PAKPAS has successfully completed various projects in Romania, Latvia, Lithuania, Russia, Lebanon, Saudi Arabia, Turkey, Kazakhstan as well as in other parts of the Africa like Chad and Cameroon.

Our F Flag Ship member Pakpas Engineering and Construction Ltd-HK has been

registered in Hong Kong, at 5 Aug 2015 to support our Group of Companies together with his daughter companies and their projects with her internationally connected Bankers, Asset Collateral & Financiers, to obtain several guarantees as well as required Credit Lines. Pakpas Engineering and Construction Ltd-HK nowadays, is supporting several other companies and Banks settled especially in emerging markets. PECL (Pakpas Engineering and Construction Ltd-HK) provides below given services to his clients including its group companies. PECL has sufficient assets and can facilitate loans in collaboration with Internationally Acceptable Banks and opens Credit Lines against unconditional Bank Guarantees. PECL is focusing especially on financing large projects in emerging economies. PECL prepares all required set-ups and covers all key costs without asking any advance payments from his clients. The success fee is charged and collected after the loan is fully secured. PECL has developed four different programs for successful loans to his clients.

1. Financing 100% of the project, against local Bank Guarantee(s). Subject to the approval of our Investor Partners (ask,the list of the acceptable banks)

2. Financing 100% of the project against 10% Security Deposit. (subject security is deposited into client’s own account or to any Internationally known Trustees account,) (refunding 10% Security Deposit, at the time of closing is also possible.)

3. PECL offers lease or rental of funding instruments, such as proof of funds, to lower the buying costs. PECL helps also to buy Bank Guarantees (BG) or Stand By Letter of Credit (SBLC), or a Medium Term Note (MTN), from one of the top 25 banks. (ask our Brouchure for more information)

4. PECL manages for you, Investor Partners, or Equity Partners or Off-Take Partners and provides means for your financial requirements.

PECL, in any case, can obtain collateral in the form of bank guarantee (BG) or stand by letter of credit (SBLC), or medium term notes (MTN) or just a commitment from one of the top 25 banks, at a very competitive cost. After a proper collateral from one of top 25 European Bank is received, than an engagement is made with one of the “Financial Partners” such as large Trusts, or Pension Funds, Private Banks, to get the loan against that collateral. PECL is in the course of developing better relations with several Financial Entities to serve with much better and cheaper financing possibilities.

PECL alternative financing system, qualification criterias are given below:

1. PECL checks the capability of the project with an eventual cash flow ( submit Executive Summary of the project ).

2. Proof of equity from your bank is necesssary. (Then the financing need is calculated. Accordingly additional collaterals or means are sought. (Your proof might be a bank statement, tear sheet or a bank letter.)

3. Complete Bankable Business Plan and your lending requirement letter, have to be given to PECL, (or to her daughter companies such as Pakpas KZ or Meglobaloil-KZ, PECL than will negotiate and take an approval fom his underwriters to complete loan process. Whole process takes maximum 21 days after client’s proper application.

4. If the client is ready to submit a bank guarantee (BG) from his local bank, total

face value of a such BG must be lower than bank yearly turnover. 5. New loan request within the same year will not be taken into account. 6. Term of loans is usually five years (open to prolongations) and interest rate is

fixed up to 4,50% or floating Euribor+1,5 %.. All negotiable during formal request and subject to change without prior notice..

7. PECL is capable of financing any size of project without any upper limit. Financing cost of Projects less than 50 mio Euro, are slightly higher than above rates.

Blocks Railways are provided with signalling primarily to ensure that there is always enough space between trains to allow one to stop before it hits the one in front. This is achieved by dividing each track into sections or "blocks". Each block is protected by a signal placed at its entrance. If the block is occupied by a train, the signal will display a red "aspect" as we call it, to tell the train to stop. If the section is clear, the signal can show a green or "proceed" aspect.
