It is that time of year again for in- fluenza vaccines. Influenza, or “flu,” is a contagious res- piratory illness. According to the Cen- ters for Disease Control and Prevention, flu was associated with about 3,000 to 49,000 deaths per year between 1976 and 2006. Most experts think that flu viruses are spread mainly by droplets made when people with the flu cough, sneeze or talk. It can be spread to others up to about six feet away. Less often, a per- son might also get the flu by touching a surface or object that has the flu virus on it and then touching their own mouth or nose. Some people with the flu virus can be asymptomatic, but the potential to spread the virus still re- mains. The following groups are at higher risk for complications from an in- fluenza infection, and are strongly en- couraged to get a flu vaccine as soon as possible: Pregnant women, Individuals living with or caring for infants less than two years old, Children younger than five, especially under the age of two, People 65 years and older, or any- one with one of the following medical conditions; chronic lung disease such as asthma or emphysema, heart disease, chronic kidney or liver disease, a cogni- tive or neuromuscular disorder, a meta- bolic disease (including diabetes), or immunosuppression (caused by med- ication or by another medical condi- tion). U.S. Naval Hospital Naples has two forms of the influenza vaccine for the general population, to include a vaccine sprayed into the nose (flu mist) and an inactivated vaccine given by intramus- cular injection (the shot). The vaccine will help protect against the influenza viruses indicated by research to be most common during the season. This week NSA Napleshosted the Navy RegionEurope Africa SouthwestAsia Executive SteeringCommittee. This bi-an-nual meeting is a forumfor the Region Com-mander and InstallationCommanding Officers todiscuss important issuescommon to our regionand communicate in per-son with the many important leaders who reside inNaples. The meetings this week focused on installa-tion employment opportunities, planning for the fu-ture, and how to improve the quality of life for ourentire community.Housing announced that the winter heat turn-on

schedule, which began on October 29, and will becomplete on November 11. Please see the NSANaples Facebook page and PAO notes to see when aspecific building is scheduled for service. Each yearwe review the weather forecasting sites to deter-mine the best time to make the switch from air-con-ditioning to heat, but this is not an exact science soplease understand in the event of a sudden heatwave or cold snap. We are working closely with ourpartners at Mirabella to expedite the process andensure the systems are working properly. We had a very successful earthquake drill and

mustering exercise this week, and I am giving a bigshout out to our community members and tenantcommands for participating and getting the mostout this training opportunity. I also need to thankour exercise coordinators, training staff, and emer-gency management team for their initiative and re-solve to make this a great event. The safety of ourcommunity is paramount, and drills like theseallow our personnel to practice and familiarizethemselves with emergency response, disaster pro-cedures, and consequence management. The instal-lation also uses these events to test our reaction tothe simulated emergencies and the emergency oper-ations center’s capabilities. The quarterly drills pro-vide regular feedback for optimization, andimprovement of essential emergency functions. Ilook forward to your continued strong support ofour emergency management training efforts makeNSA Naples a lean, mean, crisis handling machine. With the holidays just around the corner, now is

the perfect time to start thinking about gift buyingstrategies and your plans for holiday leave. It startsthis weekend with Spooktacular tonight and Hal-loween on Saturday. High School Principal Bans High HeelsA school principal in a high school in Avezzano,in Italy’s Abruzzo region decided to ban heelshigher than four centimeters for students andstaff. The banning measure was taken due tothe security risk posed by running in high heelsfollowing an earthquake. The school is in anarea of high seismic activity, and even thoughteachers and students disagreed with the deci-sion, they would follow the new guideline. Thearea of L’Aquila was struck by a series of earth-quakes in 2009 killing 286 people, and in 1915 amassive quake devastated the town of Avezzanokilling 30,000 people.

