Chair Laura Masterson called the meeting to order at 8:35 AM. The meeting opened with the Pledge of the Allegiance. Board member introductions preceded introductions of staff and guests. Minutes Barbara Boyer moved to approve the December board meeting minutes as submitted. Doug Krahmer seconded the motion. Motion passed. Stephanie Hallock abstained. Director’s Report, Director Coba, Oregon Department of Agriculture (ODA) Director Coba reported the Governor’s Office was hoping to have the Board of Agriculture public member appointed by this meeting however; the Governor’s Office staff has been addressing other state issues. Director Coba is hopeful that board appointments (both the public member and the replacement for Doug Krahmer) will be completed by the next board meeting. Budget and Legislative Updates, Director Coba and Assistant Director, Lauren Henderson, ODA Director Coba stated that the short legislative session provided key items for ODA. This included General Fund ($539,000) to match the Federal Fund contribution ($1.7 million) for the treatment and monitoring of Asian Gypsy moths (AGM) in 2016. The target date for the first treatment is April 23 rd but ultimately dependent on the weather. The short session also included legislation that impacts the hemp program. Introduced by Representative Wilson, in partnership with the hemp growers, the bill removes the acreage size requirement, allows the hemp to be grown in greenhouses, and makes other statutory changes. The hemp program is working on temporary rules so that growers will be able to grow this year. Permanent rules will also be developed. Oregon State University (OSU) has been a partner as ODA has

implementedthehempprogram.OSUwasworkingtogetresearchmoneyforhempresearchprojectbutthatdidnothappen.ODAisexpectingmorehempgrowersforthe2016growingseason.Lastyear,ODAlicensed11growers.Currently,ODAhasreceivedapproximately30registrationapplicationswithanotherninegrowersintheprocessofregistering.ODAisresponsibleforensuringthatthehempcroptestsbelow0.3percenttetrahydrocannabinol(THC).TheODAiscurrentlypreparingforthenextlegislativesession.Developmentoflegislativeconcepts(LC)andpolicyoptionpackages(POP)isalongprocess.TheODAhasstartedreachingouttostakeholdersregardingproposedLCsandPOPs.TheLCsandPOPsaredraftandcouldlookverydifferentbynextyear.The2017ProposedLC/POPhandoutwasdistributed.DirectorCobareviewedthehandoutwiththeboard.

• LC001&002:StopWorkOrder:ThefirsttwoLCsareplaceholders.Originally,ODAthoughtthisconceptshouldbeagencywidebutnarrowedthefocustothefoodsafetyandpesticideprograms.ThestopworkorderwouldbeanothertoolforODAtoensurecompliance.Forexample,iffoodsafetystaffdiscoveredabrokenrefrigeratedcoolerduringaninspection,stopworkorderauthoritywouldallowODAtostoptheactivity(i.e.stopsaleoffoodfromthebrokencooler)whilethestoreremainedopenversushavingtoclosetheentirestoredown.Theintentisnottoprovideadditionalburdentothelicensee.

DougKrahmercautionedthisapproach.Herecommendedhavingajudicialmechanismsothatifanowner/growerhasanissuewiththestopworkorder,thereisawaytogetquickadjudication.Dougspokeoftheblueberryindustry’srecentexperiencewiththeDepartmentofLabor(DOL)and‘hot-goods’order.Inthiscase,DOLstoppedpickingandtherewasnorecourseforthefarmer.Dougalsorecognizedthehumanhealthconcernassociatedwithpesticideapplicationsbutpesticideapplicationsarealsotimesensitive.

DirectorCobaacknowledgedandissensitivetothisconcern.ODAistryingtofindtherightbalancebyattemptingtowritestatutorylanguagewiththeappropriatesideboards.

AssistantDirectorHendersonreportedthattheagency’sregulatorytoolsarecurrentlylimited-suspendalicenseorgotocourttogetaninjunction.ODAdoesnothaveatoolthatisspecifictotheactivity.

• LC003-006-StatutoryCleanUp:Theseconceptsareaboutstatutesthat

addresslivestockauctionmarkets,labelingandothercleanup.ODAstaffwillbereachingouttoeffectedpartiestodiscusstheseconcepts.

