firing across the LoC by the Pakistanis has the

hand of Pak army. It is a discovery worth a

Nobel peace prize. It is great discovery at par

with Einstein's theory of relativity or Newton's

laws of motion. Thank you Mr. Defence

Minister that after a long period we have a man

of your caliber, who can make important dis-

coveries. What he said about the Pak firing in a

press conference is worth noting, especially for

historians and specialists of strategic studies.

They could incorporate it in their dissertations.

ferent versions of the incident on the floor of

Parliament. First he tried not to mention Pak

army's involvement and when conclusive

proofs were presented, he gave another ver-

sion. Wonder how the nation shall rally

against the Pakistani perfidy, when our top

ministers make discoveries about things which

are already known. It is nothing but day

dreaming. Today without malice to anybody,

the country needs young, dynamic, learned

and assertive leadership. Now there is no

scope for political dead wood. Let them rest and enjoy for the benefit of the nation.

Yes, it is now festival time for Jammu. All the ingredients of a festi-val will be on display. Less thanadministrative one, it is more a polit-ical happening. From November 5,Jammu will be different. Special crea-tures called ministers, MLAs MLCsand the Secretariat staff are to taketheir Jammu residence with aplomb.First there will a guard of honour fol-lowed by the customary show. Poor

public has no right to go near theSecretariat. He is a risk factor whohas to wait for five to six hours inqueue under a narrow tin roofed gul-ley. He will be frisked, minus combs,

pens even mobiles, and then aloneallowed to go into the hallowed

precincts of the high seat of govern-ment.Do not disturb, we are still openingfiles. Scores of sac full of files are ina huddle. Allow us some breathingtime; this is the common refrain of

the staff, if a poor citizen approachesthem for official work after theDarbar opens. It would hence be con-venient for the government to hang anotice board outside the Secretariatwith words---Do not disturb, files

being retriev ed from trunks, visitafter one month, written on it. Butalas that much of candidness is notforthcoming. The government willnever have so much of honesty toadmit that precious time is wasted when Darbar move employees moveto Jammu. It takes them at least twoweeks to get the Darbar species intogrove as well get acclamatised toJammu’s airs.Coming back to the festival part of the Darbar move, Jammu will beovertaken by thousands of officialvehicles. They have first right on theroads. After all ministers and bureau-crats are two notches ahead of com-mon man. So roads first belong tothem, let there be no doubt about that.Imagine the status and tone of the

official drivers with Sahibs sitting behind and the w hite ambassador car making its presence felt with a big red

flasher light. This is enough to makethe driver intoxicated. Now on theroad, he is the master while pedestri-ans and other vehicles are little livingthings worth to be shown what theyare. Thus speed, siren and whiteambassador will soon force the citi-zens to run for their lives. What tospeak of those who are very special,the so called VVIPS or VIPs. Their air of command is seen to be

believed. One ambassador is not their cup of tea. First a pilot jeep withsirens blowing and shooing the peo-

ple away to make way for the po wer-ful Darbaris, and the poor creaturesrun helter- skelter for their lives, thena fleet of SUVs or ambassador carsdepending upon the status of the min-ister whiz past little caring for t he ordi-nary men. It is here that the real importof word ordinary is made truly publicthat too on the face of the commoner there and then. What a better way of showing the real taste of democracy.Poor folks will still wait for long hours

to vote for these special species called very strangely representatives of peo-

ple.

From 5th November the Jammuite willhave with eyes wide open the Darshanof these Darbar specials when he willconfront them on every road, crossingsand parking places. These invaluablemigratory birds though not endan-gered have special privileges whichonly the extra ordinary men have.Before their arrival the poor citizen of Jammu city was made to use motheaten and pock marked roads, but notthat now. The Darbar specials will notget a slight bump even. First they rush

past in sleek, high end SUVs and sec-ondly the roads which they are expect-ed to use are being spruced up. Happydays for Jammu citizens at least theytoo can feel some tangy taste of prop-er governance. They will have to pre-

pare for psychological bullying on theroads, the moment these VIPs pass and also prepare for waiting long hours toget audience of the Secretariat bosses.It is great democracy with attendant

paraphernalia at best, minus good governance. In Jammu and Kashmir

things change very slowly even if some are as old as 1882 A D. LongLive Darbar move!!

people living in this border area are victims of dual hard-ship. become a dist rict of refugeesand homeless border peopleforced to leave their homesdue to Pak firing. Samba dis-trict requires special econom-ic package to enable it towithstand the ingress of theseunfortunate people. NEW DELHI: TheIndian Air Force (AIF)has begun putting theold aerodrome in thetown to use like refu-elling its Chetak heli-

copters those are used for training pilots.Four choppers belong-ing to the HakimpetHelicopter TrainingAcademy made brief halts at the airstrip located in the out-skirts of the town on Tuesday to refuel the engines.The move has raised hopes among the locals who expect moredevelopment activities at the airstrip which was laid in early

1930s during the Nizam era. The aerodrome was built appar-

ently to be used as a refuelling point for the fighter aircraftsheading to battle fronts. Spread over 350 acres, the aerodromehas an airstrip running to about 1,000 metres.After Independence, the airstrip came under the control of the

IAF and it was used as a refuelling point until late 1970s after which it fell into disuse. In order to prevent the possibleencroachments, the IAF secured the premises by erectingfence around the aerodrome in 1996. The IAF has started using the airfield since the past 10 days or so.

