back of the 'Open Capitol'

hundreds of people, mainly
school children, to raise their
awareness of the services
offered by each Capitol depart-

teractive exhibit'. Heightening the excite-
ment during the 'Open Capitol'
are the Junior Officials—young
look-alikes of mayors, provin-
cial board members, and the
governor herself—who graced
the event, some even had
actively played roles during the
program.Meanwhile, on her remarks
Gov. Marcos had cited reasons
for the Ilocanocelebration, one
of which is the launching of the
“bicentennial movement” to
begin the long countdown to
the 2018 event.“Happily, it will also be the
100th birthday of the late

Provincial Government of
Ilocos Norte (PGIN) received a
positive verdict from an
international certifying body,
International Organization
for Standardization (ISO),
labeling Ilocos Norte as the
first fully ISO-certified
province in the Philippines,
February 1.Luisito Arada, head of the
ISO audit team, made the
announcement before the
officials and employees of
PGIN, including Ilocos Norte
Governor Imee R. Marcos and
Atty. Windell Chua, the
designated Quality Manage-
ment Representative and
provincial administrator. With all Capitol offices
successfully passing the ISO
certification process, the
certifying body conferred the
ISO 9001: 2008 certification to
the Provincial Government
after finding no single major
non-conformity during the
second stage of the external
audit.“ISO requirements are
measurable. If your action is
better than what is required
then you'll qualify,” Arada said. Arada also pointed out
how good practices by the PGIN
such as the constant imple-
mentation of a document
tracking system to efficiently
manage al l documented
transactions and the major
facelifting of government
buildings including the Ilocos
Norte Provincial Jail con-
tributed to the positive
outcome of the process.“The province has many
room for improvements with
many good practices…we have
learned so much,” Arada
added.The move to get the ISO-
certification for Ilocos Norte
had started last September25,
2012 with all the provincial
office heads and employees
undergoing ISO orientation
and training with the help of
MacroVision Consultancy, a
Philippine-based group which
offers in-company training on
management systems inclu-
ding those which are ISO-
related.Now, Ilocos Norte is the
first province in the country
which had successfully made
all its Capitol offices ISO-
certified, bidding to improve
further its excellence on pro-
fessional and quality public
service and achieve the highest
standard in governance and
economic development. In a statement, Gov.
Marcos said: “It's something
that we can really be proud
of dahil international standard

entirely transparent, predicta-

Job Interview Workshop was
conducted on April 11, 2013 at
the iHUB, Centennial Arena,
Laoag City. The workshop was aimed
to help applicants improve
their resumé-writing and
interview skills. Personality
development was also dis-
cussed to boost confidence
and to prepare jobseekers in
the business world.Ms. Shey Pia Abaya, Ms.
Kristy Fleur Salvador and Mr.
Gerry Abad graced the event as
the resource speakers for
resumé making, personality
development and job interview
coaching, respectively. By
providing one computer per
person, the participants were
given the opportunity to
construct and re-construct
their resumé according to the
suggestions of the speakers. For the jobseekers to
create professional-looking
resumés, free pictorial for the
resumé photo was availed by
the participants. Aside from
this, the office also offered
unlimited resumé printing.
The Department of Labor and Employment, in partnership with the PGIN, conduct a Job Fair on Independence Day at the La
Tabacalera Lifestyle Center Function Hall. Around 100 applicants were immediately hired in local and overseas employment.

Marcos, the Provincial Govern-
ment of Ilocos Norte and
Professional Regulation Com-
mission (PRC) - Region 2
conducted a mobile outreach
service on April 17, 2013 at the
Tabacalera Function Hall.
Participants sought various
PRC services such as issuance
/renewal of PRC ID, appli-
cation/registration for board
exams, and issuance of
certificates. PRC also pro-
cessed the initial registration
of new board passers and the
renewal of Professional Identi-
fication Cards and the release
of certificates. The Ilocos Norte Provincial
PESO facilitated the event. Mr.
Rodrigo F. Balaqui Jr., PRC
Region 2 Director, led the PRC
service team.A total of 165 registrants
availed the outreach service.
For ease and convenience, the
new PRC identification cards
were claimed by the applicants

