Treasurer’s LetterThis time of year is my favorite, the weather becomes bearable and most
everyone’s spirits are lifted with the holiday atmosphere that begins to
surround us, from pumpkins and hay bails to holiday music. I always
try to make an effort to begin my Christmas shopping in hopes of
finishing early, although, it rarely happens. With all the hustle and bustle,
don’t forget about the exciting events that we have coming up in our
community and within OCAPL.
Since it is election time, educate yourselves on the candidates and get
out and vote! As capable, caring, citizens of Oklahoma, it is my opinion
that we all have a responsibility to participate and let our voices be
heard. We have this responsibility to Oklahoma, but it doesn’t stop
there. Within OCAPL, we have recently just had our own election for
the Officers positions. I encourage each of you to submit nominations
next year, your voices will be heard. We are also fast approaching our
November meeting, November 1, which has historically been our awards
and nominations night. What a special time to recognize those that truly
are dedicated to this industry and our profession. By the time you read

this, the individuals to be honored will already have been selected. If
you did not submit your nomination this year, please try to remember to
participate next year, surely each one of us has someone that we have
mentored or who has mentored us who are deserving of these awards.
You won’t want to miss our annual Christmas Party scheduled for
December 6. Robert Rice has worked diligently to put together a first
class event. There will be music, dining and dancing as well as the
traditional Christmas raffle that will benefit great organizations within
our community. Lindsey Miles and the Community Affairs committee
always do a wonderful job organizing the raffle, so get ready to buy those
raffle tickets and know that you are donating to some great causes within
our community.
I want to thank Amber Vawter for another outstanding Girls Night Out
event this summer at Bin 73. A round table Q & A session was held by
three very distinguished and knowledgeable women, Gail Cope, Shelly
Quimby and Carrie Askins. Be on the look out ladies for the next Girls
Night Out event. Don’t worry guys, we aren’t leaving you out, you are
more than welcome to attend!
There are lots of other exciting events happening across our community. We now have a hockey team, the Oklahoma City Barons, I haven’t been to a game yet, but plan on it. On October 27th our much loved, Oklahoma City Thunder, will play their first home game of the season against the Chicago Bulls. OKC is quickly growing and becoming one of the most desired places to live and work. Isn’t it exciting to be a part of this great state? Many non-Oklahomans have referred to OKC as a cow town, but recent changes in our community have quickly changed their views. A recent article written by Paul Wiseman in USA Today noted that Oklahoma’s umemployment rate was tied for 10th lowest in the country, and Aaron Smith, senior economist for Moody’s Analytics, recently upgraded his forecast for the state, writing, “Oklahoma should be among the first to make the leap from recovery to expansion”. This speaks volumes of our State and I believe that the Oil and Gas Industry has helped us get to this point. What a great time in Oklahoma and in our industry. Season’s greetings to you all!

Report of the Nominating Committee
The chairman of the nominating committee asked that notices be published in the OCAPL monthly newsletter and by e-mail to request nominations from the general membership for the 2011 OCAPL offices of Vice-President, Secretary and Treasurer.
In accordance with the OCAPL by-laws the chair, chosen by the President of OCAPL, appointed four active OCAPL members to serve on the nominating committee, along with the mandated committee members, the current Vice-President and first Past-President.
On August 26, 2010, the seven nominating committee members met. The committee received 22 ballots. Every nomination was reviewed and considered. The committee discussed each nominee and made a decision on each office to recommend to the President and the Executive Committee.
