Who will be served?• Gifted and talented students in the PAEC, Heartland, and North East

Florida Educational Consortia districts• 9th and 10th graders this year and in subsequent years, incoming 9th

graders will be added.Why the focus on gifted and talented?• Although learning gains are being made by lowest performing

students, data indicates our top-performing students have shown little or no gains.

STEMWhat is STEM?• An integration of Science, Technology, Engineering and

Mathematics

STEM programs are typically classified based on four occupational clusters:• Computer technology• Mathematical sciences• Engineering and surveying• Natural, physical, and life sciences

o Career and Technical Education programs an integral part and may lead to industry certifications in STEM-related fields

STEM ProgramsSTEM programs should aim to include the following features:• Students actively engaging in situations to find solutions through

problem-solving, discovery, and exploratory learning.o Problem-based learning is key

• Nature of technology, engineering design, systems thinking, maintenance and troubleshooting are incorporated into the science and mathematics curricula.

• Innovative instruction that affords students opportunities to explore subjects at greater level of depth by applying skills they’ve learned.

STEM Programs• Use of technology to provide creative and innovative ways to solve

problems and apply learning.

• Students complete independent and collaborative research projects.

• Collaboration, communication, and critical thinking skills are threaded throughout the curricula.

• Businesses, industries, and research organization leaders mentor students.

Why STEM?• Current education system doesn’t produce enough STEM-

capable students to keep up with demand in traditional STEM occupations and other economic sectors that demand similar competencies.o According to prominent economists, no other investment generates a greater long-term

benefit to the economy than scientific research and development.

• Advances in science and engineering are critical to ensure America’s:o Economic growth

o Job creation

o Quality of life

o National Security

Why STEM?

• “Too few Florida students are learning enough 21st century skills in STEM with sufficient rigor and hands-on experience to handle the key jobs businesses are clamoring to fill.”

(Trigaux, R. , St. Petersburg Times, October 7, 2011)

• When student participants graduate from college it is predicted that 9 out of 10 new jobs will be in STEM areas.

(2010 Florida Council of 100 Report, Closing the Gap)

Goal OnePositively impact gifted and talented high school students’ perceptions, knowledge and skills in STEM through the FloridaLearns STEM Scholars Program of Study.

This will entail:• Increasing enrollment of gifted and talented students in rigorous STEM

courses.

• Identifying gaps in STEM rigorous courses.

o Collaborating with local colleges and universities to bridge gaps.

o Employing virtual courses afforded through Florida Virtual School franchises.

o Exploring creative intra- and inter-district distance learning options.

• Identifying STEM teacher mentors

Goal One• Implementing STEM Scholar Regional forums – two in year one and

four in subsequent years where students will:o Interact with gifted and talented students from nearby districts.

o Collaboratively problem solve and learn content developed by content experts.

o Take part in leadership development activities.

o Interact with regional college personnel and students.

– Regional colleges have committed to collaborate with project personnel and host these activities.

• Exploring STEM careers through interaction with professionals in STEM-related areas.

Goal One• Making Available STEM Scholars Summer Challenges

o Students will apply to take part and each challenge event will accommodate 35 students.

o Transportation will be provided.

o Four-day experiences on topics such as nanoscience, crime scene investigation,

environmental issues, underwater robotics, and others.

o Problem-based and application of content to solve problems.

o STEM skills of collaborating, researching, planning and conducting investigations,

calculating and measuring, and technical computing skills are used by students.

o Student draw conclusions and present findings.

o Students have leadership opportunities.

Goal One• Providing Workplace Internship Experiences

o Students will apply to participate.

o Local STEM teacher mentors and project guidance counselors will facilitate experience.

• Providing Summer Workplace/Field Research Experiences

o Students will be connected to STEM businesses and industries willing to afford students an

internship opportunity.

o Students will spend eight days conducting field research or in a workplace with a teacher

and two other students.

– Each teacher will receive a stipend and students will receive a small transportation stipend.

Goal One• Engaging students in a University of Florida “Immersion into STEM”

experience.o Week-long University of Florida residential experience.

o During summers of 2013 and 2014, 30 students from each consortium will have the

opportunity to take part.

o Customized content to meet needs of FloridaLearns STEM Scholars.

o All expenses paid by project, including transportation.

o A teacher from each district will accompany students.

• Providing a limited number of scholarships for other approved STEM-related student experiences.

Goal One• Increasing parent’s knowledge about STEM careers and scholarship

opportunities.o Two regional STEM Scholar Student/Parent nights per year.

– STEM professionals will be available in person or via Skype to share details about career preparation,

job responsibilities, and answer questions.

– College recruiters will share information.

– Scholarship information will be provided.

Goal TwoCapitalize on partnerships to maximize STEM-related experiences for gifted and talented high school students. This will entail: • Developing partnerships to

o Afford students authentic STEM-related experiences such as internships and summer field experiences.– Mentor students in terms of career-awareness.

o Ensure students and parents have accurate information about career preparation and what the career entails.— Present at STEM Regional Forums and Parent/Student nights.

o Fill gaps, when possible, to supply items not allowed by grant.— Food— Incentives

Goal ThreeGuide participants in establishing STEM academic and career goals. This will entail:• Qualified counselors working with students on an individual basis to

provide:o Career advisemento Scheduling assistance with focus on including rigorous STEM courses in course selection

each yearo Ensuring each student’s schedule is individualized and aligned with interests.

• Providing opportunities for students to identify and reflect on personal, academic and career goals.

• Administering and helping with interpretation of surveys.• Developing a portfolio where student project-related information is

maintained.

Goal FourEnhance gifted and talented students’ ability to assume leadership and participatory roles in learning situations, the workplace and society.

This will entail:• Incorporating leadership skill-building activities into Regional

Forums, Summer Challenges and other FloridaLearns STEM Scholars related activities.

Goal FiveIncrease educator ability to provide instruction which addresses specific learning needs and builds on the strengths of each student. This will entail:• Providing professional learning activities to enhance:

o Administrator and STEM teacher awareness of the unique social and emotional needs of gifted and talented students.

o The ability of STEM teachers to use assessment tools and data to differentiate and individualize instruction for gifted and talented students.

o STEM teachers’ ability to incorporate Florida’s Frameworks for K-12 Gifted Learners into the STEM curriculum.

o STEM teachers’ ability to develop and implement problem-based learning activities that are engaging, challenging, and relevant.

Goal SixDevelop and disseminate the FloridaLearns STEM Scholars Program of Study, to meet the educational needs of individual gifted and talented students.

This will entail:• Developing replicable operational project policies and protocols.• Developing a FloridaLearns STEM Scholars Program of Study that

aligns with research-evidenced elements of successful STEM programs.

We Need Your Help!During the project period PAEC personnel will conduct a minimum of:Regional Forums – 50 This will require 100 STEM-related career presenters.

Student/Parent Nights – 24This will require 48 more STEM-related career presenters.

We will need summer field experiences for:144 students – 3/site – 48 sites

We will need internships for:Any of the approximately 700 student participants who meet all project requirements.
