Our office has previously worked with Carron Asphalt Paving, Inc. and it is our opinion that they are experienced and qualified to perform the work within the contract. A copy of the bid tabulation has been included.

We recommend awarding a contract to Carron Asphalt Paving, Inc. as follows:

A contingency was not included with the bid amount. Commissioner Lundy said ongoing meetings have been held with the coalition consisting of Nord, LACADA and ADAS on Recovery 1 and $500,000 was received from capital budget for the utilities and buildings and commissioners investment. The next step is to get into the building with programs. The biggest concern is the Medicaid expansion and how a governor said to get rid of it then changed the mind to state it was a concern at national level and take care of loved ones and family through care act. He stated that Mr. Cordes has been involved in several conversations regards to funding and the concerns.

County Administrator Cordes said the coalition is a good group of people but the numbers are all over with delivery of services and this is why there was a request to look at all the valuations of mileage. The number should be somewhere in between the requests but not a solution it’s a work in progress but we are out of time waiting for the analysis report from the consultant in Cincinnati. He stated this is the last day to get something on the ballot of November and stated that at least $2 million would be a start. This county has been titled as HIDA and SOS and there is no help for addiction services in our county and we need to take care of our vendors (drug dealers) and the hospitals do what they can but they are not working. This problem affects the whole county and it is a $2 million dollar impact on our economy. It affects the homeowner, insurance, law enforcement, hospitals, doctors, etc. We need to start doing something rather than just talk.

Commissioner Kokoski said there were 15 deaths in the last 5 days in Cuyahoga County and the ages were 60-72 years old. She is going to be blunt, there is a crisis in our community and glad she had the opportunity to get to know this coalition on this level, discussed a lot, hearts are in the right place but we cannot wait on this for another year. Rather than continue to collect data, our coroner collects body bags. If you don’t care about those dying, let’s talk about those that are living, if this is what you want to call it. Living, if they are not in recovery they are surviving to get the money to get high everyday all day. This is not living. If you don’t care about them, then you might have compassion on their families. Maybe you think that they were not raised correctly, you may think this will not happen to my family, well she hopes that it doesn’t. There was an actuary report they did; 2017 – 2,691 er visits from overdoses, so if you wonder why if you are at an er and it is taking so long, that is why. There were 132 deaths in 2017, which is 2-3 people per week and the economic burden is $200 million in this county and you as residents pay for this now. This request is asking for 1% of this money that can help with this issue and the $200 million they are speaking of equals loss wages, productivity, tax revenue, increase health care costs, indirect health complications, additional fines, criminal justice, police, corrections, children services and treatment prevention. So the criminal justice portion of this economic burden is what the county government address with your tax dollars. 80% of our budget goes to the criminal justice system. The Sheriff, Jail, Judges, Probation, Clerk of Courts, Prosecutors and when all this fails, the Coroner he is the last stop. Its over for the addict but it is not over for those that they leave behind. Many of them have children, that are now being raised by grandparents or other family members and unfortunately because this is a family diseases there may not be anyone left to care for the kids and then end up in our Children Services department, which you as taxpayers pay for this as well. So those that don’t care good people are dying, or those living are causing a small fortune in healthcare and justice system and if you are not touched by what it is doing to families and friends in the community, then you are not looking into the innocent eyes of a child whose mom or dad have either died or in jail and the impact on the lives of those children will be forever. Then look at the bottom line, which is your wallet. If the report says the cost of this epidemic is $200 million that is $200 million dollars that the taxpayers in Lorain County are paying for right now. What if the report is inaccurate, what if it is $100 million, regardless this is a huge number and the taxpayers are paying for it right now. We are asking, putting this issue on the ballot today, because time is of the essences, it is going to take money to operate golden acres as Recovery 1 and everyone agrees at the amount we are looking at to do Recovery 1 is needed, but they just can agree on the cost, but we will. Today is the last day to get this on the ballot before the voters and looking at the numbers somewhere in the middle of what the experts think we need to operate the facility. The cost of a homeowner with a $100,000 home value will be less than $10 if do the $2 million, like $7/year. She hopes that the voters will feel that addressing this crisis is necessary from a compassionate perspective and financial one.