The result of the nomination process and the recommendation of the nominating committee for the 2011 officer and director position(s) are as follows:

The AAPL Quarterly Board Meeting was held Sun-day, September 19, 2010, at the Couer d’ Alene Resort, Couer d’ Alene, Idaho. President’s Report: Steve Wentworth, AAPL Presi-dent, called the meeting to Order, an Invocation was provided by Brooks Yates, Treasurer, followed by the Introduction of guests and the roll call of the Execu-tive Committee, Directors and Committee Chairs. Upon adoption of the agenda and introduction and seating of substitute and new directors, the Minutes from the last Board Meeting on June 16, 2010, were adopted by ac-clamation. Steve Wentworth presided over the meeting and began by giving his report on his recent travels and speaking engagements. He further extended his thanks for all the hospitality shown during his recent travels throughout the last 4 months. Staff Report: Marty Schardt, AAPL EVP, welcomed all to Idaho and again thanked the members of the Search committee, Executive committee and Board of Directors for giving him the opportunity to serve our Association. He informed all there were over 800 people registered at the Vail, Colorado, annual meeting, which exceeded expectations. Boston is the selected city for the 2011 AAPL annual meeting. The new directors orientation held on August 11,2010, was a success and good experi-ence for all in attendance. Marty discussed his recent travels where he is reaching out to local associations for ideas to better serve our membership. Summer NAPE was very successful in terms of recruiting new members and making new industry contacts. The AAPL annual audit is underway and is estimated to be completed by mid-September. Information from the audit will be pre-sented at the December 2010 board meeting. The AAPL website is continuing to experience problems and Marty has identified some of the issues which he is working to resolve. His goal is to provide more content, easier use and better performance in the future. He has cre-ated a suggestion box thru the website and encourages all members to utilize it by sending their suggestions to [email protected] . AAPL hired Brent Sch-reiber on 8/16/2010, as the new Membership and Busi-ness Development Manager. Brent’s goal over the next year is to increase membership and strengthen AAPL’s relationships with local associations. NAPE: Robin Forte’, Executive Vice-President, began
his presentation with a history of NAPE going back to the first NAPE event held at the Westin Galleria in Houston in 1993 that had approximately 80 booths and 800 attendees to current 2010 in which 2 NAPE events were held with over 2300 booths and 20,000 in attendance. Robin reports that AAPL had a successful summer NAPE 2010 event in spite of being down 17% in 2009. Attendance was up 3.8% with 5700 registered. Booths were down 3.5% with 622 booths. Total Net Income to AAPL was $ 668,250. The Summer NAPE conference had 744 in attendance, a 170% increase over the 2009 Summer NAPE conference. New items were introduced at Summer NAPE including a souvenir store, commercial concessions, and “You are here” and “They are here” stations for ease in locating booths and or companies. NAPE presented 2 houses to families of 2 veterans at a presentation during the American Hero’s luncheon. The homes were valued at $250,000 with much of the labor and materials donated by Bay Build-ers Company. $105,000 was raised for the American Heroes fund. Robin is still in process of analyzing its expenses and revenue and will publish the results of summer NAPE soon. Booth sales for NAPE 2011 are on track with last year, and booth assignments for prior-ity registrations were sent out mid-August and are also available on line via the interactive floor plan. Promo-tional materials will be mailed and attendee registration will begin around the first of November. Winter 2011 NAPE is scheduled for 2/16,17 & 18/2010. Treasurer’s Report: Brooks Yates, Treasurer, provided his report on AAPL, Inc. ending 6/30/2010 and reflect-ing an increase in the balance sheet to $17,110,610 or an increase of 21.6% increase when compared to 3/31/10. For the same period, revenues increased to $6,900,693. This increase is attributable to an improvement in real-ized and unrealized gains in the investment portfolio, increases in education income, dues, NAPE and sum-mer NAPE. The statement of investments account reflects investments as of 6/30/10, of $ 16,632,763 or an increase of $3,334,714 as compared to 6/30/09. This increase is attributable to an improvement in realized and unrealized gains in the investment portfolio of $5,918,531. Brooks indicated the Education Founda-tion reported an increase in the balance sheet from $2,329,158 in 6/30/09 to $2,410,655 in 6/30/10. The AAPL Landman Scholarship Trust reflected an increase in the Balance Sheet from $ 1,122,755 in 6/30/09 to $1,327,174 in 6/30/10 due to increased investment income.

