Beginnings of the PCTI

Development of the Demonstration ProjectDevelopment of the project included: Meeting with Partnership Committee to

define scope of the project, Environmental scan, Presentation of findings to Partnership Ctte Development of action plan Submitted October 31, 2005

Proposed outcome of the Project

To provide a regionally based coordinated integrated and comprehensive children’s therapy service that assists children to reach their full potential.Therapy services would be based from two sites, Dauphin and Swan River.Proposed staffing:1.0 EFT OT and .5 EFT PT based in Dauphin and 1.0 EFT OT and .5 EFT PT based in Swan River

The Management Committee

Each partner within the management committee has representation in governanceThe PRHA will become the host for administration and delivery of servicesCollectively the partners will develop mechanisms whereby children in need of therapy receive timely and appropriate careResources presently designated for children’s therapy in the region will be retained for this integrated service.

Outcomes to be Achieved

Children will achieve developmental potential,Maximize parent and caregiver abilities,Cohesive and coherent services,Maximize use of resources to meet needs of children,Increase capacity, coordination and integration,decrease fragmentation

Transition Support by RCC

Program will be phased in, beginning in south Parkland, and then into north Parkland with transition visits throughout the first years It is proposed that RCC will support program development: Education for new staff, Joint visits with children, Mentoring regarding processes of care and clinical

skills. Future provincial “centre of excellence” for

continuing education/ clinical consultation.

Success factors to date:

Shared vision for children’s therapyInvolvement of key stakeholdersDevelopment of referral form, pamphlets and database for central intakeHire of regionally based occupational therapist with transition of existing children from RCC to regionally based service in South Parkland.

Centralized Intake operational Increase in PT services to the South Parkland through contract with RCCNew hearing services program using regionally based audiometric technician who provides screening and support to audiologist

Challenges

Trust and commitment within the Partnership to continue to move forwardCreating a win: win for everyone (children, families, providers, partners)Getting partners together for meetings.Funding limitations to move forward into next steps

Co-ordination of scheduling a regionally based service with school, CSS and PRHA partners

Communication regarding changes in service to families, service providers, referral sources

Recruitment and retention of regionally based staff to provide quality service

Next Steps

Ongoing Developments in the Following Areas: Operational plan completed Signing of a Memorandum of Understanding

between all the members of the Management Committee and development of terms of reference.

Flow of all required information to centralized intake i.e school based speech language client information, current clients in the North District, all new referrals from various referral sources.

Professional development plan with RCC Education regarding the PCTI to all stakeholders

Next Steps

Recruitment of PT in the South and North Parkland and OT in the North Parkland as funding allowsData analysis (including quantitative and qualitative results) and reporting system to all stakeholdersDevelopment of program guidelines and policies and proceduresParticipation in Provincial outcomes measurement project when available
