CUSTOMER SUCCESS STORY Lancashire County Council serves a population of over one million residents and provides a comprehensive portfolio of services, from education and learning to environment and planning. The authority has maintained the highest possible ‘four stars’ rating by the Audit Commission for a number of years and is rated as ‘improving well’ on its potential for future improvement. The County Council continually strives to achieve its vision: “Lancashire… A place where everyone matters.” As the backbone of Lancashire County, the County Council delivers a wide range of services from advice and benefits to health and social care. To improve its services and provide support for flexible and mobile working, Lancashire County Council recognised the need for a robust document management solution. Following an intensive evaluation process Lancashire selected OpenText Electronic Document Records Management Client, RKYV ® Edition. Business need As one of the UK’s leading County Councils, Lancashire is constantly evolving to ensure its residents receive the best quality service possible. The County Council embarked on a programme to transform its service delivery and an electronic document management solution was seen as an essential tool in helping it deliver services in a modern and effective way. Dave Carr, ICT Manager, Lancashire County Council commented: “Lancashire County Council relies heavily on its records. Storing paper copies was very limiting as staff working away from their usual office base did not always have instant access to the information they needed. Lancashire’s corporate agenda highlighted the need to transform the way we managed our documents and records to support flexible and mobile working for our employees. By deploying a robust solution, we hoped this would enable our employees to securely access documents electronically and instantly from any location.” In realising the need for better access and a more flexible approach to managing records with improved security, Lancashire County Council began evaluating document management solutions. The software was subjected to a formal and rigorous acceptance test, measured against acceptance criteria. The solution After fully reviewing and meeting all the acceptance criteria, Lancashire County Council selected RKYV EDRM Client. Initially, the OpenText solution was implemented as a one-year pilot deployment, using 80 licenses. The solution was piloted in a number of business units in the County Council, namely; Records Management Services, Legal Services, Pensions Service and the Access to Information Team. On completion of the pilot deployment, the County Council increased its number of licenses to 10,000.

“The implementation has revolutionised the way we are able to manage information and support a more flexible workforce,” stated Carr.

The results Users of the solution were extremely positive in their feedback on the offering and reported that the software was easy to learn and use and improvements in service delivery were clearly visible. All business units, which trialled the offering, benefited from the speed

and accuracy of the powerful searching capacity of the solution and the increased flexibility in emailing links from the system, reducing network traffic and enforcing confidentiality by preventing recipients of wrongly addressed emails accessing the contents and exporting search results, saving users valuable time at every stage.

Carr concluded: “We are very pleased with RKYV EDRM Client and the relationship that OpenText has established with us. We look forward to continue working with them in future.”
