OBJECTIVE: Established at Johns Hopkins University in 1996, the National Network for Partnership Schools (NNPS) invites schools, districts, states, and organizations to join and use research-based approaches to organize and sustain excellent programs of family and community involvement that will increase student success in school. PSD joined the NNPS in the spring of 2005. Operated by Special Programs and housed at our Parent Education Center, the Parent Engagement office provides information, support, training and technical assistance for each school’s Action Team for Partnerships. For the 13th consecutive year Pasco has been awarded the Partnership District Award and this year Rowena Chess received the 2019 Partnership School Award from NNPS. We celebrate this award and the five schools, and their Action Team for Partnerships chairs, featured in the NNPS publication Promising Partnership Practices 2019.

CALL TO ORDER Board President Christensen called the meeting to order at 6:30 p.m.

FLAG SALUTE The flag salute was led by Curie STEM Elementary led by Principal Valerie Aragon. Ms. Aragon introduced the following students: Sergio Jimenez, Anwar Lokaman, Aaron Ramirez, Emily Correa, Miguel Cardenas. These students all participated in the first year in Chess Club (Beginning Level) and qualified for the State Tournament in 2018-2019. The students then led the flag salute. The Student Representatives presented each student with a Pride of Pasco pin.

REPORTS 2019 Enrollment Report – Dr. Jenny Rodriquez The purpose of this presentation is to provide information about the opening of the 2019-2020 school year and the number of students enrolled.

Planning for enrollment started last spring with an in-depth analysis of student numbers and the impact to class size. The work in planning and anticipating student enrollment, class rosters, and class size continued throughout the summer. This is our third year in implementing this proactive approach and we have found it has had positive effects on families and staff in reducing transitions after the beginning of the school year.

District-level staff met daily during the first two weeks of school to discuss enrollment at each school. Staff have been working with building principals and program directors to ensure

students are appropriately placed according to program needs and contractual agreements. Board discussion followed. There were no audience comments. Outrageous Outcomes and Growth Monitoring Framework Update: Data Highlights – Mrs. Michelle Whitney The purpose of this presentation is to provide a data highlight for the Outrageous Outcomes and Growth Monitoring Framework. Over the last three years, the district has developed a system wide approach to monitoring student achievement resulting in:

1. Five Outrageous Outcomes around: reading, math, 9th grade on track from graduation, graduation and extracurricular activities.

2. Benchmark targets and stretch targets 3. Indicator data 4. Data dash 5. Aligned District Strategic Improvement Plan 6. Aligned School Improvement Plan 7. A State of the School Review process

This comprehensive approach aligns School Board direction, district level vision, strategic improvement planning, school improvement planning and system wide supports. EXTENDED STUDY/DISCUSSION Prioritizing WSSDA Legislative Positions – Mr. Steve Christensen and Ms. Sarah Thornton The purpose of this discussion is to ask the board members to prioritize the WSSDA legislative positions. Mr. Christensen will attend the WSSDA Legislative Assembly at the end of September. The district put forward 2, 4, 5; Student Board Representatives suggested 45, The board chose to emphasize There were no audience comments. FUTURE AGENDA ITEMS The next Board Meeting will be held on September 24, 2019. The Study Session will be around Bond Planning. During the Board Meeting there will be several policy revisions and some boundary options presented as well. There will be a Board Retreat held on September 21st from 8am – 11am.

COMMUNICATIONS Mr. Lehrman – Community members have approached him the last few weeks regarding some positive changes in our district: examples of advocacy for the students, we have done

things in our district to increase those conversations – staff is open to taking suggestions from staff and students. Another example is the diversity of clubs that are offered at the schools, there are so many opportunities for the students to be involved in service above self. Attended the Pasco football game on Friday, congratulations to the Pasco football team and the staff for their win.

Dr. Richardson – Comprehensive high school planning has begun, he encouraged folks to watch that study session on our YouTube Channel and provide feedback.

