CAPITAL WORKS UPDATE
The below table provides an update on major projects and plans as identified in the Council Plan 2017-2021.

AUSTRALIAN KELPIE CENTRE
This project involves the construction of a new facility including an interpretive display and Visitor Information Centre.
• The construction of the Australian Kelpie Centre was completed in May 2018 and was opened to the public during the Kelpie Festival 2018.
• Maintenance monitoring ongoing for 2018/2019 period. Planned submission for next round LG Pro awards. IT interactive design that wasn't included in original scope quoted and due to be installed in the coming weeks and charged to the project while remaining well under budget.
PORTLAND LIBRARY REDEVELOPMENT
This project involves a redevelopment of the existing library in Portland to provide a more functional and modern space.
The redeveloped Portland Library was completed and unveiled to the public on 4 August 2018.
All final defect components finalised except for remaining joinery works for the history room. Final variations processed to contractors on 3 November 2018.
PLANS UPDATE STATUS
RECREATION PLAN
The Active Your Way Glenelg Sport and Active Recreation Plan 2018-28 will guide Councils planning and investment in recreation programs, services and infrastructure over the next 10 years.
Active Your Way Glenelg Recreation Plan consultation has occurred in November with a wide range of community and agency stakeholders.

The below table provides an update of the status of Council’s priority plans, as identified in the 2017-2021 Council Plan.

FORESHORE MASTERPLAN
This plan involves the creation of a masterplan identifying future redevelopment of the Portland foreshore.
• The Portland Foreshore Masterplan was discussed at the Ordinary Council Meeting on 27 February 2018, and it was resolved to commence the first stage of the plan.
OPEN SPACE STRATEGY
This plan involves identifying future open space needs of the Shire.
• Open Space Strategy presented at November Councillor Workshop and December Council Meeting for endorsement for public consultation in Jan/Feb 2019.
COMMUNITY PLAN
This plan involves consultation with the communities within the shire to develop a clear vision and direction for their future.
Budget for this initiative is yet to be committed, and options will be considering during the development of the 2019/2020 Budget.
GLENELG SHIRE TRACKS AND TRAILS STRATEGY
This plan involves identifying a direction for development and promotion of tracks and trails within the shire.
Tracks and Trails Strategy tender evaluated by council officers and contract documents being prepared.

GROWING GLENELG UPDATE STATUS
Develop an investment prospectus for areas to address industry and agriculture to diversify our economy
Final draft to be completed prior to March 2019.
Meet with government and industry representatives to promote investment and government funding in the shire
Canberra Ministerial Visit 26 and 27 November 2018 by Mayor and CEO.

Officer attended the Beyond the Bell Local Action Group meeting held in November 2018. Information provided about School Readiness Funding. Additional information provided to the Local Action Group via e-mail (16 November 2018) regarding Maternal & Child Health, 3.5 year Key Age Stage visit and the sector shortage of Maternal & Child Health Nurses.
Create partnerships with education providers and establish a direction to support and encourage higher education and upskilling in our community
Children's Services representative is on steering committee and attends and participates in training and network meets, supports organising professional development opportunities across the shire.
Support linkages to training and development opportunities in innovation, entrepreneurship and technology to local businesses and education providers
$5k sponsorship for Biochar Conference in 2019 to be held partially at Portland.
Meet with higher education services providers at least annually
Council officers met TAFE students and discussed pathways and opportunities at Council. Arrangements are in place to do a presentation to students on an annual basis.

Glenelg Libraries continues to offer programs, sessions and workshops across the shire including specialist talks, tech sessions, 3D printing and workshops and 1:1 tech support.

Continue to offer traineeships, work placements and scholarships
Recruitment of future trainees commenced in December 2018, to commence early 2019. Current traineeships conclude in January 2019.
Support community engagement through volunteering/work placement opportunities for youth through various volunteering organisations and Council events
Youth Action Crew provided youth activities in partnership with Casterton Memorial Hospital at the Casterton Show. FReeZA crew planned and coordinated a successful Breakfest event. Youth Action Crew are planning activities for Hooked on Portland. Planning is underway for the Live4Life program and Western Bulldogs Leadership program for 2019.