Mantua Selected as Italy’s 2016 CultureCapitalThe Lombard city of Mantua was chosen as Ital-ian culture capital in 2016. Mantua was theHouse of Gonzaga from the 14th to the 18th cen-turies and its historic center was declared a UN-ESCO World Heritage Site in 2007. Mantua wonwith a project to remake itself into a smart citywith digital tourism to set off its jewels likePalazzo Te, a palace built in 1524-34 by architectGiulio Romano, a pupil of Raphael, who deco-rated almost every single surface of the palace’smany loggias and salon. Mantua is also home tothe Palazzo Ducale (Ducal Palace), where theGonzagas lived from 1328 to 1707. The palacehas some 500 rooms and is most famous for An-drea Mantegna’s frescoes in the Camera degliSposi (Wedding Room). Rione Terra Opens New ExhibitThe ancient Roman settlement of Rione Terra,in the town of Pozzuoli near Naples opened lastweekend with an exhibition-route titled “Be-tween land and sea, the roots of taste.” The exhi-bition thus allows the discovery of the history ofthe Campi Flegrei and ancient Puteoli throughthe theme of food: from products that came herewith ships in Roman times when it was the portof imperial Rome, to the shops where they atefish or the premises used to store grain or towork it to the grindstone. ‘Robin Hood’ Bank Robber FoiledAn old man attempted a bank robbery shouting“I’m Robin Hood, give me money,” in the city ofMestre, Venice. The man wasn’t taken seriousby the tellers who refused to hand over themoney. The man again asked for money to shareamong everyone present during the attemptedrobbery. The bank manager called the police andnabbed him as he attempted to run away. Hecarried a replica gun loaded with four blanks, acan of pepper spray and a knife. Police found outhe had a history of firearms and public order of-fenses and he was charged this time with pos-session of an imitation firearm and attemptedrobbery before he was released on bail.

On November 3, 1931, the Dirigible USS Los Angeles(ZR 3) made a 10-hour flight out of Naval Air StationLakehurst, New Jersey, carrying 207 persons, establi-shing a new record for the number of passengers car-ried into the air by a single craft.The USS Los Angeles (ZR-3) was a rigid airship

built from 1923 to 1924 by the Zeppelin company inFriedrichshafen, Germany, but was surrendered to the U.S. Navy in October 1924 by the German Government as part of the war reparations fromWorld War I.At just over 658 feet long, with a hull diameter of ne-

arly 91 feet, Los Angeles was enormous, dwarfing itstender ship, the USS Patoka (AO 9). Los Angeles car-ried a crew of 40 Sailors and officers, and served asan observatory and experimental platform, as well asa training ship for other airships. Her propulsion plant was five Maybach VL-1 12-cy-

linder water-cooline inline engines, which could pro-duce 400 horsepower per engine, and with two-bladedfixed-pitch, rotatable wooden propellers. Her maxi-mum range was 6,640 miles at 12 mph. Her cruisingspeed was 55 mph, and she could attain a maximumspeed of 75 mph. The Los Angeles ZR-3 went on to log a total of 4,398

hours of flight, covering a distance of 172,400 nauticalmiles (319,300 km) traveling to places in both the Pa-cific and the Atlantic.

The Los Angeles was decommissioned in 1932.

NEX Rewards Students with A-OK Program

The Navy Exchange Service Command (NEXCOM) has hel-ped students pay for college through its A-OK Student Re-ward Program since 1997. All qualified students canparticipate in a quarterly drawing for awards of $2,500,$1,500, $1,000 or $500 for a total of $5,500 per quarter. Thenext drawing will be held at the end of November 2015.Any eligible full-time student who has a B-grade point ave-rage equivalent or better, may enter the drawing. Home-schooled students can also qualify. Eligible 1 to 12-gradechildren of active duty, reservists and military retirees. De-pendent children without an individual Dependent Identifi-cation Card must be accompanied by their sponsor tosubmit their entry. Portable Electric Heaters on NSA Naples Installations

As the temperature drops duringthe season tenants should beaware of the regulation regard-ing the use of space heaters onNSA Naples installations. In ac-cordance with Naval Support Activ-ity Naples Instruction 4101.1C, theuse of portable electric heaters isprohibited without the consent of theEnergy Program Manager or theFire Department.What if my work space is ex-

tremely cold? Contact your buildingmanager and request a trouble call be sub-mitted to PWD to verify the temperature of your work-space and check the heating system for proper function.Keep in mind when using portable electric heaters, theexcess heat provides a false reading to the room’s ther-mostat. If the thermostat reads that the temperature inthe room is high enough it will not trigger the centralheating system to turn on. The use of electric heatersmay seem like a solution but could potentially affect theentire heating system, meaning you may be warm inyour cubicle but, you may be causing your co-workers tosuffer.The use of portable heating systems is also a safety

hazard. In small spaces the heaters can cause a fire apotentially can over load electrical circuits. If you notice that portable electrical heaters are being

used in your workplace please advise your co-workers ofthe instruction or contact the Utilities and Energy Man-agement Office to report unauthorized use.