Mr. Edgar Quiroz – Congratulated the Pasco high school football team this past Friday, they play this coming Friday at Eastmont high school. Pasco’s Volleyball game is tonight. Richland, Chiawana, and Pasco high schools are all coming together to put on a suicide prevention and awareness walk on Saturday September 21st at the Fran Reish stadium in Richland.

Isaac Marroquin – Chiawana high school’s football game will be on Friday this week. Chiawana hosted their dollar dance to celebrate the sport teams. Clubs are up and running and available for students to get involved. ASB has a goal of involving more students and staff alike to create a community of seeking education, extra curriculars to promote school success. Had a PEAK! Partner meeting today. Running Start will be beginning September 16th.

Mr. Maksim Karazhbei – Delta hosted their Family Mixer this past week for families to come and see all the clubs and courses that they have to offer.

Ms. Amy Phillips – Thanked the schools for the opportunities they are providing for the older students to mentor and assist the younger students at the schools to provide. She also thanked all the wonderful teachers that we have in the district.

Mr. Steve Christensen – Shared a story: Mr. Christensen was recently at New Horizons with a prospective student that had dropped out of high school due to circumstances/challenges beyond her control. Principal Johnson at New Horizons was able to help provide guidance and the programs that the high school offers will open doors for her to graduate high school in 2 years, the unique offerings that New Horizons has for students that face similar struggles is truly remarkable and he really is appreciative of all the outstanding work that is being done there. Boundary meetings, Monday evening 6pm; Tuesday at Captain Gray at 6pm; and Thursday evening at 6pm there will be a meeting at McLoughlin to provide information and input on the middle school boundaries.

Mrs. Michelle Whitney – Shared a couple stories, one story was how Mark Twain’s 6th grade student bus buddies in the spirit of service recently went above and beyond to watch over their buddies. The second story was at Three Rivers, the new inclusive playground, the 6th graders helped the younger students on the new playground. These were just a couple examples of non-solicited acts of kindness and service that our students practice in our District.

OBJECTIVE: Provide board members with monthly budget status reports for each fund.

BACKGROUND: (Pertinent past action/events) Soft close of August (year-end). Please note Fiscal Services is still working to close the year out and these are not the final close-out numbers for the 18-19 School Year. GENERAL FUND: At twelve months into the year the District is at 97.1% of its expenditures and 98.2% of its revenues, 100% would be the anticipated level for each. With current payroll, benefits, and other known encumbrances through the end of the school year at $2.65 million, the remaining balance in the general operating fund is $4.69 million to cover the remaining operating expenses. Fund balance as of 8/31/19 was $27.0 million. CAPITAL PROJECTS FUND: At twelve months into the year this fund has 10.0% of its budget remaining. $4.2 million was spent in the month of August and we will continue to see this level of expenses for the continued construction of Ray Reynolds Middle School and Columbia River Elementary. As a reminder, this fund shows a negative amount on line E and I as at the end of every year a determination is made on how to best use impact fees and bond proceeds for the year’s construction projects. The ending fund balance for 8/31/19 was $84.8 million. DEBT SERVICE FUND: This fund is replenishing with tax collections after making interest only payments in June according to the debt service schedule in the amount of $4.9. The ending fund balance for 8/31/19 was $5.9 million. ASB FUND: Ending fund balance is steady at about $1.2 million. TRANSPORTATION VEHICLE FUND: PSD received $853k in TVF from the state in August. Ending fund balance as of August 31, 2019 was $1.9 million.

OBJECTIVE: To hold a public hearing and obtain board approval of Resolution No. 985, approving the sale of parcel numbers 117-582-019 and 117-581-011.

BACKGROUND: (Pertinent past action/events) District staff requests approval of Resolution 985 to sell parcel 117-582-019 (approximately 3.76 acres located immediately to the south of Three Rivers Elementary) and Parcel 117-581-011 (approximately 5 acres located immediately to the west of Three Rivers Elementary).

