Qualified Person’s Statements and CertificationsAs the qualified person, I certify that:
A phase one environmental site assessment of the RSC property, which includes the evaluation of the information gathered from a records review, site reconnaissance, interviews, a report and any updates required, has been conducted in accordance with the regulation by or under the supervision of a qualified person as required by the regulation.
A phase two environmental site assessment of the RSC property, which includes the evaluation of the information gathered from planning and conducting a site investigation, a report, and any updates required, has been conducted in accordance with the regulation by or under the supervision of a qualified person as required by the regulation.
The information represents the site conditions at the sampling points at the time of sampling only and the conditions between and beyond the sampling points may vary.
As of 2014/10/22, in my opinion, based on the phase one environmental site assessment and the phase two environmental site assessment, and any confirmatory sampling, there is no evidence of any contaminants in the soil, ground water or sediment on, in or under the RSC property that would interfere with the type of property use to which the RSC property will be put, as specified in the RSC.
Ground water sampling has been conducted in accordance with the regulation by or under the supervision of a qualified person as required by the regulation.
I have, within the six months immediately before the submission of this record of site condition, given written notice of intention to apply non-potable ground water site condition standards to the clerk of the local municipality in which the property is located and the clerk of any upper-tier municipality in which the property is located.
As of 2014/10/22, in my opinion, based on the phase one and phase two environmental site assessments and any confirmatory sampling, the RSC property meets the applicable full depth generic site condition standards prescribed by section 37 of the regulation for all contaminants prescribed by the regulation in relation to the type of property use for which this RSC is filed, except for those contaminants (if any) specified in this RSC at Table 2, Maximum Contaminant Concentrations Compared to Standards Specified in a Risk Assessment.
As of 2014/10/22, the maximum known concentration of each contaminant in soil, sediment and ground water at the RSC property for which sampling and analysis has been performed is specified in this RSC at Table 1, Maximum Contaminant Concentrations Compared to Applicable Site Condition Standards.
I am a qualified person and have the qualifications required by section 5 of the regulation.
I have in place an insurance policy that satisfies the requirements of section 7 of the regulation.
I acknowledge that the RSC will be submitted for filing in the Environmental Site Registry, that records of site condition that are filed in the Registry are available for examination by the public and that the Registry contains a notice advising users of the Registry who have dealings with any property to consider conducting their own due diligence with respect to the environmental condition of the property, in addition to reviewing information in the Registry.
The opinions expressed in this RSC are engineering or scientific opinions made in accordance with generally accepted principles and practices as recognized by members of the environmental engineering or science profession or discipline practising at the same time and in the same or similar location.
I do not hold and have not held and my employer INSPEC-SOL INC.does not hold and has not held a direct or indirect interest in the RSC property or any property which includes the RSC property and was the subject of a phase one or two environmental site assessmentor risk assessment upon which this record of site condition is based

Phase Two Conceptual Site Model
County Road 2, Johnstown, Ontario

Based on the known information of the general area of the Site, there were one (1) on-Site and
fourteen (14) off-Site PCAs identified.
1. Former Trans-Northern Pipeline was identified on the east portion of the Site.
2. Contaminated groundwater and a waste generator number were identified on a property
immediately adjacent to the south of the Site (County Road 2).
3. 118 Commerce Drive - Measurements International Limited (Acid, Alkali and Solvent
Manufacturing, Processing and Bulk Storage) was located adjacent to the east of the
Site.
4. A Commercial Trucking and Container Terminal were located adjacent to the east of the
Site.
5. Canadian National Railway - A railway (Rail Yards, Tracks and Spurs) is present to the
north of the Site.
6. Former Texaco Bulk Fuel Storage Facility (Gasoline and Associated Products Storage in
Fixed Tanks) was identified approximately 30 m south of the Site.
7. Greenfield Ethanol (Acid, Alkali and Solvent Manufacturing, Processing and Bulk
Storage) was located approximately 90 m east of the Site.
8. A fuel spill of 1,200 L was identified on a property 120 m to the east of the Site.
9. Prysmian Power Cables and Systems Canada Ltd. (Acid, Alkali and Solvent
Manufacturing, Processing and Bulk Storage) was located on a property 120 m to the
east of the Site.
10. Prysmian Power Cables and Systems Canada Ltd. (Metal Treatment, Coating, Plating
and Finishing) were identified on a property 120 m to the east of the Site.
11. A Sewage Treatment Plan (Treatment of Sewage equal to or greater than 10,000 litres
per day) was located approximately 180 m east of the Site.
12. St. Lawrence Printing (Ink Manufacturing, Processing and Bulk Storage) was identified
approximately 80 m southeast of the Site.
13. A Commercial Trucking and Container Terminal was located approximately 130 m
southeast of the Site.
14. Nawlor Renewable Energy - Solar Farm (Electricity Generation, Transformation and
Power Station) was identified adjacent to the west of the Site.
15. A Commercial Trucking and Container Terminal was located approximately 30 m
southwest of the Site.