• LC007-FoodSafetyModernizationAct(FSMA):ODAistryingtoanticipatethestatutoryauthorityneededtoimplementFSMA.TheNationalAssociationofStateDepartmentsofAgriculture(NASDA)isworkingondevelopingmodelstatutorylanguagebutitmightnotbedoneintime.ODAwillneedclearauthoritytomoveforwardwithFSMAimplementation.

• LC008-JetFuel:Thisconceptwillcleanupstatutorylanguagepertainingto

jetfuelaswellasclarifyprogramauthority.

• LC009-Scales:ThiswillcreateanewlicensecategoryforClassIIAscales.Thesescalesrequireadditionaltimetocalibrate.Thecurrentfeescheduledoesnotcoverthecostofcalibration.ClassAscalesareusedbypawnshopsandcannabisbusinessowners.

• LC10-Compliance:Thisisaplaceholder.ODAiswaitingfortheconclusionof

apesticidecasetodetermineifadditionalstatutoryauthorityisneededforthisprogram.

DirectorCobastatedthatthestateisexpectingabudgetshortfall.TheshortfallisduetotherecentcourtcaseregardingthePublicEmployeeRetirementSystemplusthestate’scostsforfederalprograms.Theprojectedshortfallis$1.4billion,asixpercentreductioninGeneralFund.Bystatute,allstateagencieshavetosubmitabudgetthatincludesa10percentcut.Thereisastateinitiativepetition,IP28,ifpassedwouldincreasecorporatetaxesanestimated$2.5billion.Subsequently,theGovernorwillbepreparingtwodifferentbudgets,onewithcutsandonewithadditionalrevenue.DirectorCobareportedthatprogramsthatreceiveGeneralFunds(i.e.ConfinedAnimalFeedingOperationProgram,AgWaterQuality,MarketAccess,AnimalHealth,FoodSafetyandothers)areprogramsthatstakeholderswouldnotwanttocut.A10percentGeneralFundbudgetreductionforODAisapproximately$2.3million.ODAcouldcutanentireprogramandstillnotsatisfythe10percent.Inthepast,ODAhasproposedtocutentireprograms,butthisyearprogramsarelookingseehoweachprogramcanabsorba10percentcut.ThislistwillbepreparedandpresentedtotheboardinJune.DirectorCobareviewedthePOPs.

• PublicRecordsCoordinator:ODAcontinuestoseeanincreaseinpublicrecordrequests.Publicrequestsarealsobecomingmorecomplex.Itisbecomingdifficulttomeettheserequestsinatimelyfashion.Thispositionwasrequestedduringthelastbudgetcycle.

Aquestionwasaskedaboutotheragenciesandwhethertheyhavepubicrecordrequestcoordinators.DirectorCobarespondedthatsomeagencieshaveadedicatedperson.

Aquestionwasaskedaboutfeesforpublicrecordrequests.DirectorCobarespondedthatagenciescanchargeafeeforpublicrecordsrequestbutthereareexemptions.TheGovernorisinterestedincreatingamorestandardizedpublicrecordprocessbecauseeachagencyoperatesdifferently.

AssistantDirectorHendersonalsocommentedthatthispersonwouldprovideassistancewithrecordarchiving.This,too,wouldhelpspeeduptheretrievalofdocumentsneededforpublicrecordrequests.

• GovernmentRelationsCoordinator:Manystateagencieshaveagovernment

relationspointperson.ODAdoesnot.Duringsession,DeputyDirector,LisaHanson,istheleadonthisissue.ODAneedsafulltimepersonforthiswork.

• InformationTechnology(IT):Duringthestaffstrategicplandatacollection,

staffhasidentifiedseveralITneeds.ITimprovementswouldalsohelpincreaseprogramefficiencies.

StephanieHallockaskedabouttheGeographicInformationSystem(GIS)partnershipandifODAreceivedadditionalstafftoassistwithGISwork.AssistantDirectorHendersonreportedthattheStateGISOfficemovedintothebuilding.Coordinationwillcontinue.ODAdidreceiveonepositiontoassistwithGISwork.AquestionwasalsoaskediftheGISneedsfortheStrategicImplementationArea(SIA)havebeensatisfied.DirectorCobareportedyes.

• HumanResources:ODAemploys350full-timestaff.Whenfullystaffedwith

seasonalemployees,ODAhas500employees.Datacollectedforthestrategicplandatacollectionhasshowedthatstaffdesiresmoretraining.ODAdoesnothaveenoughstaffforhumanresourceswork.AquestionwasaskedaboutODAsharinghumanresourceservices.Today,ODAstafffocusesonrecruitment,personnelissuesandmanagingtheflowofseasonalstaff.ODAborrowshumanresourcestafffromtheDepartmentofLandConservationandDevelopment(DLCD)forprojectsbutDLCDonlyhasonehumanresourcestaffperson.