Registration on May 3, 2013 at
the Provincial Auditorium. The
activity aimed to help over-
seas applicants to register on
POEA's online database, with
the possibility of placement
through the administration's
government to government
hiring service.Once registered, the ap-
plicants' profiles are included
in POEA's database. The
database is currently utilized
to generate referrals for
foreign employers like the
Ministry of Health in Saudi
Arabia, HRD South Korea, and
countries like Germany and
Japan. Director Jocelyn T. San-
chez of POEA's Employment
Branch and Corazon D. Ortizo,
OIC-Chief of Manpower Regis-
try Division were present
during the event. The PGIN
provided computers, internet
connection, and a photo booth

livelihood trainings in coopera-
tion with various organiza-
tions.Last May 8 to 17, PGIN in
cooperation with the Sama-
hang Kababaihan sa Barangay
(SKB) and Marcos Agro-Indus-
trial School (MAIS), conducted
a Manicure-Pedicure Training
at Brgy. 18, Vintar, Ilocos
Norte.In line with the skills and
livelihood training mandate of
Governor Imee R. Marcos' Task
Force Trabaho (TFT), the
activity was conducted to
develop the participants' skills
that could be utilized as a
source of income. With this
training, the participants
learned manicure-pedicure
techniques and procedures,
thus making them more
employable to salons and other
establishments offering the
same service. The training culminated
with the awarding of manicure-
pedicure kit and certificate of
achievement to 22 graduates. On the other hand, twenty-
one (21) high school educators
successfully complete the
Technical Education and Skills
Development Authority (TES
DA) Language Skills Institute's
“English Literacy Enhance-
ment” last May 20.The activity was aimed at
producing teachers who have
mastery over the English
language, with the objective of
cascading this skill to their

Marcos Agro-Industrial School.Another collaboration
between TESDA and PGIN is the
alignment of TESDA's Techni-
ca l -Vocat ional (Tec-Voc)
training manual to the curricu-
lum of pilot high schools in
Ilocos Norte. TESDA's training
manuals, which are developed
in consultation with industry
leaders, produce Tec-Voc
graduates who are more
attuned to the industry
requirements, thus, allowing
them higher chances of em-
ployability. Four (4) general
high schools, namely Bacarra
National Comprehensive High
School, Sarrat National High
School, San Nicolas National
High School, and Ilocos Norte
National High School will be
the pilots for the alignment.
These schools will be offering
welding, dressmaking, furni-
turemaking, and call center
training, respectively, to high
school students. To facilitate the alignment
of curriculum, representatives
from the pilot schools under-
went TESDA's Training Metho-
dology Course (Trainer's
Training) at the Marcos Agro-
Industrial School from April 22
to May 14, 2013. The course
trained the high school Tec-
Voc trainers on how to
integrate TESDA's training
techniques and procedures to
the stu-dents.As a follow up, last June
26, 2013, the PGIN through the
Ilocos Norte Provincial PESO
and Provincial Education
Department, turned over
several pieces of equipment.
As the pilot school for welding,
Bacarra National Compre-
hensive High School received
heavy-duty welding equip-
ment, a high-capacity com-
pressor and welding gears.