Commissioner Kalo said this is a crisis and time to address it, he will move.

Commissioner Lundy said the statement by Commissioner Kokoski was amazing. Lorain County families are facing a crisis, loved ones, family members, neighbors and grandparents are overdosing. This is an epidemic. When you family faces a crisis, do you say well, let’s wait until tomorrow. You care about your family and neighbors so we need to take action, can’t wait until the Calvary arrives, the state and federal government need to do more. Our Governor was just bragging this morning about taking extra money and putting it into the rainy day fund, it’s raining here and we need this money.

Commissioner Kokoski showed a graph of Ohio and other states with Ohio being over 1100 overdoes in our state and that’s just currently no other drugs, wow…

Commissioner Lundy said the Calvary not coming, state and federal need to do more and appreciate the state giving some. There are 2 options, keep talking about how bad this drug problem is or we take action now and do something now. This is a family crisis and community crisis and can only be solved with the community support and no one can do this alone. He said through Recovery 1, we can get people get our loved ones and neighbors back on their feet again, back to work, back to supporting their families. The time to talk is over; the time to action is now.

Commissioner Kalo thanked everyone for their work on this issue. He stated that Commissioner Kokoski mentioned around the $2 million that would be the .30 mills.

Said levy shall be submitted to the electors of the entire territory of Lorain County, Ohio at the General Election to be held November 6, 2018, to be placed on the tax duplicate for the year 2018, to commence collection in 2019.

WHEREAS, the Lorain County Board of Commissioners agreed to extend an Inter-Agency Agreement between LCDJFS and Lorain County Transit effective July 1, 2017 through June 30, 2018; and

WHEREAS, the Lorain County Board of Commissioners agreed to extend the agreement an additional three (3) months, effective July 1, 2018 through September 30, 2018; and

WHEREAS, the LCDJFS Agreement includes a provision that Lorain County Transit may subcontract the non-emergency medical transportation services; and

WHEREAS, Lorain County Transit desires to extend the contract with First Transit, Inc. to provide non-emergency medical transportation services for LCDJFS for an additional three (3) months, effective July 1, 2018 through September 30, 2018

WHEREAS, the Lorain County Board of Commissioners agree to reimburse First Transit, Inc. based on a gate-to-gate hourly rate of $47.17 and a monthly fixed rate fee of $8.828.

BE IT RESOLVED, by the Lorain County Board of Commissioners that we hereby approve extending the agreement with First Transit, Inc. to provide non-emergency medical transportation services for LCDJFS for an additional three (3) months effective July 1, 2018 through September 30, 2018.

WHEREAS, Ken Carney, Lorain County Engineer by letter dated July 31, 2018 submitted the following:“We request that you amend Resolution No. 18-68 to increase the contract amount with Geo-Sci by $20,000. The new amount will

therefore total $42,500.This additional amount will modify the agreement with Geo-Sci, Inc. to reflect expected materials testing and inspection fees that are

necessary to complete the construction of the subdivision. The progress of construction was slowed by wet weather, has taken more time, and consequently required more inspector’s hours than were originally scheduled by the Subdivider. The funds for this increase are available in Engineer Project Account # MVGT 2580, and will be reimbursed by the Subdivider.

NOW, THEREFORE, BE IT RESOLVED by the Board of Lorain County Commissioners, that based upon the recommendation of Lorain County Engineer in letter dated July 31, 2018 we do hereby amend Resolution No. 18-68 adopted January 24, 2018 to increase the contract with Geo-Sci Incorporated, Berea, Ohio in the amount of $20,000.00 to assist with geotechnical and environmental engineering, materials testing and construction inspection as required as part of a 12-month task order, for Barrington Park Subdivision No. 8 in Eaton Township. This will increase the Contract amount from $22,500.00 not to exceed $42,500.00. Funds are available in the Engineer Projects Account #2580-0000-300-300-04-6100-6105.

