Though the Government said that North-East Industrial Development Package has been extended to Jammu and Kashmir, official sources told the Excelsior that the Package was much better than the North East. The package was approved today in New Delhi in a meeting of top Industry and Commerce officials with officials of Department of Industrial Policy and Promotion, New Delhi and a final notification is likely to be issued in few days. “The package in North East is confined to new industrial units only but in Jammu and Kashmir, it will be implemented for substantial expansion also,’’ sources said, adding that this was an added advantage for Jammu and Kashmir. Similarly, they said, the benefits under plant and machinery were confined to Rs 2 crore in North East while in the case of Jammu and Kashmir, the benefits have been raised to Rs 5 crore. Key benefits in the Industrial Development Package included GST reimbursement of Central share of CGST and IGST for a period of five years, Income Tax reimbursement for five years, Transport incentive of 20 per- cent for transport by Railways or Waterways and 33 per cent by air and Employment incentive of an additional 3.67 percent of employer’s contribution to EPF in addition to 8.33 percent already paid by the Central Government under PMRPY. However, according to sources, the State will take its call shortly on reimbursement of 42 percent GST after discus- sions in the State Administrative Council (SAC). The Centre will reimburse its share of GST. “The Package was final- ized by the end of November when Shailender Kumar was Principal Secretary, Industries and Commerce and the deal was finally clinched today in the meeting of Standing Finance Committee’’ sources said, adding that Kumar had made lot of efforts in drafting the Package and securing ben- efits for the industrial sector of Jammu and Kashmir from the Centre. Union Minister in the Prime Minister’s Office (PMO), Dr Jitendra Singh, commenting on the Industrial package to Jammu and Kashmir on North-East level, credited the Central Government headed by Prime Minister Narendra Modi and Governor Satya Pal Malik and his administration for pursuing and securing the package for industrial sector. Dr Singh had drafted the package for North East in his capacity as the Minister Incharge for North East. While previous PDP-BJP coalition Government in Jammu and Kashmir made no serious effort to secure the package notwithstanding that it was given to the North East one and a half year back, the Governor’s administration pursued the pack- age vigorously and secured it. According to an official Centre announces better than NE industrial package for J&K Excelsior Correspondent SRINAGAR Dec 21: Two Army officers were killed in sniping by Pakistani troops along the Line of Control in North Kashmir's Kupwara district this afternoon. A senior Army officer said that Pakistani troops in violation of ceasefire opened the sniper fire upon the Army's 2/8 GR posts in Peer Baba Grahat Post along the LoC in Jumgund area of Kupwara district. Two Army officers suffered serious injuries in the attack and were immediately evacuated to military hospital Drugmulla where one of them, Junior Commissioned Officer (JCO) Subedar Gamar Thapa, 42, suc- cumbed to injuries. The other injured, Junior Commissioned Officer Subedar Raman Thapa was later referred to Army's 92 base hospital Badamibagh Srinagar for advanced treatment. However, he succumbed to injuries in the hospital. A senior police officer said that Army deployed along the LoC responded to the Pakistani fire, triggering the cross-border shelling in the area which was intermittently going on till this evening. In the meantime, police today said Lashkar-e-Toiba (LeT) militant Zubair Shabir Bhat, who was arrested in Ganderbal district yesterday had come to Kangan with the intention to loot weapons from the security forces. "We man- aged to catch him and recov- ered a grenade from his pos- session", said SSP Ganderbal, Khalid Ahmed Poshwal. "We have verified his cate- gory, we have also identified other local links and will take action against them also and will further investigate the matter. FIR has been registered against him in the Kangan Police Station which is still under investigation", he said. "On getting the first hand information from the Srinagar Police about his movement in the area, we further looked into it while the militant was riding on scooty towards Kangan area of Ganderbal. We immediately informed the CRPF and cor- doned off the area leading to the 2 Army officers killed in Pak sniping in Kupwara Fayaz Bukhari SRINAGAR, Dec 21: In one of the tragic accidents, at least seven labourers of border town of Uri in North Kashmir's Baramulla district were killed and three others injured while another is miss- ing in a landslide near the con- struction site of Char Dham all-weather road in Uttarakhand. The incident took place this afternoon in Ukhimath area near Banswada on the Rishikesh- Kedarnath National Highway this afternoon when 23 labourers were working on a retaining wall that collapsed burying 11 labourers. Seven bodies of labourers were recovered from the debris of the wall, three were pulled alive in injured condition and one is missing. The dead labourers have been identified as Bilal Ahmad, 20, Sibbeer, 30, Abdul Rashid, 60, of Uri, Imtiaz Ahmad, 26, Mushtaq Ahmad, 30, Zahoor Hamid Sheikh, 30 and Gulzar, 20, all residents of Uri. Altaf Hajam, 55, son of Ghulam Kadar Hassan, of Handlanga, Uri; Abbas, 20, son Subhan Sheikh of Handlanga, Uri and Altaf Hussain, 45, resi- dent of Mothal, Uri were pulled out of debris and were taken to Agasthyamuni hospital. The JCB driver was discharged from the hospital and other two whose condition is critical have been airlifted to AIIMS Rishikesh for further treatment. One of the labourers, Majid Khan, is missing and Police and SDRF are looking for him. According to the Police in Uttarakhand, the incident hap- pened at 12.30 pm and rescue work was started immediately by the staff of the Deputy Chief Inspector, Hoshiar Singh Pankholi, along with the officers 7 labourers of Uri killed, 3 injured; one missing in U’khand Excelsior Correspondent JAMMU, Dec 21: Anti- Corruption Bureau, Jammu today caught red handed Deputy Excise Commissioner (Executive) Syed Muried Hussain Shah while demand- ing and accepting illegal grati- fication of Rs 2,00,000 from the complainant Col HDS Rainal (Retd) for clearing the file of renewal of wine shop license. An official spokesman said that a complaint was lodged by Col HDS Rainal (Retd) in the Anti-Corruption Bureau, Jammu regarding demand of Rs 2,00,000 for clearing the file of renewal of license of wine shop by the Deputy Excise Commissioner (Executive) Syed Muried Hussain Shah. It was stated by the com- plainant that his family had a business in the name of Dalip Singh Wine Shop at Narwal and the license was pending since May 2018 in the Excise Department. It was further stat- ed that his father had expired and his mother being blind, he was made to run from pillar to post for the renewal of the license since the last eight months. He was being victimised and harassed by Syed Muried Hussain Shah, who demanded an amount of Rs 2 lakh as bribe for clearing the file. As the com- plainant and his family was already facing huge financial losses and mental torture because of the unreasonable demand of bribe, the com- plainant, under compulsion and to avoid any further losses was going to pay the amount of bribe to the Deputy Excise Commissioner but before that he came to the Anti-Corruption Bureau, Jammu with a request that necessary action against the officer may be taken.
