SECTION-A

SPECIFICATION FOR SILENT BLOCKS FOR ANCHOR LINK OF B.G. COACHES

1. Scope:

1.1 This schedule has got two sections (1) Section-A covers technical requirements, methods of sampling and tests for Silent Blocks used in B.G. Coaches. (2) Section-B covers schedule of infrastructure, manufacturing and testing facilities and Quality control requirements.

1.2 All the provisions contained in RDSO’s ISO procedures laid down in Document No. QO-D-7 8.1-11 dated 19.07.2016 1.07.2020 or latest version (titled “Vendor – Changes in approved status”) and subsequent versions/amendments thereof, shall be binding and applicable on the successful vendor/vendors in the contract

floated by Railways to maintain quality of products supplied to Railways.

2.0 Requirements:

2.1 Material:

2.1.1 Rubber: Natural rubber or Elastomers or a blend thereof suitably compounded shall be used for the manufacture of Silent Blocks so as to conform the requirements stipulated in this schedule.

2.1.2 Steel:

2.1.2.1 Inner part of the Silent Block shall conform to IS: 1875 CI 4.

2.1.2.2 Outer cover of the Silent Block shall be seamless steel tube with UTs 410 Mpa.

2.1.2.3 Metal Washers used as integral part of the Silent Block shall be to IS: 2062, Fe 410A.

2.1.3 The metal parts shall be shot/grit blasted to IS:9139 Grade S M 300 or G M 30 and chemically cleaned before bonding with the rubber. It has to be ensured before bonding that the metal surface is free from rust, moisture and other foreign matter. The process adopted for bonding of rubber to metal shall be a proven one using suitable bonding agents to achieve the required bond strength.

2.2 Construction and finish:

The Silent Block shall be manufactured as per RDSO Sketch No. 94101 (latest alteration).

The inner metal part and metal washers are to be chemically bonded with rubber and the outer cover is to be compression fitted. The lip of outer cover to be warped under pressure.

2.3 Technical Requirements:

Note: Tests shall be carried out as per IS:3400. For this purpose, the suppliers shall supply two samples of size 2X250X250mm of the rubber compound prepared for batch production along with the supply with his test certificate. However, the purchaser reserves the right to cut any finished Silent Block, if needed.

The bond strength between metal and rubber shall be minimum 500 PSI. To assess the bond strength method ‘B’ as given in IS: 3400 Part 14-1984 shall be followed. All the precaution taken for metal preparation and bonding for preparing test piece shall also be followed for batch production. The un-vulcanised rubber disc for preparing the test piece shall be taken from the rubber compound prepared for batch production.

2.3.2 Variation in physical properties of rubber after ageing at 70 0C + 1/-0 for 72 hrs. + 0/-2 in an air oven.

2.3.3 Performance requirements:

3. No permanent set

2. Torsional stiffness for 8 degree deflection

Note: In all the above three cases, the Silent Blocks should be subjected to 3 successive loading up to maximum limit and 4th time reset the pointer at zero position and take the final readings.

2.3.4 Endurance Test:

Silent Blocks shall be assembled in anchor link and mounted in fixture providing an offset of 30 mm. Radial load of 8 tonnes and with frequency of 10 cycle/minute shall be applied and assembly shall be subjected to cyclic displacement of 30 mm on either side of central position. After completion of one lac cycles there should not be any permanent set and damage to rubber or steel components. The Silent block shall satisfy compressive load test 24 hours after it has undergone endurance test.

Note: (a) The manufacturer should have necessary facilities for carrying out all the tests mentioned under Clause No. 2.3.

(b) Endurance test shall be conducted after every 5000 pieces and the test certificate have to be shown to the Inspecting authority as and when required.

3.0 Lot size, method of sampling of material:

The lot size of anchor link Silent Blocks to be offered in one inspection shall be maximum 1000 Nos. or part thereof.

3.1 From the above lot offered for inspection, the following samples shall be drawn by the inspection authority for various tests:

1. Dimension 8% qty

2. Visual examination 4% qty

3. Compressive load test 1% qty

4. Torsional stiffness test 1% qty

5. Conical stiffness test

Note: All the tests under Clause 2.3.1 and Clause 2.3.2 shall be carried out on samples selected at random from the lot.

3.2 Material offered for inspection shall not be withdrawn during the course of inspection. Any move to withdraw the material or interfere with the inspection in any way shall render the entire lot being rejected.