Director’s Report Education: AAPL’s education team is working hard to keep its edu-cation programs going while the search for Education Director continues. AAPL’s fall programs in October will be held in San Antonio, TX, Lafayette, LA and Lan-sing, MI. November programs will be held in Houston and Fort Worth, TX, and in December the programs will be held in Denver and Oklahoma City. By year end AAPL will have presented 31 educational programs in 19 cities. AAPL’s membership and education commit-tees have teamed up with the Field Landman Committee to put on as many field landman seminars as possible. Non-members can now register at the seminars for $50, which includes the dinner, program and their first year AAPL membership dues. AAPL is working on its education programs for 2011 and plans to hold events in cities and areas not reached in 2010. A schedule for these events will be released as soon as it is completed. Certification: 13 CPL , 31 RPL & 28 RL applicants have been ap-proved since 7/1/2010. Those eligible to recertify from 7/1/10 thru 6/30/11 include 841 CPL, 31 ESA and 62 RPL. Those already recertified include 109 CPL, 4 ESA and 28 RPL. Membership: AAPL membership at fiscal year-end 6/30/10 was 10,087. 233 new members from 6/23/10 thru 8/23/10. There are 2,008 members who have not yet renewed their dues as of 8/23/10.Publications: The staff has been busy organizing, developing content, designing and producing the Land-man magazine, Landman 2, Directory, Annual Report, E-magazines and supplemental marketing materials. The September/October issue of Landman, will have special coverage and photos of Summer NAPE, includ-ing a report on the success of the AAPL exhibit booth. The staff is currently in the process of producing its 2011 Landmen’s directory. AAPL is reinstating the geographical, company and independent sections to the printed version, as feedback from members has been overwhelming in support of it. The staff is also work-ing on revamping the content and release of the AAPL annual report so that it includes all of the audit financial information. Business Items: Steve informed all the Shannon Car-son matter was thoroughly investigated and has been handled, reminding all that matters of AAPL employees or former employees is strictly confidential. Steve had CPA’s Rylander, Clay & Opitz, LLP, provide an opinion on questions raised relating to Robin Forte’s compensa-tion reported on tax form 990 for the years 2007 and 2008. He presented a letter opinion from the CPA firm indicating the inconsistencies in reporting were due to
IRS significantly revising the 990 forms from 2007 to 2008 requiring many items to be reported in more detail than previous returns. On the 2007 return, all of the compensation information disclosed was based on the tax year (same as fiscal year) ending 6/30/08, in effect the compensation was reported on both the tax year ending 6/30/09 and 12/31/08. Steve discussed NAPE’s office expenses, indicating rent is $28,000 per year or $2,333 a month and the initial expenses to open the office included $ 52,000 which was for office furni-ture, equipment, and computer. Steve reminded all the expenses are shared with our NAPE partners. Steve met with AAPL watch individuals, Paul Nielsen and Alan Morgan for 2 ½ hours on 8/19/10, and discussed their concerns relative to AAPL matters. Steve felt like it was a very informative and productive meeting and let them know he is available and willing to address or answer any of their future questions or concerns. Steve discussed AAPL’s travel booking award points banked thru the Hyatt (372,000 pts) and Hilton (2.3M pts) and how those could be donated to the American Heroes Fund. The Board approved. A Special Investigating Committee has been established and is to be chaired by former AAPL President, Jack Sweeney, to investigate certain allegations and report back to the Ethics Chair-man, Roger Soape. His committee should have the investigation completed by the December Board Meet-ing. The city of San Francisco, CA, was discussed as our 2012 Annual Meeting site. The Board approved. Steve discussed the director concerns and concluded his remarks by having Marty Schardt provide us an update on our current Director Liability Insurance.Copies of all the committee reports are available for review. TexasOct 5, 2010 By OGJ editors HOUSTON, Oct. 5 -- Plains Exploration & Production Co. signed an agreement to acquire from Houston American Energy Corp. its holdings in Karnes County, Tex. Houston American will retain an overriding royalty interest in the assets.
The planned purchase and sale are part of Plains’ announced $578 million acquisition of interests in about 60,000 net acres in the Eagle Ford oil and gas condensate windows in South Texas.
Under the agreement, Houston American will sell to Plains its 2.5% working interest in more than 6,000 gross acres in Karnes County for about $1.65 million cash, less customary closing costs.