The Board voted to declare the properties surplus, therefore authorizing staff to move forward with the required steps for offering the parcels for sale. All parcels have been appraised and are valued over $ 70,000, which requires the district to hold a public hearing. As required by RCW 28A.335.120, notice of the proposed sale and public hearing have been published for two consecutive weeks in a local, general circulation newspaper (Tri-City Herald).

Mr. Christensen will open the public hearing and take public comments on the proposed sale. After the public hearing closes, the Board will take a roll call vote on Resolution 985.

Approval of Sale of Real Property

WHEREAS, the Pasco School board of Directors have duly advertised for a public hearing to sell property owned by the District, the parcels identified as Franklin County Tax Identification Numbers 117-582-019 and 117-581-011; and

WHEREAS, upon conclusion of that hearing the Board has determined that the aforementioned parcels are no longer suitable or required for school or district purposes.

NOW THEREFORE BE IT RESOLVED THAT, the Board of Directors of Pasco School District No.1 authorizes the sale of the parcels identified as Franklin County Tax Identification Numbers 117-582-019 and 117-581-011 in accordance with RCW 28A.335.120.

OBJECTIVE: These revised policies are being presented for first reading.

BACKGROUND: 3416: Effective July 28, 2019, HB 1905 allows parents of a child diagnosed with a terminal or debilitating medical condition to administer marijuana infused products to their child (if a ‘qualifying patient’ at school, on school transportation, and attending school-sponsored events. The existing policy on administration of medication at school is being revised accordingly. 7200: EHB 2242 requires all school districts to establish a sub-fund to account for the use of local revenue, beginning in 2019-2020. The law also requires that boards adopt a policy for responding to any audit findings resulting from the state’s audit of use of local revenue. Requirements in the law to establish a public hearing process for audit findings is also included. Policies 7210, 7220, and 7230 will now be incorporated into policy 7200, and will be deleted. 8301: The employee safety policy is being revised to address workplace air quality and personal sensitivity to fragrances by eliminating the use of air fresheners, candles, wickless candles, and oil diffusers.

STUDENTS

Medication at School

1. Oral and Topical MedicationsUnder normal circumstances, prescribed oral medication and oral over-the-counter medications should be dispensed before and/or after school hours under supervision of the parent(s) or guardian(s). If a student must receive prescribed or non-prescribed oral or topical medication, eye drops, ear drops, or nasal spray (“medications”) from an authorized staff member, the parent/guardian must submit a written authorization accompanied by a written request from a licensed health professional prescribing within the scope of their prescriptive authority.

Over-the-counter topical sunscreen products may be possessed and used by students and school staff without a written prescription or note from a licensed health care professional only if the following conditions are met:

A. The product is regulated by the U.S. Food and Drug Administration as an over-the-counter sunscreen product; and

B. If possesses by a student, the product is provided to the student only by theparent/guardian.

The superintendent shall establish procedures for:

A. Training and supervision of staff members in the administration of prescribed or non-prescribed oral medication to students by a physician or registered nurse;

B. Designating staff members who may administer prescribed or non-prescribed medication tostudents;

C. Obtaining a signed and dated parental and physician or dentist request for the dispending ofprescribed or non-prescribed medications;

D. Storing prescribed or non-prescribed medication in a locked or limited access facility; and

E. Maintaining records pertaining to the administration of prescribed or non-prescribed oralmedication.

F. Permitting, under limited circumstances, students to carry and self-administer medicationsnecessary to their attendance at school; and

G. Permitting possession and self-administration of over-the-counter topical sunscreen products.

2. Administration of Nasal Inhalers, Injections, and Other MedicationsNasal inhalers, suppositories and non-emergency injections may not be administered by school staff other than registered nurses and licensed practical nurses. No medication will be administered by injection by school staff except when a student is susceptible to a predetermined, life-endangering situation [See Policy 3420, Anaphylaxis Prevention]. In such an instance, the parent will submit a written and signed permission statement. Such an authorization

will be supported by signed and dated written orders accompanied by supporting directions from the licensed health professional. A staff member will be trained prior to injecting a medication. If a school nurse is on the premises, they may administer a nasal spray containing a prescribed drug or controlled substance to a student. If a school nurse is not on premises, a nasal spray containing a prescribed legend drug or controlled substance may be administered by the following:

