1. INTRODUCTION OF THE PROJECT
The Qilla Saifullah Road Project ICB-3B, Section (N-50) is located at the main
artery from Kuchlak to D.I Khan and within the Administrative jurisdiction of
District Qilla Saifullah & Zhob. (See Figure 1)
The Project involves the improvement and widening of Road ICB-3B (N-50),
Qilla Saifullah ~ Zhob (Section 150 KM) carriage way from the existing 3.65
meters to 7.30 meters (within the existing right of way). Asian Development
Bank Loan No. 2540 – Pak. National Highway Development Sector
Investment Program (Project – I).
1.1 Construction Activities and Project Progress
During the previous six months from July to December 2012 the following

Overall about 66.94% of the Project work has been completed from start of
project till December 2012. Balance work is under progress.
In general there are no significant changes in the structure of Project
organization neither in the environmental section. (see organization chart
Annex-7) The environmental section is being looked after by an
Environmental Engineer.
During the previous six months relationship of company with contractors,
service providers and land owners was found excellent and the minor
conflicts with land owners were dealt in an amicable manner. There were no
significant complaints received from the local community in respect of land
acquisition / land settlement or environmental issues. The company had
maintained good liaison with the local communities.
From start of project till date (31-12-2012) more that 300 local persons have
been employed by M/S LIMAK JV ZKB as part of the company policy and
requirement of Employer. Which include drivers, watchmen, labours (skilled
and un-skilled). Due to the road construction activities of the company in the
area, the local people were benefitted technically and their quality of life had
been improved. It is expected that after completion of the project the local

people will avail enormous business opportunities and uplift of their livelihood
and the community will be benefited at large.
2. SUMMARY OF THE ENVIRONMENTAL MONITORING DURING PREVIOUS SIX MONTHS.
The major Environmental aspects identified in the project area (N-50) during
monitoring in previous six months (July ~ December 2012) were as follows:-
i). Excessive Particulate Matters (PM10) Level at the crusher plants and
concrete plants.
ii). Exceeding values of noise level at the crusher plants, concrete plants
and at the mining sites.
iii). As for as the quality of drinking water supplied to the residents of base
camp at Km 215+500 is concerned, some of its parameters were found
deviating from NEQS/PSQCA; Standards for quality of drinking water
during the months of January to June 2012 (First Bi-annual). However
the problem was overcome after adopting the mitigation measures
from September 2012 upto December 2012.
iv). Oil spillage was also observed in the motor workshop / maintenance
areas of Asphalt Plants / Concrete Plants etc.
Details of parameters found exceeding than environmental standards
(NEQS) in respect of air emission, ambient noise levels and quality of
drinking water supplied to residents are given in Table 2.1, 2.2 and 2.3
as well as shown on graphs at Annex-1, 2, 3 and 4. Location of the
monitoring stations is shown in Figure-2.

• Dust particulate matters (PM10) generated from the construction activities of
M/S LIMAK JV ZKB were the major issue of concern. These activities
included processing of stone at the crush plants and concrete plants at A3
Km 215+700, A7 Km 263+300 (100) and mining areas where the maximum
level of dust particulate matters were noted as 220 ug/Nm³. 250 ug/Nm³ and
at the road side close to mining area at Km 260+500.
• The exceeding levels of dust Particulate Matters (PM10) at the crusher plants
and asphalt plants were mainly due to technical faults in the dust collection
systems and the water scrubbers at times. However necessary maintenance
of machinery was under taken by the maintenance department and the
required Personal Protective Equipments (PPE’s) like dust masks, safety
helmets, leather gloves were regularly used by the workforce at these plants.
Regular sprinkling of water was also done across the plants to avoid re-
spreading of particulate matters.

• It is worth mentioning that these plants are located in barren areas and quite
away from the local settlements therefore, the excessive level of dust
Particulate Matter had no significant effect on the local settlement in general.
• In order to improve upon the environmental conditions in the processing
plants as well at the road construction sites the following mitigation measures
were adopted.
Mitigating Measures Adopted. 1. Implementation of preventive maintenance program in plants was
exercised.
2. Environmental awareness from top to bottom.
3. Proper collection and disposal of solid wastes.
4. Handling of bitumen and other petroleum products with due care and
ensuring hot mix dumper covered with tarpal during transportation.
5. To avoid re-suspension of Particulate Matters, proper designs and
operational standards were followed.
6. Regular water sprinkling was exercised during the road construction.
7. Ensured proper compaction as per approved specifications, during
laying of sub-base / sub-grade.
8. Sprinkling of water across diversions.
Recommendations 1. Equipping batching plants with fabric filters to reduce dust emissions.
2. The environmental traffic plan should be designed in such a manner
that the vehicular mobility, as well as vehicular emissions should cause
minimum traffic emissions.

