“The district attorney is the captain of the ship. When that captain is not present it affects everything,” Harris said. “It affects morale, how people interact with each other. The office doesn’t run as effectively or efficiently as it should.”

Toby Shook, a former prosecutor and Republican who ran against Watkins in 2006, agreed that the office can suffer with-out a top leader.

“You can keep the day to day operations going, but you do need an elected DA to lead an office, someone to set policy and someone to set those ultimate decisions. Otherwise the place is in limbo,” he said.

— Hiring a security service.— Placing bee lots out of sight and securing them with locked

fencing.— Using surveillance cameras.— Posting rewards. The California State Beekeepers Associa-

tion currently offers a reward of up to $10,000 for the arrest and conviction of people selling member bees or equipment.

“The whole problem with this hive theft thing is the prob-ability of getting caught is low and the returns are high,” said Brittney Goodrich, a PhD candidate at the University of Califor-nia, Davis, who is writing a dissertation on honeybee contracts in the almond industry. “Almond acreage continues to expand, and demand for pollination continues to grow. The price of bee pollination will continue going up and hive thefts will probably increase.”

Kate Landdeck, a Texas Woman’s University history profes-sor who has researched the WASPs, said roughly 1,000 women served as WASPs while the program was in effect from 1942 to 1944. Thirty-eight were killed.

Fewer than 100 are still alive, Landdeck said. The youngest is 93.

The women, who test-flew repaired military aircraft, trained combat pilots and towed airborne targets that other pilots fired at with live ammunition, received the Congressional Gold Medal in 2009, but the campaign to get them into Arlington exposed even more people to WASPs’ role in history.

“No one knew who these women were in the 1990s,” Land-deck said.
