"Broadcast of the address in Hindi and Eng- lish on Doordarshan will be fol- lowed by broadcast in regional languages by regional chan- nels of Doordarshan," said the statement issued on Sunday by the Rashtrapati Bhavan. The AIR will broadcast regional lan- guage versions from 2130 hrs onwards on its respective re- gional networks, it added. "Through intelligence and various other agencies, we have continuously been getting inputs regarding the threat to create dis- turbance in the tractor rally. 308 Twitter handles have been gener- ated from Pakistan to create con- fusion," Dependra Pathak, Spe- cial CP, Delhi Police said during a press conference. According to the sources in the Delhi Police, these handles were created to create panic by giving false information. Sources claimed that the Delhi police Cyber team is keep- ing strict checks on social media to track miscreants who may try to create panic. On Sunday, after holding marathon meeting with farmer unions, Delhi police has given permission to farmers to hold a rally in Delhi. Pathak said that Delhi police has finally decided that it will allow tractor rally also on Republic Day. The special CP Intelligence said that around 12 to 13,000 tractors are estimated to partici- pate in the Kisan tractor parade and the exact figure will be counted tomorrow. Talking about the timings of the tractor rally, Pathak said the commencement will only hap- pen after the Republic Day cele- bration ends at Rajpath. China's dam-building over Brahmaputra risks water war with IndiaChina's plan to dam

China is planning toconstruct a mega-dam onthe Yarlung Zangbao Riv-er, which flows through Ti-bet and eventually be-comes the Brahmaputrawhen it enters India.

The Yarlung ZangbaoDam plan is moving aheadwithout China discussingor entering into water-sharing agreements withdownstream India orBangladesh.

Bangladesh, whichmaintains cordial relationswith China, too protestedover the Yarlung ZangbaoDam, reported Asia Times.

Bertil Linter in anopinion piece in AsiaTimes wrote that precisetechnical details regardingthe mega-dam on theYarlung Zangbo River arelacking, but regional me-dia reports indicate it willlikely dwarf the massiveThree Gorges Dam on theYangtze River and gener-ate three times as muchelectricity for distributionin China.

Both Brahmaputra andthe glaciers that feed Gan-ga originate in China. Asan upstream riparian re-gion, China maintains anadvantageous position andcan build infrastructure tointentionally prevent waterfrom flowing downstream.

Owing to previous ten-dencies where the Chinesehave been reluctant to pro-

vide details of its hy-dropower projects, there isa trust deficit between thetwo neighbours.

China's dam-buildingand water division plansalong the Brahmaputra(called Yarlung Zangbao inChina) is a source of ten-sion between the twoneighbours. Not only Indiabut other nations of South-east Asia are affected dueto China's lack of consulta-tions with downstreamneighbours and hassparked controversy withthem. China has builteleven mega-dams on theMekong River, causing

water levels there to fluc-tuate widely without priornotice in Myanmar, Laos,Thailand, Cambodia andVietnam, reported AsiaTimes. As per reports, inlate December, China re-duced water dischargefrom a dam to test itsequipment near the townof Jinghong in southernYunnan province from1,904 cubic meters to1,000 cubic meters persecond.

It took almost a weekfor China to inform thedownstream countries ofthe move, which wasn'tenough time for down-

stream countries to pre-pare, resulting in disrup-tions in shipping and com-merce. Water levels had al-ready dropped a meter atThailand's Chiang Saen,where the Mekong formsthe border with Laos,wrote Linter.

China's announcementwas made only after theWashington-based StimsonCenter's Southeast AsiaProgram's Mekong DamMonitor, which uses satel-lite imagery to keep tabson water levels along theriver, notified the MekongRiver Commission, a re-gional cooperation organi-

Anew study suggests that ear-ly life experiences can leadto an outsized effect on

brain development and neurobio-logical health, these effects can bepassed down to subsequent genera-tions. The study appears in Biolog-ical Psychiatry: Cognitive Neuro-science and Neuroimaging, pub-lished by Elsevier. It reports thatthe infant children of mothers whohad experienced childhood emo-tional neglect displayed alteredbrain circuitry involved in fear re-sponses and anxiety.

