When is an asbestos inspection required?

Prior to the commencement of the demolition, renovation, or response action, the owner or operator needs to conduct, or have conducted, a thorough inspection of the aff ected facility or part of the facility for the presence of asbestos including category I and category II non-friable asbestos.

What do I need to do if I think there is asbestos

in my home?

Don’t panic. Usually the best thing is to leave asbestos material that is in good condition alone. Generally, material in good condition will not release asbestos fi bers. There is no danger unless the fi bers are released and inhaled into the lungs. Check material regularly if you suspect it may contain asbestos. Don’t touch it, but look for signs of wear or damage such as tears, abrasions, or water damage. For more information, visit www.adeq.state.ar.us/air/program/asbestos/pdfs/asbestos_in_your_home.pdf.

What fees are associated with submitting

an NOI?

Fees vary, depending on the presence of asbestos and the type of project the NOI represents (demolition or renovation).

See APC&EC Regulation 21.2214–21.2223 for all applicable fees.

Can I pay NOI fees by credit card?

NOI fees may not be paid by credit card at this time.

How should I begin the Asbestos

NOI process?

• Survey the structure, ensuring an Arkansas-certifi ed asbestos inspector checks for asbestos

• Determine how much asbestos is present

• Identify the project as a demolition or renovation

• Visit the ADEQ Asbestos Section website for a blank NOI form

• Complete the form following all instructions

• Submit the completed form along with payment via mail or delivery to:

What happens when I submit an application?

Asbestos staff reviews each application for completion, contacts the applicant if anything is missing, processes the application, and releases for

mail or pickup.

May I email my contractor, consultant, or

training provider application?

The license application process requires a disclosure statement, which requires an original signature. At this time it is more practical to submit the packet as a whole by mail or hand delivery.

May I email my contractor/supervisor, air

monitor, inspector, project designer, worker, or

management planner application certifi cations?

The certifi cation process requires the applicant to provide confi dential information. At this time, mailing or hand delivering application(s) is the preferred method.

How long does it take before I receive my

certifi cation or license?

The answer varies based on the time of year, which aff ects asbestos staff ’s workload. It also depends upon the condition of an application packet when it is submitted to ADEQ. Typically it takes approximately two weeks to complete the application process.

Where can I fi nd forms to apply

for a certifi cation or license?

Visit the ADEQ website, www.adeq.state.ar.us/air/program/asbestos to fi nd the required forms. The application, checklists, and disclosure forms may be completed online and printed for delivery to ADEQ. Completed forms may be delivered or mailed to:

How can I expedite the application process?

Indicate on the certifi cation application that an expedite fee of $50.00 is included with payment. This alerts staff to process the application within thirty-six hours. The certifi cate and ID card will be placed in the U.S. Postal Service, unless the applicant requests to pick up the certifi cation from our North Little Rock offi ce.

Can I pay my certifi cation or license fees by

credit card?

Yes, certifi cation and license fees may be paid by credit card. Note on the application that this is what you wish to do.

Is a Disclosure Statement required each time I

renew my certifi cation or license?

Certifi cation renewals do not require a disclosure form for renewal applications. License renewals require at least the fi rst and last pages of the disclosure form.

Are other documents accepted in lieu of a

Disclosure Statement?

APC&EC Regulation 21 defers to APC&EC Regulation 8.204, which provides some exemptions to submission of a disclosure form. See APC&EC Regulation 8.204 for more information.

What are the application fees?

The fee for all certifi cation disciplines except Worker is $115.00. Worker certifi cation is $25.00. License fees are $375.00. See the application or checklist for other amounts.