3.3 If the samples fail in one or more of the criteria, double samples will be drawn and tested against the criteria in which the failure had accrued. If the double samples pass the lot shall be accepted. Failure of the double samples will however, result in the rejection of the lot.

4.0 Each Silent block shall be marked as given in the drawing.

5.0 Packing: The outer surface of the Silent block should be smeared with antirust coat of oil to prevent oxidation from exposed surface. The coat should be applied carefully so that the oil does not come in contact with the rubber after smearing the antirust coat of oil. The Silent block shall be wrapped in butter paper and then in corrugated paper and then packed in wooden cases.

SECTION-B

SCHEDULE OF INFRASTRUCTURE, MANUFACTURING & TESTING FACILITIES

AND QUALITY CONTROL REQUIREMENTS

1.0 GENERAL & MANUFACTURING FACILITIES

1.1 Covered area with adequate space for storage of raw rubber, carbon and chemicals

should be available. The covered area should be free from dampness and humidity.

1.2 The weighing facilities for measuring raw materials constituents and the product at intermediate stages should be available.

The following facilities are required: a) Electronic weighing balance of 2 to 5 kg Capacity. b) Mechanical spring balance or platform weighing machine of the capacity of

minimum 50 kg of reputed make.

1.3 It shall be ensured that the weighing machines are calibrated regularly as per manufacturers IS specification.

1.4 1 No. Hydraulic press of adequate capacity for inserting outer cover into rubberised

ball shaft and for wrapping the lip of outer cover shall be available.

1.5 At least three sets of Go-No-Go gauges should be available to check the dimensional accuracy of Ball Shaft, washer and seamless pipe and also the products at intermediate stage & final stage.

1.6 Ensure that the Go-No-Go gauges are calibrated on due date and the record is available. The Go-No-Go gauges, should have a mention on it indicating the date of calibration and the date next due.

1.7 1 No. open mixing mill for sizing of rubber sheets should be available. The open mixing mill should be equipped with suitable cooling arrangement and digital temperature indicator.

1.8 At least one pair of moulding presses should be available. The press should be fully equipped with temperature controllers, digital temperature indicators and timers. These should be in a position to set the press in such a way that the required pressure, the time period and the temperature can be synchronized for subsequent series manufacture of particular product without disturbing the setting on the machine.

1.9 Minimum 2 Nos. suitably designed moulds for the product shall be available.

1.10 It is to be ensured that the moulds are measured for its accuracy for various dimensions and profile at least on weekly basis or after a production of 500 pieces whichever is later and the observations of the moulds are recorded.

1.11 One mould for preparation of sample test pieces for method B of Bond test in accordance with IS:3400 pt.14/1984 shall be available.

1.12 Ensure that a system exists to check the dimensional accuracy of the mould before its use in case the mould is used after a gap of considerable time period.

2.0 TESTING FACILITIES:

2.1 Controlled atmosphere laboratory to maintain standard temperature and humidity for rubber testing as per IS: 13867 should be available.

2.2 Tensile testing machine capable to read the load and elongation as per the

requirement of the product should be available. The tensile machine should have aIl

the provisions in accordance with Para 4.2 of IS: 4300 3400 Pt.I.

2.3 One Universal testing machine or suitable load deflection test equipment with load indicator having least count of minimum 5 kg with adequate capacity to apply the required load for conducting tests like compressive load tests with 8 tonne load, torsional stiffness test for 8° deflection and conical stiffness test for 8° deflection

should be available.

2.4 One endurance testing machine should be available which satisfies the following requirements:

a) It should be able to apply the compression load of 8 tons as per the specification. b) It shall be possible to read the load applied as well as the number of cycles

directly on the machine/counter. c) Provision should be there to ensure that the loading cycles are maintained at

the frequency of 10 cycles per minute minimum. d) Displacement of 30mm on either side of central position can be measured with

the use of an indicator/scale.

2.4.1 The firm should have facilities for testing the “Endurance Test” as above. In case in-house test facility for Endurance Test is not available with the manufacturer, the same can be tested from any NABL/NABCB accredited lab or any reputed outside laboratory. The testing charge shall be borne by the manufacturer.

2.5 A calibrated angle measuring chart with graduation 0.5° up to the reading of 8° to measure rotational movement of Silent Block under torsional/conical stiffness tests shall be available. Also 0.10 graduations shall be marked for initial 1° from zero position for measuring the permanent set at the end of fourth load application.

2.6 Minimum one number of air Ovens should be available to facilitate the testing in accordance with Para 4.2 to 6.2 of IS: 3400 Pt.I.