Lead author of the study, Cas-sandra Hendrix, PhD, Departmentof Psychology, Emory University,Atlanta, GA, USA, said, "These re-sults show that our brain develop-ment is not only shaped by whathappens in our own lives but isalso impacted by things that hap-pened to our parents before wewere even conceived."

Dr Hendrix and her colleaguesstudied 48 Black mother-infantpairs starting in the first trimesterof pregnancy. Mothers were givena questionnaire to assess childhoodtrauma (experiences of early abuseor neglect). The mothers were alsoevaluated for current, prenatal

stress levels, and anxiety and de-pression. One month after birth, in-fants underwent a brain scan usingresting-state functional magneticresonance imaging, a non-invasivetechnology that could be usedwhile the babies slept naturally.

"These remarkable resultsleverage our ability to image thebrain and its functioning very earlyin life," said Cameron Carter, MD,Editor of Biological Psychiatry:Cognitive Neuroscience and Neu-roimaging. The researchers focusedon brain connections between theamygdala, which is central to pro-cessing fearful emotions, and twoother brain regions: the prefrontalcortex and the anterior cingulatecortex. Both areas play a key rolein regulating emotions. Babieswhose mothers experienced child-hood emotional neglect hadstronger functional connections be-tween the amygdala and the corti-cal regions. After controlling formothers' current stress levels, theresearchers found that the moreemotional neglect a mother had ex-perienced during her own child-hood, the more strongly her baby'samygdala was connected to thefrontal cortical regions.

Amid the ongoingprotest in Russiaagainst the arrest of

activist Alexey Navalny, theUS has condemned the use of"harsh tactics" against pro-testers and called for the re-lease of those detained fordemonstration.

US State DepartmentSpokesperson Ned Price in astatement said that efforts tosuppress freedom of expres-sion, the arrest of oppositionfigure Navalny, and thecrackdown on protests thatfollowed are troubling indi-cations of restrictions on civilsociety.

Further slamming the de-tention of Navalny, UnitedStates called on "Russian au-thorities to release all thosedetained for exercising their

universal rights and for theimmediate." This comes aftertens of thousands took to thestreets in Russia on Saturdayto protest against the arrest ofNavalny. Rallies were organ-ised in several cities of Rus-sia. However, violence wasalso reported in several partsincluding in Moscow and StPetersburg as protestorsclashed with police.

India emerged as an independ-ent country on the global mapon August 15, 1947 and with-

in few years due to election sys-tem it became one of the largestdemocracies in the world whereevery citizen of a certain age wasgiven right to vote to elect his orher representatives in panchayat,local bodies, state assembliesand Lok Sabha.

It became a republic on Jan-uary 26, 1950 when the Consti-tution was adopted to govern thenation. The Election Commis-sion in the country came into ex-istence on January 25, 1950. Forholding and managing the differ-ent elections in the ever burgeon-ing India, the country needed a

permanent set up which couldhave free and fair elections ofparliament, state assemblies, lo-cal bodies and panchayats atscheduled time by ensuringevery eligible voter must exer-cise his or her franchise.

For accomplishing this her-culean task, the Election Com-mission of India kept on en-rolling new voters by registeringthe youths, who attain the eligi-ble age, as new voters continu-ously. But this exercise could notbring the desired result as fewyouths would get them enrolledas new voters and their percent-age remained miserable low fordecades. So National Voters' Day(NVD), an annual event, tookbirth out of the situation prevail-ing in India as at a civil-society

meeting, presided over by thethen Chief Election Commis-sioner (CEC) S. Y. Quraishi, inBhubaneswar late in September2010, a young man in the audi-ence got up and said that 18years is an age that deserves tobe celebrated. At least one dayevery year should be dedicated

for a revolution in the countryand NVD was born. The UnionCabinet led by then Prime Min-ister Manmohan Singh, ap-proved January 25 as NVD.

