Herbert C, Hoover charaaerize the achieve- ments of the American railways since 1920 in the Annual Report ofthcDepartmentofCommerccforl926. In this report he says: "Probably the most outstanding single industrial accom- plishment since the war has been the reorganization of our 4merican railways. , "Our transportation .... had suffered from chronic o r shortages and insufficient service not only after the war but for many years before. T h e annual loss from this periodic strangulation in trans- portation was estimated in the department's annual report of 1925 to amount to hundreds of millio ns a year. "The insufficiency of transportation interfered with steady industrial operations, created inlCTminrnr employment, in- creased the costs of production and, through penodk strangulation, caused high prices to the consumer. "Manufacturers arid distributees were compelled to cany excessive inventories ts a protective measnfe> thus not only increasing the" amount of capital required in the business, but multiplying the danger of loss by price toanafioa "The railways, during the past live years, not only have built up adequate service and given a complete cejcection to these ills, but they have, by great ability of their man- agers, greatly reduced transportation costs and thus made rate reductions possible which would not have been otherwise the case." m ^aam,^»*a»*» ^Lm^L^^t^. m Thomas M. The most outstanding industritil accomplishment

since the war Thus docs Hon. Herbert C, Hoover charaaerize the achieve

ments of the American railways since 1920 in the Annual Report

ofthcDepartmentofCommerccforl926. In this report he says:

"Probably the most outstanding single industrial accomplishment since the war has been the reorganization of our 4merican railways. ,

"Our transportation . . . . had suffered from chronic or shortages and insufficient service not only after the war but for many years before.

The annual loss from this periodic strangulation in transportation was estimated in the department's annual report of 1925 to amount to hundreds of millio ns a year.

"The insufficiency of transportation interfered with steady industrial operations, created inlCTminrnr employment, increased the costs of production and, through penodk strangulation, caused high prices to the consumer.

"Manufacturers arid distributees were compelled to cany excessive inventories ts a protective measnfe> thus not only increasing the" amount of capital required in the business, but multiplying the danger of loss by price toanafioa

"The railways, during the past live years, not only have built up adequate service and given a complete cejcection to these ills, but they have, by great ability of their managers, greatly reduced transportation costs and thus made rate reductions possible which would not have been otherwise the case."
