PRESENTED BY: VISETH UNG,
, DEPUTY SECRETARY GENERAL, NATIONAL SCIENCE AND TECHNOLOGY COUNCIL, IN THE INTERNATIONAL WORKSHOP ON MITIGATION ON DISASTER DUE TO SEVERE CLIMATE EVENTS: FROM POLICY TO PRACTICE, MARCH 10-13, 2016, COLOMBO, SRI LANKA
CURRENT DISASTER INFORMATION MANAGEMENT SYSTEM
Presented by: H.E Ross Sovann, Deputy Secretary General, and Chief of Emergency Response and Avian Influenza National Committee for Disaster Management , March 2016
CURRENT DISASTER-RELATED DATA PROGRAMMES
CAMDI database was first developed in 2015 by NCDM/UNDP
A total of 7,800 records of disaster events from 1996 to 2013
CAMDI to be in line with the Sendai Framework, Cambodia’s Disaster Risk Reduction Framework (2019-2030), and National
Action Plan for Disaster Risk Reduction (2019-2025),
Disaggregated by hazard, sex, age, disability, income, and geography,
UNDP, Sept 2020: Lack of historical disaster data ia a thing of the past for Cambodia 2020
CHALLENGES WITH THE CURRENT SYSTEMS
IDEALLY CAMBODIAN DISASTER STATISTICS SHOULD CONTAIN:
4. STATISTICS ON DISASTER EXPENDITURE
Monetary valuation of spending on all investments and
activities directly related to disaster risk management to
determine the relationship between expenditure and
results and deliverables
RISK PREVENTION
RISK REDUCTION
EMERGENCY RESPONSE
RECOVERY
GENERAL GOVERNANCE, EDUCATION, RESEARCH AND
DEVELOPMENT, ETC.
3. STATISTICS ON DISASTER OCCURRENCES
Characteristics of every hazardous events that are required
to respond and recover from emergencies, and to develop
time-series statistics for forecasting, prediction, and planning
TYPES
TIME
LOCATION
UNIQUE IDENTIFICATION
STATUS
2. STATISTICS ON DISASTER IMPACTS
Information regarding damages and losses that directly or
indirectly affect the post-disaster evaluation of damages and
losses , i.e. impacts on
HUMAN LIVES
MATERIALS AND THE ECONOMY
CRITICAL INFRASTRUCTURE
BASIC SERVICES
THE ENVIRONMENT AND HERITAGE
1. STATISTICS ON DISASTER RISKS
The extent of hazards that interacts with socio-economic
characteristics that dynamically determines the chance
of disaster-induced damage and losses
HAZARDS
EXPOSURE
VULNERABILITY
COPING CAPACITIES

CHALLENGES IN CAMBODIAAlthough there are 2 SDGs targets that relate to disasters:
GOAL 2: END HUNGER, ACHIEVE FOOD SECURITY AND IMPROVED NUTRITION AND PROMOTE SUSTAINABLE AGRICULTURE
Target 2.4: By 2030, ensure sustainable food production systems and implement resilient agricultural practices that increase
productivity and production, that help maintain ecosystems, that strengthen capacity for adaptation to climate change,
extreme weather, drought, flooding and other disasters and that progressively improve land and soil quality (Ministry of
Agriculture, Forestry and Fisheries)
GOAL 13: : TAKE URGENT ACTION TO COMBAT CLIMATE CHANGE AND ITS IMPACTS
Target 13.1 Strengthen resilience and adaptive capacity to climate-related hazards and natural disasters in all countries
(Ministry of Environment)
MEANWHILE
Disaster is yet to be included in the business of Official statistics
National Committee on Disaster Management (NCDM) is yet to be included as a member of
● Statistics Advisory Council
● Statistics Coordination Committee
● 27 Line Ministries .Agencies that produce designated official statistics
NIS provides only some basic data for NCDM’s Sendai Framework Reporting
WHAT NEED TO BE DONE IN CAMBODIA
POLICY AND REGULATIONS1. To include disaster-related data to be part of Official Statistics under the national statistical system2. To designated NCDM as one of the designated official statistics, and Statistics Coordination Committee3. To identify existing relevant policies and regulations and develop new enabling regulations
PROCEDURES FOR DATA COLLECTION / COMPILATION 1. To develop for NCDM procedure and protocol for disaster-related data across sectors2. To jointly develop definition, classification, standard, as well as metadata for disaster-related data3. To establish structure, mechanisms, and tools for data collection and compilation
MECHANISMS FOR DATA ANALYSIS AND SHARING 1. To link all disaster databases under the relevant SDGs targets2. To establish a joint working group of NCDM- NIS - and General Secretariat of NCSD 3. To establish a network of disaster data producers
BETTER UTILISATION OF DISASTER DATA1. To request NCSD to formally recognise link Sendai Monitoring and SDGs 2. To include disaster statistics as one of official statistics in NIS publications3. To make available disaster data for development, sectoral, and local planning
