DEFINITIONS

Branch Office: A geographically distinct place of business or subsidiary office of a firm that has a key role on the team.

Discipline: Primary technical capabilities of key personnel, as evidenced by academic degree, professional registration, certification, and/or extensive experience.

Key Personnel: Individuals who will have major contract responsibilities and/or provide unusual or unique expertise.

Parent Company. Identify controlling company name in this field if the Firm is owned or controlled by another company.

Structure: How a business is organized to accomplish its objectives (ie, Sole Proprietor, Limited Liability Company, Cooperative, Corporation, Partnership, S Corporation). See chart below for example:

Dr. Bunting has worked for 15 years in the field of environmental science. His broad

array of expertise includes both the biological and physical sciences. He has conducted vegetation surveys including site inventories, rare plant surveys, non-

native/invasive/noxious weed surveys. He has conducted several wildlife surveys ranging from small to large mammal habitat-use, avian population and diversity

tracking, invertebrate pitfall trapping, and macroinvertebrate sampling and analysis to indirectly monitor stream health. Dr. Bunting has studied plant water-use

relationships and has experience with the use of flux tower networks and remote sensing for studying ecohydrology and evapotranspiration. He also has sampled and

analyzed soils using several methods (e.g., augurs, soil cores, grab samples, shovel pits) for measuring soil moisture, salinity, and organic matter. He has experience

with data acquisition systems and manual monitoring of groundwater using pressure transducers and well-point piezometers.

working with different coordinate systems and has implemented data standards based on Federal Geographic Data Committee (FGDC) standards. Mr. Urreiztieta is

experienced in adding metadata to feature classes provided from outside sources as well as internal data collected in the field, and is experienced at properly attributing

features from multiple sources. Mr. Urreiztieta has created and edited files for inclusion into comprehensive geodatabases and has conducted numerous

environmental studies for a broad range of government clients. Mr. Urreiztieta has

provided extensive GIS services ranging from the production of feature datasets based on field delineations of sensitive resources to high-quality cartographic

products with the use of remote sensing data. Mr. Urreiztieta understands the importance of transforming and projecting data for consistency within datasets for

data collected in the field or obtained from outside sources. He has the necessary experience and tools to rectify issues related to data that is not preprocessed and is

experienced in the integration of GIS software to ensure compatibility of the firm’s GIS as a whole. He also has experience providing web-based applications for use by

management and recovery plans. His knowledge of statistics and Geographic Information Systems (GIS) is extensive including complex geospatial analyses,

habitat suitability, and developing predictive models. He is also a proficient

technical writer and has authored numerous reports, plans and peer-reviewed manuscripts.

He has nearly two decades of experience with endangered, threatened, and sensitive

species including cactus ferruginous pygmy-owl, burrowing owl, Pima pineapple cactus, yellow-billed cuckoo, southwestern willow flycatcher, lesser long-nosed bat,

desert tortoise, Mexican spotted owl, bald and golden eagle, peregrine falcon, Gila topminnow, Gila chub, Huachuca water umbel, and many more. He has

independently conducted field studies and served on several interdisciplinary teams planning, studying, budgeting, and guiding applied wildlife and habitat

management for effective conservation. He has prepared Environmental (EA) and Biological Assessments (BA), and reviewed and contributed to Biological Opinions

(BO), Habitat Conservation, and Recovery Plans. He has managed several

compliance-based projects involving National Environmental Policy Act (NEPA) and Section 7 consultation. He has also been an integral part of several conservation

plans throughout his career; including Arizona’s State Wildlife Action Plan and was the lead author of a riparian restoration monitoring and management plan for the

southwestern U.S. He has been involved with the Arizona Linkage Assessment where he was instrumental in workshops and roundtable discussions to demarcate

priority linkage areas. He has also worked with the cities of Tucson and Marana, Pima County, and ADOT to implement road mortality research culminating in

wildlife crossing design, retrofitting, and post-monitoring.

Israel Boycott Form

All materials submitted as part of a response to a solicitation are subject to Arizona public records law and will be disclosed if there

is an appropriate public records request at the time of or after the award of the contract. Recently legislation has been enacted to

prohibit the state from contracting with companies currently engaged in a boycott of Israel. To ensure compliance with A.R.S. §35-

393.01. This form must be completed and returned with the response to the solicitation and any supporting information to assist the

State in making its determination of compliance.

As defined by A.R.S. §35-393.01:

1."Boycott" means engaging in a refusal to deal, terminating business activities or performing other actions that are intended to limit

commercial relations with Israel or with persons or entities doing business in Israel or in territories controlled by Israel, if those actions are taken either:

(a) In compliance with or adherence to calls for a boycott of Israel other than those boycotts to which 50 United States

Code section 4607(c) applies. (b) In a manner that discriminates on the basis of nationality, national origin or religion and that is not based on a valid

business reason.

