Roll call was taken and the Pledge of Allegiance was recited. 2D: Chair’s Report Chair Pearson introduced Dr. David Long, California’s Secretary of Education, to the Commission and invited him to the table to speak about the Office of the Secretary of Education. Secretary Long gave a speech on the activities of the Office of the Secretary of Education and the work completed toward the Year of Education. Chair Pearson also sent condolences on behalf of the Commission to Commissioner Gomez and his family for the loss of his mother.

2A: Approval of the August 2007 Minutes Commissioner Littman moved approval of the August 2007 Minutes. Commissioner Whitson seconded the motion. The motion passed without dissent. 2B: Approval of the October 2007 Agenda Commissioner Littman moved approval of the Commission’s October 2007 Agenda with an agenda insert for item 2C. Commissioner Cheung seconded the motion. The motion passed without dissent. 2C: Approval of the October 2007 Consent Calendar Commissioner Gaston moved approval of the Consent Calendar. Commissioner Littman seconded the motion. The motion passed without dissent. 2E: Executive Director’s Report Executive Director Janssen gave a brief budget report for the FY 2007-08. Mr. Janssen also welcomed Dr. Terry Janicki back to the Commission as a Consultant in the Professional Services Division after a six year hiatus. 2F: Commission Member Reports Commissioner Schwarze reported on the Committee on Accreditation (COA) meeting. She expressed her appreciation for their hard work and stated that the group was well structured and managed. Commissioner Gallagher reminded everyone about the 50th anniversary of the launching Sputnik which had an enormous impact on education. She also reported on her work with the National Science Board. 2G: Liaison Reports There were no reports. Professional Services Committee Committee Chair Paula Cordeiro convened the Professional Services Committee. 3A: Program Approval and Initial Institutional Approval Teri Clark, Administrator, Helen Hawley and Karen Sacramento, Consultants, Professional Services Division, presented the following programs for Commission approval: Initial Institutional Approval Bay Area School of Enterprise (BASE) Single Subject Matter Program California Polytechnic University, Pomona: Music

Assessment Induction Program Page Tompkins, REACH Professional Beginning Teacher Support and Assessment Teacher Induction Program, gave a brief description on the background of the program and the role of the faculty. Chair Pearson moved approval of the application for initial institutional approval, the single subject matter program and the six induction programs. Commissioner Perry seconded the motion. The motion carried without dissent. 3B: Approval of Knowledge, Skills and Abilities (KSAs) for the CSET: Bilingual Methodology and Bilingual Culture Examinations, and Review of Draft Bilingual Program Standards Jo Birdsell, Consultant, Professional Services Division, presented this two-part item which provided the final KSAs for the CSET: Bilingual Methodology and Bilingual Culture examinations for approval and also the draft Bilingual Program Standards developed by the Bilingual Certification Design Team for initial review by the Commission. Marty Karlin, NCS Pearson, gave information on the respondents rating process for the content validation survey. Gini Natali, California State Parent Teacher Association, requested clarification on the use of the term “demonstrate” in Domain 2 Intercultural Communication 004 School, Home, and Community Collaboration. Charles Zartman, Chair, Bilingual Certification Design Team, commended his colleagues on the quality work done on the KSAs. Dr. Magaly Lavadenz, California Association for Bilingual Education (CABE), thanked the Commission staff and the rest of Bilingual Certification Design Team for their effort on the work of the KSAs. Commissioner Gaston moved approval of the proposed Knowledge, Skills, and Abilities required of a bilingual teacher for California public schools. Commissioner Molina seconded motion. The motion carried without dissent.