NEW DELHI: Indian SpaceResearch Organisation(ISRO) today said it wasawaiting the government’sapproval for more funds todevelop a lander and a rover for its second moon mission

‘Chandrayaan-2'.ISRO Chairman K Radhakrishnan said “we areawaiting for the approval for the lander for Chandrayaan

2?. A rover was also beingdeveloped, he said here.In view of changes in theRussian space programme on

moon, its agreement withISRO was further beingdelayed. “It means virtuallywe won’t get a lander from

Russia till 2017. So, we are planning to a develop a lan-der ourselves,”Radhakrishnan, here in con-nection with the preparationsfor November 5 Mars Orbiter Mission, told reporters.There had been a marginalenhancement in the budget.

“That’s why we are seekingfunds from the government,”he said adding developing alander was complex thandeveloping a rover for theMoon. Elaborating on thedelay of the mission,

Radhakrishnan, who is alsothe Space CommissionChairman, said “the limitingfactor is developing a lan-der…. May be by 2016 a lan-

der might get developed and qualified.” India had under-taken its maiden moon mis-sion Chandrayaan-I in

October, 2008. To a query onthe launch vehicle for Chandrayaan-2, he said itwould be a Geo Stationary

Launch Vehicle. “May beafter two successful GSLVlaunches, we would be confi-dent of launchingChandrayaan 2.”He also said there could

probably be another launchof GSLV Mark III in March-April 2014.

Highlighting the prioritiesunder health sector, the

Minister said that all such

areas having difficult topog-

raphy would be provided

health center facilities. He

said in this regard the govern-

ment would soon establish

600 new sub-health centers in

the Minister said to upgrade

the power scenario in the area

Rs 1.56 crore, would be com-

pleted in stipulated time

frame.

The Minister reaffirmed that

maintains normalcy and peace in the State so that nohardship or disturbance iscaused to the people. Theactions taken to achieve thisgoal are based solely on good faith and are backed by themandate of law.It was further contended thatto ensure minimum loss of life and damage to the prop-erty, the law enforcing agen-

cies have procured for usevarious non-lethal munitionsincluding Tear Smoke Shellsand Oleoresin Grenades todisperse unruly mobs. Thesetear smoke and oleoresingrenades are internationallyaccepted non-lethal means of controlling unruly mobs torestore law and order. As

such it becomes imperativefor Police to use force for controlling the mobs by usingnon-lethal weapons like tear smoke gas and oleoresingrenades to avoid causalities.It was further stated that themembers of stone peltingmobs, besides pelting stones,also use catapults and petrol

bombs to attack the securityforces giving them the least

Adulteration drives in f estive season Dear Editor,Jammu Municipal Corporation has embarked on yet another anti-adulteration drive but such half hearted and unsustainable drivescannot stamp out the deep rooted malaise of adulterated foodsentering the markets. Random surprise inspections, which usual-ly pick up pace during festive se ason are not going to yield resultsespecially when the price of deterrence, with a paltry sum of finecharged for adulterated goods, is not too high. There has to be aregular mechanism to monitor the quality of food being supply in

various stores and shops or by vendors with proper testing labo-ratories and a complaint cell that functions for a change.Unfortunately, the JMC has no mechanism for encouraging com-

plainants to get the s amples of a llegedly adulterated food itemsthey purchase. Secondly, adulteration cannot be wished awaysimply by targeting vendors or halwai shops. Complaints of stalefood are received even from the better off restaurants and shops.

Stop politicizing transfers DEAR EDITOR,It is not understandable why administrative reshuffle continues to

be the only focus of all cabinet meetings in Jammu and Kashmir.The tendency of politicising the bureaucracy and the administra-tion by way of transfers, according plum postings to favourites

only hampers the working culture which is already too weak.Every cabinet meeting turns out to be a hair-splitting event over the transfers, which do not follow any norms and rules. Instead of devising a transparent mechanism, like the Centre, where trans-fers and promotions are exercised by a governing body in a rou-

tine manner, in Jammu and Kashmir, the political beings contin-ue to interfere and dabble with official work through the easyroad of transfers, which are often deemed as awards or punish-ments, rather than means of governance. This w ould not make theadministration any responsive or improve governance. For aclean administration, there has to be first a transparent and work-ing system of transfers and promotions. The cabinet could surelyhave better, more important things to discuss and decide.