2. "Company" means a sole proprietorship, organization, association, corporation, partnership, joint venture, limited partnership, limited liability partnership, limited liability company or other entity or business association, and includes a wholly owned subsidiary, majority-owned subsidiary, parent company or affiliate.

Architectural History: Conducted an architectural survey of more than 100 properties in Mount Pleasant, South Carolina, for

eligibility to be included in a potential National Register of Historic Places discontiguous district focused on the historic sweetgrass basketmakers community. Determined areas most likely to contain relevant historic resources, and surveyed each property within the area to determine likely dates of construction of structures and possible connections with the district theme.

Prepared a property history and chain of title for a property adjacent to an historic square in Charleston, South Carolina. Research focused on a c. 1822 residential structure that was demolished in the mid-twentieth century. Determined historic structure height and massing, information which contributed to a study conducted by the Historic Charleston Foundation and the city to determine appropriate height zoning for properties adjacent to the park.

Created property histories for four historic homesteads (c. 1865-1943) in Cebolla Canyon in El Malpais National Conservation Area, New Mexico. Conducted archival research on properties and property owners. Took dendroarchaeological samples from structural ruins on these sites, and used these samples to determine construction dates.

Completed archival research and field documentation for the nomination of the Chatham Manufacturing Company/Western Electric Complex (1907) in Winston-Salem, North Carolina, to the National Register of Historic Places.

Historic Preservation: Co-authored eight Historic Structure Reports as Historic Preservation Specialist for the firm Joseph K. Oppermann–Architect, P.A. Reports published by the National Park Service. Work on these projects included measurement and creation of detailed architectural drawings, building and site investigation for determination of property evolution, creation of property chain-of-title, biographical research on property owners and occupants, determination of original architectural components, and the development of preservation treatment recommendations and long-term preservation management recommendations.

PROFESSIONAL EXPERIENCE SUMMARY Mr. Johnson has nearly 20 years of experience conducting, managing, and leading bird and wildlife surveys and habitat assessments in the western U.S. Glenn is currently the project manager for a contract administered by the USACE (Seattle District) assessing avian and mammalian vertebrate predators of Greater Sage-grouse at Joint Base Lewis McChord’s wildlife management program at the Yakima Training Center in eastern Washington. Annual task orders include conducting avian point count surveys at 149 stations and analyzing data using a distance-sampling modeling approach. Glenn has consistently supervised and conducted bird surveys in the Pacific Northwest (1997-2004, 2010-2015), and can identify the vocalizations of all species typically encountered, as well as native and non-native plants. Throughout his career Glenn’s work has included various surveys, monitoring, and study designs for assessing presence, abundance and breeding status of diverse species, including marbled murrelet, Northern goshawk, bald eagle, common raven, Southwestern willow flycatcher, coyote, badger, and other birds and wildlife. In addition to avian field studies and supervisory work, Glenn’s other project experience includes surveys for anadromous fish and amphibians, marine mammal and marbled murrelet monitoring at in-water construction sites, surveys for rare fungi and Monadenia land snails, and small mammal and butterfly trapping and ID. Since helping establish the Klamath Bird Observatory in southern Oregon, Glenn has personally banded over 6,000 birds. RELEVANT EXPERIENCE