• Foodsafetyinspectors:Foodsafetyprogramisfinallyfullystaffed.Evenwithfullstaff,ODAisbehindoninspections.ODAisalsoseeinggrowthinthenumberoffirmsthatneedlicensing.ODAwouldliketoaddadditionalfoodsafetyinspectorstocompletethiswork.

Aquestionwasaskedaboutthemake-upofthecross-functionalteams.Theseteamswillincludeabroadrepresentationofnon-managementstaff.Theboardrecommendedanotheropportunitytoreflectandevaluatetheirinformationthusfar.Thiswillbediscussedatthenextboardmeeting.DirectorCobacommentedthatsomeofthebudgetrequestswereinresponsetofeedbackfromthestrategicplanprocess.DirectorCobaalsoreportedthatsomestaffhaveconcernsaboutsafetyinthebuildingandinthefield.DirectorCobasaidthatnexttotheCapitol,ODAisthemosteasilyaccessedbuildingintheCapitolMall.DirectorCobaaskedtheboardfortheirfeedbackifODAweretochangebuildingsecuritypractices.Boardmembersdiscussedthis.ItwasimportanttoboardmembersthatODAbalancesaccessibilityforthepublicandemployeesafety.Aquestionwasaskedifareceptionareacouldbecreatedtocontroltheflowofpeopleaccessingthebuilding.Inadditiontobeinganoddshapedbuilding,DirectorCobareportedthatshewasnotcomfortablehavingasinglepersonplacedinthatposition.Itwassuggestedthatsecuritypersonnelstaffthereceptionarea.AssistantDirectorHendersonspokeaboutarecentincidentwithanindividualwhowasupsetwithODA.Installingoverrideswitchesondoorsorapanicalarmsystemisbeingconsidered.DeanDanArpreportedthatOSUdoesnotlockbuildingsthroughouttheday.Theuniversity’sfocushasbeenonresponse.Forexample,ifsomethingweretohappenoncampus,staffisalertedmultipleways(phone,text,email,etc.).Amemberofthepublic,LesRuark,suggestedtoequipfieldstaffwithradiostothesheriff’sdepartmentandrecommendedadifferentvehicletypeforfieldstaff.Theboardrecessedat10:23AMandwascalledbacktoorderat10:47AM.PublicCommentJeromeRosa,OregonCattleman’sAssociation(OCA),providedpubliccommentoncommentsmadeattherecentEnvironmentalQualityCommission(EQC)meeting.AttheEQCmeeting,commentsweremadetotransferthejurisdictionoftheAgricultureWaterQualityProgram(AWQP)totheOregonDepartmentofEnvironmentalQuality(DEQ).OCAisopposedtothisandaskedODA,andtheboard,toopposethisandtakenecessaryactiontopreventthisfromhappening.DaveLosh,OregonNationalAgriculturalStatisticService(NASS),providedanupdateonsurveyworkatNASS.NASSstartedagrassseedandChristmastreesurveythisspring.InformationshouldbepublishedbyAugust.NASSisalsointhebeginningstagesofalocalfoodsurvey.Thisisanationalsurveythatwillgather