So, why did Bihar regime ignore Centre’s alert?With Union Minister for Home Affairs Sushil Kumar Shindecategorically saying that his Ministry had alerted the Bihar

Government on a possible terrorist attack during Mr Narendra Modi's Sunday rally in Patna, the bottom fallsfrom State Chief Minister Nitish Kumar's claim that hisregime had received no warning and that there had beenno security lapse. The Chief Minister has been on anoverdrive since the serial blasts that snuffed out half adozen lives, to deflect attention from his Government'sfailure on the security front. After Mr Shinde's statement,Mr Nitish Kumar has some explaining to do. It is clear from what has been emerging since the tragic incidentthat security measures were absolutely lax at and aroundGandhi Maidan in Patna where Mr Modi addressed amassive gathering. Let alone have a high level of securitypreparedness, even basic measures at the ground and itsvicinity had not been implemented. It almost appears thatthe State Government took the event callously, because itmust have thought that it would be seen in ‘poor light' hadit to give Mr Modi's rally much attention. Clearly, politicstrumped over the safety of innocent citizens, not to speakof the security of senior leaders of the BJP who had gath-ered for the rally. Mr Nitish Kumar must tell the countrywhat steps his Government took on the Home Ministry'salert. This he may find difficult to do, because he did pret-ty little. The best he can do is to remain in the denialmode. He may well continue in that state or at the mosttake refuge by saying that the alert was ‘general and notspecific' in nature. Even assuming for argument's sake

that the Home Ministry alert was general, wasn't that goodenough for the State administration to put in place a com-prehensive security mechanism, given that several lakhsof people had gathered at the venue, and even the small-est incident could have resulted in a tragedy of massiveproportion? Little can be expected of a Chief Minister whohas such a visceral dislike for Mr Modi that he is willing toput national interest at stake in a bid to appease theminorities. People have not forgotten that his Governmenthad refused to take the custody of wanted terrorist YasinBhatkal after the latter had been arrested a few weeksago in the State. This, despite the fact that Bhatkal wasconnected with various modules of the Indian Mujahideenoperating in Bihar. The Chief Minister later offered lameexcuses for the shocking inaction even as the NationalInvestigation Agency took the alleged terrorist in itscharge. Mr Nitish Kumar has also been ominously silenton the flourishing activities of the IM in Bihar, despitematerial emerging that the outfit was responsible for theBodh Gaya blasts too. He believes, erroneously, that theminority voters will be upset if his Government took aproactive stand on the terror outfit. That is the principalreason why he downplayed the role of the Islamist terror group and his people shamelessly sought to point fingersat the BJP for the tragedy. The Chief Minister must under-stand that the minority community is as disgusted as anycitizen of the country by the activities of these terror organisations. The community is looking for firm actionagainst and not protection to anti-national elements.

Instead, the model is a glowing bride decked inresplendent wedding finery. But even as you begin tomake a mental note about how some Indian brands arefinally willing to carry out what many would consider arisky advertisement strategy —after all, advertisementsare meant to be aspirational and a relatively dark-skinnedmodel in a country that obsesses over fair skin defies allconventional marketing wisdom —you realise that thereis more. Not only is she a dusky bride, she is also onewith a daughter, a vivacious little girl who then does thepheras in the groom's arms! By then you cannot help butagree that this is indeed “A wedding to remember”, as thetagline says. Expectedly, the advertisement has already

gained rave reviews for breaking the mould and pushingprogressive social values, and rightly so. Jeweller brandsare notorious for being gender insensitive —can youthink of a diamond commercial, for instance, where thewoman does not need a man to buy her that big, shinyrock? —but this advertisement reflects upon the chang-ing times. Better still, it is not the only one. Another adver-tisement from the same brand, pitching its line for office-wear, highlights how professional women do not have tode-womanise themselves to be respected in the workplace. Similarly redefining traditional representations of a woman is the new commercial produced by a healthdrink mix that shows a mother, who is a runner, trainingher son as well — instead of just preparing the drinkfor him in the kitchen. In fact, this year, there has beena slew of commercials that has broken not just gender but class, income and age barriers too. Take, for instance, the latest campaign of the country's largestmobile service provider that highlights cheap Internetaccess —in one slot, it shows a young liftman addinga yuppie building-resident as his friend on Facebook, inanother an upper class professional with a malfunction-ing phone is bailed out by a less-trendy, possibly stay-at-home mother. Effectively, the campaign shows howtechnology has helped democraticise Indian society byblurring the lines between white-collar and the blue-col-

lar, the haves and the have-nots. Similarly, another large mobile services company has sought to reach outto the elderly, an oft-ignored consumer group, with itsown fast speed internet plans. And so you have a com-mercial featuring an old man (username: Schumacher1)who has beaten his young friend thrice on a racinggame online and shares backstroke videos in the poolwith his swimming buddy. Heartening, indeed!

