Why PBN for ANSPs: Concept 2030?

• PBN remains ICAO air navigation priority

• CANSO Vision 2020 commitment for PBN

• 15yr Operator/ANSP equipment lifecycle

• Identify PBN technologies (current & future), capabilities, resources, challenges for ANSPs

• Assist CANSO members with strategic PBN planning for 2030.

Executive Summary

• PBN = safety and consistency; enables CCO/CDO, ATFM

• Globally PBN implementation slips behind ICAO targets

• ICAO GANP, IATA, SESAR, NextGen provide strong insight into where PBN is heading

• Some ANSPs are well ahead of ASBU targets; others have no PBN Implementation plan or strategy

• Given 15-yr replacement life cycle, 2030 capabilities are being considered now

Introduction

• CANSO thought leadership – adding value for members• Drive alignment and harmonisation of aviation

standards• ANSP success depends on addressing and investing in

the needs and expectations of all stakeholders. • A shared vision and intense collaboration will ensure

we make the right decisions at appropriate times. • PBN for ANSPs: Concept 2030 will help shape our

collective future and progress PBN as a major driving force in aviation - building operational safety, efficiency, and capacity.

Operational Vision

• PBN is an enabler for 4D efficiency, across FIRs

• Target environment RNP 2, RNP 1, RNP APCH..

• Oceanic/Remote Continental

• Enroute

• Terminal

• Approach with Vertical Guidance (APV)

PBN Navigational Infrastructure

• GNSS (4 core constellations)

• Multi-Constellation (MCDF)

• SBAS (DF), GBAS, ABAS

• Data management

• Contingency Infrastructure

• Regulations

Safety

• Implementing RNP APCH with vertical guidance (APV)– ICAO Assembly ResolutionA37-11

• PBN enables straight-in and APVapproaches

• Collaborative SMS enabling timelyapprovals and reduced duplication

• Performance based regulation standards replace the need for unique safety cases

Environmental & Community

• Technical challenges are largely resolved; Environmental issues are taking precedence

• ANSPs and airport operators must work closely with environmental communities early

• State level guidance will be provided to ensure appropriate level of public consultation

• Community involvement will be the standard change management process

RPAS and UAS

• Smaller RPAS operating <500ft AGL / outside controlled airspace will not be part of ATM system

• Instead they may be managed by UAS Traffic Management (UTM) system

• Larger RPAS may meet TSO certification standards and operate in controlled airspace

– Barometric Altimetry challenge

Discussion

• Is this concept too aggressive?

• Is it realistic?– Operations: Oceanic/Enroute/Terminal/Approach

– PBN Navigational Infrastructure

– Safety

– Environmental & Community

– RPAS andUAS

• Does this align with your currentnavigation strategy?

• Tell us where this concept may helpdrive strategy and investment decisions?