As part of the transaction, Houston American will retain a 1.25% of 8/8’s overriding royalty interest (ORRI) in this acreage. In addition, Houston American will retain its 1.25% ORRI on any additional acreage Plains acquires within the Prospect Area (about 50,000 gross acres in Karnes County) up until Apr. 2, 2012.

The Obama administration said Tuesday it will end a controversial moratorium on deepwater oil drilling, but it’s unclear how quickly idled oil rigs can go back to work in the Gulf of Mexico.Interior Secretary Ken Salazar, in a statement, said drilling in waters deeper than 500 feet can resume, as long as rig operators can demonstrate they comply with new safety regulations imposed since the April 20 rig explosion that began the three-month Gulf oil spill.Among the new conditions on deepwater drilling: the chief executives of rig operator companies must certify to the government that they comply with all safety regulations; and members of the industry must demonstrate they have the equipment necessary to contain a deepwater well blowout.The Interior Department reiterated in its statement that it intends to institute more rules aimed at preventing deepwater blowouts -- regulations some industry officials say could sharply escalate the costs of operating in U.S. waters.The deepwater drilling moratorium, originally scheduled to end Nov. 30, has become an election-season political headache for the administration, drawing fire from the oil industry, Republicans and some Democrats who say the ban has added to the economic distress of the Gulf coast region.The government’s top offshore drilling regulator, Michael Bromwich, separately told reporters that it is unlikely companies could resume drilling immediately, even when the moratorium is lifted. Mr. Bromwich, director of the Bureau of Ocean Energy Management, Regulation and Enforcement, said his agency will need to time to carefully vet companies’ applications to ensure they comply with new safety and environmental regulations established since the April 20 explosion of the Deepwater Horizon oil rig and the subsequent oil spill in the Gulf of Mexico.He emphasized that the pace of approvals will depend on the quality of companies’ applications and whether they adhere to the new safeguards.A decision to scale back the moratorium could help ease political pressures on the Obama administration from Gulf Coast lawmakers, who complain the policy has cost their region thousands of jobs. Those pressures have grown with the recent move by Sen. Mary Landrieu (D., La.) to block the confirmation of Jacob Lew to serve as Mr. Obama’s budget director.Industry officials reacted to the administration’s statements with a mix of relief and apprehension.“The lifting of the formal moratorium is the important first step that Hornbeck and others have been fighting for in the courts, but what the industry really needs is clarity in the

Industry Affair’s Report regulatory framework, so we can get back to work,” said Samuel Giberga, senior vice president and general counsel of Hornbeck Offshore Services, Inc., a Covington, La.,-based firm that successfully challenged an earlier version of the moratorium in federal court.Mr. Giberga said it was unclear how much response equipment the government would require companies engaged in deepwater drilling to have on hand in the event of future spills.The Obama administration has defended the moratorium, imposed in response to the BP Plc Deepwater Horizon oil spill, as necessary to give regulators and oil companies time to figure out what should be done to prevent a repeat of the disaster. But the ban on new deepwater drilling quickly became entangled in the politics of jobs.In July, Mr. Browmich told Salazar in a memorandum that a six-month moratorium on deepwater drilling would cost roughly 23,000 jobs. The memorandum was made public by the Justice Department in August in response to litigation over the moratorium. A federal district judge in June ruled the original moratorium invalid, and an appeals court backed that ruling. The administration responded with a new ban that is now also under review by the court.The administration now says the impacts have been less severe than first thought. A study published in September by the Commerce Department said that roughly 2,000 of the 9,700 workers aboard the more than three dozen offshore rigs affected by the moratorium had lost their jobs or moved away from the gulf since the moratorium was imposed in late May. Another 6,000 to 10,000 workers in related industries also lost work because of the moratorium, the study found.But overall employment in the five Louisiana parishes most dependent on the offshore oil and gas industry has remained steady, the study found, partly because of the jobs created by the spill cleanup.The oil industry and its advocates have challenged the administration’s estimates as overly rosy. The administration’s figures, they point out, do not include jobs lost due to a slowdown in shallow-water drilling. Since April, the Bureau of Ocean Energy Management has permitted only a dozen new shallow-water wells, compared with 10 to 15 a month before the April 20 explosion of the Deepwater Horizon rig.The administration’s study also concluded that hiring would pick up once the moratorium is lifted. Industry officials have challenged that assumption.“The shallow water situation suggests that the [permitting] will be dragged out considerably,” says Joseph Mason, a professor of finance at Louisiana State University who has studied the economic impact of the moratorium.Speaking to reporters at an event organized by Platts, an