The Commission also directed the staff to release the draft Bilingual Program Standards to obtain stakeholder input and bring the item back for Commission consideration and action at the December 2007 meeting. 3C: Proposed Approval of an Alternative Teaching Performance Assessment, the Performance Assessment for California Teachers (PACT) Teri Clark and Mike McKibbin, Administrators, Professional Services Division presented this item which provided a description of the PACT assessment system and the review process of the assessment conducted by an expert review panel in relation to the Commission’s adopted Assessment Design Standards. Anne Jones, UC Riverside, voiced her support for the PACT assessment. Robert Calfee, representing himself, echoed support of the PACT assessment. Ray Pecheone, Stanford University, gave a brief presentation supporting the PACT assessment. Commissioner Whitson moved approval of the recommendation from the expert panel to approve the Performance Assessment for California Teachers (PACT) as an alternative teaching performance assessment pursuant to Education Code Section 44320.2(d)(3). Commissioner Gaston seconded the motion. The motion carried without dissent. 3D: 2006-2007 Annual Accreditation Report by the Committee on Accreditation Teri Clark, Administrator, Professional Services Division and Lynne Cook, Co-Chair of the Committee on Accreditation presented this item which provided background information on the Committee on Accreditation (COA) and presented its 2006-2007 Annual Accreditation Report which summarizes the COA’s accomplishments, activities and plans for future work. 3E: Draft Standards of Quality and Effectiveness for Health Services: School Nurse Credential Programs Teri Clark, Administrator, Professional Services Division presented this item which provided the draft Standards of Quality and Effectiveness for Health Services: School Nurse Credential Programs for initial Commission review. Susan Westbrook, California Federation of Teachers, thanked the staff and the panel for their work on the draft standards. She also suggested an induction program be developed for school nurses. The Commission directed staff to invite representatives from the school nurse association to discuss on what is going on in the field when the item is presented at the November 2007 meeting. It was also clarified that staff would provide information on the differences between the previous standards and draft standards. 3F: Report on the Reading Instruction Competence Assessment (RICA) Validity Study and Review of the Draft RICA Content Specification

Yvonne Novelli, Assistant Consultant, Professional Services Division presented this item which provided information regarding the RICA validity study process and results including a comparison of the draft RICA content specifications with those currently used. Kathy Harris, California Teachers Association, raised concerns in the draft on the lack of language to meet the needs of English learners, the focus on beginning reading strategies and lack of skills needed for advanced learners. Susan Westbrook, California Federation of Teachers, voiced the same concerns as Ms. Harris. 3G: Alternative Subject Competency Assessment for Additional Less Commonly Taught Languages Other Than English (LOTE) Jo Birdsell, Consultant and Mike McKibbin, Administrator, Professional Services Division presented this item which provided a proposed plan for an alternative subject matter competency assessment process to meet candidate needs in the less commonly taught languages other than English for which there is no CSET: LOTE subject matter examination and no single subject matter preparation program available. Derrek Ramage, LAUSD, voiced his support for an alternative subject matter competency assessment process plan. Legislative Committee Committee Chair Margaret Gaston convened the Legislative Committee. 4A: Status of Legislation Marilyn Errett, Administrator, Office of Governmental Relations, provided an update on the status of bills the Commission has taken a position and on Commission sponsored bills. 4B: Other Legislative and Policy Items No items to report at this time. Reconvene General Session Chair Pearson reconvened General Session. 2I: Report of the Executive Committee Chair Pearson moved to approve the Executive Committee of August 2007 meeting minutes. The Executive Committee directed staff to return with an action item in accordance with Committee discussion to establish new procedures for the interview selection process for the Committee of Credentials and Committee on Accreditation which would involve appointment of members of the Commission to an ad hoc sub committee.

The Commission approved the recommendation from the Executive Committee. 2J: New Business Chair Pearson noted that the Quarterly Agenda is presented for information.

The Commission directed staff to add the General Science Credential authorization to the Quarterly Agenda. Susan Westbrook, California Federation of Teachers, said that Linda Plack, United Educators of San Francisco (UESF), will represent the California Federation of Teachers at the November Commission meeting. Chair Pearson recessed the General Session in order to convene Closed Session. Upon completion of Closed Session business, Chair Pearson reconvened General Session. Report of Closed Session Items Chair Pearson reported that the Commission denied the Petition for Reinstatement in the matter of Cindy Pate. The Commission rejected the Proposed Decision and called for the transcript in the matter of Shirley Broney. The Commission took action to reject the Administrative Law Judge’s Proposed Decision and action to issue findings to grant any pending applications in the matter of Gwendolyn Lawrence-Harrison and then revoke the credential granted and stay the revocation and place her on probation with conditions. The findings would be submitted at the November 8, 2007 Commission meeting for adoption. Adjournment There being no further business, Chair Pearson adjourned the meeting.