On January 25, the eve ofRepublic Day, the first NVD wascelebrated in 2011 as on this dayElection Commission wasfounded in the country. At thattime only 12 per cent of young-sters in the 18-19 years agegroup would get them registeredas voters. The Election Commis-sion took voters' education in bigway and then decided to launchextensive awareness to end vot-ers' apathy. So it was the begin-ning of observing January 25 asNVD in the nook and corner of

country like a national festivalwith extensive participation ofpeople belonging to all walks oflife and involving almost all thegovernment and non-govern-ment agencies. The percentageof registration of new voters roseup to 20 to 22 per cent withinshort span. Now the registrationgrowth has been witnessing up-ward trend every year. The mis-sion of Election Commission isthat every eligible citizen mustbe registered as voter first andthen must participate in electionprocess. Following the pattern ofIndia, six countries, including SriLanka, Pakistan, Nepal andBhutan, also started celebratingthe National Voters Day. Thefirst NVD was inaugurated bythen President of India Pratibha

Patil in the presence of 30 chiefelection commissioners (CECs)from around the world. Earlier,the minimum age to get oneselfregistered as voter was 21 years.It was lowered to 18 years, whenthe 61st amendment bill waspassed in the parliament in year1988.

So the purpose of ElectionCommission, which is reflectedin the theme of NVD, has trav-elled a long distance as from thetheme of from "Proud to be avoter - Ready to vote" in 2011 to"Making Our Voters Empow-ered, Vigilant, Safe and in-formed" in 2021. The theme forNVD 2015 was "Easy Registra-tion; Easy Correction. The themeof NVD 2016 was "Inclusiveand qualitative participation".

The theme NVD 2017 was "Em-powering Young and Future Vot-ers". Theme of 2018 NVD was"Accessible Elections". Thetheme in 2019 NVD was "Novoter to be left behind". Thetheme in 2020 was "ElectoralLiteracy for Stronger Democra-cy". This year the theme is"Making Our Voters Empow-ered, Vigilant, Safe and in-formed". behind with almost as much fanfare as ever,despite life being far from normal. But the de-

gree of jollity and bonhomie that attend year-endsalutations are out of the ordinary in themselves. Notonly do we not display such fellow feeling in thecourse of the year, there is almost nothing else weleave behind with such elan. At the end of the year,we reach out to even those we don’t particularly likeand wish them well. Do we mean it? Mostly, yes.Does it improve our state of mind going into the newyear, even if it doesn’t improve the year itself (as2021 has already proven)? Yes! Although centeringon fresh starts for ourselves, our genuine intention tobegin well makes us behave better than we ordinari-ly would with others, and with more integrity thanwhen exiting anything else. Amongst those rare af-fairs we leave behind with grace are school and col-lege; quitted almost perfunctorily and with some re-lief at the time, they accrue copious layers of senti-ment over the years. We depart kids’ birthday partiestoo with some decorum, but only because we’vebeen bribed with return gifts and cake, and are chil-dren still, under strict behave-or-else orders from ourparents. It is childhood then that most of us renouncewith a modicum of dignity, because of the quick-gilding memories and the hurry we are in to leave.

In almost any other situation, we appear to exitas if “pursued by a bear”. Because it isn’t human na-ture to leave things well. Or well alone. If some-thing’s going well, our instinct is to not end it at all.Why stop something, we ask ourselves, that worksto our advantage? We only wrap things up whenthey no longer serve our ends. When they’re beyondredemption with no recompense. But oh, they can’trun out on us either; we have to be the one thatwalks, have that last word, or leave behind an indeli-ble impression. Even if it’s a negative one; renderinga place, person, or situation, broken and unusable forthose who come along. Is that what Donald Trump’sbeen doing since his election defeat? Like a spurnedlover, does he want to destroy America, if Americawon’t have him? The Capitol riot on January 6 whenTrump supporters stormed the House of Representa-tives has been cast as many things; from a righteousprotest by its right-wing adherents, to an insurrectionand coup attempt by almost everyone else. And thelast two it would appear to be, even as it unfolded onour screens like a Hollywood horror movie. But wasit also Trump’s bid, like an entitled, mean-spiritedrock star leaving a hotel room worse than they’dfound it, to trash Washington and American democ-racy, if he could no longer preside over it?

A week after the announcementof the results in Hamirpur civicpolls, hectic political activitiesstarted in the district for theformation of the Zila parishadand six panchayt samitis.

Leaders of the BJP and theCongress party both are claimingtheir majority in these bodies andare sure that they will installtheir own members as officebearers of these bodies.

