THE REGIONAL Tripartite Wages and ProductivityBoard approved Wage Order No. 17 mandatingan increase of P6, and allowed the integration ofP24 in cost of living allowance into the basic payfor workers in Central Luzon.

With this, the minimum wage rates in Bataan,Bulacan, Nueva Ecija, Pampanga, Tarlac andZambales are set at P336 for companies withassets of P30 million and above, and P329 forassets less than that amount. In Aurora, non-agriculture workers get P285.

In the agricultural sector, workers in plantationare set to get P306 while those in non-plantationareas get P290, that is for the first six provinces.The rates in Aurora are fixed at P270 and P258,respectively.

In the retail and service sector, companies with16 or more workers are required to pay P325while those with less than 16 workers should payP311. In Aurora, the rate is P215.

Maybe, enough reason there for workers inAurora to cry “Inequality!” But that is another story.

So the daily minimum wage has been increasedby P30. So why is there no rejoicing in the laborfront?

The P30-increase runs short of the P36-rise inthe price of galunggong, once the definingstandard of poverty in the country. So said LudyHamor, head of the trade union political centerMakabayan chapter in the Central Luzon.

Hamor cited records of the National StatisticalCoordination Board saying a kilogram ofgalunggong fetched P104.74 in January 2007,rising to P129.40 in December 2011, and to itscurrent price of P140.

Beyond galunggong, there’s still the increasein the prices of prime commodities, in power andutility rates, in fare, in just about anything andeverything with a price tag.

Never no moreTWO WEEKS less than a year ago – October 25, 2011 to beexact – this paper bannered “Panlilio says: I’m done with politics.”The story, with my own byline, read:

CITY OF SAN FERNANDO – “No more (electoral) politics forme.”

Thus, former Pampanga Gov. Eddie T. Panlilio debunkedspeculations that he was angling for an elective position in 2013.

“I am still waiting for the Church’s action on my request to returnto the priesthood,” said Panlilio during a novena Mass at the St.Jude parish church in Barangay San Agustin here last Saturday.

Panlilio was the guest homilist in the Mass celebrated by Rev.Fr. Raul de los Santos, the parish priest.

In his introduction of the suspended priest-turned governor, Delos Santos hailed Panlilio for “answering a higher call” in runningfor the governorship and winning in 2007, as well as in seeking,but losing, re-election in 2010.

The priesthood remained “manifest” in Panlilio,De los Santos said, even in the field of politicswith his innate “sense of self-sacrifice and serviceto the people.”

Panlilio said that out of politics, he wouldcontinue in his various advocacies.

These included the environmental preservationwith the Save the Trees Coalition that preventedthe wholesale cutting of all trees along MacArthurHighway being pursued by the Department ofPublic Works and Highways and endorsed by thePampanga Chamber of Commerce and Industryand the city government of San Fernando.

“Thanks to the STC, we can still enjoy thecool shade of the trees,” Panlilio said.

The campaign for good governance, he said,continues with nationwide talks being undertakenby the Kaya Natin group that included himself,former Isabela Gov. Grace Padaca and nowInterior Secretary Jesse Robredo.

Jueteng politicsIt was in the anti-jueteng advocacy that Panlilio

was most emphatic in his homily.“As long as jueteng politics exists, there will

be no chance for good governance to take roots,”he said, lamenting that some priests and pastorsregularly receive jueteng money.

Panlilio claimed that in the last elections, aChristian pastor intimated to him that a group ofpastors were offered “as much as P100,000individually” with a number of them accepting thebribe...

From no mas to uno mas.Last October 5, the last day for filing of

certificates of candidacy, a smiling Panlilio wasproclaimed by President Aquino as the officialcandidate of the Liberal Party for Pampangagovernor.

My classmate, the Rev. Fr. Larry Sarmiento,head of the archdiocesan conciliation andarbitration committee (in matters concerningpriests), was quoted as saying Panlilio “opted toleave the priesthood and apply for a dispensationfrom the priestly office.”

Last Tuesday, October 9, I found this postedin my Facebook account from some shares:Panlilio philosophizing his return to politics, thus:

Marami pong nagtatanong kung bakit gumitnana naman tayo sa pulitika.