PGIN: Reinforcing media productions through MIDThe Provincial Govern-
ment of Ilocos Norte (PGIN) is
observing a significant growth
in the number of media
productions taking place in the
p r o v i n c e s i n c e t h e
establishment of its Media
Incentives Desk (MID) last year.“Basically, the function of
the MID is to set the needed
arrangements by a network, a
certain company or a team who
wants to make productions
here in the province,” said
Elaine Lubguban, head of MID –
PGIN.“For example, if a produc-
tion team wants to shoot a film
in different locations, say
Burgos and Pagudpud, MID will
be the one to make arrange-
ments with those municipa-
lities for we have direct con-
tacts with them. We are tasked
to cover this aspect for the
team ,” she added.Segments of Hollywood
films such as those of Born on
the Fourth of July and Mad Max
were also both shot on location
in La Paz Sand Dunes in Laoag
City. Recent local films such as
“Si Agimat, si Enteng Kabisote,
at si Ako” and “Suddenly It's
Magic” which starred Thai
celebrity Mario Maurer were
also filmed on location in the
province.“We have lots of cinematic
views here in the province,
such as Paoay Church and the
windmills in Bangui – perfect
sites for tapings and photo-
shoots. These sites can prove
as effective advertisements for
the promotion of our province
as a quality place for such
purposes” added Lubguban. Favorite locations for
productions are Paoay Church,
Paoay Sand Dunes, Bangui
Windmills, Patapat Viaduct in
Pagudpud, the Kapurpurawan
Rock Formation in Burgos, and
Sitio Remedios in Currimao.“Year 2012 had the most
number of productions since
the establishment of MID.
Hopefully, there will be more
productions this year,” said
Lubguban.Local TV shows such as
ABS-CBN's “Kabuhayang Swak
na Swak” and GMA Network's
“Kapuso Mo, Jessica Soho” have
as well featured Ilocos Norte in
one or more of their episodes. “Norte, Hangganan ng
Kasaysayan”, an indie film shot
entirely in the province, made
it in this year's Cannes Film
Festival held in Paris, France.
An international reality show is
also set to film in the province
this year.The MID was formed under
Provincial Ordinance No. 065-
2012. It aims to establish a
media hub in the province,
making the necessary arrange-
ments for those who wish to
create their productions in the
province through the provision
of technical information and

Gov. Imee inaugurates S-Mile projectIn line with Ilocos Norte
Governor Imee R. Marcos' commitment to education, Sirib Mile project was finally kicked off with its gateway inaugurated and master plan unveiled, February 8.
The event which began at 3:30 Friday afternoon was graced by Gov. Marcos, Vice Governor Angelo Marcos-Barba, Bishop Renato Mayug-ba, Schools Division Super-intendent of Laoag City Aracelli Pastor, Ilocos Norte Depart-ment of Education (DepEd) Su-perintendent Dr. Cecilia Aribuabo, Mariano Marcos State University (MMSU) Presi-dent Dr. Miriam Pascua, other Capitol officials and emplo-yees, municipal mayors, heads of schools, and hundreds of elementary and secondary students.
Introduced by Gov. Marcos in her speech during the 47th charter day celebration of Laoag City last July 2012, Sirib (Ilocano term for 'knowledge') Mile project or S-Mile is a part of the provincewide compre-hensive development master p l an o f the P rov inc i a l Government of Ilocos Norte (PGIN) with acclaimed architect and urban planner Felino Palafox, Jr.
Situated between public schools Ilocos Norte National High School (INNHS) and Ilocos Norte College of Arts and Trade (INCAT), the gateway or 'arch' was designed by interna-tionallyacclaimed artist Leeroy New who took the inspiration for the arch posts from the main characters of the Ilocano epic, Biag ni Lam-ang (Life of Lam-ang).
Gov. Marcos who arrived in her famous shirt imprinted
with the logo of the 'Kabataang Barangay', which she chaired after its creation in 1975, led the ribbon-cutting and the unveiling of S-Mile's master plan.
On her remarks, she highlighted that the project is a way for Ilocanos to “look to the future” in celebration of the upcoming bicentennial fete of the province.
“We're talking about the bicentennial and the heritage zone of the Capitol…But actually, what's more impor-tant is what we will be 200 years from now; it's about the youth,” Gov. Marcos said.
The project which shall traverse parts of Ablan Avenue and roads connecting sur-rounding public schools such as INCAT, INNHS, MMSU— Laoag campus, Divine Word College of Laoag, and other roads connecting the Ilocos Norte Centennial Arena, Marcos Stadium and the pro-vincial Department of Edu-cation building, aims to develop the university belt into a “learning community” which shall set the common ground for various schools in the province.
Succeeding infrastructure projects after the S-Mile arch include the refurbishing of Centennial Arena which shall “serve as the center or the hub of our student activities”, a transport hub, the construc-tion of educational and com-mercial areas, and covered walkways from the arch towards the transport hub.
A free shuttle will also be provided for students who would want to go around the educational stops within the hub.
“I am hopeful that together we will establish educational centers not merely in Laoag but in all the key areas of Ilocos Norte,” Gov. Marcos said.