AquestionwasaskedabouttheCollegeofAgricultureimplementingtheMECOP(MultipleEngineeringCooperativeProgram)inthecollege.Therewasabriefdiscussionaboutthis.DirectorCobareiteratedtheimportanceofODAstayingconnectedwithOSUasthetwoentitiesmoveforwardoncommontopicsinanefforttohaveacommonmessagetostakeholders.FoodSafetyModernizationAct:Educationandoutreachupdateanddiscussion,Dr.MichaelMorrissey,Director,OSUFoodInnovationCenter(FIC)Dr.MorrisseyspokeabouttheFoodSafetyModernizationAct(FSMA)byprovidingahistoryoftheact.Thisisthefirstbigfoodlawsince1938.TheintentofFSMAistofocusonprevention,notinspectionandtesting.FSMAalsoenhancesFoodandDrugAdministration’s(FDA)inspectionandenforcementauthority.Reasonsthelawwasimplementedincludesashiftinhowfoodisconsumed(i.e.increasedrawfoodconsumption),increaseduseofcompostinproduction,surfacewatersourcesandthelackofstandardsforanimalfood.Therearesevendifferentruleswhichwillallbefinalizedbysummer.Dr.Morrisseyprovidedinformationaboutthestandardspertainingtotheproducesafetyrule.Thisruleaddressesgrowing,harvesting,sorting,packagingandstorageofproduction.Standardshavebeendevelopedforirrigationwater,workerhealthandhygiene,equipment,tools,buildingandsanitation,anddomesticatedandwildanimals.Therewasalotofconcernoverthesurfacewaterstandardsfortheproducesafetyrule.Dr.Morrisseyreportedthatintheproposedrulessurfacewaterirrigationstandardsweresimilartoregulationsforswimmingpools.Thechallengewasthatmethodsusedforwaterconservationdonotnecessarilymeanitwasthebestpracticeintermsoffoodsafety.Subsequently,FDAwasinvitedtothePacificNorthwestin2013foralisteningsessiontodiscussthisissue.ForFSMAimplementation,severaltrainingneedshavealsobeenidentified.InMay2015,arequestforproposalstohelpaddressthisneedwasofferedbybothFDAandtheUnitedStatesDepartmentofAgriculture(USDA).OSUappliedfortheWesternRegionFSMATrainingCentergrant.OSUwasawardedthegrant($1.2million)inOctober.Thiswesternregioncovers13westernstatesandtwopacificislandnations.OSUplanstodividethewesternregionintofourareas(pacific,northwest,southwesternandmountain).Eachregionwillfocusonthecommoditiesgrowninthatarea.Theobjectivesofthegrantisthree-fold:developProduceSafetyAllianceandFoodSafetyPreventiveControlsAlliancecertifiedtrainerswithintheUSwesternregionwhoarefocusedonsupportingthefoodproductionandprocessingindustry;developanddeliverregionalandstakeholderspecificeducation,training

HempandCanolaUpdates,Dr.JayNollerandDr.CarolMallory-Smith,DepartmentofCropandSoilScience,OSUCanolaupdate:Asbackground,Dr.Mallory-Smithreviewedthelegislationrelatedtocanolaproductionresearch.In2013,HouseBill(HB)2427prohibitedtheproductionofcanolaintheWillametteValleyProtectedDistrictalthoughitdidallowforcanolaresearch.Thisbillalsodefined“canola”and“raising”canola.Inthe2015legislativesession,HB3382,allowed500acresofcanolatobeplantedin2016,2017and2018.ThesearenotOSUresearchfieldshoweverthelegislationrequestsOSUtomonitorthesefields.OSUisintheprocessofreviewingpublishedmaterialsandhistoricaldataoncanolaandBrassicaspecialtyseedproduction.Researchfromaroundtheworldisbeinggatheredforthis.OSUisalsodevelopinginformationandrecommendationsregardingif,andunderwhatconditions,canolaiscompatiblewithothercrops.ThecomparisonalsoincludesassessingthecompatibilityofgrowingotherBrassicaseedswithothercrops.OSUismonitoringcanola,turnipandradishfields.Fieldsarebeingmonitoredforinsects,disease,spreadfromfieldsandvolunteercontrol.Fivefieldsofeachcropeachyearwillbemonitoredforatotalof4,500acresoverthecourseofthreeyears.Dr.Mallory-SmithreportedthatOSUisfollowingallthreecropssinceliteraturestatesthatcanola,turnipandradisharesimilarandtheremaybeanopportunitytolearnsomething.OSUisstillinthedatacollectionphase,buthaslearnedthusfarthatdisease(blackleg,lightleafspotandwhiteleafspot)isthebiggestissuebutnotuniqueorspecifictocanola.Weedsserveasahostfordisease.Wildmustardseedinparticularisaproblem.Thisresearchhasshoweddiseaseissuesearlierthannormal.Withrespecttoinsects,therearemorefleabeetlesinradishandmorepollenbeetlesinradishandturnips.OSUisstillworkingonanalyzingrootmaggotdata.OSUhasseenanincreaseinmaggotdamagebutnothingthatisuniquetocanola.Asforvolunteers,ingeneral,therearemorevolunteersinradishthancanolaandturnip.Thepracticeofunderseedingofradishfieldsmakesitdifficulttocontrolvolunteers.Discussionabouttheresearchprojectcontinued.Dr.Mallory-SmithreportedthatOSUisinthelastyearoftheresearch.Althoughthestudyisongoing,resultsarepreliminary.NoconclusionscanbemadeatthispointintimebuttherearenoindicationsthatcanolaisuniquelydifferentfromotherBrassicacrops.ThefinalobjectiveoftheresearchprojectwastomaptheWillametteValleyProtectedDistricttoshowtheplaceswithinthedistrictwhereplantsofthegenusBrassicacouldbegrownwhilemaintainingisolationdistancesfromvegetables,

