attack upon the insurgent army aud if forced into action to fire in the air so as to Bhow the Filipinos that the American soldiers are in sympathy with their struggle for in- dependence ¬ Following an alleged review of the events preceding the capture of Manila by the Americans and the statement that it is evident that the American government intends to retain the islands iB the statement that the retention of the it lands is contrary to justice nod at variance with the frauk olid noble promises made to General Aguiual do Then follows the suggestion that the soldiers ought to unite to protest