I-Hub, short for 'Infor-mation Hub', is an all-inclusive multimedia library concep-tualized under Gov. Marcos' administration.
The expansion is a compu-ter learning center consisting of 200 desktop computer units offering low-cost internet services for students.
16 students who were actively using I-Hub services for the past months personally received free membership cards from Gov. Marcos.
Students who attended the event also got the chance to use the computers for the first time for free.
“It's a sign that we make known to the world the excellence and scholarship that has characterized every I locano both here and overseas. Certainly, this is a dream come true,” Gov. Marcos said.¢

Imperial Pigeons in the town of
Pasuquin.Categorized as 'vulnera-
ble' in the International Union
for Conservation of Nature's
Red List of Threatened Species,
the Spotted Imperial Pigeon
(SIP) or Ducula carola is a
species of bird endemic in the
Philippines. The decline is
owed to forest loss and its
congregatory habits which
facilitated widespread hunting,
with large numbers caught
during the 1950s in Luzon. Records since 1980s show
12 congregation sites in
Luzon, Mindoro and Mindanao
b u t a l l h a d d e c l i n e d
subsequently. By the 1990s, it
had become rare and local in
the Sierra Madre mountains
with utmost 20 in a flock.“This is why we're planning
to get support for a research as
to where are these groups of
birds coming from so that we
can learn more about its life
cycle and can plan better for its
protection,” added Calope. The Provincial Government
of Ilocos Norte (PGIN) through
its Tourism Office and the local
government units involved
were tapped to devise on
conservation inventory for the
SIP which includes the security
for its congregation sites. Manuals will also be
distributed to the locals to urge
them to avoid bird trapping or
capturing and to help authori-
ties in protecting SIP's natural
habitat. “Bird watching' is already
an attraction in Ilocos Norte,
particularly with the Paoay
Lake being a sanctuary to
various bird species including
the migratory Great Cormo-
rant.“But unlike the Great
Cormorant, this bird (SIP) is not
common. Th is i s what
international bird watchers are
looking for that's why we are
anticipating more arrivals by
next year,” Calope said.Calope also believes that
capitalizing on the bird's “rarity
and singular presence” in the
province can have a “very
positive effect” on the tourism
industry of Ilocos Norte. “This is a big opportunity
for the province since it attests
to Ilocos Norte's uniqueness,
not only in terms of culture but
also on biodiversity,” Calope
added.With Ilocos Norte being a
'refuge' to diverse species such
as the migratory birds in Paoay
Lake and the humpback whales
visiting the town of Pagudpud,
PGIN is now taking actions to
promote 'greening' and
biodiversity conservation.

