PRESIDENT’S MESSAGE
It is a great honour and privilege to have been
elected as County President. What a season
Oxfordshire have just had, I was fortunate
enough to watch one of the most exciting
County Cup finals played at Iffley Road, between Banbury and Oxford University
Greyhounds. That game showed that County
Cup Rugby is alive and thriving in Oxfordshire.
This was followed by a fantastic day at
Twickenham where the County 1st XV won
the Bill Beaumont Shield.
I look forward to meeting as many as possible,
of the incredibly large army of volunteers that
make rugby happen, from Minis to Vets in
Oxfordshire during my term as President.
Good luck to all of our teams.

OXFORDSHIRE RFU Terms of Reference
Community Rugby Task Group Sub-CommitteeThe principal role of the CRTG is to help plan, enable and facilitate further development of Rugby Union in the Member Clubs with a view to increasing participation, raising standards and deepening community links within the framework of the ORFU Strategic Plan.
The CRTG shall comprise a Chairman elected by the General Committee each year following the AGM and at least two other members co-opted to serve on the Committee and shall meet not less than three (3) times each year.
The CRTG shall be accountable to the Executive Committee for overseeing all matters assisting Member Clubs to improve and for advising Member Clubs and the Executive Committee.
Specific responsibilities shall include:
1. Acting as the focal point within the ORFU for all Community Rugby Projects. 2. Helping to promote, publicise and advertise all Community Rugby Project events and activities within Oxfordshire.3. Acting as the co-ordinator and promoter of the “Value the Volunteer” programme in the ORFU area.4. Managing and co-ordinating Volunteer programmes for Member Clubs 5. Managing and co-ordinating Club Development and Accreditation programme for Member Clubs6. Identification and assistance to Member Clubs which may be ‘at risk’ 7. Development and management of a Club Facilities programme 8. MOST IMPORTANTLY: PROMOTE PARTICIPATION AND ENJOYMENT FOR ALL
Finance and Funding Sub- Committee The principal role of the Finance and Funding Committee is to maintain the solvency of the ORFU, ensuring compliance with all relevant Laws and Regulations.
The Finance and Funding Committee shall be chaired by the Hon Treasurer and otherwise at least two other members co-opted to serve on the Committee and shall meet not less than three (3) times each year.
The Finance and Funding Committee shall have the power to exercise the full delegated authority of Oxfordshire RFU when the Executive Committee is not able to meet.
The Finance and Funding Committee shall be accountable to the Executive Committee for overseeing all financial matters relating to the ORFU’s accounts and for advising the Member Clubs and Executive Committee.
Specific responsibilities shall include: Reviewing the proposed annual budget for the ORFU with a view to recommending the same to the Executive Committee or making proposed alterations thereto for consideration and approval by the Executive Committee and/or, at its discretion the General Committee.

1. Managing the ORFU budget process and production of annual accounts, and where necessary management accounts. Undertaking the day to day bookkeeping and management of the financial affairs of ORFU. 2. Production of the annual accounts and other management accounts for ORFU, and where necessary arranging for any auditing. 3. Ensuring ORFU’s general corporate compliance with financial legislation and regulation and where appropriate communicating any exposure to risks and liabilities, so that such matters are adequately understood, monitored and where appropriate insured against. 4. Reporting to the Executive Committee. 5. Monitoring revenue and expenditure against budget. 6. Overseeing and mitigating, so far as possible, the impact of all taxation, including corporation and value added tax, as may affect ORFU from time to time.
Competitions and Tournaments Sub-Committee The principal role of the Competitions and Tournaments Committee is to regulate, manage and promote the Oxfordshire Cup Competitions and regularly review the effectiveness and format of tournaments together with making policy recommendations on changes and new events.
The Competitions and Tournaments Committee shall comprise a Chairman elected by the General Committee each year following the AGM and at least two other members co-opted to serve on the Committee and shall meet not less than three (3) times each year.
It shall be accountable to the Executive Committee for overseeing its areas of responsibility.
Specific responsibility shall include:
1. Regulating promoting and administering Countywide competitions
2. Determining the format, choosing venues and inviting teams to participate in competitions
3. Managing and running the County Cup competitions
4. Inviting clubs to participate in any National competitions that are appropriate
5. Recommending to the County Committee for approval of any new regulations to the County Cup and Shield competitions.