Sa isang banda, nagulat at natakot po akosa mga nangyayari sa ating probinsiya. Hayaanninyong ilarawan ko ito sa pamamagitan ng isangkwento. May isang alagad ng simbahan na datingtumitindig laban sa jueteng. Ngunit nangmagkasakit ang kanyang anak at wala siyangpanggastos, lumapit siya sa asawa ng hinihinalangjueteng lord na nagtustos sa pagpapagamot sakanyang anak. Mula noon ay isa na siya sa mganagsasabi na wala naman palang masama sajueteng.

Walang pinagkaiba ang naturang alagad ngsimbahan sa mga pari, pulis, kapitan, mayor,gobernador, kongresista, senador, presidente,alagad ng media at maraming pang mamamayanna tumatanggap sa jueteng.

Wala silang nakikitang masama sapagtanggap ng pera na kahit ito ay galing sa imoralat nakapipinsalang sugal.

Kapag taong simbahan na ang walangnakikitang masama sa jueteng politics na

nagsasamantala at pinanatiling mahirap ang mgatao at nagdudulot pa ng iba’t ibang kasamaan,totoong nakakatakot na ang ating kalagayan.

Kaya noong kinausap ako ng mga kababayanna nagmamalasakit sa Pampanga, pagkataposakong hinikayat ng mga kasama sa Liberal Partysa pangunguna ni PNoy at dahil walang gustongtumayong alternatibo, nagpasya akong tumakbo.

Nagdesisyon akong pangunahan angkahilingan ng mga Kapampangan sa kanilangpakikibakang wakasan ang jueteng politics,patronage politics, lumalaganap na magulang-anak, anak-magulang at mag-asawang politicodito sa Pampanga.

Muli kong iniaalay ang aking sarili upangmamuno sa ninanais ni PNoy na dalhin saPampanga ang matuwid na daan at ang pag-unladna tinatamasa ng bansa.

Ating inaawit sa Imno Capampangan, “...gabun ding pantas at marangal, sibul ning lugud,carinan ning tepangan.... “.

Ayaw kong maisulat sa kasaysayan na minsantumayo ang mga magigiting at may dangal naKapampangan upang tuldukan ang jueteng atwalang prinsipyong pamumuno, ako ay inalok namanguna at sila ay aking binigo sapagkat angtugon ko sa kanila ay natatakot ako. Na sinabiko sa kanila na ang kanilang pakiusap ay hindikasama sa aking tinugunan bilang pari.

Ang Laban sa Pampanga ay laban nating lahatna mga Kapampangan, saan man po kayo ngayonna nagmamalasakit sa bayan nating tinubuan.Sa inyo rin po ito kayong may malasakit saPampanga. Hindi ko po sariling laban ito.

Napatunayan na po natin noong 2007 na kayanating iluklok ang Effective, Ethical andEmpowering leadership sa Pampanga kung tayoay magkasama. Patunayan natin ito ay hinditsamba. Patunayan natin na nanalo tayo noong2007 dahil pinagkaisahan, pinagtulungan atisinakatuparan natin ang ninanais ng mgamamamayan. Kaya nating ulitin ito ngayon. Satulong ng Poong Maykapal.

Past, present and future in perfect fusion.Thus, Panlilio in 2007: “I have heeded the

clamor of the laity to serve God’s people by runningfor public office. An extraordinary situation likethat in Pampanga requires a radical option.”

So I wrote then, as I write now, how it was theimage of the Dominican reformer Fra GirolamoSavonarola that I saw in Panlilio, with full recall ofhis compelling mission in taking over thegovernment of Florence in 1494: “O my people,you know that I have never wanted to intervene inmatters of state: do you think I would do so now,if I did not see that it was necessary for the healthof your souls?...Your reform must begin with thethings of the spirit, which are above the material,of which they are the rule and the life; and yourtemporal good must serve your moral and religiouswelfare, on which it depends. And if you heardsay that states are not ruled by paternosters,remember that this is the rule of tyrants, or theenemies of God and the commonweal, the rulefor oppressing and not for raising and liberatingthe city. If you desire a good government you mustrestore it to God. Surely, I should not meddle instate matters, if this were not so.”