In Hamirpur zila parishad,the BJP has won nine out ofeighteen seats, followed byCongress party with six seats andtwo seats to independents havingallegiance with the BJP and loneseat to the CPM.

As such, the BJP is likely toform its own body as both theindependents have decided tosupport the party in theformation of the Zila parishad.

In case of the panchayatsamitis, the situation is still notclear. However, the BJP isclaiming to be its completedominance in the samitis ofNadaun, Bijheri, Bhoranj,Sujanpur and Bamsan. TheCongress party, on other hand, is

claiming to be in full control ofthe Hamipur panchayat samiti.The Congress party is alsoclaiming dominance of membersin other samitis also.

Since the situation is stillunclear and leaders of bothparties are trying their best towoo newly-elected members, thesituation may take turn any sideat the time of the elections of theChairpersons and Vicechairpersons of these bodies.

The BJP has taken a lead inthis respect and its district levelleaders have met the formerchief minister PK Dhumal at hisSamirpur residence on Saturdayand today also. They are seekingthe support of their master who

had remained the state ChiefMinister for two terms.

Pilot project has beensuccessfully started inthe state for cultivationof asafetida (Heeng) atan altitude of abouteleven thousand feetabove sea level in the snowy colddesert of Himachal Pradesh, whichwill herald a new economic andsocial revolution in tribalareas.State Agriculture MinisterVirendra Kanwar told here todaythat the seed planting programmeof asafoetida crop was formallylaunched on October 15, 2020 inKawaring village of tribal Lahaul-Spiti district and the initialcommercial production ofasafetida crop in the next 4-5 years.Asafoetida has been planted on apilot basis in five thousand squaremeters in the higher Himalayanregions of Madagram, Mobiseri,Kalpa and Pooh. This has led to ahistoric change in the traditionalagricultural system in the state.Efforts will be made to make thecountry self-sufficient in asafoetidaproduction by cultivatingasafoetida in 302 hectare area in thenext five years in the highHimalayan snowy areas of LahaulSpiti, Kinnaur and Mandi districtsof the state.At present, the work

will be done to explorethe possibilities ofcultivating asafoetida innew areas adjacent to theareas covered under thepilot project, so thatsuitable locations can becultivated in the sameareas in terms of

geographical, environment andtemperature. Scientists ofPalampur CSIR and AgricultureDepartment are closely assessingthis pilot project. For the successfulimplementation of this project,scientists of CSIR Palampur willprovide technical information,training, other guidance and adviceto farmers. Agriculture MinisterVirendra Kanwar said that thesuccessful commercial productionof asafetida cultivation will heralda new economic revolution in theHimalayan regions. The minimumtemperature of 5 to 10 degree andhigh snowy Himalayan regions areconsidered favorable for asafoetidacultivation in Himachal Pradesh,where the annual average rainfall is100–350 mm.He said that seeds,plants, training and infrastructuralfacilities would be provided free ofcost to the farmers associated withasafoetida through the stateagriculture department, so that thefarmers could be motivated tocultivate asafoetida.

25January 2021 is an occasionfor celebration for the peopleof Himachal Pradesh. Fifty

years ago, on this very day in 1971, theUnion Territory of Himachal Pradeshwas upgraded to the status of a full-fledged State, and it emerged as the18th State of India. Prior to this, theParliament passed 'The State ofHimachal Pradesh Act' 1970 inDecember, 1970 paving way for itsStatehood. The then Prime Minister,Mrs. Indira Gandhi, announced theStatehood to Himachal Pradesh at theRidge Shimla amidst white snowflakes,in the presence of a large gathering. Along cherished dream was fulfilled.Henceforth, the people of HimachalPradesh could modulate and decidetheir own destiny. The government tobe run by our own electedrepresentatives could take decisionsand fulfill people's aspirations. Soonafter, State Legislative Assembly, HighCourt, Public Service Commission andmany other allied bodies enshrinedunder the Constitution of India cameinto being. A new era in the life ofHimachal Pradesh had begun. TheState is completing its 50 years ofGolden journey on 25th January, 2021and the year is being celebrated asGolden Jubilee Year.