2.7 Minimum one number Muffle Furnace shall be available.

2.8 One number Shore hardness tester should be available.

2.9 Below mentioned measuring instruments in adequate number should be available.

a) Vernier Calipers, Preferably Digital b) Go-No-Go gauges for all the important dimensions for the product.

2.10 Suitable facility for preparing the test specimen from the product should be available.

2.11 Minimum one number chemical balance for measuring ash content should be available. Also 4 crucibles and one descicator of adequate size shall be available.

2.12 Facility for Compression set testing should be available.

3.0 QUALITY CONTROL REQUIREMENTS

3.1 Ensure that there is a Quality Assurance Plan for the product detailing various aspects

a) Organizational Chart b) Flow Process Chart c) Stage inspection details d) Various parameters and to ensure control over them

3.2 The firm should acquire ISO-9000 series certification and the product for which an approval is sought should be broadly covered in the scope of the certification for manufacture & supply within a specified time frame.

3.3 The Quality manual of the firm for ISO-9000 should clearly indicate at any stage the control over manufacturing and testing of the said railway products.

3.4 The vendor should ensure that proper analysis is being done on monthly basis to study the rejection at various internal stages and it is documented.

3.5 The vendor should ensure that all the relevant specification, IS standards are available with the firm.

3.6 The firm should ensure that proper record of complaints received from users

(Railways) is being maintained & corrective action is taken.

All the precaution taken for metal preparation and bonding for preparing test piece shall also be followed for batch production. The un-vulcanised rubber disc for preparing the test piece shall be taken from the rubber compound prepared for batch production.

Note: In all the above three cases, the Silent Blocks should be subjected to 3 successive loading up to maximum limit and 4th time reset the pointer at zero position and take the final readings.

2.3.4 Endurance Test:

Silent Blocks shall be assembled in anchor link and mounted in fixture providing an offset of 30 mm. Radial load of 8 tonnes and with frequency of 10 cycle/minute shall be applied and assembly shall be subjected to cyclic displacement of 30 mm on either side of central position. After completion of one lac cycles there should not be any permanent set and damage to rubber or steel components. The Silent block shall satisfy compressive load test 24 hours after it has undergone endurance test.

Note: (a) The manufacturer should have necessary facilities for carrying out all the tests mentioned under Clause No. 2.3.

(b) Endurance test shall be conducted after every 5000 pieces and the test certificate have to be shown to the Inspecting authority as and when required.

3.0 Lot size, method of sampling of material:

The lot size of anchor link Silent Blocks to be offered in one inspection shall be maximum 1000 Nos. or part thereof.

3.1 From the above lot offered for inspection, the following samples shall be drawn by the inspection authority for various tests:

1. Dimension 8% qty

2. Visual examination 4% qty

3. Compressive load test 1% qty

4. Torsional stiffness test 1% qty

Note: All the tests under Clause 2.3.1 and Clause 2.3.2 shall be carried out on samples selected at random from the lot.

3.2 Material offered for inspection shall not be withdrawn during the course of inspection. Any move to withdraw the material or interfere with the inspection in any way shall render the entire lot being rejected.

3.3 If the samples fail in one or more of the criteria, double samples will be drawn and tested against the criteria in which the failure had accrued. If the double samples pass the lot shall be accepted. Failure of the double samples will however, result in the rejection of the lot.

4.0 Each Silent block shall be marked as given in the drawing.

5.0 Packing: The outer surface of the Silent block should be smeared with antirust coat of oil to prevent oxidation from exposed surface. The coat should be applied carefully so that the oil does not come in contact with the rubber after smearing the antirust coat of oil. The Silent block shall be wrapped in butter paper and then in corrugated paper and then packed in wooden cases.

SECTION-B

SCHEDULE OF INFRASTRUCTURE, MANUFACTURING & TESTING FACILITIES

AND QUALITY CONTROL REQUIREMENTS

1.0 GENERAL & MANUFACTURING FACILITIES

1.1 Covered area with adequate space for storage of raw rubber, carbon and chemicals

should be available. The covered area should be free from dampness and humidity.

1.2 The weighing facilities for measuring raw materials constituents and the product at intermediate stages should be available.

The following facilities are required: a) Electronic weighing balance of 2 to 5 kg Capacity. b) Mechanical spring balance or platform weighing machine of the capacity of

minimum 50 kg of reputed make.

1.3 It shall be ensured that the weighing machines are calibrated regularly as per manufacturers IS specification.

1.4 1 No. Hydraulic press of adequate capacity for inserting outer cover into rubberised

ball shaft and for wrapping the lip of outer cover shall be available.