The Naples Tiger Sharks traveled to theSupreme Headquarters Allied Powers Europe(SHAPE) headquarters in Belgium to com-pete against several other teams October 24.Traveling with only 15 swimmers the Tiger

Sharks came in second place against theSHAPE Seals who had the home field ad-vantage, and a four-fold size advantage.Other teams included the Berlin Bear-A-

Cudas, NATO Marlins, Sigonella Swordfishand Vicenza Mako Sharks. The Seals took first place with 57 swim-

mers, earning a total of 1,039 points. TheTiger Sharks came in second earning 438points, while the Vicenza Mako Sharkscame in third with 16 swimmers, earning390 points. “It was great winning second place with

only 15 swimmers,” Tiger Shark swimmerGabe Rayos said.Caroline Ross won first in all four of her

events earning 36 points for the team. RyanRayos, Brandon Oestereicher and Max Mil-ton each won two of their events and secondin one of their events earning 34 points eachfor the team.Other swimmers bringing gold home in-

cluded Brooke Ralston (31 points), CallieVan Dyke (28 points) and Alex Ruppe (24 points). Ian Boggs placed second in one of his events and brought in 28 points.Swimmers who placed third in at least one of their events were Jackson Layton (27 points), Victoria Raltston (25 points),Gabriel Rayos (24 points) and

John Ruppe (24 points).Tiger Sharks swimmers who also earned

points in a strong showing for the team in-clude Jasmine Boggs, Grace Hoffer andSarah Oestereicher. Nine Tiger Sharks also competed in the

long distance event following the standardmeet. The Long Distance event is the 400meter freestyle for swimmers 10 andyounger, and the 800 meter freestyle forswimmers age 11-19. Alex Ruppe placed second in the girls 400

freestyle. Caroline Ross won in the girls 800freestyle; Ryan Rayos, Brandon Oestere-icher and Max Milton, placed second for theboys in their age groups; Sarah Oestere-icher and John Ruppe placed third in theirage groups; Ian Boggs took fourth and Cal-lie Van Dyke brought in honors for fifth intheir age groups. “It was awe-inspiring for me to swim in my

very first 800 meter race,” Tiger Sharkswimmer Ryan Rayos said. “And best partwas that I qualified for Lignano!”The long distance event at SHAPE served

as a qualifying race for swimmers to com-pete in the European Long Distance Cham-pionships, which will be held overThanksgiving weekend in Lignano, Italy. Alex Ruppe and Brandon Oestereicher

The vaccine contains versions ofthe influenza viruses that cannotreplicate so you cannot contractthe flu from receiving the vac-cine. Side effects may includerunny nose, headache, sorethroat, and cough. Education and prevention of the

flu virus is important becauseeven a mild case may adverselyimpact Navy force readiness andmission execution. The flu vac-cine is mandatory for all militarypersonnel (active duty and re-serves), as well as civilian healthcare workers providing direct pa-tient care, mission-essential DoDcivilians, and CDC staff (unlessmedically or administratively ex-empt). Be sure to maintain a copyof all records because the docu-mentation will act as your “re-ceipt” for having received eitherthe vaccine or the exemption. Ifwe do not have a record of yourvaccination and your name ap-pears on a delinquency list, youwill need to either show your re-ceipt or receive the vaccine again. Vaccination is the first line of

prevention towards fostering ahappy and healthy family. Al-

though not required for the pub-lic, it is highly recommended toreduce the risk of contracting theInfluenza virus. Remember, flu vaccination does

not protect you from the commoncold. Use these best practices toprotect our community and keepeveryone healthy!1. Avoid close contact.Avoid close contact with people

who are sick. When you are sick,keep your distance from others toprevent them from getting sicktoo.2. Stay home when you aresick.If possible, stay home from

work, school, and errands whenyou are sick. You will help pre-vent others from catching yourillness.3. Cover your mouth andnose. Cover your mouth and nose with

a tissue or lean into your elbowwhen coughing or sneezing. Itmay prevent those around youfrom getting sick.4. Clean your hands.Washing your hands often will

help protect you from germs. Ifsoap and water are not available,use an alcohol-based hand rub.