A. A trained school employee, provided that person has received the appropriate RN delegation and has volunteered for the training pursuant to RCW 28A.210.260; or

B. A parent/guardian-designated adult. For purposes of administration of nasal spray containing a prescribed drug or controlled substance to a student, a ‘parent/guardian-designated adult’ is a person who meets the following criteria:

A. A volunteer, who may also be a district employee; B. Receives additional training from a licensed healthcare professional or expert in epileptic

seizure; C. Selected by the parent/guardian; and D. Provides care for the student consistent with the student’s individual health plan on file

with the school. After every administration of any prescribed legend drug or controlled substance by nasal spray to a student, emergency medical services (911) will be summoned as soon as practicable. If the district decides to discontinue administering a student’s medication, the superintendent or designee must provide notice to the student’s parent or guardian orally and in writing prior to the discontinuance. There must be a valid reason for the discontinuance that does not compromise the health of the student or violate legal protections for the disabled.

3. Parental Administration of Marijuana-Infused Products for Medical Purposes Upon district verification, A parent or guardian may administer a marijuana-infused product to a student who is a patient qualified under state law to receive medical marijuana. The parent or guardian may administer the medical marijuana product on school grounds, aboard a school bus, or while attending a school-sponsored event. The parent/guardian must present to the school official a valid Washington recognition card for medical marijuana per RCW 69.51A.220. The district will not store or administer marijuana-infused products for any purpose. Although the school nurse may oversee the process of compliance with this policy, the school nurse will not provide, administer, or assist the student with the consumption of the marijuana-infused product. The parents or guardian of the student are the only persons who may provide, administer, or assist student with the consumption of the marijuana-infused product. Students will not self-carry or self-administer marijuana or marijuana-infused products for medical purposes or for any other purpose. Administration of a marijuana-infused product by smoking is strictly prohibited. Violation of this policy by students may result in appropriate school discipline or referral to law enforcement.

After administering the permissible form of medical marijuana to the qualified student, the parents or guardian will remove any remaining marijuana from school or district grounds, school bus, or school-sponsored event. The district may limit or revoke permission for the parents or guardian of a qualifying student to administer marijuana for medical purposes if the parents or guardian or qualified student violates this policy or demonstrates an inability to follow this policy’s parameters responsibly. Nothing in this policy requires an accommodation for employees for medical marijuana in the place of employment or diminishes the district’s ability to enforce its drug-free schools policy. Student possession, use, distribution, sale or being under the influence of marijuana inconsistent with this policy may be considered a violation of the district’s drug-free schools and subject to district action. FINANCIAL MANAGEMENT

Revenues from Local, State, and Federal Sources

A. Revenues from Local Resources

Local revenues will be used only for documented and demonstrated enrichment of the state’s program of basic education as required by law.

Local revenues include the following: 1. Enrichment levies collected under RCW 84.52.053;2. Local effort assistance funding received under chapter 28A.500 RCW; and3. Other local revenues such as, but not limited to, grants, donations, state and federal

payments in lieu of taxes, or any local revenues that operate as an offset to the district’sbasic education allocation under RCW 28A.150.250.

Enrichment of the state’s program of basic education includes supplementing the following: 1. The minimum instructional offerings of RCW 28A.150.220 or 28A.150.260;2. The staffing ratios or program components of RCW 28A.150.260, including providing

additional staff for class size reduction beyond class sizes allocated in the prototypicalschool model and additional staff beyond the staffing ratios allocated in the prototypicalschool formula;

3. The program components of RCW 28A.150.200, 28A.150.220, or 28A.150.260; or4. The program of professional learning as defined by RCW 28A.415.430 beyond that

allocated pursuant to RCW 28A.150.415.