As it was in 2007, so it was not in 2010. Andso it will be not in 2013.

The additional income, said Morales,will be largely spent for infrastructure

projects, initially the rehabilitation of roads in all of thecity’s 27 villages, and the lighting of the national road,and health and nutrition programs.

Even as the city’s fiscal management is beingenhanced, Morales said a moratorium on local takes isset in place.

In much of its 300-year existence, Mabalacat’spotential for development remained largely untapped. Ittook Morales – first elected mayor in 1995 – to take thethen fourth class municipality to the urban league.

PALAYAN CITY - The pains of climbing mountains did not bargraduate school students from a private university in Cabanatu-an City to plant trees on top of the mountainous village hereover the weekend.

Most of them are already of “good age” that climbing heightscan be considered a great sacrifice, but just the same theydid what they sought to do.

Dr. Lulu Diamante, dean of Phinma- Araullo University grad-uate school, said that students taking masteral and doctoralcourses, planted about 200 trees on the mountain top of SitioBacao, an identified reforestation area under President Beni-gno S. Aquino’s National Greening Program (NGP).

Diamante explained that the department has adopted aspecific area in the adjacent sitio (sub-village) of Alorma, alsoin Barangay Doña Josefa, but they have finished planting thereas certified by the Department of Environment and NaturalResources (DENR).

“Our students who planted here are mostly (school) princi-pals and chiefs of different offices,” Diamante said. This, sheadded, invites the possibility of the virtue of caring for the envi-ronment emulated.

“Today, we have the principals practicing this good activity,in the future they are encouraging their own students or em-ployees doing the same,” she said.

Diamante admitted that some students complained of painsbut continued doing their task. Some of them were heard ask-ing for pain reliever.

Engr. Jose Ariel Domingo, immediate past president of thegraduate school’s students’ organization and manager of theNational Irrigation Administration-Upper Pampanga River Inte-grated Irrigation System’s division IV, said they conduct aseries of tree planting activities in accordance with Aquino’svision to plant 1.5 billion trees in 1.5 million hectares by 2016.

“We adhere to the President’s order and his vision to makeour country a better world for the future generations,” Domingosaid.

Domingo said that he himself has enjoined NIA employeesunder Division IV to come up with the 10 trees per person peryear policy.

“We identified the watershed of Aulo Dam in Palayan Cityas our reforestation area,” he said. The place, he added, hasbeen placed under the DENR’s NGP areas.

Diamante said their students will continue to conduct treeplanting activities even as the university exerts efforts to instillin the youth the care for the environment.

Tetangco also impact-ed himself in the anti-overloading campaignwith his hands-on, on-the-ground monitoring and

apprehension of violatorsof the law.

His “incessant lobby-ing” with the Departmentof Public Works andHighways facilitated theearly completion of reha-bilitation works at the Col-gante Bridge which spansthe principal road to Ma-cabebe and Masantoltowns.

“I am humbled with thistotal trust and confidencegiven me by the people. Ican only maximize my ef-forts for their total well-be-ing to repay them,” Teta-ngco said.

His running mate, in-cumbent Vice MayorPedro “Peter” Nucum isalso running unopposed.

Yesterday, “TeamLazatin” alleged that thecity’s barangays have notreceived their shares of thereal property tax (RPT) forthe months of August andSeptember.

This came in the wakeof claims made by Laza-tin – with correspondingphotocopied cash flow re-ports from the city treasur-er’s office – that the cityis bankrupt .

City Administrator Den-nis Albert Pamintuan de-bunked the claims sayingthe city government is fi-nancially “stable and ableto pay its debts.”

In a press statementyesterday, IC Calaguas,chief of staff of Lazatin,said that if the city govern-

Calaguas said that forthe month of August, thetotal barangay share forthe RPT collected by thecity amounted to P443,831.42.

But Rodelio “Tony”Mamac, chairman ofBarangay Balibago, hasyet to receive his village’sRPT share for Augustamounting to P42,427.34,the statement said.