5. Avoid touching your eyes,nose or mouth. Germs are often spread when a

person touches something that iscontaminated with germs andthen touches his or her eyes,nose, or mouth.6. Practice other good healthhabits. Clean and disinfect frequently

touched surfaces at home, workor school, especially when some-one is ill. Get plenty of sleep, bephysically active, manage yourstress, drink plenty of fluids, andeat nutritious food.Talk to your healthcare provider

The landscape of Germanyhas inspired many authorsand painters. Its medievalruins, sentinels of an ear-lier age that have longlost their original pur-pose and shape but stub-bornly still stand, seemto lurk from hills andforests, intriguing pass-ing travelers to stop andexplore. Among the earli-est to appreciate themwere the 19th centuryromantics who foundbeauty in witheredhulks and in their darkhistories. If theyweren’t dark enough, theywould write them that way orat least borrow a good name.Author Mary Shelley may

have appropriated a nameshe heard on a Rhine Rivercruise in 1816, that of anearby castle namedFrankenstein. Whether it’strue or not it has given thelittle hilltop castle a bit of no-toriety to stand out from allthe others.

Notoriety is important be-cause in medieval Germany,if you had a hill you had acastle. The Odenwald hillsare still dotted with the re-

mains of fortresses suchas Burg Frankensteinfrom which the manylords of that stratified

land ruled. Inthat regard,it’s fairly typ-ical except for

its famous namewhich around Hal-loween attracts visi-

tors like pitchforkand torch wieldingvillagers to a mis-

understood perver-sion of science.Something to realize when

visiting is that the real castleand its forested hill haveenough stories and myths thatit doesn’t need another fic-tional one tacked on. Local leg-ends include a dragon tale,mythical creatures, witchesgathering on the hill and al-chemist Konrad Dippel, whoverifiably did live in the castle.If there is a real mystery of

Burg Frankenstein, it’s thecastle’s age. Europe is full ofcastles, churches and placesthat have been consistentlyused or inhabited for theirentire existence, but theseexistences stretch back so farno one remembers preciselywhen the first stones wherelaid. The oldest known refer-ence to Burg Frankenstein isfrom 948 A.D.On my trip it was dreary,

heavy on fog and light onrain, and looking to getworse. Normally I hated thiskind of weather when I trav-eled. But there isn’t any bet-ter weather to ask for whenexploring the ruins of castleand especially one namedFrankenstein.The visit didn’t inspire me

as a writer, but as a photog-rapher it was perfect. Omi-nous weather, fog concealingand shadowing figures andshapes, and for the most partvery few other people to ruinthe mood or wander into myshots made it ideal for shoot-ing eerie photography. Ahaunted atmosphere simplycan’t be replicated at theheight of tourist seasonunder a cloudless blue sky.It’s called a ruin but enough

castle remains that it’s easyto see the appeal romanticshad in such places. The cas-tle walls and towers stillstand and even though mostof the buildings are gone orreduced to stony frames it’seasy to imagine the place inits prime when hundreds la-bored and lived in andaround its cramped quarters.Burg Frankenstein is similarto other hilltop castles inHesse in that it’s rather com-pact to fit on its stony perch.Walking atop the walls andclimbing to the highest floorof the keep, where theFrankenstein family oncelived, offered an excellentview of the lands they oncedominated both literally andphysically.Another good area for pho-

tography was walking thenarrow path that circles thecastle walls and also includesa standalone rampart.There’s something about thecombination of ruins andgreenery that appeals to me.I could say there’s a state-ment to be made about the

works of man falling to na-ture or I could just say itlooks appealing.The castle is in a nature