The district can pay for the following with local revenues: 1. Extracurricular activities and athletics;2. Extended school days;3. An extended school year;4. Additional course offerings beyond the minimum instructional program established in the

state’s statutory program of basic education;5. Activities associated with early learning programs;6. Any additional salary costs attributable to the provision or administration of permitted

enrichment activities; and7. Additional activities or enhancements that the office of the superintendent of public

instruction determines to be documented and demonstrated enrichment and for which thesuperintendent approves proposed expenditures during the pre-ballot approval processrequired by RCW 84.52.053 and 28A.505.240.

As necessary, the district will consider requesting voter approval of an enrichment levy. Such a levy will be for an amount permitted by law. The board will solicit advice from staff and community members prior to establishing the amount and purposes of the levy. The levy will be presented by program and expenditure in the district's annual descriptive guide for community members as required by law. OSPI must approve the district’s expenditure plan for the enrichment levy before the district can submit the levy to the voters.

As part of the state auditor’s regular financial audit, it will review the district’s expenditures to ensure they comply with RCW 28A.150.276, the statute that limits the district’s use of local revenues to supplementing the state’s basic education program. Within 30 days of receiving the auditor’s findings, the board will hold a public hearing to review the findings.

B. Revenues from State Sources The responsibility for financing public education in Washington falls primarily upon the state. To provide educational services beyond the levels possible under the basic education allocation, the district must depend upon state and federal special purpose funding programs and grants or enrichment levies approved by district voters. The state provides special purpose appropriations for programs of transportation, for children with disabilities, and for such other programs as it deems appropriate to assist schools. If the superintendent identifies an optional state grant and determines that the benefits of accepting the grant outweigh the costs to the district, he or she is authorized to apply for and accept the state grant revenue. The superintendent is also authorized to decline optional state grant funding if he or she determines the benefits of the grant do not outweigh the costs to the district.

C. Revenues from the Federal Government The objective of the board is to provide the best educational services possible within resources available to the district. Federal grants and programs may provide helpful financial resources towards pursuing that objective. When it is optional for the district to participate in a federally funded program, the board will receive detailed analysis from the staff regarding both the advantages to be realized from the program and the additional costs in terms of staff time, impact on existing programs, and new obligations that the program may require. Before authorizing participation in such a program, the board will first determine that the advantages outweigh the disadvantages and that the program will not detract from other programs already in operation. The board agrees to comply with all applicable federal and state requirements that may be a condition to receipt of federal funds including, but not limited to:

1. Maintenance of fiscal records that show the receipt and disposition of federal funds; 2. Provision for eligible private school students to participate in programs and/or services

designed for the educationally disadvantaged as well as other programs that are supported by federal funds;

3. Provision for testing to identify target students as well as to measure program results; and 4. Provision for staff and parent involvement, program planning, budget development, and

program evaluation. The district agrees to comply with Title I requirements pertaining to the implementation of internal controls for travel, contracted services, training, and capital outlay purchases and expenditures. The following controls are established for the Title I program:

1. All Title I funded purchases and expenditures will be directly related to allowable Title I activities and services that are necessary to carry out the objectives of the current program effectively, and for the benefit of eligible participants;

2. Title I purchases and expenditures will be restricted to those incurred by persons with direct Title I duties and responsibilities and/or that benefit only eligible Title I participants;

3. Title I funded in-service trainings will be directly related to specific Title I program activities and provided only to persons with Title I program responsibilities and duties; and

4. Appropriate documentation of all Title I purchases and expenditures incurred will be maintained for accountability and audit purposes.

The district further assures that a district-wide salary schedule is in effect and that the staff are assigned equitably among schools. Instructional material will also be distributed equitably among all schools. The board grants authority to directors and staff to participate in the development of any state and/or federal regulations deemed to be necessary for the implementation of federally-funded programs.