Varroamitescausedeformedwingvirus,Kashmirbeevirusandotherdiseases.Wheninfected,themiteswilldestroythecolonywithinafewmonthsifitisnottreated.Nosemaisanotherparasitethatcausesbeestohavediarrhea.Asforbeenutrition,monocultures,hybridcropsandlossofbeehabitathaverestrictedthebeediet,astheydonotproduceenoughpollenforthebees.Pesticideshavereceivedsignificantattentionsincethereportingofthecolonycollapsedecline.In2012,abroadsurveyofpesticideresiduesinbeehivessamplesacross23statesshowed121differentpesticidesandmetabolites.Additivesandsynergisticeffectsfrommultiplepesticideexposuresisaconcernsincemanypesticidesarelipophilicandpersistonwaxcomb.Honeybeeshavefewergenesforinnateimmunityanddetoxificationthanotherinsects,likemosquitoes,hencearemoresusceptible.Dr.Sagilireportedthatweknowwhateachpesticidedoestoabeebyitself,butdonotknowhowbeeswillbeimpactedwhenexposedtomultiplepesticides.Thereareseveralmodesofpesticideexposureincludingdirectspray,honeydew,spraydrift,nectarandpollen.Neonicotinoidinsecticidesactasaneurotoxin.Itisoneofthelargestgroupsofinsecticidesusedbecauseofitslowmammaliantoxicity.Sublethaleffectsonbeesincludecompromisedmemoryandlearning.Thereareseveralstudiesrecentlyreleasedaboutthis.Dr.Rameshexplainedhowmemoryandlearningexperimentsareconductedinhislaboratory.Determiningrealisticexposureofbeestoneonicotinoidsisachallenge.Therearenotenoughstudiestoconclusivelysubstantiatetheroleofneonicotinoidsonbeecolonydeclinesbutthereisenoughevidencethatwarrantsacloserlookatthisclassofinsecticidesandencouragecautionintheiruse.Dr.SagilireviewedthecurrentresearchbeingconductedatOSUrelatedtohoneybeehealth.Researchisfocusingonstudyingpests,pathogensandhoneybeenutrition.Dr.Sagiliishopingtoexpandtheresearchfocustoincludehoneybeevirusesandbacterialdiseases.Aquestionwasaskedaboutwhatpercentageofcropsarepollinatedbymanagedbeesversusnativebees.Dr.Sagiliistryingtoanswerthisquestion.Incomparisontootherstates,Oregonhasamorerobustnativebeepopulation.Nationally,ithasbeenreportedthatthereisa35percentbeeloss,however,localsurveyshaveshowedOregonlossesdonotexceed25percent.Althoughthereisnoscienceonthisissue,Dr.Sagilisuspectsthatforagecropshavehelpedminimizetheloss.Dr.Sagiliisconductingastudycalledthe“LongitudinalMonitoringofCommercialBeekeeperColonyHealth.”DataisbeingcollectedfromhivesinCalifornia.Theresearchisevaluatingbeenutrition,pesticides,growthregulatorimpacts,diseaseandotherfactors.ThisstudyhasshownthatVarroamitelevelsincreasedduringthe

