THE INSTITUTION
The city of Rome has started a process of organizational innovation according to the national laws on local self-government and the need to make more efficient and more productive the services provided. The intervention on drugs has its traditional dual complexity: first of all the peculiarities and difficulties due to the topic itself; on the other hand, different actors working in the same field (professionals, social workers, justice system, etc.) makes the integration harder. To increase its ability to define strategy, intervention, coordination, the City of Rome established a specific agency (by decision of the City Council Nr 96, May 21 1998): City Agency for Drug Addiction, an Institution with its own administrative, financial and managerial autonomy.

Therapeutic Community
Rehabilitation programs for patients in pharmacological and psychosocial treatments, referred by PTCs. A program lasts on average 18 months, with the initial phase characterized by a motivational counselling and a final phase enhances social skills and provides seeking employment assistance.

Free night shelter for problematic drug users. Night accommodation for short period .DUs are addressed to health and social services if they want to. Hot meals, showers, and primary care are provided.

cause of social exclusion (EMCDDA, Carpertier 2002)– Factors that could contribute to social exclusion are
problems related to labour, educational and livingstandards, health, nationality, drug abuse, gender difference and violence (European Council, 2001; EMCDDA National reports, 2002)

– As of February 29, vocational guidance has been provided to 1123 (former) drug user
– 119 people attended educational classes – 91 people are trained on the job– 5 people hired in private firms

different actors that are not used to deal with drug issue
– Lessen stigmatization– Also people in methadone treatment can be
