OverviewP3C serves the US public-private partnership industry by connecting governmental, education, and development focused non-profit entities with the world’s leading construction, engineering, architecture, legal and consulting companies. P3C is one of the largest gatherings of the public sector and industry development professionals in the country. This year’s three day agenda covers a wide spectrum of P3 related topics, and features partnership opportunities through specially designed sessions for project owners and A/E/C professionals.

The conference brings together the top industry minds and decision-makers to address the most relevant and pressing issues facing public-private partnerships. More than 100 thought-provoking speakers have convened in Dallas this year to share their experience, forecasts, and insight.

P3C attracts senior management from the largest firms in the construction, engineering, architecture, legal, and consulting industries; as well as higher education campus planners, public leaders, and development agency officials from the municipal, state, and federal levels of government.

Even as public funding for higher education has waned, colleges and universities are facing intense pressure to deliver innovative services and facilities in an increasing debt constrained environment. What does higher ed have in common with the Department of Defense (DoD)? Outdated infra-structure caused by years of underfunding. Limited resources are focused on core business-es, which for higher ed is educating America’s future and for the DoD, it’s training to protect America’s interests. In the late 90s, the DoD turned to the private sector for their installation housing needs. Housing inventory was an average of 33 years old and 43% (58,000 units) were considered substandard by federal guidelines. Using the traditional government MILCON procurement approach, it was determined that the DoD would’ve needed over 20 years and in excess of $16 billion to complete the necessary modernizing work. In 1996 the Military Housing Privatization Initiative was enacted allowing for an innovative and highly effective P3 model to finance, develop, modernize and manage over 170,000 units/510,000 beds of safe, affordable, high-quality housing through long-term partnerships.

Today, higher education institutions find themselves in similar predicaments; on average 60% of a school’s space is over 25 years old and they face a backlog of $92 per gross square foot. Despite increased demands, rising costs, fixed revenues and decreased endowments have stalled renovation and new construction projects on campuses across the country. Given higher education’s present environment and the past successes of P3s with the DoD, this session address why it’s time to bring this model to the collegiate arena.

When the University of Washington School of Medicine prepared a multi-phase plan to develop a biotechnology and medical research hub, it used a P3 to transform the South Lake Union neighborhood of Seattle, allowing the School to accelerate the building process, save the University millions of dollars and deliver state-of-the-art facilities that have been a catalyst in the area’s redevelopment. Winning national awards, including the National Council for Public-Private Partnerships 2014 Innova-tion Award, P3 has been the model underlying the success of all three phases totaling six buildings and 903,000 square feet of laboratory and office space. Attendees will hear the multi-phase development team’s perspective and their stories surrounding the P3 development of the South Lake Union. EJCDC recently released the fi rst standard public-private partnership (P3) contract document in the United States prepared by an impartial, professional, non-profi t organization, the EJCDC® P3-508, Public-Private Partnership Agreement.

As a pioneering document in the U.S., EJCDC® P3-508 was developed following reviews of P3 agreements already in use, as well as with the advice of owners, attorneys, fi nanciers, developers, contractors, and design professionals experienced with P3 delivery both in the U.S. and abroad.

Governments are turning more frequently to public-private partnerships to leverage private-sector expertise and resources for public-sector functions. Under a P3 agreement, a government grants a private-sector entity a concession to implement a public project or service, such as public utilities or infrastructure development and management. Terms of fi nancing, construction, operation and maintenance of the project are set forth in the P3 agreement.

EJCDC’s new P3 document presents a framework of contractual conditions typical among P3 agreements, and is fl exible enough to meet the unique goals and regulatory requirements of each project. Since developing P3 agreements on a case-by-case basis involves signifi cant time and expense, EJCDC® P3-508, Public Private Partnership is valuable to any entity—public or private—considering a P3 project delivery model.

Opportunities for partnerships could range from participation in the first 120,000 sq. ft. mixed-use structure to a complete campus build out of more than 580,000 sq. ft. UMR has assembled the property necessary for the first building and is in the process of acquiring additional properties for a full campus build. UMR has a successful track record of developing private/public partnerships and currently occupies nearly 70% of a more than 120,000 sq. ft. project in downtown Rochester knows as 318 Commons. This mixed-use facility includes student housing, market rate housing, retail banking, minute health clinic, faculty offices, learning laboratories, sciences laboratories, student common spaces, as well as a restaurant and sandwich shop. The positive experience in private/public partnerships is motivating the institution to consider alternative development models that do not require UMR facility ownership. As the future UMR campus will be located in downtown Rochester we are planning for similar mixed-use facilities with the appropriate services for students. We are also working to develop additional partnerships, facilities and services to position the campus as a downtown destination for the community and the more than 1.5 million visitors each year to Rochester.

The project will be located on approximately 40 acres in the heart of campus in an area referred to as the Central District. A PPP project delivery process is being considered for the project primarily to diversify KU’s financing sources, accommodate and accelerate capital project schedules, maintain and enhance KU’s competitive position, and to minimize reliance on student fees.