park, so before heading outgrab a map of the footpathsand points of interest thentry to find as many as youcan. Some will appeal tothose with an interest in theparanormal such as the mag-net stones which supposedlyhas appealed to witches overthe centuries, the sonnstein,humming stone, which issupposed to be good for yourhealth and even better foryour health is a Jungbrun-nen, the fountain of youthwhich I’m pretty certain hasrun dry. What is definitelygood health-wise is the exer-cise received from all thewalking and fresh mountainair. Burg Frankenstein was a

fun and productive day outfor me. It was also cheap, theentry fee was two euros, and

easy to get to. It is 20 milesfrom Frankfurt am Main andoverlooking the town of Mul-htal. I rode a train fromFrankfurt to Mulhtal’sFrankenstein stop then rodea taxi to the castle. Becausethe road is very windy andhas no shoulder to walk on, Iwould recommend againstattempting walking up thehill from the station. Most of the year visiting is

as simple as showing up, butif you want to visit duringHalloween you need to pur-chase an entry ticket wellahead of time due to its Hal-loween monster festival.Nearly everyone has read

the book, seen the movie orat the very least, heard of“Frankenstein’s Monster.” Ifyou take the time and visitthe castle, you can be one ofthe few who has actuallybeen there and seen for your-self where the legend got itsstart.

The cyber threat reachesbeyond traditional informa-tion technology (IT) net-works and computers tosystems that affect nearlyevery aspect of the Navy’smission. Machinery control,weapons and navigationsystems may be vulnerable,as well as the networks andcomputers commonly usedby Navy personnel.To protect against these

threats the Navy has madesignificant changes, includ-ing how it is organized andhow much it invests in cy-bersecurity.In 2014, the Navy estab-

lished Task Force CyberAwakening (TFCA) to im-prove cybersecurity after itsnetwork was compromisedthe previous year. The mis-sion of the task force was totake a comprehensive lookat the Navy’s cybersecurityand make changes to im-prove its defenses.TFCA established priori-

ties for protecting the Navybased on recommendationsfrom industry, the cyberse-curity community andstakeholders. Using thesepriorities, the task forceevaluated hundreds of fund-ing requests for addressingvulnerabilities, which re-sulted in $300 million beingset aside in fiscal year 2016for solutions that strength-ened the Navy’s defensesand improved awareness ofits cybersecurity posture.TFCA used the same ap-proach to evaluate over 300competing funding requestsfor the next five years of theNavy’s budget.One of these funding prior-

ities was for control pointswhich allow the Navy to iso-late portions of the networkafter a breach is detected.

Much like the watertightcompartments on a ship,these control points willallow the Navy to limit theimpact of a compromise andkeep adversaries from mov-ing to other targets in thenetwork. These controlpoints will also allow theNavy to selectively limitconnectivity for parts of thenetwork if increased cyberactivity from adversaries isexpected, similar to howships set different materialconditions of readiness.The task force also formed a

Navy-wide group to imple-ment the CYBERSAFE Pro-gram. CYBERSAFE ismodeled after SUBSAFEwhich is the rigorous subma-rine safety program begunafter the loss of the USSThresher (SSN 593) in 1963.Like the submarine program,CYBERSAFE will harden a

critical subset of warfightingcomponents, which could becertain computer systems orparts of the network. CY-BERSAFE will apply morestringent requirements tothese components before andafter fielding to ensure theycan better withstand at-tempted compromises. CY-BERSAFE will also requirechanges in crew proficiencyand culture to implementthese requirements.

Technical solutions alone can-not completely protect theNavy. The cybersecurity, pro-fessional and general work-force are also key contributorsto the Navy’s defense.● Cyber workforce - To en-

sure the cyber workforcehas people with the rightskills, the Secretary of theNavy is revising the CyberWorkforce Management

Manual. After this manualis approved, the Navy willidentify updated training,education and certificationrequirements for the cyber-security workforce. ● Professional workforce -

To reduce vulnerabilities inthe computers that controlequipment, machines orweapons systems, the Navyidentified positions withinthe systems commands thatwill need cybersecuritytraining. ● General workforce - The

Navy is bolstering its cyber-security training to usersand leaders because defend-ing the Navy is not only theresponsibility of the cyberse-curity workforce, it is an allhands effort. Some exam-ples of current trainingbeing provided to the gen-eral workforce include cy-bersecurity training forSurface Warfare Officerleaders, and officers at Sub-marine School.In September 2015, the

CNO established the NavyCybersecurity Division onthe Navy headquarters staffto continue the transforma-tion started by TFCA. Thenew division will overseethe Navy’s approach to cy-bersecurity, developingstrategy, ensuring compli-ance with cybersecurity pol-icy and advocating forcybersecurity requirements.The division will also evalu-ate and prioritize major in-vestments and manage theCYBERSAFE program.