Jacques Cousteau (and no matter how

you pronounce it, the name still sounds

cool!) had said, “The sea, once it casts

its spell, holds one in its net of wonder forever”. A French undersea explorer

and a visionary, he spent years out at sea

exploring and capturing images and

making films about the marine world.

The visuals he captured gave many their

first glimpse at what lies beneath our

oceans, and the diversity and drama

seemed endless.

Cousteau, in fact, designed and invented

what were probably the worlds first div-

ing and scuba devices which he used to

explore the unexplored. In 1968 his tel-

evision series, The Undersea World of

Jacques Cousteau, had reached millions,

leaving them spellbound, but it was dur-

ing this time that Cousteau himself had

begun to realise a nd saw first hand how

human activity was in fact rapidly

destroying the oceans. There was proba-

bly once a tim e not too far back when

the ocean did seem endless and limitless

in the bounty it held, but that bubble has

burst much sooner than what many may

have expected. The ocean did have a

breaking point and today we’ve shat-

tered this mega-earth system and

cracked the very foundation of life onour planet.

Ivan Macfadyen, a yachtsman for 35

years, had sailed from Melbourne to San

Francisco a decade back. He recounted

how in 2003 on his trip he had caught a

fish a day and always had the company

of seabirds, dolphins, sharks, turtles or

whales. This year he made the trip again

and the ocean seemed unrecognisable.

On the 28 days it took to get till the mid-

point of th e trip in Japan he had caught

only two fish, and it was not only the

fish that were missing, so were the birds.

He felt a drastic change at the edge of

the Great Barrier Reef which he felt

were now barren and “unquestionably

overfished”. On route a boat from a

trawler came to them with bags full of

fish as a ‘gift’. There must have been a

100 fish in those bags and when he said that there were only two of them

onboard and this was far too much fish

for them to eat, the fishermen just told

them to throw them over the side,

because that’s what they would do in

any case.This was the bycatch; they were trawl-

ing the ocean and anything except tuna

was trash for them and was returned to

the sea. Of course, all the fish caught in

these giant nest are dead by that time.

Long lines, gill nets, purse seines and

bottom trawlers are continuously and

tirelessly practically running a fine sieve

through and catching what they and

where they can.

No wonder there were no fish, the reefs

which are the nurseries of the ocean

were being emptied. There was also

another thing he noticed: Over the

23,000 miles Ivan covered in his voy-

age, 7,000 of those were through float-

ing debris and garbage. Oil slicks, bro-

ken chairs, toys, plastic and even wood-

en power poles were strewn across the

pacific in such d ensity that in a l ot of

places he couldn’t even start th e motor

for fear of entangling the propeller in the pieces of r ope and cable. Reality has

struck home because there is nowhere to

hide now and a remote island of alba-

trosses is caught in its midst. Midway, a

film that has gone viral over the Internet

shows the horror that has gripped this

island and the albatrosses that breed on

it.

The birds are dying in great numbers

because they are ingest ing plasti c.

Carcasses stuffed with bits of plastic that

are frighteningly familiar fill their bod-

ies and are littered all over the island.

Bottle caps, lighters, little ends of toys,

pens all find t heir way into what i s now

known as the ‘Pacific Garbage Patch’.

The fact that we now have a name for it

is far from comforting and just about

shows the tip of the iceberg. At least 267marine species have now been docu-

mented eating plastic, including barna-

cles, that are found in the region.

Microfragments of plastic have been

found inside the barnacles, but at even

this microstage of its life, the plastic

passes through their digestive system

and is once again in the water.

Eventually, pieces of plastic that have

been at sea long enough wi ll break into

even smaller microscopic particles

invisible to our eye but as present as

they were from the day they were creat-

ed.

The solutions offered as always are ide-

alistic and run of the mill with marine

reserves and controlled and sustainable

methods being flapped around as the

‘only way’. It seems we are in denial

and continue to prolong and engage our-

selves in conversations that lead to a bit

of a green wash and nothing more. Do

we need any more reports or research or

expert opinions on the health of the

ocean? What we need today is a braver

world that is ready to accept that we

messed up.

Perhaps the only way to fix it is byremoving ourselves from the equation.