energy news service, Mr. Bromwich said he would not succumb to what he called “political pressure” to speed up the processing of drilling permits.“We do want to be responsive to applications but we need to be careful and make sure the permit applications satisfy the new and old regulatory requirements,” Mr. Bromwich said. “If that has the effect of slowing the rate of [approvals] I think we ought to accept that as the cost of improving safety.”Obama: Yes to 2011 climate bill push
Obama is willing to throw his weight behind climate legislation, he told Rolling Stone. | AP Photo CloseBy DARREN SAMUELSOHN | 9/28/10 1:21 PM EDT Updated: 9/28/10 4:12 PM EDT President Barack Obama is pledging to throw his full weight next year behind efforts to overhaul the nation’s energy and climate change policies, though he concedes such moves might need to happen “in chunks.” In an interview published Tuesday by Rolling Stone magazine, Obama lamented how the economic crisis contributed to this year’s Senate stalemate over a comprehensive bill to cap carbon dioxide emissions and establish renewable power standards.
But for the first time, Obama publicly committed to trying again next year. “One of my top priorities next year is to have an energy policy that begins to address all facets of our overreliance on fossil fuels,” Obama said. “We may end up having to do it in chunks, as opposed to some sort of comprehensive omnibus legislation. But we’re going to stay on this because it is good for our economy, it’s good for our national security and, ultimately, it’s good for our environment.” Obama didn’t elaborate on specific pieces he’d like to see move in the next version of energy and climate legislation, but ideas floating around on Capitol Hill include a nationwide standard for renewables and a limit just on greenhouse gas emissions from power plants. Much of Obama’s success on the climate issue hinges on who controls Congress. House and Senate Democratic leaders say they would try again with a big push akin to the last two years, while some key Republicans are promising to hold hearings, if they are in charge, that investigate global warming science and Obama’s climate policies. Obama has faced criticism from many energy experts and environmentalists for not putting enough emphasis on his green agenda. Some greens are even looking for alternative candidates for the Democratic presidential nomination in 2012.

Friday, November 5, 2010, at the Silverleaf Shotgun Sports facility.
Red Earth Desk and Derrick Club is committed to promoting the education and professional development of individuals employed in or affiliated with the petroleum, energy, and allied industries. Proceeds from this shoot will enable our club to offer our members and others in the industry quality educational activities such as seminars, field trips, scholarships, and community outreach activities to foster a better understanding and appreciation of the oil and gas industry among the general public.

We are seeking your help in funding the Sporting Clays Shoot. Without the generous support of companies and individuals within the industry we could not offer such a fun and rewarding event. Some ideas for your contribution are monetary donations, providing breakfast or lunch for the
We are seeking your help in funding the Sporting Clays Shoot. Without the generous support of companies and individuals within the industry we could not offer such a fun and rewarding event. Some ideas for your contribution are monetary donations, providing breakfast or lunch for the shooters, beverage stations, gift certificates and sporting equipment. You are welcome and encouraged to emblazon any donated products with your company’s logo. We plan to ensure each shooter receives a giveaway, and our anticipated participation is 300 shooters.
Each sponsor will be recognized at the “Blast Off” Fundraiser. Multiple levels of sponsorship are defined on the attached Sponsor’s Form, so that all sponsors can contribute to the level of their ability. Pheasant sponsors will be grouped together on a large banner bearing their company name and logo at the entrance of Silverleaf as well as have an individual sign at one of the shooting stations. The Quail sponsors will have an individual sign bearing their company name and logo at one of the shooting stations. The names of all sponsors will be displayed on a banner in the Pavilion with other recognition given throughout the tournament.
