UVOD / INTRODUCTION Raspisom konkursa za idejno urbanističko – arhitektonsko rješenje uređenja korita i obala rijeke Morače, koji je objavljen 3. oktobra 2020. godine, definisani su konkursni rokovi. The Competition announcement for conceptual urban and architectural design of the Morača riverfront in Podgorica, which was published on October 3rd 2020, determined the competition deadlines. U tekstualnom dijelu raspisa konkursa dat je rok za postavljanje pitanja u vezi sa konkursom do 2. novembra 2020. godine, slanjem pitanja na e-mail adrese izvjestilaca konkursa. Raspisom je takođe definisano da će sva pristigla pitanja i odgovori biti objavljeni na internet stranici Glavnog grada Podgorica. The textual part of the Competition announcement defined the deadline for submitting questions regarding the competition for November 2nd 2020, by sending the questions to e-mail addresses of the competition reporters. It was also defines that all submitted questions and answers will be published at the website of the Capital city Podgorica. Na e-mail adrese izvjestilaca u ostavljenom roku pristiglo je 60 pitanja. Competition reporters received 60 questions within the set deadline. 2. PITANJA I ODGOVORI / QUESTIONS AND ANSWERS

1. Da li možete objasniti način registracije za učešće na konkursu? Could you please explain how to register for participating at the competition? Nije predviđena registracija učesnika. Sva zainteresovana lica mogu preuzeti konkursnu dokumentaciju sa linkova www.podgorica.me i www.archdaily.com. Registration of participants is not necessary. All interested persons can download the competition documentation from the links www.podgorica.me and www.archdaily.com. 2. Da li se digitalna dokumentacija može dostaviti na USB-u umjesto na CD-

U Raspisu konkursa detaljno je opisana procedura predaje konkursnih radova. In the document Competition announcement, you can find everything regarding the submission of the design. 4. Kako mogu dobiti šifru rada? How can I get the authors’ code? Šifru rada osmišljavaju autori. The code is designed by the author himself. 5. Koja je dubina kanjona (ne rijeke)? What are the level differences between the riverbank and the streets (urban area) along the different parts of the river? Can you provide a survey drawing or topography drawing of the whole riverbank?

sezonski nivo vode rijeke Morače? How high does the water level of Morača rise during heavy rain? What is the maximum seasonal water level of Morača river?

Prema posljednjim dostupnim zvanični podacima iz 2018. godine, na mjernoj stanici u Podgorici izmjeren je najveći vodostaj u februaru od 932cm. Mjerna stanica je na koti od 24.6m. According to the latest available official data from 2018, the highest water level of 932 cm was measured in February at the measuring station in Podgorica. The measuring station is at an elevation of 24.6m. 7. Koliko se predaje A0 panoa? Koliko se predaje pano za tekstualni dio (A3)?

Grafički dio mora biti odštampan na A0 i dostavljen poštom? How many panels for the graphical part (A0) are required? How many panels for the textual part (A3) are required? The graphical part must be printed in A0 size and delivered by post?

Broj priloga zavisi od Vašeg koncepta rješenja. A3 sveske u analognoj formi sadrže tekstualni i grafički dio i predaju se u 5 primjeraka. U digitalnoj formi, osim A3 priloga, potrebno je pripremiti za štampu i jedan pano za potrebe izložbe (A0 format). The number of attachments depends on your design. A3 notebooks in analog form contain textual and graphic part and are submitted in 5 copies. In digital form, in addition to the A3 notebook, it is necessary to prepare for printing one panel for the needs of the exhibition (A0 format). 8. Ako je naša prijava na engleskom, da li je neophodno koristiti pismo

crnogorskog jezika? If our submission is in English, is it necessary to maintain the accents and spelling of the words as in the Montenegrin language? E.g. Moraca will not have the accent over the letter C.

Nije neophodno korišćenje crnogorskog pisma. It is not necessary to write words as in Montenegrin language. 9. Da li je tekst neophodno prevoditi na crnogorski jezik?

Is it a requirement to have the text translated to the national language if the submission is in English?

10. Da li A3 prilozi treba da budu uvezani? Da li je štampa ograničena na jednostranu ili dvostranu? When the term 'sheets' is used, does it mean that the submission needs to be delivered as a loose package? Or can it be a book/binded document? Also are there any specific requirements for 2 sided or 1 sided prints?

Da, prilozi treba da budu uvezani u jedinstvenu svesku, koja se predaje u 5 primjeraka. Štampa može biti jednostrana ili dvostrana. Yes, attachments should be bound in a single notebook, which is submitted in 5 copies. Printing can be single-sided or double-sided. 11. Da li je moguće tekstualni i grafički dio kombinovati uglavnom u A3 sveskama,

i djelimično na A0 panoima u cilju jasnijeg prikaza? Is it acceptable to combine text and graphics on both the A3 package mainly and slightly on the A0 packages to ensure clarity of the design proposal?