AWARDSIn any organisation, the giving of awards for services rendered is a pleasing duty. Within Oxfordshire, County Badges may be awarded to players. These can also be awarded by the full County Committee to members of the County Union who have rendered outstanding service to the game within the County. Award ties may also be awarded for outstanding service. The full County Committee can also grant Honorary Life Membership, the highest honour which it can give and only rarely awarded.

OXFORDSHIRE RFUDisciplinary Hearings 2017/18
As you will no doubt be aware, IRB Regulation 17.1 sets out the Core Principles that the IRB have directed and shall be applied as mandatory provisions by Unions in disciplinary regulations at all levels of the Game. In particular, IRB Regulation 17.7.1 (k) provides that:
‘Players Ordered-Off or cited by a Citing Commissioner shall be provisionally
suspended pending the hearing of the case’.
This provision in the IRB Regulations came into force in June 2012 and has now been incorporated into RFU Regulation 19 (‘Discipline’) as required for following seasons.
Due to the fact that players will be suspended pending a disciplinary hearing it is incumbent on Oxfordshire RFU Disciplinary Panel to ensure that cases are dealt with as expeditiously as possible.
Therefore we request that you inform the Oxfordshire RFU Disciplinary Secretary, Jenny Bosley (01235 833688) within 24hrs of a player being sent from the field of play. This is so the case can be dealt with as quickly as possible so as to getting the player playing again as soon as possible.

SENIOR REGULATIONS - OXFORDSHIRE KNOCK-OUT CUP AND SHIELD COMPETITIONS – 2017/18
1. All matches in the competition shall be played under the Laws of Rugby Football and comply with the rules and regulations of the Rugby Football Union.
2. The Competitions shall be organised by the Oxfordshire RFU Competitions Committee. The Cups Committee shall appoint an Official Observer to each of the matches for these two competitions. The Observer can advise if asked on any related query to the respective Cup or Shield matches. It is the responsibility of the participating clubs to ensure that competition regulations are adhered to.
3. Any Rugby Club within the Oxfordshire County boundaries, affiliated or allocated to the Oxfordshire RFU shall be eligible to enter one team in either of the competitions in section 5.
4. There are two separate competitions known as ‘The County Cup “and “The County Shield”.
5. For the County Cup, clubs of level 7 and above may enter. For the County Shield, clubs of level 8 and below and non-league clubs may enter.
6. Player Eligibility:
For the Cup: Only registered league players at levels 5, 6 and 7 may take part.
Any Oxfordshire Club playing at a National Level 3/4 may enter their 2nd XV and the following regulations must be adhered to: -
(a) Those that have made not more than 3 starts for the 1st XV may play.
(b) Those who have made more than 3 starts, but whose last five full fifteen a side matches have been for their second XV may play.
For the Shield: Clubs of Level 8 and below may enter and use only their league registered players.
Non-League clubs may enter and they can use unregistered players or players that are Level 8 and below.
Any Players who hold effective registration for any club who’s First XV play at level 7 and above will be ineligible for the Shield Competition. Non League clubs must provide a squad list, including names and dates of birth, before the start of the competition each season. This list can be added to during the run of the competition each season. 7. In all rounds of both competitions the following applies.
Each team can consist of a squad of twenty players where all five replacements can be used. Each team must have five players in their squad capable of playing in the front row. Rolling subs will be used in both competitions with a maximum of 10 player interchanges per team. Rolling Subs will be used as per RFU Regulations.
A player may play for only one club in the Oxfordshire Cup or Shield competitions. (i.e. Once a player has represented a club in the competition he may not represent another in the same competition during the same season.)