If we truly want the change and turn

things around, why can’t we end whal-

ing, trawling and commercial fishing

overnight? Kilometres of rainforests are

slashed everyday to grow plantations for

palm oil. Why can’t we ban all the expe-

ditions currently out in the Arctic to drill

for oil? The industry we have become so

dependent on has become a behemoth

and the argument of the livelihood of

millions at stake sounds old and jaded,

when what we really should be talking

about is multiple billions of lifeforms

directly affected by what we do.

Too few have looked for alternatives and

we’ve lacked the courage to commit to

something for the better good even if it

was ‘inconvenient’. The impact of thechanging climate is clear and present;

the earth and her oceans have taken all

they could and given all they can. The

motive behind the production and enor-

mous consumption is not hard to see. So

what will it finally take for all of us to

accept what’s happening, personally,

and get up, take a stand and say,

‘Enough’? The Pacific and the Arctic

might seem quite distant from where

you are, but it’s easy to forget our plan-

et has but one ocean. It’s only we who

gave it different names.

VOICE THAT PIERCES

DEEP INTO THE HEART

The debate over the greatest ever Hindi playback singer has

generally revolved around Rafi and Kishore Kumar. Sadly,

Mukesh gets shut out The demise of the legendary Manna

Dey has revived the furious debate on the greatest maleplayback singer Hindi films has produced. Manna Dey had

ruled himself out of reckoning, saying that Mohammed Rafi

and Kishore Kumar were superior to him. He had a particu-

larly soft spot for Kishore Kumar, whomhe rated as the best.

His premise was that while Rafi had a god-gifted and a

trained voice, Kishore Kumar's was entirely god-gifted and

without training —and that made him special. This is cause

for heated denunciation among the legions of committed

Rafi admirers (I am one of them). However, what gets lost in

all this is that we have had an equally great singer who has

outdone both Rafi and Kishore Kumar at his best. Mukesh.

While radio stations pay glorious tributes to both Kishore

Kumar and Rafi on their birth and death anniversaries and

in the run-up to those dates, few care to remember

Mukesh's anniversaries; he was born in July 1923 and died

in August 1976 at an early age of 53 years. Sure, there are

the odd remembrances, but they do no justice to the deep-

throated singer, whose voice goes right into your soul and

triggers the tear glands. If anyone came closest to the leg-

endary Kundan Lal Saigal, it was Mukesh. His Dil jalta hai to

jalne de (Pehli Nazar, 1948), was so strikingly similar to

Saigal's voice that the latter is said to have remarked after

hearing it that he did not remember singing the song! Many

have tried to copy Mukesh, believing that if they can use his

technique, they will sound like him. They soon realised that,

while they could imitate the nasal tone, they simply could not

create the depth and pathos Mukesh mustered. Perhaps it

had to do with the goodness within the man. It's possible

that Mukesh would have reached even greater heights had

he a range of actors to sing for and a longer life. Rafi had

that advantage: He had lend his voice to actors ranging from

Pradeep Kumar to Dilip Kumar to Bharat Bhushan to

Shammi Kapoor to Joy Mukherjee to Sunil Dutt to Rajendra

Kumar to Rishi Kapoor, and many more. He managed that

because he was patronised by an equally large number of

music directors, fromNaushad to Roshan to SD Burman to

Madan Mohan to OP Nayyar to Laxmikant-Pyarelal, and

others. By contrast, Mukesh worked consistently with only a

few music directors, the most prominent among them being

Shankar-Jaikishan and Kalyanji-Anandji. There were also a

few others such as Salil Chaudhary, SD Burman, Roshan

and Khayyam, who used Mukesh intermittently. Mukesh had

lost out in some ways also because many music directors

simply did not have confidence in their ability to handle his

voice. It is said that SD Burman, who did not think very high-

ly of Mukesh, had been taken aback by the sheer brilliance

of the singer in O janewale ho sakey to laut ke aana, a song

put to tune by Burman for the film, Bandini. In fact, Mukesh's

song raced ahead of Ore Maajhi…Mere saajan hain us paar —a song sung by the music director himself, in the popular-

ity charts. The gems he has left for the l isteners are unbeat-

able. O janewale ho sakey to laut ke aana; Jaane kahan

gaye woh din; Kabhi kabhi mere dil mein khayal aata hain;

Woh subha kabhi to aayegi; Ram kare aisa ho jaye; Main

toh ek khwab hoon; Yeh mera deewanapan hai; Humsafar

ab yeh safar kat jayega; Kai baar yun hi socha hai…the l ist

is indeed endless. Some greats do not get their due. The

legendary Mukesh was one of them. He was on par with

Rafi, and certainly with Kishore Kumar.

Gandhinagar court on

Wednesday rejected self-

styled godman Asaram’s bail

application in the sexual

assault case lodged against

him by one of the two Surat-

based sisters.