Mr. Cordes said a levy committee needs to be built, need volunteers, this will be a grassroots effort and please call him at 440-329-5760 or send an email, this will take a lot of hands on and the chances of success are slim, will not raise a lot of money but if everyone would talk to 10 people and those 10 people talk with 10 and so on we will may have small chance and this is very important. We need community leaders and the calls need to start today and there is no arguing in the coalition there are just different thought process and this will be talked at each meeting and do speaking tours. _________________________(discussion was held on the above)

e. COMMISSIONERS REPORT

Commissioner Kokoski said the 2nd annual dog day was this past Saturday and it was a huge success, volunteers did it themselves and especially to Sam. There was $4,567 donated and # still growing, had 4 adoptions, 3 redemptions and 2 rescues plus many meeting and greeting many dogs. Thank you to the staff that came out and helped and it was a hot day.

Commissioner Kokoski wished happy birthday to Cole, Ron’s grandson he turned 3 and big brother to Julia.

Commissioner Kalo shout out to the all the volunteers and staff at the Dog Kennel days and everyone that participated it was good to show case the dogs

Commissioner Kalo and Commissioner Lundy presented a certificate of appreciation to Drug Mart, Avon Lake new facility at the old (Fisher Big Wheel) and stated the Elyria, Abbe Road Drug Mart was first in the county.

Commissioner Kalo said many other events attended; St. Peters, Lorain Night and Sheffield Township night out congrats to Lorain Councilman Angel Arroyo and Trustee Chad Parson, Sheffield township.

Commissioner Lundy congratulated to Avon Lake Drug Mart for their new distribution center and creating 110 new jobs and Avon Lake was the 4th store in the county.

Commissioner Lundy attended the Puerto Rican family transition team meetingCommissioner Lundy congrats to all the volunteers at the dog kennels days so much energy and the time the volunteers put into

helping the dogs. Commissioner Kokoski said it has been almost 4 years that that a dog has been put done because of space issues it’s a great job. Commissioner Kokoski said it is all about our staff and the volunteers that our kennel succeeds and Lori Wilbur, WOBL put a message on the radio when help is needed.

Commissioner Lundy attended Oberlin family fair and had a great car show and there was a car 58/59 Chevy that had original price of $1950

Ayers Ratliff, Wellington Village and is on Wellington and JVS school board. He thanked the Commissioners and said this is the first time he has attended a meeting but watches the meeting weekly and appreciates what the Commissioners do. He also stated that Theresa Upton is a very very nice lady, he called up yesterday and this is the kind of public service that you want from an employee. He also stated that Mr. Cordes must be a very intelligent man because he looked to see what floor he needed to go to in the elevator and under his name is so many jobs.

Mr. Ratliff said as a citizen and board member and as his job as an elected official, it is his job to be informed and spent 2 weeks and put together a chart that you have showing the 14 school districts in our county. There are 84 # of buildings in districts, 14 athletic complexes, 40,995 students, 365 buses and $8,023,286 total voted permanent improvement monies. He showed the difference between the districts on evaluation of 1 million and the # of mills of permanent improvement that were voted on. There is a difference between the school district and valuation of money. As you can see the Lorain Schools receives nothing but Lorain vocational program is top notch. He also said the 3 rd graders in the county have to take these tests on the computer; a lot of kids don’t have computer at home, and no internet so each kid should be supplied staring at kindergarten a computer so they are all efficient. Also a lot of district requires parents to do things on line; paperwork still needs to be done because not everyone has access. He stated JVS put on a permanent improvement levy on the November ballot of .75 mills generated $4.5 million, that’s 45% of permanent school levies, go to JVS. He suggested a lower number and was the lone vote against this request. We do not need this and its greed. Commissioner Kalo said that usually we give 3 minutes for public comment and as an elected official a little longer but just wanted to make sure this was not an opinion piece and your goal as a school board member. Mr. Ratliff said ok, on the 2nd sheet which was from the Auditor’s office showing the difference between mills and the district to equal the difference of a levy to generate what JVS is requesting. Example, Clearview it would take 56.58 mills to get what JVS is requesting at .75 mills. He does not feel this is fair, there is a huge difference and he is just showing the facts, JVS only has 1 building and no athletic complexes.