If there is any doubt as to the eligibility of one of its players a club may apply to the Competitions Sub Committee for a ruling up to seven days before a game. Any infringement of this regulation may lead to the club being disqualified from the competition.
8. The default time for matches to be played, is Sunday, with a 2.30pm kick off, However both teams can mutually agree to play on the Saturday, or at any other time mutually agreed by both clubs and the competitions committee. Clubs are responsible for notifying the Referees Society of the day and time of the match, as soon as it is known and agreed, so a referee can be arranged. Also clubs should notify the Competitions Committee a minimum of 7 days before the fixture is to take place, so necessary arrangement for observer can be put into place.
If both clubs cannot mutually agree to the day and time, then the game will be played on the Sunday at 2.30pm
9. At the draw the first club drawn from each pair shall be deemed the home team unless otherwise agreed. The venue for the match will be the normal 1st team pitch of the Home Club. In the event of a change of venue and the fixture is reversed then the away side on the day benefits if the game is a draw. If the venue is changed to a neutral ground, the original named home team remains the home team. If two clubs who use the same ground are both drawn as the home side in the same round, the guest club will be responsible for providing an alternative pitch. For its match the home team will be responsible for correctly and clearly marking the pitch and must make proper provision to ensure (with the exception of the two touch judges) all spectators, replacements and officials are kept at a reasonable distance from the field of play. When a late decision as to the fitness of the ground for the playing of the match is necessary, it shall be made by the two captains of the teams involved. If the captains cannot agree the decision will be made by the referee.
10. Referees for all matches in the competitions shall be appointed by the Oxfordshire Referees Society. The Society will also appoint touch judges for the semi-finals and finals. For all other matches each club shall provide a competent touch judge for the whole of the match. Replacements are not eligible to act as touch judges.
11. At least 15 minutes before the kick off of each match, both clubs shall provide the county official observer with a completed team sheet, identifying each player and his position and also the replacements for that match. The 5 players capable of playing front row must also be clearly marked with ‘FR’
12. In the event of clubs having similar colours, the AWAY team shall be responsible for changing its colours, subject to the satisfaction of the referee. Team jerseys should be numbered or lettered to ensure correct identification of all players and replacements during the match.
13. In all Cup and Shield matches, other than the final, if after 40 minutes of play each way the scores are level, the team which has scored the most tries shall go forward to the next round. If this does not produce a winner, the team which has scored the most goals from tries shall be the winner. If a winner is still not forthcoming, the visiting side will go forward to the next round.
In both of the finals (Cup & Shield) if after 40 minutes of play each way the scores are level the team which has scored the most tries shall be decided the winner. If this does not produce a winner the team which scored the most goals from tries shall be the winner. If the result is still not forthcoming, there will be a ‘sudden death’ play off. After tossing for choice of ends, a further period or periods of ten minutes shall be played; the first team to score shall be declared the winner. If the referee decides that conditions prevent further play, the match shall then be decided by a toss of a coin.

In the Finals the home & away is decided alphabetically. 14. If the ground conditions prevent a match from starting, or if a match is abandoned with less that 60 minutes played, the match will be declared void and re-arranged at a time and place decided by the Cup Competitions Committee. If a match is abandoned after 60 minutes have been played, the score at that time will stand as the result. The referee is the sole judge as to the necessity for, and the time of abandoning a match.
15. The result of each match must be telephoned to the chair of competitions by the official observer. Alternative arrangements if necessary may be made.
16. In the Finals of the Cup and Shield, the Cup Competitions Committee will be responsible for all match arrangements. The finals will be played on a neutral ground. Iffley Road, home of Oxford University is deemed so.
17. It is the responsibility of all clubs that receive a trophy to make sure arrangements are made for the trophy to be returned, engraved with their win, to the Chair of Competitions in time for the following seasons finals of all competitions.
18. Any matters of dispute or any transgressions to these regulations must be communicated in writing (email accepted) to the Chair of Competitions within four days of the match completion. The Cups Competitions Committees decision will be final and binding, whether or not the matter is provided for in these regulations.