Continue to pursue funding opportunities for road repair and upgrade
Visit by the CEO and Executive Team from Freight Victoria on 14 November 2018. Regional Roads Victoria agency has commenced.
Lead the Green Triangle Freight Action Plan Steering Committee – meet at least four times per year for continued advocacy

Continue to implement measures to reduce Council’s energy usage (carbon emission)
Thermal loop boilers upgraded to an environmentally friendly option. Condensing boilers for the short term, applying to Sustainability Victoria for upgrades of lighting in the Portland Municipal Office, door sealing and gutter sealing, and new spot lighting for the Portland Arts Centre. The Information Technology unit are looking at obtaining quotes for environmentally friendly printers.
Council’s policies, procedures, documents and operations account for the possible impacts of climate change
Climate change is considered within procedures during their review. New system being used to manage policies and procedures, which is still in trial phase.
Continue to implement measures to reduce Council’s water usage
Arrangements underway for the investigation into water usage at Henty Park.
Council to implement environmentally friendly energy solutions
Condensing boilers installed on network to cover short term and provide reliability while alternate sources are investigated.

Maintain Council’s involvement in exciting community, cultural and creative events across the shire
A number of audience engagement activities presented to enhance program experience e.g. library talk and pre show 'Chatroom" related to shows of PAC.
Work towards the development of a space to display Council’s Cultural Collection

Commit resources to enhance the Partnership Agreements

ArtsGlenelg 2019 Season program was developed and scheduled to be launched on Friday 8 February 2019. Broad marketing campaign to be undertaken by the end of January 2019.

ArtsGlenelg 2019 Season Program to be launched in February with 19 performances for diverse audiences, 7 exhibitions at PAC and 7 displays of cultural collection at various venues around the shire.

LEADING GLENELG UPDATE STATUS
Community satisfaction with Council decisions continues to be above-average
Local Government Performance Reporting Framework (LGPRF) data released in September 2018, which revealed a 6.82% increase in customer satisfaction of council decisions. The next data set will not be released until Q1 2019/20.
Community satisfaction with lobbying on their behalf continues to be above average
Customer Satisfaction Survey results released in June 2018, which revealed a performance index of 59, which is 7 points ahead of other large rural councils, and 5 points ahead of state-wise average. Next survey scheduled for 2019.
Statutory planning permits assessment time frames continues to be less than the state average
According to the LGPRF data, 92.86% of councils planning decisions are made within the statutory assessment time. The next data set will not be released until Q1 2019/20.
Undertake a Planning Scheme review
Adopted by Council at its meeting 22 May 2018.
Maintain existing (Planning) service standards
A 52.46% decrease in the time taken to decide planning application in 2018, due to the increase in VicSmart applications. The next data set will not be released until Q1 2019/20.

In 2017, 0.97% of decisions were made in camera. There was an increase in 2018, to 4.17% due to 8 reports being listed as ‘In Camera’. The next data set will not be released until Q1 2019/20.

NARRAWONG LISTENING POST
OUTCOMES
The Narrawong listening post was held at the Narrawong Community Hall on Friday 17 August 2018. The following outcomes were made in response to concerns raised;
Pot holes filled in carpark at Narrawong Primary School;
Intersection sealed at new post office;
K5 virus to be released in warmer months for rabbit and pest control;
Narrawong to be omitted from roadside poisoning program;
Advocacy for safer roads in Glenelg Shire;
Kerbside waste collection under investigation; Building in East Street inspected by building surveyor; private property and imposes no risk;
The Narrawong Mechanics Hall is not a council asset and significant work would be required to improve the current access situation. Council suggests the Committee of Management seek funding for improved access. Council may be in a position to provide support to the works should adequate funding be secured.
Public Wi-Fi being installed at Narrawong Community Hall.
There were approximately 15 community members in attendance. Council received fantastic feedback on local issues within the town of Narrawong and surrounds.

Council will promote the need for day care opportunities; after school activities and pick up of children; and exercise classes operating from Community Hall.
NARRAWONG LISTENING POST
Glenelg Shire Council also held a Listening Post session at the Portland Upwelling Festival on 3 November 2018. This provided a great opportunity for the
community to engage in a one on one conversation with Councillors.

The strategy is a 10 year framework designed to guide the future planning and functions of open spaces, while exploring new investment opportunities.
The strategy will enable identification of the most important projects which will deliver the best outcomes for the community and guide investment in open space, including parks, gardens, sports reserves and conservation reserves.

Ongoing Councillors decided to set up an ongoing ‘Listening Post’ page to provide an online forum for feedback on current issues affecting the community.
The YourSay Listening Post page has been created to allow the community to have a conversation with councillors at any time of the day.
Councillors listened to those who provided feedback during the development of the Council Plan early in 2017 and developed this tool as a way to engage with people in the community on a regular basis.

Yarraman Park Indoor Riding Arena Access Policy
This policy ensures that only user groups licenced by Council are permitted to use the Yarraman Park Indoor Riding Area.
Applications for a licence to use the indoor arena can be made at any time, and will be assessed by Council in accordance with this policy.
Copies will be made available on the Glenelg Shire Council website http://www.glenelg.vic.gov.au/Sports_Recreation or copies can be requested at Customer Service Centres.