On this day, I pay my high tributeand appreciation to the former ChiefMinisters of the State who despitegeographical and other constraints,steered this State so ably that todayHimachal Pradesh has emerged as oneof the front runners in India, not in onebut in many indices laid down by theGovernment of India and other worldagencies. I also take this opportunity topay my humble tribute to the freedomfighters of our State who fought for thefreedom of India at the risk of their ownlives while fighting for the cause. Isalute with great gratitude to our bravesoldiers of Himachal Pradesh whosededication, valour, and sacrifices in thedefence of our Motherland havebrought great honour to this 'VeerBhumi'. I also greet the people ofHimachal Pradesh from all walks of lifewhose sincere efforts, in the midst ofups and downs, joys and miseries,whose honesty and innocence, indeed,contributed hugely in the making thisstate an abode of peace, happinessand spirituality. Last but not the least; Iheartily commend the employees of thegovernment and other institutions in theState, who worked tirelessly all along inmaking this State so progressive.

This State started itsdevelopmental journey from scratchand the development that HimachalPradesh has achieved during the last50 years is inspiring for other hillyregions. The State has witnessed all-

round development by makingrevolutionary transformation in socio-economic sector. Despite toughgeographical conditions and limitedresources, State has made significantprogress in all spheres, particularly inthe areas of Agriculture, Horticulture,Rural Development, Social Welfare,Road network, Education, Health,Power, Drinking Water, Industry andTourism.

Agriculture is mainstay of thepeople of the State. Agricultureproduction has increased to 15 lakh MTas compared to 9.54 lakh MT in 1970-71. Vegetable production has increasedfrom 2 lakh MT in 1970-71 to 18.605lakh MT during the correspondingperiod. In the last five decades, 24,000hectares of cultivated land has beenbrought under irrigation and 43000 sq.meter area has been brought undersprinkler and drip irrigation. Himachalhas taken a step further inimplementation of Prakratik Kheti-Khushal Kisan Yojana with 99,349farmers adopting the natural farming.An area of 5095 hectare is undernatural farming in the State.

Horticulture has an important placein the State's economy with annualgross value of more than Rs. 3300crore. Fruit production generates morethan 90 million days of employment forthe people of the State. Today,Horticulture production has increased to8.45 lakh MT in 2019-20 as comparedto 1.48 lakh MT in 1970-71. HPHorticulture Development Project andHP SHIVA (Subtropical Horticulture,Irrigation and Value Addition) projectworth Rs. 1134 crore is in operationwhere high density plantation inapproximately 18000 hectare area isunderway for productivity enhancementin apple. Today we are known as fruitbowl of the country.

The Floriculture in the state is alsobecoming an important part of theeconomy. The State also produces thebest quality of gladiolus, carnation,lilium, marigold, chrysanthemum androses. Floriculture generates revenue ofmore than Rs. 50 crore per year.

The State Government hasestablished Gau Seva Aayog in theState for the protection of destitutecows. To build Cow Sanctuaries andGau Sadan, Rs. 17 crore has beenreleased. 15,177 animals have beenprovided shelter in the State.

The healthcare has been priority ofthe State government. The governmenthas opened health institutions in everypart of the state providing healthcarefacilities to the people. The number ofhealth institutions in 1970-71 was 587which have increased to 4118 in 2019-20. Presently there are six GovernmentMedical colleges and one private

Medical College functional in the State.Besides, one AIIMS has been openedin Bilaspur. The sex ratio increasedfrom 958 in 1971 to 972 in 2011. Crudebirth rate in the state has reduced from21.9 in 1971 to 15.7 in 2018. Similarly,crude death rate has reduced from 7.5in 1971 to 6.9 in 2018. Infant mortalityrate has decreased from 47.2 in 1970-71 to 19 in 2018. The State Governmenthas started Himcare scheme in theState for those people who are notcovered under Ayushman Bharat Yojna,which provides medical cover upto Rs.5 lakh per year to five members of afamily. The scheme provides cashlesstreatment coverage like AyushmanBharat Yojna. At present, as many as4.63 lakh families have been registeredunder this scheme and 1.33 lakh peoplehave received cashless treatmentamounting to Rs. 131.33 crore.

