DESCRIPTION OF PROPOSED PROJECT1. To provide safe, reliable and affordable transportation

to the residents of Lincoln, Logan, Mingo and BooneCounties.

2. The service area is all of Lincoln, Logan, Mingo andBoone Counties.

3. The estimated cost of the project is $1,036,750.00.4. Tri River Transit assures that no persons, families or

businesses will be displaced by the project.5. The project will not have any significant environmen-

tal impact upon Lincoln, Logan, Mingo and Boone Counties.6. To meet the needs of elderly and / or disabled per-

sons, Tri River Transit will offer deviated fixed route service.All buses are handicap accessible.

7. Tri River Transit currently offers deviated fixed routeservice with handicap accessible buses.

8. Notice is hereby given that under Title VI of the CivilRights Act of 1964, no persons shall on the grounds of race,color or national origin be excluded from participation in, be denied the benefits of or be subjected to discrimination underits program of transit serv ice delivery and related benefitsby the Tri River Transit Authority.

Should any 49 U.S.C. Section 5311 capital fundsbecome available, purchased equipment may include, but notlimited to: buses, vans or other paratransit vehicles, radiosand communication equipment, passenger shelters, wheel-chair lifts and restraints, computer hardware / software, spareparts or components, and other durable goods. Personsinterested in holding a public hearing regarding the possibleprocurement equipment must submit a written request within15 days from the date of this notice.

The purpose of this notice is to afford affected citizens,private transportation providers, and other interested agen-cies an early opportunity to examine the proposal and offercomments and / or recommendations on the overall scope ofthe proposed project. The Department of Environmental Protection is seeking information on private surface water intakes for human consumption locat-ed in the above listed receiving streams and located down stream of this operation. Please provide your name, phone number, mailingaddress, the name of the stream being with the intake, and the physical location of the intake. This information needs to be submittedto the address above.

An anti-degradation review has been conducted. Tier 1 protection is afforded because effluent limitations ensure compliance withwater quality criteria for all designated uses. Where applicable, a full Tier 2 anti-degradation review has been conducted.

Comments on the Article 11/WVNPDES application or requests for a public hearing regarding the Article 11/NPDES application shallbe in writing and if a public hearing is requested shall state the nature of the issues proposed to be raised in the hearing.
