Why play a musical instrument?

Having the opportunity to learn to play a musicalinstrument and to play and perform with others is knownto improve self-esteem, self-confidence and social skills,leading to a positive attitude to schooling and improvedstandards in music and the wider curriculum. (Ofsted)

Parental Direct Payment Scheme

How does the PDP scheme work?• Lessons are delivered in small groups of up to four.• A minimum of 20 minutes per session is guaranteed.• Some pupils may find that they respond well to

individual tuition and we are now able to offer 20 or 30minute instrumental lessons in schools.

• We aim to deliver 34 lessons a year.• Children will need to provide their own instrument

• Invoices are sent at the start of each term to parentsand payment is due upon receipt of the invoice fromCounty Hall.

• Once your contract and first payment has beenreceived, your child will be enrolled for the remainderof the academic year. If you wish to withdraw yourchild, you must follow the cancellation procedure.

The Parental Direct Payment scheme allows parents to purchaseinstrumental tuition that is delivered through school but invoiceddirectly to parents by the Music Service.

If the lesson is missed due to INSET,Bank Holidays, SATs etc, if time allows, lessons will be made up later in the term. If a lesson is missed due to teachersickness you will receive a credit for that lesson. Please check with your child’s school/LMS teacher for any changes tothe dates shown.

Our network of Music Centres provide band/orchestra opportunities suitable both for beginners (including pupils who havebeen involved in the Wider Opportunities - WCET scheme) and those pupils who are in the early stages of their musicaldevelopment. Weekly rehearsals in large ensembles with young people from different schools culminating in publicperformances helps to maintain motivation and supports school based activities. Music Centres also provide small grouptuition and specialised individual tuition.

county bands and orchestrasThe County bands and orchestras provide opportunitiesfor young musicians from all areas of Lancashire todevelop their musical skills and interests to an advancedlevel.

They come together regularly throughout the year toparticipate in rehearsals, concerts, courses andoverseas tours in the summer vacation.

They perform regularly at venues across the County andparticipate in festivals such as the National Festival ofMusic for Youth.

These are prestigious groups that have achieved nationaland international success. A high level of commitment isexpected and membership is by audition.

Terms and Conditions

The Lancashire Music Service (LMS) (a business unit within theLancashire County Council) will provide tuition at the school named onthe application form under the following terms and conditions.

Service Delivery 1. Lessons can only start at the beginning of each half term after the

application form has been completed and returned to theLancashire Music Service Office.

2. Lessons will be given on the school’s premises and allarrangements will have the approval of the Headteacher andGovernors of the school.

3. Group Lessons will be taught for a minimum of 20 minutes notexceeding four pupils per group. Individual Lessons will be taughtfor 20 minutes or 30 minutes.

4. Lessons may be at times when the pupil would normally be involvedin lessons which form part of the school curriculum but the pupil willonly be removed from such lessons with the consent of theHeadteacher. The parent or carer indicates his/her agreement to thisby signing this application form.

5. Where lessons take place outside school hours, parents will beresponsible for the safe transportation of pupils and for theirsupervision before and after the lesson.

6. Lessons, so far as possible, will be given at the same time and onthe same day each week during term time but some variation maybe necessary to accommodate school activities and service delivery.

7. Lessons not provided by LMS will not be charged for. If your childmisses a lesson a charge will be made for that lesson.

8. It is envisaged that the number of lessons will be 34 over anAcademic Year.

9. Pupils are responsible for the safe keeping of their musicalinstrument and Lancashire County Council does not acceptresponsibility for any loss or damage to such instruments.

10. Progress reports will be provided termly, two of which will beprepared during lesson time as part of the ongoing assessmentprocess.

11. Any complaints should be sent in writing to: Mr T Rogers, Head ofService, Lancashire Music Service,The Woodlands Centre,Southport Road, Chorley, PR7 1QR.

Billing Information1. Fees for tuition are payable at the start of each term (non

refundable).

County Hall Income and Debt Management team will issue aninvoice and when invoices are raised they are due for immediatepayment.

If payment is not received within 30 days of the date on your invoicewe will withdraw your child from music lessons for the coming term.You will still be liable for payments for the duration of the currentschool term.

2. Lancashire Music Service is unable to provide refunds for anyreason except for teacher absence credits. These will be appliedagainst your next terms invoice. Where refunds cannot be issuedagainst a new term invoice you will receive notification requestingbank details.

3. Cancellation Policy - If you wish to withdraw your child from musiclessons, written notice is required at least 6 weeks before the start ofthe following term. DO NOT SEND YOUR CANCELLATION REQUEST TO SCHOOLOR COUNTY HALL.

Instrument Loan Scheme Terms and Conditions

1. The instrument, including the bow or mouthpiece where applicable,and its case will at all times remain the property of LMS and may berecalled for inspection at any time.

2. LMS will withdraw the instrument and case from the pupil ifinstrumental tuition ceases and may do so if in LMS's opinion theinstrument is not looked after adequately.

3. The instrument will be issued in good playing order. The cost ofreplacing strings, rosin, reeds, grease or oil as necessary must bethe responsibility of the parent/carer.

4. LMS will be responsible for general maintenance of the instrumentas a result of fair wear and tear.

5. The parent/carer must accept responsibility for the proper care andsafeguarding of the instrument on loan. Guidance on instrumentcare can be found at www.lancsngfl.ac.uk/curriculum/music

6. In the event of damage to, or loss of, the instrument or case LMSmust be informed immediately. Under no circumstance should aparent or carer attempt to repair the instrument. Parent/Carers willbe responsible for the cost of repairs up to and including fullreplacement cost. LMS may, in its sole discretion, in individualcases waive these charges.

7. Parent/Carers are advised to arrange insurance cover forinstruments on loan or arrange for them to be specifically noted ontheir household insurance policies.

8. Instruments should not be left in an unattended vehicle.

9. The instrument must not be used by any person other than thestudent to whom it is on loan.

10.Loaned Instrument Hire Fees will be invoiced at the start of the loanfor the current academic year and will automatically renew eachyear until written or email confirmation is provided of withdrawal.(non refundable)

County Hall Income and Debt Management team will issue aninvoice and payment is due immediately.If payment is not received within 30 days of the date on your invoicewe will arrange collection of the instrument. You will still be liable forpayments for the duration of the hire period.

11.Cancellation Policy – To return the loaned instrument, please contactRoger Stewart (Instrument and Warehouse Distribution Manager) onmobile tel. 07825 755501 / office tel. 01257 517148 to arrange asuitable return date.