Sessions judge D.T. Soni

rejected Asaram’s bail plea

on the grounds that the inves-

tigation in the case lodged

against him is at a “crucial

juncture” and the allegati ons

against him are of “serious

nature.”

Recently, the Surat police

registered two complaints --

one against Asaram and

another against his son

Narayan Sai -- for rape, sexu-

al assault, illegal confine-

ment and other charges, as

alleged by the two sisters.

In her complaint, the elder of

the two sisters accused

Asaram of repeated sexual

assault between 1997 and

2006 during the time she

lived in his ashram on the

outskirts of Ahmedabad city.

The 72-year-old Asaram was

brought to the city earlier this

month on a transit remand

from a Jodhpur court, where

he was lodged in a jail since

August, in another sexual

assault case.

He was grilled by Special

Investigation Team (SIT) set

up by city police commis-sioner to probe the complaint

against him. Last week, he

was taken back to Jodhpur.

His son, Narayan Sai, against

whom the younger of the two

sisters has registered a com-

plaint of sexual assault, is

absconding and Surat police

are searching for him across

the country.

Meanwhile, one Jaswantika

Chaudhary, a security woman

stationed at Asaram’s ashram

here, was granted anticipato-

ry bail by Soni in connection

with the case on the grounds

that her role in the incident

was minimal. She was also

named as an accused in the

complaint lodged against

Asaram.

GUJARAT COURT REJECTS ASARAM’S BAIL PLEA

Firing yet another salvo at the

BJP’s prime ministerial candi-

date, Bihar Chief Minister

Nitish Kumar on Wednesday

said Narendra Modi was so

“obsessed” with his “desper-

ate dream” to become the prime minister that he was

erecting replicas of Red Fort at

his rallies.

“Some people are dreaming to

become Prime Minister and

they are dreaming so much so

that they are making fake Red

Fort at their daises, whether or

not they reach the Red Fort,”

Mr. Kumar said at a function

organised by the JD(U) to

induct Matia Mahal MLA

Shoaib Iqbal into the party.

Mr. Kumar also ridiculed pre-

election surveys, which pre-

dicted that JD(U) was losing

ground in Bihar following its

split with the BJP, saying they

lacked logic and were meant

to entertain people.

“They ask 100 or 50 people

some questions and claim that

it shows the mood of the pub-

lic... We are not a two party

country. Our country has lot of

diversity. Different parties

have their regions of influence

and it is not possible to gauge

the general mood by asking a

few questions from some peo-

ple,” he said.

He referred to the Samajwadi

was told by pollsters that

The Communist Party of

India (Marxist-Leninist) rally,

scheduled for Wednesday, has

now been shifted from the

Gandhi maidan to Miller High

School. The first bomb was

found on Tuesday morning

inside the maidan on the side

of the SK memorial hall. It

was deactivated soon after by

the bomb squad of the Bihar

police. The next two bombs

were found towards late after-

noon and early evening. They

were defused by late evening.

“The bombs were found dur-

ing our search and sanitisation

operations,” Manu Maharaj,

Senior Superintendent of

Police, Patna, told The-Hindu.

He appealed to the people to

look out for suspicious

objects.

Police expect to recover more

bombs during their ongoing

combing process. The recov-

ery belied their earlier claim

that the maidan had been sani-

tised and made ready for

Wednesday’s rally.

Secretary Anil Goswami

arrived in Patna on Tuesday,

ing that “authority without

accountability will be dracon-

ian,” particularly for the inves-

tigation agency which, like the

police, had the power to arrest,

seize and raid, besides keeping

the accused in confinement. It

instances in the past where

allegations of extortion and

bribery leading to coloured

investigation have emerged

against some CBI officials.

Committee (JPC) report onallocation and pricing of tele-

com licences and 2G spectrumhas criticised the Comptroller

and Auditor General (CAG)’s“presumptive loss” theory and

said all indicators and calcula-tions used by it to reach the

loss figures ranging between

Rs.57,666 crore and Rs.1.76-

lakh crore were “untenable”and “unrealistic.” The CAG

had indicted the governmentfor causing a massive loss to

the exchequer by granting 122licences in 2008 at a price dis-

covered in 2001.

Referring to the CAG’s calcu-

lation of loss based on FDIattracted by the new entrants in

the telecom market, the JPCreport says the Department of

Telecom (DoT) was of the

view that the investment

brought in by strategic foreign partners were to be utilised for

rolling out the services in thelicensed service areas and that

issuing additional equity for bringing in foreign investment

was a normal practice in thecorporate world.

The CBI has confirmed thatinvestigations did not reveal

evidence of criminality in the

infusion of additional equity

by foreign companies into thetwo new licensees or contra-

vention of the FDI investment policy applicable in the tele-

com sector. Therefore, “losscalculation and determination

of value of licences and spec-

trum on the basis of legitimate

infusion of FDI by means of fresh equity by the telecom

companies are untenable,” thereport said.