It is revealed from table 2 that exceeding ambient noise levels than NEQS standard
were recorded at the monitoring points (N1) = 87dB (July, Nov), (N2) = 87, 88, 87 dB
(Jul, Nov. Dec), (N3) = 87 dB (Nov), (N5) = 87 dB (Dec), (N6) 89, 87, 87 dB (Sep,
Nov, Dec), (N7) = 87 dB (Aug), (N8) = 88 dB (Aug) and at Mining sites (N9) (N10)
(N11) = 90, 92, 93, dB (Aug).
From the above recorded ambient noise levels we can generally categorize the
Project Noise level measurements in three categories.

A. Noise level of operating plants.
B. Noise level of operating heavy machineries at sites.
C. Noise levels during mining and blasting activities.
Mitigating Measures Adopted. In order to control the exceeding noise levels than NEQS standard in the operating
plants (crush plants, concrete plants etc,) operating machineries and at the mining
sites. The following mitigating measures were adopted.
i). Regular maintenance of machinery was exercised which had reduced the
exceeding noise levels / vibrations close to NEQS.
ii). The workers were provided with PPE’s according to the nature of work, like
ear muffs, ear plugs, safety helmets, leather gloves, dust masks etc.
iii). Training of the concerned workers and Foremen for appropriate use of PPE’s,
also creating awareness among them regarding protection of health in bad
conditions.
iv). Checking of Noise / vibration levels, of the operating machineries at site with
the help of sound level meter revealed that it was conforming to NEQS
standards except for few vehicles which were got repaired from the motor
workshop specially their silencers. It is to mention that machinery fleet of ZKB
is most modern and brand new machineries are used therefore, requiring less
maintenance.
v). All dozer operators exposed to continues sound levels for 08 hours above 80
dB, were provided with ear muff and their regular use was ensured.
vi). “Controlled blasting technique” was adopted to reduce ambient noise level at
the Cutting/blasting sites from 90dB to 79 dB as revealed from table 2.2. The
Ambient Noise level was checked and found reduced during the months of
November and December 2012. However the cutting/blasting workers were

provided PPE’s like ear muffs etc. some times using ear plugs along with ear
muffs.
Recommendations for Improvement
i). Introduction of noise ambient abatement procedures and fixing silencers /
mufflers to the noisy heavy machinery and keeping a regular noise level
record of each vehicle / operating machinery.
ii). To ensure use of PPE’s ear mufflers by the heavy machinery operators, plant
operators and dozer operators etc.
iii). Ensure timely / regular provision of PPE’s and check to discard old PPE’s
after specific period.
iv). To create environmental awareness among workforce, managerial/technical
staff and foremen through scheduled training programs.
v). While carrying out construction activities near schools or bazars, noise
barriers be constructed to protect the local settlement from the noise
abatement specially the school children, further the construction activities
shall be restricted during school hours.

i. The data shown in Table 2.3 presents variations found in parameters PH
TSS, TDS, BOD up to July & August 2012. However after adopting mitigating
measures like cleaning /disinfecting of water tanker; also the water tank
reservoir at the base camp, encouraging results were noted and the quality of
drinking water was improved. The laboratory test results confirmed being
clear from contamination and all parameters conforming to standard since
September 2010.
ii. The quality of drinking water at the main camp and sub-camps was
maintained as per PSQCA drinking water quality standards.

iii. Drinking water sources were located at a distance of 50 meters away from the
soaking pit to avoid contamination.
iv. To further avoid water contamination, water coolers were also used by the
residents of base camp and sub-camps.
v. Labours were provided with the adequate potable water at site. Recommendations i. It is recommended that in base camp, a water filtration plant may be installed
close to the water reservoir tank (capacity 35000 liter) to further ensure
supply of better quality water to the residents also for the future Projects.
2.3.1 TERRESTRIAL FLAURA AND FAUNA
i). Land scaping of the entire project was planned in such a way to
enhance the scenic beauty of the land adjacent to the road sides.
ii). Slope of embankment were maintained as flat as possible to minimize
soil erosion and to allow natural vegetation growth.
iii). Cutting of trees and clearing of vegetative cover was kept to the
minimum. Total number of cut / removed trees upto 31st December,
were 3837 where as remaining 501are to be removed. Total 4338
numbers of trees are to be cut.
iv. Job opportunities were provided to the local people and more than 300
local people had been employed by the company.
v). The conventional “Kareiz” water system had not been disturbed. vi). Due care was observed to protect water body courses traversed by the
road way some of them are intermittent in nature whereas two are
natural spring waters. Care was taken during the construction activities