D. Federal Impact Funds Federal impact funds are provided to the district as a supplement to taxes and other revenue sources. State appropriated funds and local taxes contribute to the development and implementation of a basic education program for all students enrolled in the district. The district gives assurance that tribes and parents of Indian children will be afforded the opportunity to make recommendations regarding the needs of their children and will be involved in the planning and development of the basic education program, including those educational programs and services to be provided with federal impact funds. Indian students will have the equal opportunity to participate in the district's program with other students. Recognizing that the board is the ultimate authority in defining the educational program of the district, the superintendent or designee will establish procedures to assure the involvement of the tribes and parents of Indian students in the development of the basic education program, including the education services to be provided with federal impact funds and the participation of Indian children in the program on an equal basis. The superintendent or designee will provide opportunities for parents and members of the tribal council to suggest if any policy and/or procedure changes as well as program changes are necessary to better serve the needs of the Indian students. NONINSTRUCTIONAL OPERATIONS

Employee Safety

The board recognizes that safety and health standards should be incorporated into all aspects of the operation of the district. Rules for safety and prevention of accidents shall be posted in compliance with WISHA requirements. The superintendent shall develop necessary procedures to implement this policy and comply with Department of Labor standards. Each employee shall be responsible for following the district staff safety policy and procedures, and compliance will be enforced. Failure to follow safe workplace practices or safety policies and procedures may result in corrective action, including discipline. Responsibilities shall, at a minimum, include the following:

A. Management Responsibility

1. Establish a safe and healthful working environment consistent with Labor and Industriesrequirements.

2. Implement an accident prevention program.

3. Provide training programs to improve the skill and competency of employees in the fieldof occupational safety and health

4. Maintain readily accessible material safety data sheets for all chemicals at each location,and comply with Labor and Industries requirements regarding chemical hazards(“Worker Right to Know”).

5. Form a safety committee composed of management and employees.

6. Investigate the cause of accidents that cause serious injuries followed by recommendedpreventative measures to avoid similar accidents in the future.

7. Report all accidents.

8. Establish a system for maintaining records of occupational accidents, injuries andillnesses.

9. Maintain a well-marked first aid kit or first aid station (if applicable).

10. Assure that a person who holds a valid certificate of first aid training is present oravailable.

11. Maintain safety bulletin boards to post safety educational material.

6. Make a prompt report to their immediate supervisor of each industrial accident, injury oroccupational illness, regardless of the degree of severity.

7. Use proper safety devices and protective equipment as required.

8. Not wear loose or torn clothing while working around machinery.

9. Not interfere with the use of any work practice designed to protect employees frominjuries.

10. Maintain a fragrance-controlled workplace by not permitting the use of air fresheners,candles, wickless candles, essential oil diffusers, or similar fragrance-emitting products to reduce allergenic products in the workplace, including district-owned vehicles and facilities.

1011. Not interfere with the use of any safeguard by anyone in the workplace, and not remove or damage any safeguard, notice, or warning designed to make the workplace safe.

1112. Play an active role in creating a safe and healthy workplace, and comply with all applicable safety and health rules.

C. Safety and Health Committee Responsibility

1. Safety and health committee meetings shall address the following:

A. A review of the safety and health inspection reports;B. An evaluation of the accident investigations conducted since the last meeting;C. An evaluation of the accident and illness prevention program.

OBJECTIVE: To provide the Board with an update on the attendance boundaries for McLoughlin, Ochoa, Reynolds and Stevens middle schools and Central and East Pasco elementary schools.

BACKGROUND: (Pertinent past action/events) The boundary revision work began in May 2018. A committee of district staff and community used the guiding principles to develop initial boundary scenarios. In collaboration with JUB Engineering consultant, Spencer Montgomery, the boundary committee developed draft boundary scenarios for the district’s middle schools and Central and East Pasco elementary schools.

The draft boundary scenarios and related information was shared at each middle school open house on September 16, 2019. Two additional community meetings were offered on September 17th and 19th, at Captain Gray Elementary and Stevens Middle School. Each occasion offered stakeholders an opportunity to review and provide feedback on draft scenarios 1, 2, and 3. The draft scenarios and feedback form were also available online. This report will cover information regarding the three draft boundary scenarios including student projected enrollment data, alignment with the Guiding Principles, and a brief high-level overview of stakeholder feedback.