Project Manager for Wildlife Studies: 2010-2013, June 2015-Present. Managed avian- and wildlife-related assessments, survey and research projects. Hired and scheduled field survey teams for numerous contracts with tight timelines and budgets, and analyzed data, wrote reports and consulted with clients and partners. Since June 2015, has led all aspects of multi-faceted predator community studies to support Joint Base Lewis McChord’s Yakima Training Center in Washington. Oversaw the completion of multiple field studies including capture and telemetry of Common Ravens and Greater Sage-grouse, and eight other mammalian and avian predator inventories involving camera trapping, an artificial nest study, diet/pellet study, scat transects, genetic sampling, scent stations, and avian predator point count surveys. Directed up to seven biologists and worked closely with client and subcontractors to fulfil contract objectives. Led the production of final reports and other deliverables, which included data summary, analyses, and habitat modeling using GIS. Avian Surveys and Monitoring: 1997-Present. Led survey efforts of land bird communities and/or single species throughout western North America, especially birds utilizing conifer and riparian forests, wetlands, and deserts. Surveyed raptors and birds for numerous land managers in the Pacific Northwest including: U.S. Forest Service, U.S. Bureau of Land Management, Crater Lake National Park, and the U.S. Fish and Wildlife Service. Established more than 400 point count stations and conducted over 2,000 bird surveys. Supervised crew surveying birds on private and public forest lands in northeast Oregon (1998-1999). PROFESSIONAL PROFILE Dr. Bunting has more than 15 years of experience working in the field of environmental science. He has extensive knowledge of desert riparian ecosystems and has experience working on several rivers in Arizona. He works on numerous Pima County Flood Control District projects measuring vegetation community structure, soils, and hydrology along the Santa Cruz River and its tributaries. He also works as a consultant to the World Wildlife Fund providing oversight and technical writing for a restoration guidebook specific to dryland rivers. His research examined the interconnections between physical and biological properties of river systems and how they relate to the distribution of native and non-native riparian vegetation communities. He has been involved in various projects requiring soil sampling, groundwater monitoring, and jurisdictional delineations. Dr. Bunting also has a GIS and Remote Sensing background and has an advanced technical writing and statistics skillset. While his past experiences weigh heavily on river restoration and water resources, Dr. Bunting also has an extensive wildlife science background and has surveyed everything from invertebrates to birds to mammals. Special interests include public education and outreach, with a keen interest in public participation and appreciation for watershed conservation projects and ecosystem services. RELATED PROJECTS Pima County On-Call Services: Dr. Bunting manages several projects for Pima County, many of which have heavy environmental science components. Restoration monitoring projects for Pantano Wash and Arroyo Chico included soil sampling and analysis. Soils are analyzed in situ for texture and effervescence and augured cores are subsequently analyzed in laboratory settings to measure soil moisture, salinity, and levels of organic matter. These restoration sites will be monitored in the long-term to provide information on how treatments (e.g., revegetation, bank stabilization, infrastructure development) impact both abiotic (hydrology, soils) and biotic (e.g., wildlife, vegetation, natural resources) factors. Another on-call project at Bingham-Cienega involves research on how plant communities are transitioning from a mesic to xeric conditions after a spring-fed marsh has dried up.

Santa Cruz River Riparian Assessment (Pima County Flood Control District): Dr. Bunting conducted five years of macroinvertebrate sampling and analysis along an effluent-dependent reach of the Santa Cruz River. Sampling metrics were used to develop the index of biological integrity to indirectly assess stream health along four reaches. Herbaceous and woody riparian vegetation also was surveyed using a modified Braun Blanquet approach to measure ground cover within 1-m2 quadrats. Species were analyzed and scored for nitrogen affinity and given a wetland indicator score. Woody shrubs and trees were identified within belt-transects, which also determine overall density and canopy closure (spherical densiometer) over time. Ongoing monitoring will continue to assess riparian vegetation health and vigor, water quality, and stream health since the 2013 improvements to two wastewater treatments facilities.

Restoration of Tinker Pond, Fort Huachuca (US Army Corps of Engineers, Albuquerque District): Dr. Bunting managed the restoration of Tinker Pond at Ft. Huachuca for a USACE contract. He finalized a design to improve water retention while revegetating the aquatic, semi-aquatic, and riparian perimeter vegetation. Treatments consisted of excavating excess sediment, re-constructing the pond perimeter, and installing erosion control measures (e.g., gabions, earthwork structures, water bars, etc). The end product established perennial waters that could potentially serve as habitat for the Chiricahua leopard frog, an endangered species. Dr. Bunting oversaw all subcontractor work including heavy machinery operation.

Canoa Ranch Reference Site Assessment (Pima County, funded by US Army Corps of Engineers, Los Angeles District): Dr. Bunting conducted a reference site assessment to determine if a reference site existed along the Santa Cruz River from which to compare restoration performance standards at the proposed Canoa Ranch Restoration Site. This work was in support of a Pima County-USACE collaboration for managing an In Lieu Fee program to carry out riparian restoration credits. Secondary objectives were to survey vegetation and analyze soils at the restoration site and potential reference sites. Herbaceous cover percentage, woody species density and canopy closure, native versus non-native species distribution and abundance, and soil salinity, texture, and organic matter content were quantified.

Lower Colorado River Multispecies Conservation Program (Bureau of Reclamation): Dr. Bunting worked over five years on several river restoration projects along the lower Colorado River (LCR) in support of the LCR MSCP. A key project involved native riparian seed collection, germination testing, and greenhouse evaluation with subsequent revegetation of a retired agricultural field using broadcast and hydroseeding. He managed a monitoring program to evaluate growth and survival, determine optimal irrigation regimes, assess density effects on understory herbaceous abundance and diversity, and to assess inter- and intra-species competition between cottonwood and saltcedar. Dr. Bunting also led a monitoring program to assess value and evaluate success of restored vegetation (e.g., seeding/transplants/pole cuttings). Quadrats, nested plots, and point surveys documented herbaceous cover percentage, abundance, and diversity as well as tree size, density, and recruitment. In addition, foliar volume, stem count, and canopy closure measurements were used to characterize tree structure as it relates to wildlife habitat.