Sahara Yojna has been started toprovide financial assistance to personsuffering from Parkinson's disease,cancer, muscular dystrophy, stroke,kidney failure and tuberculosis. Underthe scheme, economically weakerpatients are provided financialassistance of Rs. 3000 per month.11,186 beneficiaries have been coveredunder the scheme and financialassistance of Rs. 13 crore has beenprovided to them. MukhyamantriChikitsa Sahayta Kosh is also providingfinancial assistance to poor peoplesuffering from serious diseases. Anassistance of worth Rs. 8.11 crore hasbeen provided for the treatment of over927 people. Under MukhyamantriNishulk Dawai Yojana, 402 freemedicines are provided to the patientsin all Government health institutions ofthe State. The state has made rapidstrides in the field of education. In 1970-71, there were 3768 primary schools inHimachal Pradesh which enhanced to10623 in 2018-19. Similarly the numberof middle schools increased from 742 in1970-71 to 1969 in 2018-19. Thenumber of High/Higher SecondarySchools increased from 435 in 1970-71to 2776 in 2018-19. There was just onecollege in the state in 1970-71. The

number of colleges has now increasedto 137. There were only 4,945educational institutions in 1970-71 ascompared to 15,368 in 2019-20 in theState. The literacy rate has improvedgradually from 31.96 per cent in 1971 to82.80 per cent at present, according tothe 2011 Census. Female literacy rateincreased from just 20.23 percent in1970-71 to 75.9 percent in 2011.TheState has 5 engineering colleges, 4pharmacy colleges, 15 polytechnicsand 132 ITIs in government sector while12 engineering colleges, 14 pharmacycolleges, 111 polytechnics and 151 ITIsare running in the private sector.

Under Rashtriya MadhyamikShiksha Abhiyan, presently, vocationaleducation is being provided in 953senior secondary schools under whichskill training is being provided to morethan 1 lakh students in 15 differentsectors/subjects like automobile,healthcare, retail, security, tourism,agriculture, telecom, media andentertainment, electronics andhardware, plumber, apparels, etc.

For smart classes, Information andCommunication Technology (ICT) labshave been established in 2137 schools.Nod has been given to start smartclasses in 800 more schools. Manyschemes like Akhand Shiksha Jyoti-Mere School Se Nikle Moti, Atal VardiYojana, Atal Adarsh Vidyalaya Yojana,Atal Nirmal Jal Yojana, MedhaProtsahan Yojana and C.V. RamanVirtual Classroom Yojana are beingimplemented successfully. Today,Himachal has become an Educationhub. In 1971, people of the state had tofetch water from springs and otherwater bodies. The drinking water wasalso not available in taps. Today, 94.19percent habitations of the State havebeen provided with drinking water.Nearly 60 percent households havealso been provided with domesticconnections against a national averageof 18.51 percent under Jal JeevanMission which aims at providingHousehold Tap Connection to everyrural household by the year 2024. TheTashigang village of sub-division Kazais the highest village to be provided withthe drinking water supply throughhousehold tap connections.

In 1971, the people used to rely onfuel wood for cooking which was acause for deteriorating of environmentand health but now more than 2.91 lakhfamilies have been given free gasconnections under the Himachal GrihiniSuvidha Yojana. Himachal became thefirst state in the country to be declaredsmoke-free, which shows commitmentand determination of State Governmentto transform the lives of people. Withfocus on women welfare, HimachalPradesh was adjudged the top State in

the country for its performance underPradhan Mantri Surakshit MatritvaAbhiyan in 2018.

Under Mukhyamantri AawasYojana, 4417 houses were constructedwith expenditure of Rs. 60 crore. Atarget has been set to construct 10,000houses under various housingschemes.

The roads are the lifeline of theeconomy of an area. Motorable roadlength in 1971 was 7370 km and therewere 232 motorable bridges. Atpresent, the State has 19 NationalHighways of 2592 km length. The statehas now 37808 kms of roads, 2226bridges and road connectivity to 10508inhabited villages. The road density perhundred square km area has increasedfrom 13 kms in 1971 to 69 kms today.Himachal Pradesh secured secondposition in the country for successfulimplementation of Pradhan MantriGram Sadak Yojana (PMGSY) in 2020.District Mandi received top positionamong all districts for constructingroads under PMGSY of maximumlength in 2020-21. It was anotherimportant day for Himachal Pradeshwhen Hon'ble Prime Minister ShriNarender Modi dedicated Atal Tunnel,Rohtang to the people of the State on3rd October, 2020 at Rohtang in KulluDistrict. Situated at a height of 10,000feet, this tunnel of strategic importancewill ensure all weather road connectivityto the tribal district Lahaul & Spiti, aswell as Union Territory of Ladakh.

