QUESTIONS AND ANSWERS ABOUT WAIMEA ELEMENTARY SCHOOL PERFORMANCE1. WHAT IS AYP? -

The Hawaii Department of Education determines the Adequate Yearly Progress (AYP) of public schools under NCLB.Each public school in Hawaii must meet 37 targets to make AYP. To meet performance targets, at least 72 percent ofthe students in the school must get scores that are "proficient" or better on the reading test and 64 percent of s udentsmust get scores that are "proficient" or better on the math test. Also at least 95% of students in a school must betested. Elementary schools can not retain more that 2% of their students. Middle schools should not retain more than5% of their students. High schools must graduate at least 85% of their freshmen within four years.

2. WHAT CHOICES DO I HAVE FOR MY CHILD?a. Students who attend a Title I school:

1) Public School Choice - for Title I schools in NCLB status (School Improvement Year 1 to Restructuring)• All Title I schools in NCLB status must offer parents the choice of transferring their child to a non-status

school on their island. A non-status school is one that is In Good Standing, Unconditional or In GoodStanding, Pending.

• Attached is a list of schools on our island to which you may apply for a transfer. Please come to ourschool office to receive more information.

• For parents/guardians with students at Title I schools only: If you choose to transfer your child,information on free transportation is also available at our school office.

2) Supplemental Educational Services (SES - free tutoring) - for Title I schools in NCLB status (SchoolImprovement Year 2 to Restructuring): Schools must offer parents/guardians of eligible students (studentswho receive free or reduced-priced meals) the opportunity to receive SES - free tutoring in reading or math orscience for their children. Information on free tutoring for eligible students will be sent to theseparents/guardians at a later date, as well as information on extra academic help for students not eligible forSES - free tutoring.

b. Students who attend a Non-Title I school:Extra academic help and other extended learning opportunities - for Non-Title I schools in NCLB status (SchoolImprovement Year 2 to Restructuring): Please come to the school for information on extra academic help andother extended learning opportunities for your child, for example: _

5. WHAT IS THE SCHOOL DOING TO IMPROVE STUDENT ACHIEVEMENT?School staff are working on revising our academic plan and financial plan to focus our efforts and resources to helpour students.

6. WHAT IS THE DEPARTMENT DOING TO HELP THE SCHOOL MAKE PROGRESS?

The Department is helping our school by:• Giving information on effective curriculum and instructional strategies;• Analyzing student performance data to guide decisions; and• Increasing staff training and planning.

7. HOW CAN I GET INVOLVED IN HELPING THE SCHOOL?

As a parent/guardian, you can help the school address raising your child's performance by:• Coming to parent-school meetings and workshops;• Supporting your child's good study habits;• Reviewing your child's homework and test results; and• Setting goals with your child.

Student Transportation InformationFor NCLB Public School Choice

e Department of Education (DOE) has determined your child may transfer to another public school, including apublic charter school, that is acceptable and space is available at the "NEW" school. So, you should know:

• If your school of choice is in your home school area and there are school buses running, you should completeand return to the "NEW" school:

Pre-paid Bus Pass ApplicationForm CS-l0l (Request for Student to Ride School Bus On a Space Available Basis).The "NEW" school will complete the forms and send them to the Student Transportation Services Branch(STSB). .If there is space on the bus, STSB will complete and return the forms to the "NEW" school who will giveyour child a bus pass.

• If there is no space on the bus OR if your school of choice is not serviced by the school bus, you may driveyour child to the "NEW" school and get paid. You need to complete and return to the "NEW" school:

Form CS-l03 (Request for Private Car Mileage Reimbursement) packet.The "NEW" school will complete the forms and send them to STSB.STSB will calculate your daily payment amount by measuring the distance from your home to the "NEW"school minus 1 mile.

Every month you must complete and turn in to the "NEW" school a PARENT AUTOMOBILE MILEAGEVOUCHERto be paid for every day your child is in school.The "NEW" school will check your child's attendance and send the Mileage Voucher to STSB who will

process the forms.If you are not able to drive your child to your school of choice, call the "NEW" school for more instructions.

IMPORTANT THINGS TO REMEMBER

• Your child must carry the bus pass every day and show it to the bus driver every time he/she rides the bus.

• If your child loses the bus pass or it gets damaged, call the school to find out what you need to do to get areplacement bus pass.

• The bus pass is good for ONE school year. Every school year you need to apply for a new bus pass.

• If you receive Private Car Mileage Reimbursement, you need to apply for the reimbursement every schoolyear.

• If a large number of students transfer to another public school, STSB reserves the right to provide regulareducation school bus services and private car mileage reimbursement will cease.

• If your child is a special education stud~nt and you would like to have the choice to send your child to a schoolof your choice, you must request a meeting to change your child's IEP to reflect the choice. If approved bythe IEP team, you will be responsible for completing and submitting the paperwork in accordance with Chapter13 guidelines.

• FEDERALLYFUNDEDTRANSPORTATION CHOICES WILL STOP IF ALL FUNDS ARE SPENT OR YOUR CHILD'SHOME SCHOOL IS NO LONGER "IN NEED OF IMPROVEMENT" OR "CORRECTIVE ACTION."

If you choose to have your child remain at the "new" school, federally funded transportation choices will notbe accommodated.