TheUSDA’sdefinitionforasmallfarm,ingeneral,isdefinedasafarmthatearnslessthan$350,000gross.Withthisdefinition,90percentofthefarmsnationallywouldbeconsideredsmall.InOregon,91percentofthefarmswouldbeconsideredsmall.ThiswasnotausefuldefinitionforthecenterandsubsequentlytheycreatedadefinitionforsmallfarmsuniquetoOregon.AtOSU,asmallfarmisastateofmind.Oregonsmallfarmerstendtobeentrepreneurial,focusedondirectandspecialtymarkets,pursuelocalandregionalsales,preservetheiridentitythroughthevaluechainandproduceproductsthatappealtoanimportantsegmentofcustomers.Drs.StephensonandGwinnalsodefinedcommunityfoodsystemassustainablefoodproduction,processingdistributionandconsumptionthatenhancestheeconomic,environmentalandsocialhealthofaparticularplace.Thisincludessmall-sale,sustainablefarms,closertiesbetweenfarmersandconsumers,equitableaccesstoaffordable,nutritiousdiet,foodandagriculturalbusinessesthatcreatejobsthusrecirculatingcapital,haveimprovedconditionsforfarmandfoodsystemlabor,advocateforfoodandagriculturalpolicythatsupportalltheaboveandiscreatedthroughcommunitycollaboration.Locationsofrobustcommunityfoodsystemswereprovided.ThestateofOregonhasbeendividedintosevensmallfarmsprogramregions.ThisincludesthelowerGorge,northWillametteValley,midWillametteValley,southWillametteValley,centralOregon,DouglasCountyandsouthernOregon.Thesmallfarmsprogramfocusesoneducationandtrainingforfarmersandranchers,appliedresearchandelectronicoutreach.Someofthesmallfarmsprogramincludeeducationforbeginningfarmersusingsustainablewholefarmplanningasaframework,forexampleOSUcreatedanonlinecoursecalled“GrowingFarms:SuccessfulWholeFarmManagement,”Women’sFarmingNetworkswhichgatherswomentogethertoshareresources,vision,experiencesaswellasopportunitiestolearnandtheNicheMeatProcessorAssistanceNetworkwhichisanationalprogramhostedbyOSU.Thesmallfarmsprogramisalsoconductingfarm-basedresearch.IncludingthedevelopmentofCroptime,adegreedayon-linemodelingtoolforvegetableswhichmoreaccuratelypredictsharvestdates,thedryfarmingprojectwhichisfocusingonproducingvegetablesandmelonswithoutirrigation.Thedemonstrationtrialsincludedsensoryevaluationandyielddata.Althoughtheyieldsarelowerindrylandproduction,theflavorisbetter.Anotherresearchprojectincludesthe$5,000PackhouseDesign.Thisisafarmerdrivendesignofanaffordablepackhouseforsmalldiversifiedvegetablefarms.ThedemonstrationpackhousewillbelocatedattheNorthWillametteresearchfarm.Thesmallfarmsprogramalsohostsanannualconference.Nearly1,000individualsattendedtheconferencethisyearwith75percentoftheattendeesbeingfarmers.

Finally,thesmallfarmsprogramproducesaquarterlynewsletterandisactiveinsocialmedia.Othercurrentprojectsatthecenterincludeasmallfarmviabilityproject.Afterfarmshavereceivedhelpingettingstarted,itisimportanttocontinuetosupportthemtoremainviable.Dr.Gwinnspokeaboutsomeofthetoolsavailabletoassistfarmersinmaintainingaviablebusiness.Farmlandaccessandtenureisanotherprojectthatistryingtoidentifylandaccesschallengesandfarmlandtransition.OSUiscollaboratingwithPortlandStateUniversityandRogueFarmCorponthisproject.Withtheuseofnewlydevelopedtools,OSUistryingtodeterminetheeconomicimpactoflocalfood.Finally,thecenterislookingattheopportunitiesandbarriersfororganictransition.Drs.StephensonandGwinntalkedabouttheCommunityFoodSystemNetwork.TheCommunitySystemFoodNetworkiscollaborativeworkproject,withnon-profits,tohelpOregonianshavemeaningfulaccesstohealthyandaffordablefoodsgrownandprocessedregionallyinanenvironmentallyandeconomicallyresilientfoodsystemthatprovidesentrepreneurialopportunityandfulfillinglivelihoodsforemployeesalongthesupplychain.TheOregonCommunityFoodSystemsNetworkwaslaunchedlastyear.Finally,Dr.Gwinnspokeaboutthecenter’scollaborationwiththeODAincludingFSMA,thepackhouseexperienceandmarketdevelopment(farmtoschoolandregionalfoodsysteminfrastructure).DirectorCobaappreciatesthecollaborationODAhashadwithOSU.Aquestionwasaskediftherewasanopportunityforcollaborationandsupportfromlargerfarmersforsmallerfarmers.Manyoftheboardmembersrespondedaboutthediversityandsupportofthisdiversitywithintheirrespectivecommodities.Aquestionwasaskedifthecenterhasworkedwiththecommoditycommissions.ThecenterhascompletedalotofworkwithOregonfreshmarketgrowersthroughFSMA.Therewascontinueddiscussionaroundthediversityofagricultureandvaluethatallfarmerscanprovidetothefoodsystem.Inaddition,therewasinterestinODAandthecenterworkingtogethertofurtherdeterminehowtheorganizationscanworktogethertosupportOregonagriculture.Theboardrecessedat10:19AMandreconvenedat10:36AM.