Areas of Potential Environmental Concern (APECs)
There were three (3) areas of potential environmental concern identified:
1. Potential soil and groundwater contamination associated with a former oil pipeline on the
east portion of the Site (APEC 1).
2. Potential soil and groundwater contamination associated with identified groundwater
contamination to the south of the Site (APEC 2).
3. Potential soil and groundwater contamination associated with fuel, acid and solvent
storage to the east of the Site (APEC 3).
Contaminants of Potential Concern (CPCs)
The contaminants of potential concern (CPCs) in soil and groundwater for the Site were based
on the APECs identified in the Phase One ESA. The following CPCs for the Site were
suspected to be associated with former fuel storage/transport, PHC groundwater impacts, and
acid/alkali and solvent storage:
1. Petroleum Hydrocarbons ranges F1-F4 (PHCs) in soil and groundwater.
2. Benzene, Toluene, Ethylbenzene and Xylenes (BTEXs) in soil and groundwater.
3. Metals in soil and groundwater in the vicinity of APEC 3.
4. Volatile Organic Compounds (VOCs) in groundwater in the vicinity of APEC 3.
It should be noted that VOCs were not considered to represent a CPC in soil because VOCs
were stored off-Site. No contaminant migration pathway was suspected for VOCs to be present
in the on-Site soil.
Subsurface Conditions
Underground services enter the Site from County Road 2 to the south of the Site (water main)
and from the railway right-of-way to the north of the Site (Natural Gas pipeline). These service
trenches are considered to have the potential to act as conduits for contaminant migration.
Physical Setting - Stratigraphy
The drilling and test pit investigation completed as part of the Phase Two ESA identified four (4)
subsurface soil types within the depth investigated, namely:
• Topsoil;
• Sand and Gravel (Glacial Till);
• Silty Sand; and,
• Clayey Silt.
Physical Setting – Hydrogeological
The interpretation of groundwater flow was based upon the generally known geology, the
location and flow direction of surface water bodies and the static water levels collected from
monitoring wells completed on the Site as part of this assessment. The overburden / shallow
bedrock groundwater on the Site flows to the south-southeast. Based on the recorded
groundwater elevations in Table B above, and a lateral separation distance of approximately
200 m between the 98.34 m and 99.65 m contours, the horizontal hydraulic gradient is
approximately 0.0066 m/m.
Based on differences in the geology observed on the Site, it appears that the overburden /
shallow bedrock aquifer is unconfined.
Physical Setting – Bedrock
Based on the visual observations as part of the test pits and bedrock coring completed as part
of the boreholes, the inferred bedrock surface was encountered at depths ranging from 0.3 to
2.3 mBG (meters below grade).
Physical Setting – Groundwater Table
The overburden/shallow bedrock groundwater table was measured at depths ranging from 0.8-
1.4 mBG on October 10, 2014. It should be noted that the water table elevation is expected to
vary with seasonal and weather conditions.
Physical Setting – Sensitive or Shallow or Surface Water
The Site is not classified as a sensitive site (Table 1), as the Site does not contain or is not
within 30 m of an area of natural significance and the pH of the soil is within the 5-9 range. As
less than 2/3 of the property has more than 2.0 m of natural occurring overburden, the Site is
classified as Shallow Soil Property (Table 6/7). As there are no natural surface water bodies
on-Site or within 30 m of the Site, the property is not classified as Surface Water Property
(Table 8/9).
Borehole advancement revealed the site is underlain by native glacial till. The soil is hence
classified as ‘coarse grained’ soil, which is the more conservative classification for comparison
purposes.
Physical Setting – Fill
Fill material was not observed in any of the boreholes or test pits advanced as part of this
investigation. Fill material was not identified as an APEC for the Site in the Phase One ESA.
Physical Setting – Existing and Proposed Structures
There are no buildings or aboveground structures currently present on the Site. It is our
understanding that the owner of the Site intends to develop the Property with an industrial park.
The proposed design and layout of the industrial park were not finalized and had not been
provided for review at the time of this assessment.
Contamination
SOIL
Soil samples were collected from the test pits advanced on September 22, 2014 and from the
boreholes advanced on September 24, 2014 and were analysed for a combination of metals,
PHCs, PAHs, BTEXs and pH.
Analytical testing of the aforementioned soil samples indicated that all analysed soil samples
were in compliance with the O. Reg. 153/04 Table 7 criteria, which was selected based on
industrial land use, in a non-potable groundwater situation, shallow soil with coarse grained soil
conditions. All of the analysed soil samples were in compliance with the O. Reg. 153/04 Table 7
criteria.
GROUNDWATER
Groundwater was sampled and analysed for a combination of PHCs, BTEXs, VOCs, metals and
pH on October 10, 2014.
Analytical testing of the groundwater samples indicated that all analysed groundwater samples
were in compliance with the O. Reg. 153/04 Table 7 criteria, which was selected based on a
non-potable groundwater situation with coarse grained soil conditions.