Similarly, the JPC report dis-

missed the CAG’s loss calcula-

tions by comparing value based on prices discovered for

3G spectrum. The report says“the Telecom Regulatory

Authority of India (TRAI) rec-ommendations were cherry-

picked by the CAG and werenot considered in entirety

while referring to them by theaudit for trying to establish that

2G and 3G prices are compara-

ble and calculating presump-

tive loss for spectrum on the basis of revenue realised

through 3G auction. “The 3Gspectrum was auctioned for the

first time in the country inearly 2010. How could the rev-

enue realised in 2010 for 3G be

used for calculating the loss on

account of 2G spectrum allo-cated as far back as in 2008

where the demand-supply position was also very differ-

ent is something that needs

proper justification.”

NEW DELHI, OCT 30: The govern-ment Wednesday asked RelianceIndustries to give up 81 percent of itsKG-D6 gas block, including five dis-coveries, as the time allocated for pro-ducing from them had expired.

"I think the notice (for relinquish-ment) has gone. If it hasn't yet gone, itwill go today. We plan to send them thenotice today," Oil Minister M VeerappaMoily said here.

The Oil Ministry wants RIL and its partners BP plc of UK and Canada's

Niko Resources to give up 6,198.88square kilometres out of a total 7,645sq km area in KG-D6 block, by retain-

ing only the portions where regulator DGH-recognised discoveries have

been made.The area sought is more than 5,367

sq km area that RIL had offered torelinquish and includes five discover-ies - D4, D7, D8, D16 and D23 for which the Directorate General of Hydrocarbon (DGH) had opined thatRIL missed deadlines for submissionof investment plans.

"We discussed the issue threadbareand after analysing it have reached to

this conclusion that they (RIL) need torelinquish certain area as per theProduction Sharing Contract (PSC),"

he said. "We have followed a transpar-ent process where we gave them dueopportunity to present their case."

The five discoveries hold 0.805trillion cubic feet of reserves, or aboutone-fourth of the restated reserves inthe currently producing Dhirubhai-1and 3 (D1&D3) fields in KG-D6 block,and are worth USD 10 billion at currentimported cost of gas.

Also, the Oil Ministry will be mov-ing Cabinet soon to deny the new USD8.4 per million British thermal unit

price for gas from D1&D3. This would be done on the grounds that fall in output to 10 million standard cubic metres per day from 54 mmscmd achieved inMarch 2010, instead of rising to pro-

jected 80 mmscmd, was due to RIL'sfailure to drill the requisite number of wells.

"The gas pricing note to theCabinet will go shortly," he said.

RIL will be allowed the new priceonly if its arguments of geologicalcomplexities being responsible for thefall in production are proved.This is thesecond penalty that is being sought to

be imposed on RIL. The ministry hasalready moved to deny USD 1.8 billionof its cost for the same reasons. TheMinistry has, however, not indicated

how it will compensate RIL for the period when it is forced to sell gas atUSD 4.2 rate if it is proved at alater date that the company had not deliber-ately suppressed the output.

Officials said the 1,4462.12 sq kmarea that the Ministry is allowing RILto retain includes the currently produc-ing D1&D3 gas fields and D26 (MA)oil and gas field.

Besides, a cluster of four satellitefields (D2, D6, D19 and D22) and twoother significant discoveries (D42 and D34) for which investment plans havealready been approved, are also beingallowed to be retained by RIL. Thearea allowed to be retained alsoincludes three yet-to-be-confirmed discoveries of D29, D30 and D31 with0.345 Tcf of reserves, as Moily feltDGH had been unfair in denying their existance. Moily agreed with RIL'scontention that the company should

be allowed to conduct tests to confirmthe three finds. RIL as per the contrac-tual requirement of retaining only thearea where discoveries have beenmade, had offered to give up or relin-quish 5,367 sq km out of the total7,645 sq km area in the Bay of BengalKG-D6 block. However, the DGHwanted another 1,130 sq km of area,

bours like China, Pakistan, Nepal and Bangladesh at bet-ter positions and is topped bySingapore.

The annual DoingBusiness report, released today by World Bank and International FinanceCorporation (IFC), comes ata time when economic sce-nario is subdued and regula-tory frameworks in India arealready facing criticism from

domestic industry leadersand international investors.

In the ranking of 189economies, India's positionhas dropped to 134, belowneighbouring China (96),

Nepal (105), Pakistan (110)and and Bangladesh (130).India is also ranked lowestamong the BRICS nations(Brazil, Russia, India, China

and South Africa).has slipped from its last

year's 131st position while asmany as 114 other countrieshave stepped up their pace of improving business regula-tions in the past one year.

