medical Sciences & Research Foundation, Amalapuram and further decided that the institute be asked to submit the compliance after rectification of the above deficiencies within one month. . 5. Read: the matter with regard to admission of Ist year MBBS student at GMERS Medical College, Valsad, Gujarat, for the Academic Year 2014-15.

The Executive Committee of the Council considered the explanation offered by the Institute and decided to reiterate its earlier decision dated 13th May, 2015 directing the Institute to discharge Sh. Gohel Ujjwal Pankaj Kumar who has been admitted in contravention to clause 4(i) of the Graduate Medical Education Regulations, 1997 with immediate effect and submit the compliance.

6. Approval of the minutes of the Monitoring Sub-Committee meeting held

on 29/06/2015. Read: the matter with regard to approval of the minutes of the Monitoring

Sub-Committee meeting held on 29/06/2015.

The Executive Committee of the Council approved the minutes of item nos. 22 & 23 of the Monitoring Sub-Committee meeting held on 29/06/2015 and directed that rest of the items be placed before PG Committee.

7. Admission of 1st year MBBS students at A.N. Magadh Medical College,

Gaya Bihar for the academic year 2014-15. Read: the matter with regard to admission of 1st year MBBS students at A.N.

Magadh Medical College, Gaya Bihar for the academic year 2014-15.

The Executive Committee of the Council observed that the Principal in his letter dated 09/06/2015 has submitted the marks of only 3 candidates obtained in Entrance Examination and has not submitted any clarification regarding the queries put forth by Executive Committee.

In view of above and in view of letters from Health Secretary, Govt. of

Meghalaya & Director of Medical Education, Govt. of Tripura and opinion of Law Officer, the Executive Committee of the Council decided to reiterate earlier decision to discharge the following candidates except candidates at Sr. # 10 S. Sarkar & 13 R.R. Marak:

The Committee further decided to direct the Institute for compliance within two(2) weeks and also to send a copy of the communication to affiliating University and Director of Medical Education, Govt. of Bihar. 8. Approval of the proceedings of the Ethics Committee meetings.

Read: the matter with regard to approval of the proceedings of the Ethics

Committee meetings. The Executive Committee of the Council defer the consideration of the matter for the next meeting.

9. Filling up MBBS Seats under Govt. Quota through the Management

Quota during academic year 2013-14 in the State of Madhya Pradesh – Reg.

Read: the matter with regard to filling up MBBS Seats under Govt. Quota

through the Management Quota during academic year 2013-14 in the State of Madhya Pradesh.

The Executive Committee of the Council decided to defer the consideration

of the matter for the next meeting as the agenda note is incomplete and does not reflect the status of all medical colleges of Madhya Pradesh. The Committee directed the section to resubmit the item containing status of all colleges of state of Madhya Pradesh along with the list as forwarded by DME. Also, the discrepancies between the lists submitted by DME & these institutions in the State Quota admissions have also not been identified and provided.

10. Recognition/approval of Indira Gandhi Medical College & Research

Institute, Puducherry for the award of MBBS degree (150 seats) granted by Pondicherry University u/s 11(2) of the IMC Act, 1956 – Compliance Verification Assessment Regarding.

Read: the matter with regard to recognition/approval of Indira Gandhi Medical

College & Research Institute, Puducherry for the award of MBBS degree (150 seats) granted by Pondicherry University u/s 11(2) of the IMC Act, 1956 – Compliance Verification Assessment.

The Executive Committee of the Council considered the compliance verification assessment report (7th August, 2015) alongwith previous compliance verification assessment report (27th April, 2015) and decided to recommend to the Central Government for recognition/approval of Indira Gandhi Medical College & Research Institute, Puducherry for the award of MBBS degree (150 seats) granted by Pondicherry University u/s 11(2) of the IMC Act, 1956.

The Executive Committee further decided that the attention of the institute be

drawn to Sections 8(3)(2), 8(3)(3) & 8(3)(4) of the Establishment of Medical Colleges Regulations (Amendment), 2010 (Part II) dated 16th April 2010 and act accordingly at appropriate time, which reads as under:-

8 (3) … (2) The recognition so granted to an Undergraduate Course for award of MBBS degree shall be for a maximum period of 5 years, upon which it shall have to be renewed. (3) The procedure for ‘Renewal’ of recognition shall be same as applicable for the award of recognition.

(4) Failure to seek timely renewal of recognition as required in sub-clause (a) supra shall invariably result in stoppage of admissions to the concerned Undergraduate Course of MBBS at the said institute.”

The Committee decided to place the matter before the General Body of the

Council.