The State is endowed with richhydro resources. In 1970-71, 52,841kilowatt hour electricity was generatedas compared to 2243 Million units in2019-20. Out of the total harnessablepotential of about 24,000 MW, apotential to the tune of 22,736 MWalready stands allotted under varioussectors. A potential of about 10,756MW has already been harnessed so farunder various sectors. Now, electricityis available in Himachal Pradesh fordomestic and industrial purposes. TheState has achieved 100 per centelectrification. Himachal has become aPower Surplus State in the country.

Industrial packaged provided tothe State Government in 2003 providedboost for the industrial growth. TheState got industrial package for the firsttime in 2003, which resulted in a newmomentum and direction for industrialdevelopment. 9140 enterprises wereestablished in the state from year 2003-04 to 2012-13 and 911 enterpriseswere established from January 2018 toJune 2020. Realizing the important roleof attracting investment in employmentgeneration, for the first time in thehistory of the State, the governmentorganized the Global Investor's Meet atDharamshala on 7 and 8 November,

2019 with the blessings of the PrimeMinister Shri Narendra Modi of thecountry and the entrepreneurs of thecountry. 703 MoUs worth Rs. 96720.88crore were signed and the first groundbreaking ceremony was also organizedon 27 December just a month later, inwhich ground breaking of 236 projectswas done. Total 2611 units were givenapproval and 1172 have beenestablished by providing Rs. 69.70crore subsidy under 'Mukhya MantriSwavalamban Yojna' with jobopportunities for 3866 persons.

Himachal Pradesh became a stateon the basis of political aspirations ofthe people and not on its economicviability. Nevertheless, the state hasendeavoured to create its own sourcesof income. State's own tax revenue hasincreased from 6.90 crore in 1970-71 to7921.43 crore in 2019-20 while non-taxrevenue has increased from 15.82crore in 1970-71 to 2442.86 crore2019-20. Total revenue receiptsincreased from 57.49 crore in 1970-71to 38439 crore in 2020-21 while totalrevenue expenditure enhanced from71.28 crore in 1970-71 to 39123 crorein 2020-21. Total State Gross DomesticProduct of the state has increased from223 crore in 1970-71 to 1,65,472 crorein 2019-20. Per capita income of thestate has gone up from Rs. 651 in1970-71 to 1,95,255 in 2019-20. Theredressal of public grievances is on ofthe top priority of the State government.In order to provide a platform forredressal of grievances of people attheir door steps, the Government hasstarted Janmanch, which has becomevery popular. Mukhya Mantri SevaSankalp Helpline-1100 has also beenstarted to bring the government closerto the public and to solve most of theproblems of the citizens at theirdoorstep.

The Government is committed forthe welfare of the weaker sections ofthe society particularly senior citizens,women, SCs & STs, OBCs andspecially-abled. The State Governmentis providing social security pension tothe senior citizens, Specially-abled andweaker sections of the society. TheState is implementing SC & ST Sub-plans for the welfare of SCs and STs.The state government reduced the agelimit for receiving social securitypension from 80 to 70 years withoutany income limit. With this, more than3.90 lakh senior citizens are receivingsocial security pension of Rs. 1500per month. Rs. 642.58 crore wasspent on social security pension.

The state is successfullyimplementing Swachh BharatAbhiyan. The State has alsosuccessfully achieved the status of anopen defecation free state in October

2016, thus earning the title of beingthe second state in the country toachieve this significant milestone. Toachieve total rural sanitationcoverage, over 1.7 lakh householdtoilets were constructed across thestate as part of the Swachh BharatAbhiyan.