The latest report has doc-umented 238 business regu-latory reforms worldwide lastyear although there are nospecific details about Indiaon this front.

India's business environ-ment has come for criticismon various issues in the pastincluding in Vodafone taxdispute and recently in thecase of industrialist Kumar Mangalam Birla. After a FIR was filed by CBI againstBirla in a matter related to

Encouragingly, the World Bank report said that India ismaking progress in terms of achieving highest perform-ance. The country's distanceto frontier (DTF) scoreimproved to 62.74 percent-age from 61.67 registered lastyear. The DTF measureshows the distance of eacheconomy to the "frontier,"which represents the highest

India slips to 134th rank on Doing Biz list

On Tuesday, the ReserveBank of India (RBI) released its quarterly monetary policyreview for the second quarter of fiscal 2013-14 and the pol-icy came in as per the expec-

tations of analyst community.Experts seem to be in una-nimity with regard to the pos-sibility of more rate hikes inthe coming months if infla-tion remains above the com-fort zone of RBI.

While the RBI raised repo rate by 25 basis points

(bps) to 7.75 percent, it haskept cash reserve ratio (CRR)unchanged at 4.0 percent.Furthermore, RBI hasreduced the marginal stand-ing facility (MSF) rate by 25

bps to 8.75 percent.However, the positive

surprise was that liquiditywas enhanced through termrepos of 7-day and 14-daytenor from 0.25 percent of net demand and time liability(NDTL) of the banking sys-tem to 0.5 percent with

immediate effect. Owing tothis move, banking shareswere in demand and the Bank

Nifty (NSE banking sharesindex) rose by 4.35 percent.Consequently, Nifty jumped

by 1.96 percent and closed atlevels of 6221 because of theliquidity enhancing meas-ures. Commenting on themonetary policy, BrindaJagirdar, consulting econo-mist (former chief economistat SBI) said, “This (repo rate)increase is in line with theglobal environment and macro-economic data.”Talking about the liquidityenhancing measures, Jagirdar said, “As CAD has narrowed down and rupee has stabi-lized hence RBI has broughtdown the MSF rate. Liquiditywill further increase through

term repos of 7-day and 14-day tenor and this will helpthe market to discover the

proper yield curve. It willallow banks to borrow moreunder these terms.” Referringto the possibility where onecan witness more repo ratehikes in the future, Madan

Sabnavis, chief economist atCARE Ratings averred, “Thefact is that policy makers areseriously trying to controlinflation. It appears that theywant to target the inflationrate. However, if inflationinches up in the comingmonths then RBI canincrease the rate further.”Likewise, DK Joshi, chief economist at Crisil opined,“Going forward, as long asinflation remains above thecomfort zone, RBI willmaintain its hawkish stance.We have already seen theupward risk play out whichwas due to currency weaken-ing. Raghuram Rajan’s mon-etary policy is a prudent oneas to bring inflation under control is the need of hour.Eventually, bringing infla-

tion down is also positive for the growth in the mediumterm.” Rejecting the hypoth-esis that RBI has put thegrowth on the backburner,Jagirdar said, “RaghuramRajan is prioritizing thethings and not puttinggrowth on the back burner.

SRINAGAR, OCT 30: Class 12th stu-dents from different streams are allegingthat Jammu and Kashmir Board of School Education is hell bent to ruintheir careers while most of the examina-tion papers set for the students have been twisted and are out of syllabus. Theongoing class 12th examination has been proving nightmare for the students.So far, three massive demonstrations

have been staged against the BOSE for twisting the examination papers. Shortly before the massive demonstration staged by students appearing in Math subject,students who appeared in English paper (R-series) as regular candidates, said they were "shocked" to see questions out

of the syllabus and could not attemptmost of the questions. "We were notexpecting that Board of SchoolEducation authorities are so negligentabout the examination as most of thequestions were not only tough but of syl-labus as well," said Nazir Ahmed, a stu-dent adding that they want re-examina-tion of English paper. On Wednesday,students who had appeared in Business

Math paper alleged that BOSE had settheir examination paper out of syllabuswhile they could not do anything in thisregard. They said that it was only after the massive protest registered by Mathstudents that the matter came to lime-light. "We were the first victims of the

BOSE. Board authorities ignored our complaints as we did not protest as other students did," one of the students said.

The father of a female student said that he along with other parentsapproached to Secretary BOSE in thisregard. "Despite giving assurances, theBOSE did not do anything. Our childrenare perturbed and we seek justice for them," he said.

When contacted, Secretary to BOSE,Reenu Goswami said that expert com-mittees have been constituted to look into the matter. "We are waiting for their expert opinions and it is only after get-ting their opinion, we would be able totake a decision," she said.