11. Recognition/Approval of Chennai Medical College Hospital & Research

Centre, Irungalur, Trichy for the award of MBBS degree (150 seats) granted by the Tamilnadu Dr. M.G.R Medical University, Chennai u/s 11(2) of the IMC Act, 1956.

Read: the matter with regard to recognition/approval of Chennai Medical College Hospital & Research Centre, Irungalur, Trichy for the award of MBBS degree ( 150 seats) granted by the Tamilnadu Dr. M.G.R Medical University, Chennai u/s 11(2) of the IMC Act, 1956.

The Executive Committee of the Council considered the compliance verification assessment report (6th Aug., 2015) in pursuance of the order of the Hon’ble High Court of Judicature at Madras dated 04/08/2015 in W.P.20234 of 2015 and W.P. Nos. 19422 & 19661 of 2015 filed by students of Chennai Medical College, Trichy seeking permission to be transferred to another recognized college for pursuing their CRRI along with the previous assessment report (30th April, 2015) and noted the following :- 1. Several of the indoor patients did not require admissions or were healthy and

fit to be discharged. They could well have been managed on OPD basis and are not good teaching material in indoor patients. The diagnosis of some of the admission patients were Boils, Simple Viral Fever, Chalazion, Recovered Cough, Common Cold, Diarrhoea without dehydration, Scabies, Pterigium, etc.

2. There were 18 women admitted in Antenatal ward but none in labour. This number of women in antenatal ward does not correlate with a few deliveries taking place in labour room.

3. Actual number of OPD attendance on assessment of all OPDs & enquiry from respective faculty & SRs is around 1,000 which is less than 1,200 prescribed under Regulations.

4. Investigative workload of special investigations like Ba, IVP is only 1 on day of assessment.

5. Histopathological workload is only 10 on day of assessment. 6. Other deficiencies as pointed out in the assessment report.

In view of the above, the Executive Committee of the Council decided to

recommend not to recognise/approve Chennai Medical College Hospital & Research Centre, Irungalur, Trichy for the award of MBBS degree granted by the Tamilnadu Dr. M.G.R Medical University, Chennai u/s 11(2) of the IMC Act, 1956 and further decided that the Institute be asked to submit the compliance after rectification of the above deficiencies for further consideration of the matter.

The above minutes were read and confirmed in the meeting itself. 12. Increase of seats in MBBS course from 150-250 for the academic

The Executive Committee of the Council considered the assessment report (10th & 11th August, 2015) in pursuance of the order dated 06.08.2015 passed by the Hon’ble Supreme Court of India in W.P.No. 306 of 2015 filed by Sree Balaji Medical College and Hospital, Chennai - Vs. Union of India and anr. and decided to recommend to the Central Govt. to grant Letter of Permission for increase of seats from 150 to 250 in respect of Sree Balaji Medical College & Hospital, Chennai under Bharath University, Chennai u/s 10A of the IMC Act 1956 for the academic year 2015-16.

13. Pondicherry Institute of Medical Sciences, Pondicherry – Renewal of

Permission for admission of 2nd Batch of MBBS students against the increased intake i.e. from 100-150.

Read: the matter with regard to renewal of permission for admission of 2nd Batch of MBBS students against the increased intake i.e. from 100-150 at Pondicherry Institute of Medical Sciences, Pondicherry.

The Executive Committee of the Council considered the compliance verification assessment report (12.08.2015) in pursuance of the order dated 07.08.2015 passed by the Hon’ble Supreme Court of India in W.P. © No. 414/2015 filled by Pondicherry Institute of Medical Sciences & Another - Vs. Union of India & Another alongwith assessment report (17.04.2015 & 22nd & 23rd January, 2015) and decided to recommend to the Central Govt. to renew the permission for admission of 2nd batch of MBBS students against the increased intake i.e. from 100 to 150 u/s 10A of the IMC Act, 1956 in respect of Pondicherry Institute of Medical Sciences, Pondicherry under Pondicherry University for the academic year 2015-2016. The above minutes were read and confirmed in the meeting itself.

14. Request of Dr. D.J. Borah(Member) requesting to be relieved from the

responsibility of Academic Committee.

Read: email received from Dr. D.J. Borah(Member) requesting to be relieved from the responsibility of Academic Committee. The Executive Committee of the Council accepted the request of Dr. D.J. Borah (Member) and decided to include the name of Dr. Hebri Subhaskrishna Ballal, Former Vice Chancellor, Manipal University, Karnataka in the Academic Committee in place of Dr. D.J. Borah.

The above minutes were read and confirmed in the meeting itself.

The meeting ended with a vote of thanks to the Chair.