RELEVANT PROJECTS U.S. Department of Homeland Security/Customs & Border Protection (Sub to The Boeing Company) Secure Border Initiative (SBInet) Remote Video Surveillance Towers Mr. Urreiztieta managed environmental compliance, including directing biological and cultural field efforts, monitoring, GIS data management, and report production, as well as overseeing contract administration and client/agency coordination. The project involved coordination of all cultural resource management (surveys, data recovery, monitoring) for the construction of surveillance towers at 13 locations near the U.S./Mexico International Border. This project was part of a larger project that includes other Customs and Border Protection areas of operation and is being implemented across Arizona, California, New Mexico, and Texas. Mr. Urreiztieta worked on previous phase including producing the final cultural survey reports of over 100 potential tower locations along a 270 mile-long project area. He has emphasized the importance of wildlife corridors in the biological evaluations prepared by Harris Environmental for this ongoing project.

PROJECT EXAMPLES RCRA Management of Hazardous/non-Hazardous Waste Streams, Sandia National Laboratory, Technical Area 2, Classified Waste Landfill Site. Waste Stream Manager. Supervised multiple waste streams and satellite accumulation stations for wastes including: hazardous, toxic, radioactive waste (HTRW), classified mixed waste, explosive, potential explosive, electrical components, recyclable material, and classified using RCRA protocols. Demilled multiple classified components to reduce waste stream type acceptable within the RCRA and SNL waste protocols. Non-hazardous waste produced during demilling was shipped in 744s for proper disposal to a facility in Nevada. Insured regulatory compliance and proper disposal procedures for all applicable agencies including SNL, NMED and DOE. Maintained 90-satellite accumulation area, labeling, and station records, worked closely with radioactive/hazardous waste acceptance facility on SNL property. Work required Level C/Level B PPE and Q clearance. Building Audits and Area Wide Characterization for Hazardous and Non-Hazardous Structures, Decontamination/Demolition Assessment Plans, Sandia National Laboratory, Albuquerque, New Mexico and Tonapah Test Range, Nevada Site Supervisor/Site Safety Officer. Coordinated and executed multiple building characterizations and action plans for Sandia National Laboratory and Tonapah Test Range decontamination and demolition (D&D) program. Duties include Site Supervisor/Site Safety Officer for field tasks, backhoe operation for drain line removal and radiation logging operation for building characterization. Managed RCRA 90-day waste management satellite accumulation area during D&D of former Sandia National Laboratory plating factory. Sampled all tanks for various hazardous and non-hazardous precipitates discovered in the tanks and on piping in the mechanical chase. With sampling results and radiation detection results, tank and piping demolishing and segregation could begin. All hazardous waste was routed through the 90-day accumulation area and then shipped to the SNL hazardous waste receiving area. Assisted in all aspects of writing and editing reports and associated sampling results. CERCLA (Superfund) Remediation Projects for Various Confidential Clients, Arizona and New Mexico Staff Environmental Scientist, Site Safety Officer. Implement, operate, troubleshoot, repair and report on various remediation systems including, soil vapor extraction (SVE) system pump and treat and bio venting. Contamination types included soil and groundwater non-aqueous phase liquid (NAPL) and dense non-aqueous phase liquids (DNAPL). Staff Environmental duties included monitoring well construction oversight for an air rotary/hammer casing rig from initial drilling to well box completion, collect and log well development/water quality data including pH, temperature, specific conductivity, and turbidity. Site Supervisor/Safety Office for large dig and haul of contaminated soil. All soil was segregated per soil sampling results and used as either clean backfill or was properly disposed of in a facility. Emergency Response, Various Locations, EPA Region 6, START/New Mexico Environmental Department (NMED) First Responder with EPA START program and NMED on-call response. Duties include assessing field site and dangers associated with response. Report all findings to the immediate EPA On-Scene Coordinator (OSC) or the NMED project manager. Coordinated all sampling and removal activities through subcontractor. Wrote response reports for the particular agency. Responded to following incidents: Space Shuttle Columbia disaster in eastern Texas, used tire storage facility fire in central New Mexico, explosion and fire at natural gas processing plant in western New Mexico, several drug raids in eastern New Mexico requiring sampling for volatiles found in methamphetamine. Nevada Test Site (NTS) Drilling, Frenchman Flat Area, DOE Crew leader on a deep-drilling project at the Nevada Test Site. Duties include on-site geologist, relaying stratigraphic information to the site supervisor and drilling supervisor as drilling progressed, oversee drill cutting collections from the discharge line, laboratory data collection from drilling fluids and groundwater collection at depth. All drilling data, cuttings collected and drilling fluids laboratory results were logged, calculated and then published as an information report covering a 24-hour period.