Himachal Pradesh has beengifted with natural beauty. The tourisminfrastructure was strengthened overthe years to match tourist'sexpectations which have brought thestate on the world map. This sector isone of the significant contributors tothe economy of the state as itcontributes 7.3 percent of the state inGDP. The statistics of the visitorscoming to the state shows theincrease as the state had 1.44 lakhvisitors in 1990-91, which increased to172.12 lakh visitors in 2019-20. NaiRaahein-Nai Manzilein scheme hasbeen started. Chanshal Valley is beingdeveloped for skiing, Janjehli for eco-tourism, Bir-Billing for paragliding andLarji, Tattapani and Pong Dam forwater sports under the scheme. Withthe improved infrastructure like 4-Lanes, National Highways, up-comingrailway line from Kiratpur to Bilaspurand beyond, existing airports andproposed International Airport at Balhvalley, we can expect not onlydomestic but international tourists alsorushing in large number to Himachal.

The progress made by the State invarious sectors has been recognizedat National level. Himachal stood atthe top among the hill and north-eastern states in NITI Aayog's IndiaInnovation Index-2020. The State hasalso been adjudged as the bestperforming state in implementation ofthe Crime and Criminal TrackingNetwork and System in the category ofhill states. Our State was adjudged atnumber one in Peace, Justice andStrong Institutions category while itranked overall second in QualityEducation among states. State hasbeen ranked second best performingstate SDGs India Index 2019. TheState also received 'States of StatesAward' for the second time in the fieldof Education amongst big States andbegged second prize in the field ofHealth and overall performance.Himachal emerged overall third in theClean Water and Sanitation criterion.State has been ranked at number fourin the Reduced Inequality goal.

Success of Himachal is attributedto its egalitarian society, rich cultureand traditions, visionary leadership,accessible and responsive executiveand aware people. Together we shallcontinue to march ahead.

COVID-19: India records 14,849fresh cases, 155 more fatalitiesAGENCYNEW DELHI, JAN 24

India's COVID-19 caseload hasgone up to 1,06,54,533 with14,849 people testing positivefor the coronavirus infection in aday, while the number ofrecoveries has surged to1,03,16,786, according to thehealth ministry.

The death toll due to theviral disease has climbed to1,53,339 with 155 morefatalities, the ministry's dataupdated at 8 am showed.

The number of people whohave recuperated from thedisease has surged to1,03,16,786, pushing thenational COVID-19 recoveryrate to 96.83 per cent, while thecase fatality rate stands at 1.44per cent. The active COVID-19caseload of the countryremained below two lakh for thefifth consecutive day. There are1,84,408 active cases of the

coronavirus infection in thecountry currently, whichaccount for 1.73 per cent of itstotal caseload, the data stated.India's COVID-19 tally hadcrossed the 20-lakh mark onAugust 7 last year, the 30-lakhmark on August 23, the 40-lakhmark on September 5 and the50-lakh mark on September 16.It went past 60 lakh onSeptember 28, 70 lakh onOctober 11, 80 lakh on October29, 90 lakh on November 20 andthe one-crore mark onDecember 19. According to theIndian Council of Medical

Research (ICMR), a total of19,17,66,871 samples have sofar been tested in the country forthe viral disease, including7,81,752 on Saturday. Of the155 fresh fatalities, 56 werereported from Maharashtra, 23from Kerala and 10 each fromDelhi, Punjab and West Bengal.

Of the total 1,53,339 COVID-19deaths reported so far in thecountry, Maharashtra accountsfor the highest number of50,740, followed by Tamil Nadu(12,309), Karnataka (12,193),Delhi (10,799), West Bengal(10,107), Uttar Pradesh (8,609)and Andhra Pradesh (7,147).

AIZAWL: Mizoram reportedtwo new COVID-19 cases,pushing the tally to 4,351, anofficial said on Sunday. Thetwo new cases from Aizawldistrict were confirmed atZoram Medical College (ZMC)through RT-PCR facility, hesaid. While one patient hasreturned from Maharashtra, theother was diagnosed withCOVID-19 during contact

tracing, he said. Mizoram nowhas 58 active COVID-19 cases,while 4,284 people haverecovered from the disease sofar. The COVID-19 recoveryrate in the state now is 98.47 percent, the official said. The statehas reported nine coronavirusfatalities so far. Mizoram hastested 2,01,241 samples forCOVID-19 till date, including1,112 on Saturday.