Cutcut barangay chairCecil le Nepomucenoshares the same dilem-ma as her barangay hasalso yet to receive itsshare of the RPT for Au-gust, amounting toP28,421.19.

‘Elaborate lies’The Lazatin camp ear-

lier released a statementsaying that Pamintuan’sdenial of the city’s bank-ruptcy are “all elaboratelies” as it presented “offi-cial records from the Of-fice of the City Treasurer”showing that as of Sep-tember 3, 2012 the cityhas a negative cash flowof P11,945,575.92.

“If the city is stable,then show documents,”Calaguas challenged Pa-mintuan.

Section 271(d) of theLocal Government Codestipulates that “the shareof each barangay shallbe released, withoutneed of any further ac-t ion, direct ly to thebarangay treasurer on aquarterly basis within five

(5) days after the end ofeach quarter and shallnot be subject to any lienor holdback for whateverpurpose.”

Two weeks havepassed since the end ofthe third quarter and thecity government has notyet distributed the RPTshares of the baran-gays, the s ta tementnoted.

Calaguas also cited theLocal Government Codeprovision that city baran-gays are entitled to 30percent of the RPT collect-ed by the city, wherein 50percent will go to thebarangay where the prop-erty is located and 50 per-cent will be distributedequally among the otherbarangays.

Montejo, who wasamong the guests at theClark ConEx 2012 Interna-tional ICT Conference andExpo from October 10 to11, said at least 75 percentof the total BPO and ITfirms are in the NationalCapital Region (NCR). The25 percent, he added, aremostly in Cebu and Clark.

He said they aimed toput at least 40 percent ofthe total industry outsideof the NCR.

Villanueva said therewere at least 4,000 directBPO and IT workers atClark in 2010, jumping tosome 11,300 as of Sep-tember 2012.

As of latest data fromthe Clark DevelopmentCorp. (CDC), there aremore than 70,000 workershere.

George D. Sorio, chair-man of the Metro Clark ICTCouncil, said the August7 torrential rains that par-

alyzed the BPO opera-tions in Metro Manila hadshown the advantages ofClark.

Sorio of the Cyber CityTeleservices, pioneer BPOfirm at Clark, said thatsince the recent floodingin Metro Manila this year,there had been “large ad-ditional inquiries” on affect-ed and potential investorswanting to locate at thisFreeport.

The two-day confer-ence and expo is one ofthe projects of Sorio andother groups, including theCDC and MCICT, in pro-moting Clark as haven forthe BPO and IT industry.

He said these varietiescould yield a maximum ofsix to 11 tons per hectare.

“Multi-location yieldtesting showed that Tubig-an 22 has an average yieldof about six tons per hect-are. It has yield potentialof about 11 tons per hect-are when transplanted andabout eight tons per hect-are as direct-seeded rice,”he said.

Rasco said that on theother hand, Malagkit 5,which he described as “agood yielding glutinousvariety,” can yield seventons per hectare maxi-mum.

“It matures in 122 daysand has moderate resis-tance to whiteheads,brown planthopper, green

leaf hopper, and yellowstem borer. It is alsoslightly aromatic whencooked,” he added.

“You might also want totry hybrid rice becauseunder good conditions, itsyield is 27 percent higherthan inbred,” Rasco toldfarmers during the FieldDay gathering held in Mu-noz, Nueva Ecija.

He stressed that “Mes-tiso 29, a variety with re-sistance to white and yel-low stem borers, brownplanthopper, and greenleafhopper, registered anaverage yield of seventons per hectare and amaximum yield of 11 tonsper hectare and maturesin 113 days.”

Meanwhile, Rasco

also said that the Mestiso38 variety “is suitable inareas usually infested withblast, bacterial leaf blight,and white stem borer andit matures in 114 days andcould yield as high as 10tons per hectare.”

“You might have no-ticed rice plants withthicker culms when youwent around our experi-mental fields. These arenew hybrid rice varietiesbeing developed, whichwould hopefully, bring 24percent higher yield thanother hybrid,” Rascostressed.