to prevent water from contamination passing under the road by
construction of protection wall.
2.4 OIL SPILLAGE / SPILL EMERGENCY
Plan for control of oil spillage was executed throughout the project. The spill
prone areas were given due consideration which included motor workshop, oil
change / oil storage areas and service station.
Mitigation measures adopted for prevention of oil spillage or tackling spill
emergencies were as follows.
• Proper cemented platforms with oil containment ditches had been
constructed at the oil storage areas as well as in the motor workshop.
• Collection of used waste oil and its management and disposal was
done under a planned program in maximum areas. Used oil was sold
out to oil dealers. Also alternatively used on construction structure
moulds in small quantity.
Suggestion Spill emergencies can be prevented to a greater extent through better
planning and training.
2.5 ENVIRONMENTAL MANAGEMENT.
• Environmental Management and Monitoring Plan (EMMP) was
implemented through regular monitoring of Air Emissions, Ambient
Noise measurements, drinking water and soil samples. Test samples
were obtained as per test frequency requirements from the identified
sampling stations as shown on sketch of operational area Figure–2,
also samples of soil were obtained from the vicinity of motor workshop
and from the washing bay, trap tanks were provided for collection of
iron particles and grease.

• Samples were taken from the identified sampling stations according to
the specified methods for air / noise, Suspended Particulate Matters
(PM 10), drinking water / waste water and soil sampling etc. The
project activities included earthwork preparation for road clearing /
grubbing, asphalt scarifying / breaking, earth cutting and filling or
asphalt laying etc. These actions were carried out as per requirements
of Environmental Management Health and Safety Plan prepared for
M/S LIMAK JV ZKB.
• Traffic and Safety plans were being executed as per approved EH&S
plan.
• Copy of the Environmental Management and Monitoring Plan was
made available at Camp Site as well as with Site Foremen.
• Training of staff in respect of environmental awareness. Health and
Safety was executed as per schedule. Lectures were arranged on
health and safety and including a fire drill (once a year). Record of
training conducted was maintained and recorded in Monthly
Environmental Management and Monitoring Report.
• Environmental monitoring program was executed as detailed in EMP
and EH&S of the Project. The relevant environmental parameters of
concern were these related to Air / Noise quality, Drinking Water
quality and Biological Environments including Soil tests. The
methodologies used for sampling / sample collection are appended
below.

3.1.1 DRINKING WATER QUALITY SAMPLING
The water is collected in polystyrene bottles of 1.5 l. capacity. The bottles are
thoroughly washed with water and then with distilled water (Physio-chemical
analysis). Test is performed on monthly basis and analyzed from
authenticated laboratories.
3.1.2 WATER QUALITY SAMPLING FROM STREAM / CANAL
Sample is collected from the center of stream in a polystyrene bottle and care
is taken to keep the bottle well above the bed of the stream to avoid
unwanted bed material going into the sample. Test is performed periodically
or whenever required.
3.1.3 AMBIENT AIR QUALITY SAMPLING
The air sampling was conducted at pre-selected stations and at proximately
located near road Project activity area. Testing of SO2, NO2 gases are
determined periodically at air emission points.
3.1.4 AMBIENT NOISE MEASUREMENT
Sound/Noise Level Meter using 10 minutes average time from a distance of
7.5 meters. Tests are performed on monthly basis or whenever required.
3.1.5 SOIL ANALYSIS

Soil sample is collected form the identified sampling station i.e. form the workshop
and vicinity of service station etc. Soil samples are obtained from a depth of
4-feet.
4.0 WASTE MANAGEMENT 4.1 TYPE OF WASTES
All types of wastes like solid waste, used oil etc. were collected and disposed
as per EMP according to schedule.
• Treatment of the waste water from camp toilets was managed through
septic tanks and later on discharged in to soaking pits.
• Solid waste generated from the camp site was properly collected at
source, treated and safely disposed off in the selected waste disposal
site.
• Fuel and oil storage areas were properly paved with cemented
platforms (see photo).
• Used oils were ultimately sold to the oil dealers after collection from the
“used oil points”.
• Debris generated by the dismantling of existing pavement structures
were recycled, subject to suitability of the material, or otherwise were
safely disposed off in the approved barren land at Km 224+100, 500
(see photo).
4.2.1 Type of waste materials generated from the construction activities were as
follow:-.
a). Existing road scarified materials containing:-
i). Asphalt
ii). Water bond macadam
iii). Sub-base material / aggregate base material
b). Existing culvert / structure scarified material containing:-
i). Concrete material.