Other organizations critical to the cybersecurity fight: Navy Chief Information

Officer - Establishes policyand guidance relating to IT.● Developed the Navy’s ap-

proach for evaluating andimproving the security of ITsystems; ● Revised the Navy’s policy

for protecting informationand information systems.

Fleet Cyber Command/U.S.10th Fleet - Operates, main-tains and defends Navy net-works and conducts cyberoperations.● Began installing and op-

erating the new technicalsolutions that have beenpurchased;● Continued defending the

Navy’s networks, systemsand data.

Information DominanceForces Command - Organ-izes, mans, trains andequips the cybersecurityworkforce.● Obtained approval to add

another Division Officer cy-bersecurity position on CG,DDG, and LSD class ships;● Conducted training and

assist visits to prepare Ech-elon II commands for cyber-security and cyber readinessinspections.

Systems Commands -Strengthen cybersecuritythroughout the lifecycle ofsystems with the goal of“baking in” security fromthe beginning instead of“bolting it on” after systemsare fielded.● Developed technical stan-

dards for building more se-cure systems;● Helped develop and im-

plement the CYBERSAFEProgram. The Navy continues to

strengthen its cyber pos-ture. But remember, themost critical member of theNavy cybersecurity team isyou.

The Exceptional FamilyMember Program (EFMP) is amandatory enrollment pro-gram that works with militaryand civilian agencies to pro-vide comprehensive and coor-dinated community support,housing, educational, medical,and personnel services to fami-lies with special needs.

“Sailors on active duty enrollin the program when theyhave a family member with aphysical, emotional, develop-mental, or intellectual disor-der requiring specializedservices, so their needs can beconsidered in the military per-sonnel assignment process,”Lt. Cmdr. Brent Dennis,EFMP program manager, said.“The overall goal of EFMP isto help families accompany theservice member to the rightduty locations; not to excludethem.”

EFMP helps address thechallenges that having a fam-ily member with special med-ical or educational needs.Families can receive help inmanaging appointments, an-swering questions and navi-gating medical andeducational systems. The pro-gram provides access torespite care to provide familieswith an opportunity to restand reenergize. MERCATO/CLASSIFIED ADS

A Panorama/NSA Public Affairs Office courtesy service available for U.S. or

NATO ID cardholders who have orders to PCS within six months. RULES:

• New ads must be submitted on a completed Mercato form, along with a copy

of both the member’s ID card (front and back) and ONLY the first two pages

of PCS orders or equivalent.

• Ads are limited to one per category and 25 words maximum. Ads for free

pets are limited to one per person or organization (copy of ID required) and

run on a space-available basis. One contact phone number per ad; no e-mail

addresses.

• Deadline for submission is Monday, noon for the following Friday. Public

holidays (U.S. or Italian) are not an exception to this rule.

ADS RUN ONE WEEK ONLY!

• Any incomplete ad or ad received after the Monday, noon deadline will not

be printed in that Friday’s issue. Late submissions will be considered for the

next available publication. Incomplete or illegible ads will not be considered.

• Free Mercato Ad forms, the only acceptable form of submission, are avail-

able at http://www.cnic.navy.mil/ naples/newsroom/pano ra ma/ (click on

the Mercato link) or at the NSA Public Affairs Office during normal business

hours.

• Ads and supporting documentation can be faxed to 081-568-5112 (DSN

626-5112) or delivered in person to the Public Affairs Office, Capodichino,

Admin I, Room 208. No other form of submission will be accepted.

• To renew for the following week call 081-568-5856/5907 (DSN 626-5856/

5907) by noon Monday. Ads not renewed by the deadline will not be pub-

lished.