A0 pano je tražen za potrebe izložbe, slobodna volja autora je organizacija listova i prezentacija rada. A0 panel is required for the purposes of the exhibition, the organization of papers and graphic presentation is left at the free will of the author. 12. U poglavlju 12 Raspisa konkursa traženo je da svaka A3 sveska sadrži CD. Ako

A3 paket ima 20 sveski, da li treba da predamo 20 CD-ova? In Section 12 of the announcement, it's mentioned that each A3 sheet should

contain a CD. Could you please clarify this requirement? If the A3 package has 20 pages, we need to provide 20 CDs?

A3 sveske se predaju u 5 primjeraka, a uz svaki primjerak neophodno je dostaviti i CD. Broj stranica A3 sveske zavisi od autorskog rješenja. A3 notebooks are submitted in 5 copies, and a CD must be submitted with each copy. The number of pages of the A3 notebook depends on the author's solution. 13. Da li je žuta linija zahvata u CAD fajlu precizna granica zahvata ili približna?

Granica i brojevi pacela iz tekstualnog dokumenta se ne poklapaju. Is the yellow polyline/boundary in the CAD file the exact limit of the site or an approximate? The line and the plot numbers in the textual document don't match exactly.

Konkursnom dokumentacijom definisana je granica zahvata koja je predmet konkursa. Autorima se ostavlja mogućnost da idejnim rješenjem prošire zahvat ukoliko procijene da se time unapređuje ispunjenost kriterijuma iz raspisa konkursa.

Competetion documentation defined the boundaries of the project that is the subject of the competition. The authors are given the possibility to offer additional content and expand the project within the conceptual design if they assess that it improves the fulfilment of the competition’s criteria. 14. Da li je dostupna engleska verzije predmetnog planskog dokumenta?

Is there an English version of the planning document referenced? Nažalost, verzije planske dokumentacije nisu dostupne na engleskom jeziku. Unfortunately, versions of the planning documentation on English languages are not available. 15. Da li je moguća vožnja kanua u zahvatu?

Is it possible to canoe in the competition area? Da, moguće je. Yes, it is possible. 16. Imamo problem sa otvaranjem fajla u folderu “podloga” sa Google Drive-a. Čak

ni najnovije verzije softvera ga ne mogu otvoriti. Osnove, presjeci, izgledi i bilo koje druge informacije o lokaciji bi nam bile od koristi. We are experiencing an issue of opening "ACAD.dwg file" in the Google Drive folder "podloga". Even the newest version of softwares could not open it. Plan, section, elevation and any kind of additional practical information about the project site would be very helpful for us.

Neophodno je preuzeti svu dokumentaciju sa navedenog linka (svi folderi i fajlovi) kako bi mogli uspješno koristiti podlogu. Please make sure that you downloaded all documentation from the link (each folder and file) in order to successfully open and use the survey. 17. Dio prijave se šalje poštom, da li je ovjera prijema pošiljke validna do kraja

dana isteka roka? A part of submission will be made by post, and we wonder if the stamp until end of the day of deadline is valid.

Ukoliko se konkursni rad šalje poštom, datumom predaje smatra se datum sa potvrde o prijemu pošiljke kod pošte. If designs are to be delivered by post, postal note with the date of confirmation on the receipt shall be valid.

18. U kakvom je stanju infrastruktura Sportskog centra Morača? Da li se u potpunosti koristi? Koje se aktivnosti održavaju na otvorenom? What is the condition of the Moraca Sports Centre infrastructure? It is being used in its entirety? What are the activities that are being held outdoors?

Infrastruktura Sportskog centra Morača je u skorijem periodu značajno obnovljena. Koristi se u punom kapacitetu. U sklopu kompleksa postoje otvoreni tereni za košarku, mali fudbal, odbojku i otvoreni bazen. The infrastructure of the Morača Sports Center has been significantly renewed in the recent period. It is used at full capacity. The complex has outdoor courts for basketball, footsal, volleyball and an outdoor pool. 19. Gdje je moguće voziti kajak, na cijeloj dužini rijeke ili samo na dijelu? Da li je

vodena struja prejaka? Da li je moguće kupanje u rijeci? Da li je previše hladna ili previše duboka? Where is it possible to kayak? The full length of the river or only a portion? Is the waterstream too strong? Do people swim on the river? Is it too cold or too deep?