1.5 At least three sets of Go-No-Go gauges should be available to check the dimensional accuracy of Ball Shaft, washer and seamless pipe and also the products at intermediate stage & final stage.

1.6 Ensure that the Go-No-Go gauges are calibrated on due date and the record is available. The Go-No-Go gauges, should have a mention on it indicating the date of calibration and the date next due.

1.7 1 No. open mixing mill for sizing of rubber sheets should be available. The open mixing mill should be equipped with suitable cooling arrangement and digital temperature indicator.

1.8 At least one pair of moulding presses should be available. The press should be fully equipped with temperature controllers, digital temperature indicators and timers. These should be in a position to set the press in such a way that the required pressure, the time period and the temperature can be synchronized for subsequent series manufacture of particular product without disturbing the setting on the machine.

1.9 Minimum 2 Nos. suitably designed moulds for the product shall be available.

1.10 It is to be ensured that the moulds are measured for its accuracy for various dimensions and profile at least on weekly basis or after a production of 500 pieces whichever is later and the observations of the moulds are recorded.

1.11 One mould for preparation of sample test pieces for method B of Bond test in accordance with IS:3400 pt.14/1984 shall be available.

1.12 Ensure that a system exists to check the dimensional accuracy of the mould before its use in case the mould is used after a gap of considerable time period.

2.0 TESTING FACILITIES:

2.1 Controlled atmosphere laboratory to maintain standard temperature and humidity for rubber testing as per IS: 13867 should be available.

2.2 Tensile testing machine capable to read the load and elongation as per the

requirement of the product should be available. The tensile machine should have aIl

the provisions in accordance with Para 4.2 of IS: 4300 3400 Pt.I.

2.3 One Universal testing machine or suitable load deflection test equipment with load indicator having least count of minimum 5 kg with adequate capacity to apply the required load for conducting tests like compressive load tests with 8 tonne load, torsional stiffness test for 8° deflection and conical stiffness test for 8° deflection

should be available.

2.4 One endurance testing machine should be available which satisfies the following requirements:

a) It should be able to apply the compression load of 8 tons as per the specification. b) It shall be possible to read the load applied as well as the number of cycles

directly on the machine/counter. c) Provision should be there to ensure that the loading cycles are maintained at

the frequency of 10 cycles per minute minimum. d) Displacement of 30mm on either side of central position can be measured with

the use of an indicator/scale.

2.4.1 The firm should have facilities for testing the “Endurance Test” as above. In case in-house test facility for Endurance Test is not available with the manufacturer, the same can be tested from any NABL/NABCB accredited lab or any reputed outside laboratory. The testing charge shall be borne by the manufacturer.

2.5 A calibrated angle measuring chart with graduation 0.5° up to the reading of 8° to measure rotational movement of Silent Block under torsional/conical stiffness tests shall be available. Also 0.10 graduations shall be marked for initial 1° from zero position for measuring the permanent set at the end of fourth load application.

2.6 Minimum one number of air Ovens should be available to facilitate the testing in accordance with Para 4.2 to 6.2 of IS: 3400 Pt.I.

2.7 Minimum one number Muffle Furnace shall be available.

2.8 One number Shore hardness tester should be available.

2.9 Below mentioned measuring instruments in adequate number should be available.

a) Vernier Calipers, Preferably Digital b) Go-No-Go gauges for all the important dimensions for the product.

2.10 Suitable facility for preparing the test specimen from the product should be available.

2.11 Minimum one number chemical balance for measuring ash content should be available. Also 4 crucibles and one descicator of adequate size shall be available.

2.12 Facility for Compression set testing should be available.

3.0 QUALITY CONTROL REQUIREMENTS

3.1 Ensure that there is a Quality Assurance Plan for the product detailing various aspects

a) Organizational Chart b) Flow Process Chart c) Stage inspection details d) Various parameters and to ensure control over them

3.2 The firm should acquire ISO-9000 series certification and the product for which an approval is sought should be broadly covered in the scope of the certification for manufacture & supply within a specified time frame.

3.3 The Quality manual of the firm for ISO-9000 should clearly indicate at any stage the control over manufacturing and testing of the said railway products.

3.4 The vendor should ensure that proper analysis is being done on monthly basis to study the rejection at various internal stages and it is documented.

3.5 The vendor should ensure that all the relevant specification, IS standards are available with the firm.

3.6 The firm should ensure that proper record of complaints received from users

(Railways) is being maintained & corrective action is taken.