iii). Unsuitable cut material.
Mixed materials were dumped at the spoil area.
Recommendations
Spillage drill rehearsal for the workforce engaged in oil management and to
educate them through practical demonstration.
5. ENVIRONMENTAL TRAINING PROGRAM
Environmental Training Sessions were conducted according to schedule for
the Environmental awareness of the Environmental Management Committee
and also training of the workforce working at sites as well as working in
asphalt plants, concrete plants, crusher plants and for the motor mechanics of
workshop and welders. Record of the lectures was maintained in the Monthly
Environmental and Monitoring Reports.
The lectures delivered generally comprised of the following contents:-
General awareness about Environmental aspects and impacts and adoption
of mitigating measures. Training of construction workforce on Health and
Safety and use of PPE’s (Safety Shoes, Helmets, Glove and Masks).
The topics were Environmental awareness and personal safety, First Aid
methods in case of emergency including rehabilitation in case of electric
shock, precautionary measures in case of sun stroke emergency, occurrence
of road accidents. Use of appropriate safety equipments and its frequency of
replacement with new one, Handling of hot mix during laying to avoid pollution
also handling of hot mix during transportation, Pollution control and solid
waste management minimization.

Emergency response in case of fire emergency, maintenance of vehicles,
general cleanness and solid waste disposal, timely response of incident
reports, identification / labeling of chemicals placed in the store. Concept of
the environment and its impacts, liquid waste management and handling of
liquid oil in case of oil spillage emergency, first aid methods in case of electric
shocks, use of fire fighting equipments, emergency drill. Concept of
emergency exits, fire exit maps, emergency / evacuation plan (on – site and
off – site) including emergency reporting procedures, fire exit maps, rescue
and medical tasks and first aid procedures. Precautions to take during
welding of handling of flammable liquids, during electric welding and to avoid
fire emergency. Electrical shock emergency and rehabilitation in case of
electrical shock victim.
Up till now more than 250 persons have availed training on Environmental
awareness and Safety.
Note: Trainings were provided effectively to implement specific EMP i.e. special
trainings of workers on specific jobs.
6. SITE INSPECTIONS AND AUDITS.
During every month 8 to 10 site visits or whenever required were conducted
by the Environmental Engineer of M/S LIMAK JV ZKB in respect of
implementation of Environmental Management Program which included.
a). Noise was measured with the help of a sound level meter.
b). Meetings were held with concerned foremen / workers / technical staff
regarding solving the environmental issues, environmental awareness
and ensuring use of PPE’s by the workers.
c). Delivered on – site / off – site, lectures on EH&S.

d). Implementation of mitigation measures and conducted environmental
surveys.
e). Arranged testing of Air Emission, water sampling from an authorized
laboratory and record was maintained.
f). Practical demonstration of solving environmental issues.
During these six months more than 50 number Improvement Action Reports
(IAR) were initiated out of which 30 IAR’s have been dealt with. Four audits
surveys were conducted by the Environmental Engineer out of which 25
number major / significant non-conformations were identified 10 no were
minor number complaints and the rest were just observation and which were
closed in due course of time.
Total 04 audits were scheduled during the six month period.
Environmental Management Plan is also available with the camp in-charges
also with all foremen of the Project for environmental implementation.
Details of some of the audit non-conformities and mitigating measures taken
were recorded in the Monthly Environmental and Monitoring Report some as
listed below.
1. Oil spillage on ground.
2. Excessive PM10 level in the asphalt plant crusher plant.
3. Toilet cleanliness.
4. Dining hall condition improvement.
5. Potential electrical emergencies.
6. Oil leakage from machineries / plants.
7. PPE’s provision.
8. General cleanliness condition of base camps / workshops.
9. Safety problems of welding shops.
10. Safety condition of motor workshop.

Corrective Actions
Most of the non compliance notices IAP (Improvement Action Reports) were
completed as per targeted date some were delayed due to non availability of
required items from the store and completion of approval formalities from the
signing authority.
7. SUMMARY OF THE ENVIRONMENTAL MANAGEMENT PLAN.
Summary of the environment management plan has been attached at Annex-
8. Although 90% of targets have been achieved but delay in completion dates
was due to non-availability of items required for closing non-conformities due
to procedural problems / delays.
• Public complaint register is available with the camp in-charge. So far
there has been no Environmental complaints or other complaints
regarding land settlement etc., registered from the local community or
the passing-by motorists or any local Government Agency.
• There are no such documents requiring amendments etc. on part of
M/S LIMAK JV ZKB. All the documentations are almost in complete
shape.
• Environmental and safety by laws were followed for guidance and to mitigate
any adverse environmental impacts to safeguard the Environment.