Kajak je moguće voziti na čitavoj dužini rijeke u okviru zahvata. Jačina vodene struje varira tokom godine od veoma slabe u ljetnjim mjesecima do veoma jake u zimskim. Kupanje je moguće u ljetnjim mjesecima kada padne vodostaj. It is possible to kayak along the entire length of the river within the scope. The strength of the water current varies during the year from very weak in the summer months to very strong in the winter. Swimming is possible during summer months when the water level drops. 20. Da li postoje pećine u predmetnom zahvatu?

Are there any caves or “cavalets” on the riverbanks of the competition area or nearby?

Kako je naznačeno u Konkursnom zadatku, specifičnost geomorfološke forme obala Morače su potkapine i pećine oblikovane pod uticajem vode. As stated in Terms of reference, cavalets formed and shaped by the water are the specificity of the geomorphology of the Morača’s banks. 21. Da li je sastav tla uz rijeku dovoljno stabilan za izgradnju? Da li je tlo podložno

eroziji ili pomjeranju? Are the soil and rocks of the beaches and around the water stable enough for installing equipment? Are they transitable? Or are they prone to eroding or moving?

Karsna erozija produbljuje i proširuje rječno korito i narušava stabilnost obala. Ovaj proces ograničava mogućnosti za izgradnju na samim obalama rijeke. Karst erosion is deepening and widening the riverbed and disturbs the stability of river banks. This process limits the possibility of construction on the very banks of the river. 22. Da li sve parcele u zahvatu imaju mogućnost za dovođenje električne energije?

Da li se ista može dovesti do plaža? Do all parcels of the competition area have access to electricity? Is there a possibility to make it reach the beaches?

li imaju neku specifičnu namjenu i da li su bezbjedne za korišćenje? There are several stairs going down from the streets onto the riverbed (such as on Gavra Vukovica street) Do they have any specific use? Are they safe for the public?

Stepeništa služe za savladavanje visinske razlike do plaža i dio njih nije bezbjedan za korišćenje zbog nedostatka adekvatne ograde. Stairs are used to overcome the height difference to the beaches and some of them are not safe to use due to the lack of adequate fencing. 24. Kolike su promjene vodostaja tokom godine? Koji su najsušniji i najkišniji

mjeseci? Da li su plaže poplavljene kada rijeka poraste? What are the changes of the waterstream through the year? What are the driest and the fullest months? Do the beaches get covered when the river rises?

Vodostaj varira tokom godine od niskog u ljetnjim mjesecima (avgust – 15cm) do visokog u zimskim (mart – 583cm), kada rijeke preplavi plaže. Mjerna stanica je na koti od 24.6m. Water levels vary throughout the year from low in the summer (August – 15cm) to high in the winter (March – 583cm), when water covers beaches. The measuring station is at an elevation of 24.6m. 25. Koje aktivnosti se održavaju tokom ljeta u gradu?

What are the summertime activities that are being held in the city?

Tokom ljeta održavaju se brojne kulturne, sportske i zabavne aktivnosti i manifestacije.

During the summer numerous cultural, sports and entertainment activities and events are held. 26. Koliko turista posjećuje grad godišnje? Da li je broj turista povećan u nekom

posebnom trenutku tokom godine ili prilikom nekog događaja? How many tourists does the city receive in a year? Is there an important flow of tourists at any specific moment during the year? Or for any event?

Prosječan broj turista u Podgorici u posljednje tri godine iznosi 168000 godišnje, a veći broj turista posjećuje grad tokom ljeta. The average number of tourists in the last three years is 168000 per year, and compared to other parts of the year, more tourists visit the city during the summer. 27. Koja je namjena sljedećih objekata?

What is the function/use of the following buildings? (current or original in case they are not in use)

Gornja slika prikazuje napuštene vojne objekte koji nisu u funkciji (konkursom moguće predložiti njihov način korišćenja), a na donjoj slici je mjerna stanica vodostaja. The first picture above shows abandoned military facilities that are not in function (it is possible to suggest how to use them), and the picture below shows the water level measuring station. 28. Postoje li planovi za naznačenu zonu?

Tekstualni i grafički prilozi u A3 sveskama se orijentišu horizontalno, dok je orijentacija A0 panela slobodna. Textual and graphic attachments in A3 notebooks are oriented horizontally, while the orientation of A0 panels is not mandatory. 33. Da li studenti mogu učestvovati na konkursu?