SubcommitteereportsGovernmentRelations:TraceyLiskeyreportedthatDavidAllawayfromDEQspokeaboutanenvironmentalfood-printingproject.Theproductwilllookatcarbonlifecycleoffoodfromproductiontoconsumption.DEQisintheprocessofidentifyingwhichfoodwillbeincludedintheproject.ThisprojectwasoneoftherecommendationsmadebytheOregonSustainabilityBoard.DavidprovidedanexampleofProtectorandGambleandthecompany’slifecycleanalysisontheirproducts.Thislifecycleassessmentidentifiedthattheuseoflaundrydetergentathomehadthelargestcarbonfootprint.Thecompanythenmadechangesbasedonthisinformation.TheGovernmentRelationscommitteealsoreceivedacannabisupdate.ODAhashiredaCannabisPolicySpecialistandthe2016legislativesessionalsomadesomechangestothemedicalandrecreationalmarijuanaprogram.Therewasabriefrecapofthe2016legislativesessionaswellasanoverviewofafewofODA’sproposedLCsfor2017.FoodSafetyandMarketing:TysonRaymondreportedthatthecommitteemetDr.Stone,thenewdirectorforFIC.ThecommitteealsoreceivedupdatesonBlackLegandFSMA,specificallytherecentmeetingwithNASDAandproduceruleimplementation.FDAwantsstatestoimplementFSMA.FDAhasannouncedacooperativegrantagreementopportunityforstatesthatdevelopaproduceruleoutreach,educationandinspectionprogram.Thegrantwouldbeadministeredoverafive-yearspan.Intermsofimplementation,ODArecommendsthatcommodityinspectorsconducttheinspectionsbecauseoftheirexperienceonthefarmandthefoodsafetyprogramwouldsupportregulatory/enforcementactivities.UsingNASSdata,stateswereplacedintiers.OregonisTier3withanestimated1,800farms.FDAexpectsstatestoadoptFSMAtoitsentirety.Stateswouldalsohavetodevelopaninventoryofeligiblefarms.ODAwillneedtodevelopadatabaseofeligiblefarms.Theonlywaytodothiswouldbetoregisterfarms.Therewasdiscussionaboutwhatwouldincentivizeafarmertoregister.AquestionwasaskedifFDAwouldacceptthirdpartyaudits.Atthispointintime,FDAwillnotacceptthirdpartyauditssincetheseauditsdonotmeetFSMArequirementshoweversomeofthethirdpartycertificationprogramareworkingonupdatingprogramrequirementstobemoreinlinewithFSMA.TherewasadiscussionaboutprioritizingFSMAinspectionswithlimitedresources.TheprioritizingcouldbesimilartohowODAimplementsitsfoodsafetyinspectionprograminthatinspectionsarebasedonrisk.IfODAimplementsFSMA,ODAstaffwouldberesponsiblefordoinginspectionsonfarmsthatqualifyfortheproducerule,howeverODAdoesnothaveresourcestodaytodothis.

