Carter, cont. from front mortgage crisis," Carter said. Foreclosed properties are often marked by overgrown yards, heaps of trash and broken windows. The disrepair promotes blight and brings down property values. Va- cant properties also become a magnet for squatters, gangs and drug dealers. "Civil penalties are working in getting banks and realtors to main- tain foreclosed properties," said Assemblymember Carter, whose 62nd District has been hit hard by the mortgage foreclosure crisis. "AB 2314 will ensure that local ju- risdictions continue to have the tools to fight neighborhood blight due to foreclosures." Carter is one of several legisla- tors who have introduced bills in partnership with California Attor- ney General Kamala Harris as a part of the "Homeowner's Bill of Rights" legislative package. Earlier this year, California signed onto a $25 billion multi- state agreement with the five lead- ing bank mortgage services, one of the largest financial recoveries ob- tained by the State Attorney Gen- eral in U.S. history. The agreement will enable hundreds of thousands of distressed California homeown- ers to stay in their homes through enhanced loan modifications. "We need to stabilize these com- munities," Carter said. "Well-kept properties make for safer, cleaner neighborhoods.” Cunningham, cont. from front ty!” said Cunningham. He volunteered for another five years in Big Bear and Ventura County. He tested all over the state to find a position at a department and was hired by Rialto in 1986. Being just a few miles from his hometown of Big Bear, where he still lives, he did not have to go far. “It has been a pleasure working here.” Serving the community was the motivating factor for Cunningham to join the fire service. He always thought it was important to take care of your own, he saw himself fulfilling that duty as a firefighter. “I felt it was more of a career than a job,” he said. Over the years his career has been full of both tragic calls and gratifying rescues. The highlights are always when he sees someone he helped in the past on calls he will never forget. “It’s very gratifying,” he said. For those young men and women who may be in the same place he was as a young person and think- ing about the fire service he en- courages them to volunteer in fire reserve programs, get at least a two year degree and take care of themselves. “Stay in school, get good grades, and stay out of trouble,” he says. To his younger colleagues he says to keeping studying and learning about the changes in fire- fighting. “It is always evolving,” said Cunningham. Currently the school has only a few computers in each classroom and most of those are very old. Teachers agree. “It was an amazingly good sur- prise,” said third grade teacher Alycia Perez. She and fellow third grade teacher Leona Whitley said that the aging school would benefit from more computers and renova- tions. According to School Boardmem- ber Joe Martinez this is by far the largest donation ever given to a Rialto school by an outside donor. “Our partners play a huge role in making up what we are missing,” said Martinez.