Početak izgradnje prve faze projekta planiran je za sljedeću godinu. Predmet konkursa je izrada idejnog rješenja. U skladu sa važećim crnogorskim zakonskim propisima, izrada glavnog projekta prema nagrađenom idejnom rješenju, predmet je posebnog poziva. Kao što je naznačeno u poglavlju br. 16.1, nakon donošenja odluke žirija, isplatom nagrada i otkupa, imovinska prava autora ustupaju se Glavnom gradu Podgorica. The start of construction of the first phase of the project is planned for next year. The subject of the competition is the development of a conceptual design. In accordance with the current Montenegrin legal regulations, the development of the main project according to the awarded conceptual design is the subject of another kind of open call. As indicated in chapter 16.1, following the adoption of jury's decision by distribution of awards and redemptions, property rights of author are vested in the Capital city Podgorica.

Expanded site of the competition area (in context of the block with contact zones) represents wider site plan, which presents connections between proposed design and contact zones outside competition area. Proposed phased construction represents the design solution divided in phases that will be used in construction process. Table with gross and net surfaces and urban parameters represents numerical data of proposed buildings and areas. 38. Da li se Okvirna procjena investicije odnosi na procjenu troškova izgradnje?

Is this about construction estimation (Approximate investment estimation)? We are not aware about the cost of the building material to calculate.

bilo kojih aktivnosti vezanih za rijeku, naročito u zonama uz rijeku? From the brief we understand that we don’t have to design any bridges accross the river banks. Is this correct? Are we allowed to design any water-related activities, especially in areas in proximity to the water and the pebble formations?

It is not mandatory to design bridges. The authors are given the possibility to offer additional content if they assess that it improves the fulfillment of the competition’s criteria. 41. Da li je neophodno da se konkursno rješenje pošalje na datu adresu u

Podgorici, ili će biti omogućena i online predaja zbog trenutne covid situacije i nemogućnosti kurirskih službi da pošiljke dostave u uobičajenom vremenskom intervalu, kao i zbog problema na granicama? Is it necessary to send the design solution to the given address in Podgorica, or will online delivery be enabled due to the current covid situation and the inability of courier services to deliver shipments in the usual time interval, as well as due to border problems?

Nije predviđena online predaja radova. Neophodno je dostavljanje analogne forme rješenja na adresu naznačenu u Raspisu. Ukoliko okolnosti to ne budu dozvoljavale u vrijeme predaje, žiri će odlučivati o svakom konkretnom slučaju. Online submission of designs is not predicted. It is necessary to submit the analog form of the project to the address indicated in the Announcement. If the circumstances do not allow it at the time of submission, the jury will decide on each specific case. 42. Postoje li neke preporučene razmjere crteža kako za cjelinu, tako i za

pojedinačne segmente na lokaciji? Are there any recommended drawing scales for both the whole and the individual segments on the site?

Autorima se ostavlja mogućnost prilagođavanja razmjere obaveznih grafičkih priloga ukoliko procijene da se na taj način postiže jasnoća prikazane ideje. The authors are free to adjust the scale of the obligatory graphic attachments if they assess that the clarity of the presented idea is achieved. 43. Koja se zgrada nalazi na kat. parceli br. 399/2 KO Podgorica I?

What is the building on the plot 399/2 (enclosed by 399/1, which is in the scope of intervention)?

U pitanju je nekadašnja zgrada Centralnog komiteta Saveza komunista Crne Gore (poznata i kao Stara zgrada Vlade, u kojoj su trenutno smješteni odbori političkih partija), izgrađena 1979. godine. It is the former building of the Central Committee of the League of Communists of Montenegro (also known as the Old Government Building, which currently houses the political party committees), built in 1979.

44. Da li postoji ograničenje broja članova autorskog tima? Is there a limitation on the number of members a team could have?

Ne postoji takvo ograničenje. There is no such limitation. 45. Da li konkursno rješenje može sadržati prijedloge urbanih politika i najboljih

praksi? Da li je dozvoljeno intervenisati van zadatih granica zahvata? Can the competition proposal include urban design policy level suggestions or best practices? Are architectural interventions allowed beside the river within/immediately outside the yellow boundary line provided in AutoCAD?

rijeke? Can you provide data of tree species and positions beside the river?

Ne posjedujemo takav plan. Pozicije drveća prikazane su na dostavljenoj podlozi. Zastupljene su vrste mediteranskog i submediteranskog podneblja: alepski bor, bor pinjol, čempres, hrast česmina, košćela, lovor, olenader i dr. Uz samu obalu rijeke nalaze se smokva, nar ili šipak i drača. We do not own such site plan. Positions of trees are shown on the digital survey. The species that can be found in the area, are mainly those belonging to Mediterranean and sub-Mediterranean climate, such as: Aleppo pine, stone pine, cypress, oak, Mediterranean hackberry, laurel, oleander, etc. Along the river bank there are fig trees, wild pomegranates and brambles. 47.