Oregonwouldreceiveapproximately$700,000peryearforFSMAimplementationbutthisdoesnotfullycoverimplementationcosts.ODA’scostforconductingGoodAgriculturalPracticesinspectionsrangefrom$1,000to$1,500perfarm.IfODAdoesnotimplementFSMA,FDAwouldbetheregulatoryagency.Theboardre-affirmedthattheywouldwantODAtobetheleadimplementationagencyforFSMA.AquestionwasaskedifthereisaneedforaformaldelegationfromFDAinordertoimplementFSMA.Thecooperativeagreementwouldcoversomeofthis.TherewascontinueddiscussionaboutFSMAincludingwaiversandvarianceforwatertesting.ODAwillbehavingacallonFSMAonMay12thwithinterestedstakeholders.ThepurposeofthecallistogatheradditionalinputforthecooperativegrantagreementopportunityODAproposestosubmit.Aquestionwasaskedasiftheboardneedstoprovidearesolutionorstatementaboutwhattheboard’ssupportofFSMAimplementationbeingconductedbyODA.Boardmemberswereencouragedtoreachouttoindustrypartners.Thiswillbediscussedfurtheratthenextboardmeeting.Aquestionwasaskedaboutexemptions.Exemptionsarebasedongrosssalesandothermarketfactors.Theexemptionisfrominspectionsnotcompliancehowevermarketsmightrequiresupplierstogetinspectionsdoneregardlessoftheexemption.Itwasalsoreportedthatstakeholdersareconcernedaboutthepublicavailabilityoffarminformationaswellasensuringthattherearestrongfirewallsbetweencertificationandregulatoryprograms.TherearechallengestoapplyingaonesizefitsallregulationtothediversityoffarmsinOregon.ThecooperativegrantagreementapplicationisdueJune3rd.LandUse:LauraMastersonreportedthattheLandUsecommitteereceivedapresentationfromOSUstaffthatisconductingresearchonsuccessionplanningandlandaccess.Oneofthequestionstheresearchishopingtoaddressisregardinglandtenure(whoisacquiringfarmland).Laurarecommendedoncetheresearchiscomplete,afullpresentationismadetotheboard.JimJohnsonprovidedlegislativeupdates.TheproposedpathwayforthenewBoardmantoHemmingwaytransmissionlinehasbeenreleased.Theproposedpathwayhastriedtoavoidhighvaluefarmland.Asfortheshellfishinitiative,ODAstaffappearedattheinterimcommitteeonshellfishdevelopment.Legislatorswere

impressedofODA’sknowledge.Thereisarealpotentialforopportunitiesofshellfish,andaquaculture,onthecoast.Jimspoketothelandusepubliccommentthatwasprovidedtotheboardthedayprior.Thisisacoexistenceandcompatibilityissue.Therewasfurtherdiscussionaboutthisissue.Jimthoughttheconcerncouldbeaddressedthrougharulechangeversusachangeinstatute.TheLandUsecommitteecouldreviewthedefinitionfor“preparation.”Finally,JimspokeaboutSenateBill1517,whichmakeswetlandsdetermination,aconditionaluseinTillamookCountyandlegislationthatallowslocalgovernmenttoregulatemarijuana.NaturalResources:RayJaindlreportedthattemporaryrulesforaerialpesticideapplicationsarealmostcompleteandpermanentrulesshouldbecompletedby2017.Anaerialapplicatorexamisalsobeingdevelopedandshouldbefinalizedmid-year.AsforAGM,thisisthethirdlargesteradicationeffortinOregon’shistory.Thisisacomplexandchallengingprojectasitcovers8,000acresinForestParkandnorthPortland,treatmentwillimpact10,000residentsandthetreatmentareaincludeswaterways.TheenvironmentalassessmentiscompleteandUSDAwillbeissuingafindingofno-significantimpact.Thedirector’sdecisionhasnotyetbeenissued.Phenologymodelsarebeingconductedinordertoeffectivelytimetreatment.ThefirsttreatmentiscurrentlyexpectedtotakeplaceonApril23rd.Threetreatmentsintotal,separatedby10days,willneedtooccur.ThelastAGMcaseinOregonwas2007.StephanieHallockhadaquestionabouttheConfinedAnimalFeedingOperation(CAFO)Permit.Rayreportedthatthepermitwassigned.ItwasrequestedtohaveanupdateoftheCAFOPermitatthenextsubcommitteemeeting.TherewasareportaboutthecreepingbentgrassissueincentralandeasternOregon.ODAhasaskedforataskforcetoaddressthisissuebeestablishedsothataneffectiveresolutionforthestakeholderscanbeachieved.ODAhasplayedarolebytryingtogetallthepartiestalkingtoeachother.TheIdahoDepartmentofAgriculturealsohasconcernswiththismatter.TheCorpsofEngineersisreviewingwaterreservations.ODAwasaskedtobepartoftheprocess.ODAhasbeenworkingtogatherdatathatmoreadequatelyrepresentsagriculture’swaterneeds.Datafortheprojectneedstobecollectedwithinayear.Asforwaterquality,afarmerinPolksubmitted24complaintstoODA.ODAisrespondingtothesecomplaints.IdentificationofadditionalSIAsfor2017isin