Gov. Imee inks EO to create task force on climate change; conference-workshop held
The Provincial Govern-
ment of Ilocos Norte (PGIN)
held, March 13, the first
conference-workshop on
climate change to formally
kick-off Ilocos Norte climate
change task force organized in
line with Executive Order (EO)
149-13 signed by Governor
Imee R. Marcos, February 27.The event theme “Rise to
the Challenge of Climate
Change” now also the slogan of
the task force gathered
government officials and
employees, and represen-
tatives from various sectors
and agencies to La Tabacalera
Lifestyle Center-Function Hall,
Laoag City. Highlights were presen-
tations by resource speakers
who tackled the hazards and
triggers relevant to specific
“danger zones” in Ilocos Norte. In her speech, Gov. Marcos
underlined the different
“climate change disasters” that
Ilocos Norte is prone to like
typhoons, flooding, landslides,
droughts, and earthquakes,
citing the province as having 7
to 9 fault lines.She also cited the reasons
behind the establishment of
such all-out effort against
climate change, arguing that
more than one-third of the
provincial budget for engi-
neering and infrastructure are
used to “repair damages by
climate change disasters”
instead of using it to “take
steps towards development.”“Most of all, it is important
that people also know what to
do and they are in fact in the
ring of fire,” Gov. Marcos
added.Another part of the event
was to enjoin municipalities to
formulate their own disaster
management plans and climate
change calendars which shall
chronologically note Ilocos
Norte's year-round localized
adaptation activities.“This exercise is based on
the old Ilocano habit of
preparing for the rainy season
and not merely from the
government to come, search
and rescue and give out
emergency supplies,” Gov.
Marcos said.Following the event, the
task force shall start perfor-
ming its other functions such
as immediate assessment on
the impact of climate change,
ensure strict standards against
deforestation and environment
degradation, initiate measures
to reduce greenhouse gas
emissions, conduct province-
wide awareness campaign on
climate change issues, and
cause the mainstreaming of
climate risk management into
development policies and
programs of the Provincial
Government.With Provincial Adminis-
trator Atty. Windell D. Chua as
the chairman, the task force
also includes representatives
from various Capitol depart-
ments, National Irrigation
Administration-Ilocos Norte,
Philippine National Police-
I locos Nor te , PAG-ASA,
Department of Education,
Philippine Coast Guard, and
the Research Development and
Directorate of Mariano Marcos
State University.“This is the first effort to
adapt and concretize what we
know about climate change. To
make i t s impl i s t i c but
operational so that we can act
on it,” Gov. Marcos said.The Provincial Government
of Ilocos Norte (PGIN) started
its innovations to improve its
climate change and disaster
r i s k m a n a g e m e n t l a s t
November 2012.Among its initial strategies
was to partner with the
Environment and Natural
Resources Office on a greening
program which gave rise to
500 'Barangay Ranger Officers'
who had successfully refo-
rested 225 hectares in less
than four months after its
inception. PGIN has also furthered its
strides to become a renewable
energy center when a 20-
megawatt solar farm broke
ground November 15, 2012 in
Currimao, Ilocos Norte.Consequently, foreign
delegates of the Poverty-
Environment Initiative (PEI)
under the United Nations
Development Programme
(UNDP) in turn lauded these
strategies and projects by the
PGIN, tagging them as ideal
blueprints for other provinces
to follow.¢

of 10 Best Provinces in the
Philippines During Governor Imee
Marcos’ second State of the
Province (SOPA) address she
disclosed Ilocos Norte’s
impressive rank, stating that,
“The province’s growth rate
improved from 8.4 percent last
year to 12 percent this year.” The province’s revenue
was more than P1 billion in
2012, a significant increase
from the province’s previous
income level of P707 million in
2010.Key to this increase is the
efficient collection and belt-
tightening measures, and new
business investments in the
province. Among the major
sources of income cited are La
Tabacalera Lifestyle Center in
Laoag City, and Badoc Gateway
Tourist Center in the town of
Badoc.

Economic activities such
as the leasing public buildings
to commercial developers,
building of more commercial
belts away from the downtown
district to schools and to
tourist stops paved the way for
amplified economic activity. The rising number of
business establishments in
Ilocos Norte such as SaveMore,
PureGold and HyperMart in
Laoag, Camella Homes and
Robinson’s Homes further
manifests the confidence that
investors have in the Province’s
economic viability. The Provincial Govern-
ment has also aligned with
Pag-IBIG Fund to construct the
first public housing project for
government employees. The
low-cost housing project, aptly
named Adigi Homes, built in
Batac City, is now available for
interested buyers. Also part of
this housing project is the
Ayuyang Condominium Project
in Laoag City. Also with the increase in
tourist arrivals, Marcos urges
rural folks to open up their
homes to tourists and provide
home stays in order to meet
the demands of tourist
accommodations during peak
seasons. In the summer of
2012 alone, nearly 700,000
tourists arrived in Ilocos Norte. The boom experienced in
the different sectors has
contributed to the improved
i n c o m e a n d e c o n o m i c
potential further justifying the
recognition garnered by the
Province as one of the
country’s 10 best provinces.Through the Department
of Local and Interior Govern-
ment 's web-based se l f -
assessment tool, Local Gover-
nance Performance Manage-
ment System (LGPMS), Ilocos
Norte ranked among the top
high performing provinces in
the Philippines.The LGPMS measures “LGU
performance in key gover-
nance areas and provides
information on the condition of
LGUs in terms of local gover-
